Four major political forces - Unified Communist Party of Nepal-Maoist (UCPN-M), Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and United Democratic Madhesi Front (UDMF) - on March 1 said they would settle all the disputed issues before March 7, when a final hearing on a petition against the ongoing process of appointing the Chief Justice the head of an interim election Government is due, and claimed that they were close to a deal, reports The Himalayan Times. NC Vice-president Ramchandra Paudel said “The parties are aiming at removal of constitutional hurdles, resignation of Prime Minister Bhattarai and appointment of the chief justice the head of the executive almost simultaneously.” UCPN-M Krishna Bahadur Mahara, a member of a taskforce formed by the four forces to prepare a draft proposal on constitution amendment, also said a deal was close at hand with only some issues pertaining to voters’ criteria, the Truth and Reconciliation Commission (TRC) and ranks for former combatants remaining to be resolved.

The President’s position comes amid reports that the four major political parties will not await the Supreme Court’s verdict on the Chief Justice-led Government formation and will form a new poll Government before a hearing scheduled for March 7. Dissatisfied with the ongoing political developments, NBA representatives asked if any proposal had been forwarded to the President on forming such a government before the court hearing.

He said that the parties need to arrive at an understanding within a few days to form a Government headed by the Chief Justice if elections are to be held by mid-July. "Elections will not be held if parties fail to reach consensus in the next few days," Bhattarai said. "Fresh CA is a must in order to safeguard the achievements made through political struggles. Dahal went on to add, political parties have reached a deal to hand over the Government leadership to Chief Justice to conduct elections by mid-June. Speaking to reporters in Gorkha District, Oli said that his party decided to go for Chief Justice-led Government as it was the only alternative on which the major parties would possibly agree on. Citing example of Bangladesh where a Chief Justice-led Government had conducted elections in a situation like that of Nepal, Oli said such an arrangement would not undermine separation of power. CA elections will be possible in June if the parties arrive at a consensus within a few days to form new Government, he said.

Emerging from a meeting of four parties in the evening of March 7, the leaders said they had resolved all sticking points except for the ranks to be given to the former Peoples Liberation Army (PLA) combatants to be integrated into the Nepal Army. In the meeting, the parties resolved the differences on formation of the Truth and Reconciliation Commission (TRC) and updating of voter list. As per the understanding, the TRC ordinance won't have provision for amnesty to those involved in serious human rights violations during the Maoist insurgency while the voter list used in the elections in 2008 will be updated. They said a package agreement is going to be signed between the four parties "in a day or two". "There will be formal agreement on ways to remove the constitutional hurdles on Friday or Saturday and the new Prime Minister will be sworn in -- possibly on Friday [March 8] itself," said Unified Communist Party of Nepal-Maoist (UCPN-M) vice chairman and Deputy Prime Minister Narayan Kaji Shrestha.

A group of masked cadres of the CPN-Maoist-Baidya pretending to have come to the election office to register their names in the voter list smashed the windowpanes, computers, telephone sets and printer. Following the incident, Police 'apprehended' some of the District leaders of the party, who owned "moral responsibility" for the attack. They, however, denied that they had given orders to vandalise the election office. The CPN-Maoist-Baidya District leaders were released afterwards.

In Lalitpur District, a group of around 20 CPN-Maoist-Baidya cadres misbehaved with EC officials and smashed a laptop computer used for maintaining records of voters and taking their photographs to be affixed on voters’ ID cards in Chaughare Village Development Committee (VDC). In Bhaktapur District, four CPN-Maoist-Baidya cadres vandalised Bhaktapur District Election Office. The masked men broke into EC office and damaged one laptop, a photocopy machine and a printer. The EC on March 29 requested the Ministry of Home Affairs to begin distribution of citizenship certificates by deploying mobile teams across the country, reports Merepublica.com. During a meeting with the ministry officials at the EC office, the commission formally made the request, according to Joint Secretary Anil Kumar Thakur, who is also the EC spokesperson. Thakur said, "We have suggested to the Ministry of Home Affairs to distribute citizenship cards by deploying 305 mobile teams initially and increase the number of the teams to 561 if needed." He said that the teams are expected to be deployed to various parts of the country within one to two weeks. He also informed that the EC will continue the voter registration process alongside the citizenship card distribution by the ministry.

The Government on March 29 formed a three-member committee headed by Home Minister Madhav Ghimire to negotiate with political parties that are opposed the elections in order to bring them on board, reports Nepalnews.com. A meeting of the council of ministers formed the committee, issuing a call to the disgruntled parties including the CPN-Maoist-Baidya and Madhesi Janadhikar Forum to come to the negotiating table. Health minister Bidhyadhar Mallik and communication minister Madhav Poudel are members of the talks committee. Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal conceded that the chances of holding election in mid-June are almost nil. Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Chairman Jhalanath Khanal said that his party is not rigid on the date for holding new election but his party´s priority is to see the election held by mid-June and if that is not possible then it could be held in the winter. Nepali Congress (NC) leader Bimalendra Nidi said "Frankly, I don´t think election is possible in June. This was one of the reasons why the taskforce recommended November-December as the alternative date."
