As soon as Speaker Onsari Gharti Magar began House proceedings, UDMF lawmakers went to the well of the House and started chanting slogans against the Government. Dahal said “An eighth province should be carved by including Morang, Sunsari, Siraha, Saptari and Udayapur districts. While delineating provinces according to this idea, the proposed Province-2 will stretch from Parsa to Dhanusha in the south. But, some more parts of the Chure areas of Makawanpur, Sindhuli and Udayapur districts need to be included in Province-2.”

Agitating Members of Parliament (MPs) representing the United Democratic Madhesi Front (UDMF) on December 6 foiled the Governments plan to table the Constitution Amendment Bill in Parliament, reports The Himalayan Times. As soon as Speaker Onsari Gharti Magar announced the beginning of the proceedings and provided time to Deputy Prime Minister and Minister of Foreign Affairs Kamal Thapa to speak, the MPs representing the UDMF went to the well of the House and chanted slogans demanding that all their concerns be addressed. Prime Minister KP Sharma Oli inaugurated a national-level awareness campaign on the new constitution on December 7, reports Republica. He launched the campaign “Janata Ko Sambidhan, Jantakai Majh” with the aim to familiarize the general public with the new constitution and dispel misconceptions especially among the marginalized communities that the new statute discriminates against them. The campaign will continue till January 5, 2016. Inaugurating the campaign he said “There is a misconception among the Madhesi people that the constitution has discriminated them, which is not true. So, with the aim to clear up such misconceptions and end an impasse, the campaign has been launched.”

Four parties under the UDMF alliance met on December 22, to discuss the three-point proposal forwarded by the government after a consensus between major parties. "The proposal is unclear, vague and visionless as it fails to address the 11-point demand forwarded by the UDMF as well as raised by Madhesi, Muslims, dalits indigenous communities like janajati, Tharu and women," stated the UDMF issuing a press release after the meeting. The UDMF argued that the proposal has envisaged that the constitution amendment bill could address its demands of proportionate representation and delimitation of electoral constituencies on the basis of population but the bill itself is unclear, vague and incomplete. "The front has already rejected the proposal during the talks in the initial period stating that the proposal creates confusions among the people and mislead them," stated the UDMF. "The ongoing protests will continue until the demands on citizenship provisions, delimitation of electoral constituencies and proportionate inclusions are met, and the provincial boundaries are changed," the press release read further. The UDMF also urged the government to be serious about the 11-point demand. "We have rejected the three-point proposal as it is unable to address our demands as the language is vague," said Tarai Madhes Sadbhavana Party (TMSP) leader Ram Naresh Raya.

The Parliament on December 28 began discussion on the Bill on First Amendment of Constitution of Nepal, while lawmakers from agitating United Democratic Madhesi Front (UDMF) continued with their sloganeering in the well of the House, reports The Himalayan Times. The bill was registered by previous Nepali Congress (NC)-led Government on October 7 but it took nearly three months to begin discussion on it due to disagreement between ruling Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and agitating UDMF on it. The UDMF is still opposing the bill, stating that it was not enough to address its concerns.

The injured SF personnel are from Police and Armed Police Force. UDMF were protesting for the past three days demanding that the SF personnel to vacate the Janaki Chok-based Police post. The protesters surrounded the Police post from all four sides and hurled stones and petrol bombs at the SF personnel. The SF personnel lobbed 22 shells of tear gas in a bid to disperse the protesters.

NC negotiator Mahesh Acharya said the CPN-UML should play a proactive role to end the Tarai unrest, but Prime Minister KP Sharma Oli was not doing the same. “Talks are not happening due to UML’s indifference,” he said and added that NC top leaders were touring districts to celebrate National Reconciliation Day but would intensify their efforts for talks after Friday when leaders return to the capital. Acharya said his party took the initiative to hold talks with the United Democratic Madhesi Front (UDMF) and narrowed down differences. “I think an agreement is possible on the constitution amendment bill and even on provincial boundaries; UDMF is ready to wait but they want a guarantee that provincial boundaries will be changed,” Acharya said. UCPN-Maoist leader Narayan Kaji Shrestha said he regretted that the talks between the major parties and the UDMF were not happening. “Major parties and the government should intensify their efforts to seek a negotiated settlement to resolve the Tarai unrest,” he added. A UCPN-M source said the CPN-UML was proving to be the stumbling block to a negotiated settlement to end the Tarai unrest. “I don’t think that this government will resolve the Tarai unrest,” the source added.

Cadres of the United Democratic Madhesi Front (UDMF) and the Federal Inclusive Madhesi Alliance (FIMA), who were demonstrating a lathi rally in the District headquarters, hurled stones at Nepal’s house.
