Prime Minister Sushil Koirala on March 1 turned down the demand of the opposition alliance to dissolve Questionnaire Committee formed by the Constituent Assembly (CA) as a condition to resume the stalled talks between ruling and opposition parties, reports Republica. He said "We are not making any forcible attempt to bring new statute. All we have done is to follow the existing democratic process. They may bring tens of thousands people on the streets. Other side may bring hundreds of thousands. Such moves won’t bring new statute."

Ruling parties Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) during a meeting in Kathmandu on March 3 decided to urge Constituent Assembly (CA) Chairman Subas Nembang to resume the stalled CA process, reports Kantipur Online. Both the parties also asked the Unified Communist Party of Nepal-Maoist (UCPN-M)-led alliance to sit for talks without further delay. On February 13, the CA meeting was postponed indefinitely for the sake of bringing the opposition parties on board. Despite Prime Minister Sushil Koirala’s repeated calls, the opposition parties have refused to come to the negotiating table. Leaders attending the meeting, however, said they would continue their efforts to hold a dialogue with the agitating parties in order to build consensus on the key disputes. Meanwhile, UCPN-M Chairman Pushpa Kamal Dahal aka Prachanda said that it would be difficult to forge consensus on disputed issues in constitution making if the opposition alliance is forced to launch second phase of protests, reports Republica on March 4. Dahal said “The ruling parties have to express commitment that the new statute would respect the spirit of Comprehensive Peace Agreement (CPA). Second, they have to say they will bring new statute through consensus and not through voting in CA.” Stating that they are planning second phase of protests, Dahal said they wish to see the ruling parties create environment favourable for talks before March 6.

Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal aka Prachanda met Prime Minister (PM) Sushil Koirala on March 5 and urged him to prepare ground for formal talks between the ruling and the opposition parties, reports The Himalayan Times. According to Dahal’s Personal Secretary Chudamani Khadka, Dahal told PM that the opposition parties could sit for talks if he could ensure that there would be consensus among the forces that jointly steered the popular movement of 2006. The PM urged Dahal to sit for formal talks soon. According to Khadka, Dahal said his meeting with the PM positively contributed to the environment for formal talks.

Major parties resumed formal talks ending the country’s long standing political deadlock at Prime Minister (PM) Sushil Koirala’s official residence in Kathmandu on March 7, reports Kantipur Online. The disgruntled opposition parties decided to sit for talks following the PM Koirala’s verbal commitment to draft the constitution through consensus. PM Koirala has invited senior leaders from the ruling coalition and the opposition bloc to his official residence for the meeting. The meeting will be centred on the works performed by Questionnaire Committee and the major issues of contention in constitution writing process. Dialogue has been stalled since the Constituent Assembly (CA) formed the Questionnaire Committee on January 25 without the consent of the Maoist, Madhesi and Janajati parties.

At a news conference in Lamki in Kailali District on March 8, Deputy Prime Minister and Minister for Local Development Prakashman Singh said that the new constitution would be promulgated through consensus, reports myrepublica.com. Singh said the new statute would be promulgated through consensus as maximum efforts were underway in this regard. Stating that initiatives were on to forge consensus as the opposition parties have come for talks, Singh said discussions on the contentious issues including the form of governance, federalism and electoral system were going on. Singh clarified that the new constitution would be promulgated even through majority process if political parties failed to forge consensus.

Talking to media persons in Chitwan in Kathmandu on March 10, Nepali Congress (NC) Vice President Ram Chandra Poudel said the opposition parties should cooperate with the ruling parties to forge consensus, reports ekantipur.com. He urged the opposition alliance to hold intra-party discussions. Saying that no agreement could be signed by putting the democracy at stake, Poudel said the ruling parties are serious to promulgate the new constitution. "Either listen to us or convince us," Poudel told the opposition alliance. He further said the new constitution would be promulgated soon if the opposition parties become positive. In the interim, inaugurating the eighth District council of Kanchanpur District Development Committee in Kanchanpur on March 10, NC senior leader Sher Bahadur Deuba said the 601 lawmakers elected as the people's representatives should go for process if the disputed issues of the new constitution remain in limbo due to lack of consensus, reports ekantipur.com. Rastriya Prajatantra Party-Nepal (RPP-N) Chairman Kamal Thapa has said that there is no alternative except the adoption of two-thirds majority to promulgate the new constitution, reports ekantipur.com. He was speaking at a programme organised by Federation of Nepali Journalists (FNJ), Saptari chapter, Rajbiraj in Saptari District on March 16. “As long as RPP-N remains in the Constituent Assembly (CA), political parties cannot draft the constitution through any measures other than the two-thirds majority,” Chairman Thapa said, adding, “It is because our party cannot accept secularism, federalism and republican order. Therefore, the decision should be made through voting.” Likewise, leader Thapa stressed on the need for a strong alternative force for the welfare of the nation and its people. “The country needs such a leadership that is patriotic, democratic and who believes in traditional culture and religion,” he said. “We have been approaching other political parties who have the similar beliefs for unity and cooperation.”

Constituent Assembly (CA) Chairman Subas Nembang has urged top leaders of the major political forces to invest another week to make consensus efforts, reports ekantipur.com. In a strongly-worded speech over the lack of progress in the constitution writing, Nembang told the top leaders during a meeting in Singha Durbar, Kathmandu on March 18, that he would resume the majority course if there is no consensus within March 25. The CA chair had initiated the majority process on January 25 amid protest from Unified Communist Party of Nepal-Maoist (UCPN-M) and Madhes-based parties. Nembang believes that as the opposition parties have announced to boycott the programmes attended by the prime minister and ministers after March 11, there will not be consensus in such scenario. The head of constitution drafting body has taken an initiative to bring the ruling and opposition parties together.

Talking to the media persons at Biratnagar Airport, Morang District on March 20, Unified Communist Party of Nepal-Maoist (UCPN-M) vice-chair Narayan Kaji Shrestha said that the constitution drafting process would not be complete without consensus, reports myrepublica.com. Shrestha said the constitution drafting process would be incomplete if the major partner of the peace process and different movements was kept in isolation. He added that they could not neglect the spirit of the different peoples' movements in the name of consensus. Speaking at a press meet organised in Hetauda, Makwanpur District on March 22, leader Bhandari said the ruling parties—Nepali Congress (NC) and CPN-UML— were waiting for a consensus to be forged with the opposition alliance. She remarked that the ruling parties, however, were considering releasing the constitution on the Republic Day if consensus could not be forged on the republic day. “The constitution can be drafted and promulgated,” said Bhandari, “The constitution will not affect the national integrity and harmony as feared by the opposition.”

Stating that a middle way can be found between the majority-process and the street protest, Bhattarai said "We are for a middle way solution for ending the standoff. Although we are very close to agreement on the contentious issues of the constitution, a few things remain to be resolved.
