Palace officials denied the charges immediately and said, instead, that Koirala was to be blamed for not giving in writing a directive to the Army through the National Defence Council for mobilizing troops against the insurgents. Reports also said four area leaders fled from their respective places following the revolt by ‘grass-root workers. "People’s Militia" members reportedly told the media that they had to revolt after area local leaders such as Mophiyuddin Khan, his brother Nuruddin and Parama Nanda Sharma extorted money from poor people and tortured them without any cause.

According to Nepali media sources, six or seven persons armed with knives murdered Budathoki, at the youth office in a refugee camp. An estimated one hundred thousand Bhutanese citizens of Nepalese origin are staying in camps in Nepal. The offices of the banned political parties of Bhutan are located in the areas inhabited by the refugees. Nepal police has launched a search for the assailants of Budathoki.

Nepal police, on September 10, 2001, arrested an accomplice in the assassination of Bhutanese leader R K Budhathoki. Police held Shanta Bahadur Thapa, the driver of the jeep in which the lone assailant and five of his waiting associates escaped after the murder. The main assailant is still at large. Reports in the Nepal media said Ram Chandra Subedi, a resident of the Pathari refugee camp in Morang, was the assailant of Budhathoki. The latter was murdered on September 9. Police have also arrested some refugees in connection with the assassination of Budhathoki.

At the second round of peace that ended in a deadlock on September 15, 2001, the Maoists placed their 31-point charter of demands including abrogation of monarchy and the establishment of a Republic, an interim government and setting up of a new Constituent Assembly to frame a new Constitution. However, the government representatives rejected the demands. Government chief negotiator and Cabinet Minister Chiranjibi Wagle said at a press conference in Kathmandu on September 15 that constitutional monarchy was non-negotiable. Reports quoting Wagle also added that both the parties have agreed to meet again. The dates for the next round of talks have not been decided. As the talks failed, the government intensified security in the capital Kathmandu as also in other parts of the country. Meanwhile, the government has banned rallies, mass meetings, picketing, strikes and all other forms of protest programmes in the Kathmandu Valley, effective from September 15.
