Two alleged terrorists belonging to the outlawed Tehreek-e-Taliban Pakistan (TTP) were arrested during a raid by the Police in Shah Latif Town in Karachi city of Sindh on January 1, reports samaa.tv. According to the Police, the suspects hailed from Afghanistan and were planning attacks on multiple security officials in the city. The investigation officer said that the Police have seized cracker bombs, fake passports, ball bearings, illegal arms, and detonators from their possession. The terrorists, identified as Razaullah alias Nasir and Habib Noor alias Sher Habib, had joined TTP in 2011 and 2008, respectively. Both were trained in Afghanistan and have been involved in multiple attacks on the Security Forces (SFs).

Human Rights Minister Dr Shireen Mazari revealed on January 3 that a bill pertaining to enforced disappearances, which was recently passed by the National Assembly (NA), had gone "missing", reports Dawn. Speaking to media persons at the Ministry of Human Rights, she said: "We had prepared the bill regarding missing persons and it was passed by the [relevant] standing committee and the National Assembly (NA). But it went missing after it was sent to the Senate." The minister said there were reports, however, that the bill was now at the Senate Secretariat. The bill, Criminal Law (Amendment) Bill 2021, was passed by the NA on November 8, 2021, and is aimed at making amendments to the Pakistan Penal Code (PPC) and Code of Criminal Procedure. It was introduced in the NA by the Federal Interior minister in June 2021. While initially there was no provision related to the filing of a false complaint or false information about subjecting a person to enforced disappearance, subsequently a provision was added to the bill to declare it a penal offence punishable by up to five years imprisonment with a fine up to PKR 500,000. The proposed law provides for the insertion of a new section 52B in the PPC for defining an “enforced disappearance”.

A leader of Jamiat Ulema-i-Islam (JUI-F), Sardarzada Mir Zahid Khan Lehri, was shot dead in Ghazi village in Kachhi District of Balochistan on January 4, reports Dawn. Sardarzada Mir Zahid Khan Lehri was on a visit to his agricultural land near Ghazi village when unidentified assailants opened fire on him. Zahid Lehri and his guard were injured. Zahid Lehri later succumbed to his injuries at hospital. Zahid Lehri was a member of the provincial council of JUI-F, Balochistan chapter.

Dawn quoting Centre for Research and Security Studies (CRSS) Annual Security Report (2021) reported on January 4 that though violence-related casualties in Pakistan declined at a steady rate since 2015, remained somewhat unchanged in 2020 but seemed to have accelerated dramatically during the year. With an increase of roughly 42pc in 2021, Pakistan suffered 853 fatalities (up from 600 last year) and 1,690 injuries directly linked to violence-related incidents. Nearly 75pc of all violence-related fatalities were recorded in Khyber Pakhtunkhwa (KP) including erstwhile Federally Administered Tribal Areas (FATA) and Balochistan. Of the total fatalities, Punjab accounted for 8pc followed by Sindh. Compared to the fatalities in 2020, all regions except Islamabad and Gilgit-Baltistan suffered an exponential surge in violence with Balochistan accounting for a net 80pc increase. According to the report, commensurately, both security operations and terror attacks increased in 2021 year. A total of 146 security operations were carried out during the year leaving 298 outlaws dead, a rise of more than 40pc, against the figures of 2020. In contrast, there were 403 terror attacks compared to 2020. Four suicide attacks took place last year that left 20 people dead compared to two suicide attacks in 2020. An alarming upsurge of over 41pc was observed in 2021 in the fatalities of security personnel. In 2020, there was a decline of 18pc in security personnel’s fatalities. Outlaws (including militants, insurgents and criminals) suffered a 26.5pc increase in fatalities while the civilians accounted for the largest number of the victims of violence. As a whole, the combined losses of civilian and security personnel’s lives were 74pc of the total fatalities while the outlaws, the main perpetrators of violence, had suffered one fourth of the fatalities.

Two soldiers were killed during an intelligence-based operation (IBOs) in Kot Kili village of South Waziristan District of Khyber Pakhtunkhwa on January 5, reports Dawn. According to a statement issued by the Inter-Services Public Relations (ISPR), the operation was carried out by Security Forces (SFs) following reports of terrorists' presence in the area. The dead soldiers were identified as sepoy Faridullah (31), a resident of Karak District and sepoy Shuaib Hassan (29), a resident of Dera Ismail Khan District.

Inter-Services Public Relations (ISPR) Director General Major General Babar Iftikhar said on January 5 that the purpose of erecting the fence along the Pak-Afghan border was to provide security to people along the border, not create divisions among them, reports The Express Tribune. ISPR Director General Major General Babar Iftikhar gave an overview of the year 2021 at a press conference. During the press conference, General Iftikhar talked about the security situation along the border with Afghanistan, especially the border fencing. According to the ISPR DG, the fencing work along the Pak-Afghan border is almost completed while over 71 per cent of the work on fencing has been completed along the Pak-Iran border. Pakistan has more than 1,200 border posts along the Pak-Afghan border while there are 377 posts on the other side of the border. “This means that there is a distance of at least 7-8 km between check posts,” he said, adding that the shortage of posts has made it challenging to keep the militants in check. In 2021, 164 forts were constructed along the Pak-Afghan border and 31 forts were established along the Pak-Iran border, he said, adding that so far, a total of 673 forts/border posts have been constructed. “Pakistan has set up 67 new wings for FC Balochistan and FC KP to strengthen border security while the formation of six more wings is in the process,” he added. Speaking about the Operation Radd-ul-Fasaad, General Iftikhar said the operation was different from other operations as it was not area-specific or military-specific. The explosion left a crater at the site. A newly formed (date of formation unknown) Baloch Nationalist Army (BNA) on twitter claimed the responsibility for the attack. The group was formed earlier this month when two separatist groups — Balochistan Republican Army and United Baloch Army — merged. BNA’s “spokesperson’ Mureed Baloch claimed that the target of the blast was Habib Bank employees. A detailed statement will be issued soon, added Mureed Baloch.

Security Forces (SFs) conducted an intelligence-based operation (IBO) in the Sarwakai area of South Waziristan District in Khyber Pakhtunkhwa on January 23 and recovered a cache of arms and ammunition, reports Dawn. According to Inter-Services Public Relations (ISPR), the SFs conducted the IBO on the reported presence of terrorists in the area. "During the search of the area, a large number of weapons, ammunition and improvised explosive device preparation material was recovered from the hideout," the ISPR said. The weapons and ammunition recovered from the hideout include submachine guns, RPG-7, hand grenades and a large quantity of ammunition of multiple calibres, the statement added.
