The meeting held in Singha Durbar broke up without entering into the major political agenda. "We will not sit for talks until the decision made by the Cabinet on Thursday (October 1) evening is implemented," said committee spokesperson Amanlal Modi. The Cabinet meeting decided to retreat security personnel from the riot-hit Tarai belt, withdraw cases filed against the arrested during the Madhes protest except those involved in grave crimes and provide treatment to the injured.

Talking to journalists in Sunawal of Nawalparasi District, the leader, who recently quit the Unified Communist Party of Nepal-Maoist (UCPN-M) and the Parliament, said he was consulting industrialists, businesspersons, politicians and members of the public from various Districts with a view to launch the force. At the meeting at Singha Durbar, Kathmandu on October 15, leaders from the three major political parties-Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and Unified Communist Party of Nepal-Maoist (UCPN-M), have decided to simultaneously strive to resolve the disputes over the contents of the new constitution through consensus and make preparations for deciding the disputes through voting, reports Republica. The decision comes just two days before the deadline given to the Constitutional Political Dialogue and Consensus Committee (CPDCC) of the Constituent Assembly (CA) to settle the remaining disputes in constitution making. The meeting decided to instruct the parliament secretariat to prepare a questionnaire on the unresolved disputes in objective format so that these could be tabled at the CA full House for voting if the parties fail to settle them in consensus. The parties have mainly failed to resolve the three major contentious issues -- state restructuring, system of governance and judicial system -- although they had intensified their interparty negotiations in recent days.

Federal Madhesi Front (FMF), led by Nepal Sadvawana Party and comprising five parties presented a 102 point constitutional amendment proposal to Government talks team during the talks held at Kathmandu on October 27, reports Setopati. Among other issues, the Front has sought amendment in the constitution to include Hindi and English as administrative language, use 'Madhesh' in national anthem, elect Prime Minister on the rotation basis and review of the federal provinces. The Front also submitted an 11 point demands that include declaring those who died during agitation as martyrs and providing financial compensation to their families, providing treatment to those who sustained injuries during demonstrations, releasing cadres arrested in course of protests.

Terai Madhesh Sadbhawana Party (TMSP) Chairman Mahendra Ray Yadav speaking at a press conference organized by TMSP in Birgunj town of Parsa District on October 30 said that there was no point in further sitting for talks with the government if the talk slated to take place on November 1 also fails, reports Republica. Stating that various rounds of talks were held between the government and the disgruntled Madhesh-centric political parties since a month which yielded no conclusion, Yadav argued that the dialogue would lose its significance if the impending talks on November 1 also fail to come to a conclusion. He stated that upcoming November 1 talks with the government were the final one. If the talks failed to garner a consensus, he said, their agitation would be furthered in sterner manner.
