At a recently held convention of the Maoists at an undisclosed location in Rolpa district, ‘Comrade Prachanda’, till recently the General Secretary of the Maoists declared himself Chairman. At the same convention Prachanda favoured the formation of an interim government in Kathmandu with the participation of the Maoists. The insurgents also hinted that they were willing to enter into a dialogue with the government and other political formations. At the end of the convention Prachanda issues a signed statement enunciating a new strategy of simultaneously organising ‘armed mass revolt’ and waging a ‘people’s war’.

He said on March 6, the government had acceded to the Maoists’ demand and made public the names of all those in custody in jails or in police stations. He said 20 insurgents were in police custody while 285 were in different jails awaiting trial for insurgency-related offences. He had also demanded the insurgents to furnish details of persons they had abducted. The whereabouts of 131 persons are yet not known, he said, and added that the insurgents had abducted a total of 412 persons, killed 26 of them and set free 281 persons.

Human Rights groups that had earlier brokered the failed peace talks are once again working out ‘mechanisms’ to bring the Maoist insurgents and the government to the negotiating table, Rights activist Tuladhar was quoted as having said in the Kathmandu Post. Also, Deputy Prime Minister Poudel reportedly told Tuladhar that he was "positive" about the talks.

The Chairman of the Maoist insurgents, ‘Comrade Prachanda’ said in a press release, and reported in the media on March 8, that the government was taking recourse to diversionary tactics such as speaking out talks with the insurgents since it was in a difficult position in Parliament. Prachanda said it was for the government to "create [the] atmosphere for talks honestly and without any conspiracy". He had also criticised the government for not giving setting free two specific insurgent leaders now allegedly under detention. The creation of the Armed Police Force, Prachanda further alleged, was a testimony to the government’s lack of sincerity in holding talks with the insurgents.

Top Maoist insurgent leader, and till recently the Chairman of the Maoists, Baburan Bhattarai has been charged with murder along with 28 other insurgents in a complaint filed before the Surkhet District Court, on March 8. The charge sheet said the offence was committed which occurred at Baddichaur Bazaar of Kunathari VDC-4 on February 6, 2001. A former Member of Parliament who had later joined the insurgents is also an accused in the case.

Police exchanged fire with Maoist insurgents on March 19 at Anekot village in Kavre whnrre they had gone to disrupt a meeting being held by the insurgents. Two policemen were injured in the exchange of fire and police had taken into custody more than 60 persons. The meeting was organised to commemorate seven insurgents killed in 1999.

A five member Bhutanese team led by Dr Sonam Tshering arrived in Damak on 11 March to begin preliminary work for the verification. The claims of only two of the 10 selected families could be verified on the first day. Both sides, Nepalese and Bhutanese, realized there was a need to speed up the process, and had said that being new to the assignment it had taken time to gain familiarity.

Matrika Yadav and Ishwori Dahal, were charged of killing four policemen at Thokarpa police station on July 14, 2000. The two insurgents refuted the accusations and contended they were arrested in April 2000 while the police claimed that they were taken into custody only on March 5, 2001.

The speed of verifying the citizenship claims of refugees living in camps in Nepal has drastically picked up The Joint Verification Team (JVT) presently verifying the citizenship claims of persons of Nepalese origin who hold that they are Bhutanese citizens who were forcibly evicted by the Royal Government and Bhutan. The JVT was formed after several rounds of talks between Bhutan and Nepal, spread over many years, and the verification process commenced on March 26, 2001. On the first day, only two families were interviewed against a target of ten. When reports last came in, on March 28, the targets for the day were met. There are 15,000 families living in seven refugee camps in Nepal.

A Foreign Ministry spokesperson of Japan, on March 29, welcomed the commencement of the Citizenship verification claims of persons of Nepalese origin, purportedly Bhutanese allegedly thrown out by the Royal Government of Bhutan. These people have been staying in refugee camps in Nepal since their alleged eviction. The process commenced on Monday, March 26, 2001. Japan has extended assistance to the refugees through the World Food Programme (WFP) and the United Nations High Commissioner for Refugees (UNHCR), hoping for an early settlement of the refugee problem.
