Home Ministry spokesmen said, on April 3, police reinforcements have been sent and were combing the forests of the district to trace the missing policemen. Maoists have stepped up attacks on targets ahead of a nation-wide strike on April 6 to protest what they call police excesses. Eight persons were arrested in the capital Kathmandu for their alleged role in violent incidents. In Tikapur of Kailali district, Maoist insurgents on April 6 destroyed portions of six buildings, which were being constructed to house personnel of the proposed Armed Police Force. The move for a safer area is being linked to the heavy attacks from the Maoists in Dailekh and Rukum last fortnight in which more than 80 police personnel have been killed. Official sources while denying the development, said that they were vacating the post as the Royal Nepal Army is scheduled to replace them shortly. Police outposts have been reduced to five from 12, in the district since the Maoist insurgency began six years ago. Sources also said that many police posts at vulnerable places from security standpoint have been relocated following the recent Maoist attacks in Rukumkot and Naumoole in mid-western hill districts.

According to a Nepalese Foreign Ministry spokesperson "Since it is incompatible with his diplomatic duties and inconsistent with the Vienna Convention on diplomatic relations HMG (His Majesty's Government of Nepal) has decided that Mr Cheema should leave the country within 24 hours". Meanwhile, news reports have said that Pakistan had demanded the immediate release of Cheema while blaming "elements hostile to Pakistan-Nepal friendship" as being responsible for the incident. A press release by the Pakistani embassy in Kathmandu said that "It has been repeatedly urged to the Nepalese authorities that such an action constitutes a clear violation of the Vienna Convention and that adherence to its provisions is in the interest of the conduct of diplomatic relations between states". It was the second incident in over a year that a Pakistan Embassy official has been ordered to leave Nepal. In January 2000, Nepal had expelled a junior official from the Pakistan embassy in Kathmandu for his alleged role in exchanging fake Indian currency notes.

Blessed with logistic support from Pakistan's Inter Services Intelligence (ISI), National Socialist Council of Nagaland (Issac-Muivah) (NSCN-IM) leaders Isak Chishi Swu and Thuingaleng Muivah have been regular visitors to Kathmandu since 1992, the reports said. Intelligence sources held that this potent Naga group had been sending its recruits for training at an ‘institute’ near Lalitpur. According to official sources, investigations following the arrest of the Pakistani diplomat, Mohammad Arshad Cheema, has revealed a growing nexus between Pakistan and Maoist insurgents in Nepal. Media reported quoting highly placed sources in the government that Cheema was involved in striking a deal, worth around Rs. 25 lakhs with a Nepalese citizen for the RDX recovered from his residence. These powerful explosives, once sold, were meant for use by the Maoist rebels who are battling the government in Kathmandu. Cheema's name as the lynchpin in funneling RDX from Nepal had cropped up earlier. He had been linked to an unsuccessful attempt in 1998 by a Sikh militant to smuggle large quantities of RDX into India from Kathmandu's Tribhuvan airport. Police are also investigating the role of the Sachel International, a construction company, involved in the construction of 90 Km road from Pokhra to Muluguni in Nepal. Sources allege that the company, in fact, may only be a front for Pakistani intelligence to carry out covert activity in Nepal against India.

The deployment is part of the government’s Integrated Security and Development Package (ISDP) now being implemented in seven rural western districts - Rukum, Rolpa, Jajarkot, Salyan, Gorkha, Pyuthan and Kalikot.
