According to Nepal News, cadres of the Communist Party of Nepal-Maoist (CPN-Maoist) assaulted police personnel at a police post in the remote Piplang village of Humla district on August 2. They were protesting against the arrest of one of their comrades, identified as Nanda. Earlier, the police had arrested Nanda on the charge of killing Netra Bahadur Shahi, a Nepali Congress-Democratic activist, who was abducted on March 10 and whose dead body was recovered a few days back. The Maoists also forced the Sub-Inspector of Police to sign a document detailing the release of the detained Maoist activist, adds Kantipuronline. "They released the policemen only after making the sub-inspector sign the document," said Assistant Chief District Officer Rajesh Poudel.

An inquiry report blaming King Gyanendra for the violent crackdown on pro-democracy protests in 2006 was presented to Parliament on August 3, according to Reuters. The report said 201 others, including ministers in the cabinet headed by the King, bureaucrats as well as army and police officers were responsible for the action against anti-king protesters which led to 22 people being killed and thousands injured. The report, prepared by a government-appointed panel, said the royal cabinet, including its chairman, had "misused power, authority and position and were responsible for the loss of life and property as well as the violation of human rights during the crackdown on the peaceful people's movement." The government appointed the inquiry panel which interviewed about 300 people before preparing the report. The panel had sent questions to the king but he did not reply.

Meanwhile, Maoist leaders have said that they are prepared for a 'revolt' in government, the parliament and in the streets for the establishment of republic, according to Nepal News. Maoist leader Ram Bahadur Thapa a.k.a. Badal said a republic must be established before the constituent assembly elections. He said the party cadres across the country must be kept ready for a ‘people’s revolt’ if the polls are not held on November 22. Similarly, Krishna Bahadur Mahara said the party could still stage a people's revolt while remaining in the government, and added that they were ready to resign en masse from the government if circumstances demand such a move.

More than 30 People's Liberation Army (PLA) combatants surrounded the Sunbal police post of Nawalparasi district on August 8 asking the police personnel to hand over a PLA cadre, Dipak Gurung, who fled the PLA's fourth division headquarters. According to police, PLA cadres surrounded the police post after Gurung fled the camp and asked police for protection. About 50 Maoist cadres from Nuwakot district have revolted against the Communist Party of Nepal-Maoists (CPN-Maoists) leadership and formed a splinter group, The Hindu reports. Raj Kumar Regmi, the leader of the splinter group, told local media persons over the phone that they had set up an underground Janvadi Yuva Samuha (Communist Youth Group). “We have formed a 21-member central committee,” Regmi said and claimed that over 50 Maoist youths had joined the rebel group. Earlier, the group had looted arms and ammunition from Fikuri police post in the same district on August 9. This is the fourth group to have split from the CPN-Maoists over the past two years. The two factions of Jana Tantrik Mukti Morcha (JTMM) are the most formidable among the splinter groups and have already killed 48 persons in the southern plains of Nepal. Another group, Tharuwan Mukti Morcha, led by Laxman Tharu, announced the formation of a party in the western Terai region a few weeks ago.

He said the conclusion of the August 3-10 plenum was that the party should launch a peaceful movement after quitting the government. “The Maoist will not have any other option than to quit the government and launch peaceful movement if regressive forces continue to hatch plots,” he said. “There is no possibility of holding Constituent Assembly election without declaring a republic,” he added. He, however, said that they would not boycott the Constituent Assembly elections even if the eight parties do not agree on a republican set up. “Even if there is no consensus among the eight parties on a republic and proportional electoral system, we will not boycott the polls,” Prachanda said.

According to a statement issued by Prachanda on August 16, the 11 state committees include Seti-Mahakali, Tharuwan, Bheri-Karnali, Magarat, Tamuwan, Tamba Saling, Newa, Madhes, Limbuwan, Kirat and Kochila. The Madhes state committee is further divided into Mithila, Bhojpura, and Abadh sub-state committees. The Central Committee meeting also dissolved the existing commands and replaced them with various Central Bureaus. The Central Organisation Bureau will now be headed by Ram Bahadur Thapa, the Central Front Bureau will be headed by Baburam Bhattarai, International Bureau will be headed by C.P. Gajurel and Communication, Publication and Training Bureau will be headed by Mohan Baidya. The protest programmes would include campaigns, internal preparations and mobilisation of Maoist cadres in the first phase till September 17, followed by phase-wise mass assemblies, people’s action and political strikes from September 18. Nepal News adds that the Maoists had presented an 18-point proposal at the eight-party meeting on August 18. They came up with new conditions on August 20, a day after the Election Commission released the election schedule and the code of conduct. Addressing a meeting in the capital Kathmandu on August 24, Prachanda said that elections cannot be held in an atmosphere of pressure. "There are pressures and calls for holding election anyhow. In such an atmosphere, the CA will not resolve nation's problems," he said. "We are in favour of real CA for which thousands of people of Nepal had made ultimate sacrifice. We cannot support when moves are made to hold election as if we are electing a parliament or National Panchayat (legislature of erstwhile Panchayat regime)," Prachanda added. He also pointed out that while his party was in a strong position in June, the polls were postponed and now when his party is trapped in a difficult situation, they were rushing through the election. Earlier, on August 28-night, police arrested seven Maoists for the possession of weapons. Police had recovered a pistol, a musket and five bullets from them. While five of Maoists were released on August 29 two are still in custody as they have confessed that the weapons belonged to them. Maoist parliamentarian Suryanath Yadav ruled out the possibility of returning the weapons until the administration apologizes and frees the remaining two cadres.

Cadres of the Maoist-affiliated Young Communist League (YCL) seized three .303 rifles and 115 rounds of ammunition from the police on the Choharba section of the East-West Highway in the Siraha district on August 29. The YCL cadres, who were protesting the arrest of seven Maoists, also vandalised a police van, and injured four police personnel. They also obstructed vehicular movement along the highway at several points demanding immediate release of their arrested comrades and an apology from the local administration.

Ian Martin, chief of the United Nations Mission in Nepal (UNMIN), has said that a proper election atmosphere is yet to be created in the Sunsari, Siraha and Saptari districts in the Terai region. "The atmosphere in these three districts is not conducive to holding the polls there. The situation is fragile and the government should take steps to defuse it," Martin said. On August 30, the government and Madheshi Janaadhikar Forum (MJF) reached a 22-point agreement and the MJF, consequently, agreed to call off its planned strike, according to Himalayan Times. The government agreed to the MJF’s demand for autonomy in a federal system of governance and restructuring the state keeping the country’s sovereignty, unity and regional integrity intact. The rights, nature and limitation of the autonomous federal state would be determined by the Constituent Assembly. The government also agreed to immediately constitute a commission on restructuring the state, to immediately provide compensation to the families of those killed during the Madhesh movement and to provide relief and medical treatment to the injured. All the cases filed against the MJF leaders and cadres would be withdrawn. The state would ensure "balanced" and "proportional representation" of marginalised communities, Madheshi, indigenous nationalities, dalits (lower caste Hindus), women, backward communities, disabled, minorities and Muslims in all state structures. The government has also agreed to give national recognition to the Madheshi language, culture and customs. The government has agreed to adopt a three-language policy - mother tongue and Nepali for official and education purposes and English for international communication. A reservation policy would be adopted to resolve the problems faced by the Dalits. They would be provided land for housing along with a provision for job opportunities. The MJF dropped the demand for full proportional representation in the Constituent Assembly. But its chairman Upendra Yadav has said their position on the issue of establishing a republic and proportional representation system remains unchanged and these issues would be raised during the Constituent Assembly polls.

The Maoists issued a statement expressing "deep disagreement and objection" to the accord signed between the Government and Madheshi Janaadhikar Forum (MJF) on August 30, according to Himalayan Times. The statement said that the agreement is "extremely objectionable, flawed, deceptive and conspiratorial" in both the content and procedures adopted. The Maoists said that the Government has made a "deplorable" effort to fool the Madheshi people and establish one group or person politically, particularly when many of the issues mentioned in the 22-point accord have been incorporated in the comprehensive peace agreement as well as in the interim constitution. They also appealed to all parties struggling for liberation of the Madheshi people to move forward in a united manner.
