Matrika Yadav, who broke away from the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) to form another party, which goes by the name Communist Party of Nepal-Maoist (CPN-Maoist), said his party is going to float its own army, reports Nepal News. Organising a press conference at Malangawa in Sarlahi on October 4, Yadav said no political force could complete the revolution without its own army and that his party was going to float its armed force soon. Yadav said his party would not possess weapons, but would be forced to capture State's arms and launch an armed revolt if the State tried to crush the movement.

A highly-placed source privy to the discussion told The Himalayan Times that Prachanda urged Nepal to address the President’s May 3 move to reinstate the then Chief of Army Staff, Rookmangud Katawal, and the issue of civilian supremacy in the House. But the Prime Minister ruled out such a possibility, the source added.

Kantipuronline reports that the Armed Police Force arrested a central committee member of the Jwala Singh faction of the Jantantrik Terai Mukti Morcha (JTMM-J), identified as Sakhichandra Yadav, from Ekdara Village Development Committee-8 (VDC-8) area in the Mahottari District in the morning of October 6 (today). Earlier, Yadav was arrested along with a set of pistol and bullets. However, he was freed a year later by the Government to make an environment for talks. Soon after being freed, Yadav is reported to have gone underground.

Chief of the Army Staff (CoAS), Chhatra Man Sing Gurung, said on October 11 that the Nepal Army (NA) would accept the decision of the Government based on the recommendation made by the Special Committee for the Supervision, Integration and Rehabilitation of Maoist combatants which is headed by the Prime Minister Madhav Kumar Nepal. Briefing the Prime Minister, the Deputy Prime Minister Bijay Kumar Gachhadar and Foreign Minister Sujata Koirala during their inspection visit to the Army headquarters, the CoAS expressed hope that the decision (on the integration of combatants) will respect the neutral, professional and apolitical nature of the Nepal Army. The CoAS also said that the integration and rehabilitation of Maoist combatants is clearly a political issue and that the NA will accept the decision of the Government. "But it shouldn't breach the Army's standard norms," he added.

While the Nepali Congress and Communist Party of Nepal- Unified Marxist Leninist (CPN-UML) were in favour of retaining the current national flag, the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) and Rastriya Janamorcha Nepal, including few other small parties, wanted to change it. At the discussion on the constitutional amendment on October 15, lawmakers said flexible provisions would ease amendment procedure in the constitution except clauses pertaining to fundamental rights and press freedom. The lawmakers, representing a spectrum of political parties, said that a referendum can be held if any amendment needs to be made in the constitution regarding the two issues of fundamental rights and press freedom.
