Nepal News reports that the senior Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) leader and Finance Minister Baburam Bhattarai on May 1 said his party is firm in its resolve to take action against the Chief of Army Staff (CoAS) Rookmangud Katawal even if it has to quit the Government. Addressing a May Day function organised by the Maoist-affiliated All Nepal Trade Union Federation (ANTUF), Bhattarai said the Government would take action against the CoAS at any cost in order to safeguard civilian supremacy. He added, “If the President tries to veto the decision by misinterpreting the constitution he will face the fate of (former king) Gyanendra.” He also warned of “another revolution” if attempts were made to curtail the peaceful political transformation.

Government spokesperson Krishna Bahadur Mahara told reporters that “Until an arrangement is made, General Kul Bahadur Khadka will work as acting Army Chief.” The Cabinet meeting was boycotted by several parties, including the CPN-UML, the Madhesi Janadhikar Forum and the Sadbhavana Party Nepal, supporters of the coalition Government that was formed in August 2008, saying it was the Maoists’ decision alone. Later, the UML’s central committee meeting decided to pull out from the Government.

In a video telecast by Kathmandu-based Image Channel in the afternoon of May 3, the Maoist chairman Prachanda is seen telling Peoples’ Liberation Army (PLA) combatants in a meeting at Shaktikhor located cantonment in Chitwan how the party swindled all into believing that the number of PLA was 35,000 when it was actually not more than 8,000, ultimately leading to the increase in PLA's strength rather than its reduction as has been assumed. Prachanda is seen further justifying the inflated figure in the video which the channel claimed was from January 2, 2008 when the Maoists were an important constituent of the Girija Prasad Koirala led interim Government. He said that apart from the PLA, which he said is now already a "regular army", the party has also formed Young Communist League (YCL) comprising thousands of youths despite various difficulties and "who now add to our strength". The Maoist chairman also revealed that a significant share of the money that will go to "our martyrs" in villages throughout the country and the PLA in cantonments will be used by the party to prepare for revolt and ultimately capture the state. "You all know that if we have enough money in our hands we can prepare a good battle plan. So, the party needs a good amount of money for the revolt," he said. He further said that though the party may appear to have again reached a compromise (with the state and political parties), "but if you look deeply then you will know how seriously the party is preparing for the ultimate revolt". Claiming that PLA combatants are "politically aware", he said even a small number of their entry into the Nepalese Army is enough to establish a complete Maoist control over the Army. This was why Chief of Army Staff Rookmangud Katawal was against our soldiers’ entry into the Army, he said. Prachanda said his party would clarify the contents of the video tape.

President Dr Ram Baran Yadav sent a letter at 10.30pm to the army headquarters asking Katawal to continue in his position as CoAS. The President gave such orders in his capacity as the Commander-in-Chief of the Nepalese Army. The President intervened in the issue following a memorandum submitted by 18 political parties, including Nepali Congress and the CPN-UML. A copy of the letter was sent to Prime Minister Pushpa Kamal Dahal. However, the Prime Minister reportedly refused to accept the letter and described the President’s intervention as unconstitutional. As per the provision in the Interim Constitution, the President reportedly needs to approve the Government's decision to dismiss the Army chief.

The Maoist-led coalition Government removed the Chief of the Army Staff (CoAS), General Rookmangud Katawal, on May 3, 2009, The Hindu reported. The major coalition partner, the Communist Party of Nepal (UML), has consequently withdrawn support to the Government. Two weeks ago, the Government asked for a clarification from General Katawal saying he violated its orders on three issues — recruitment in the Nepalese Army, extension of eight Army brigadiers’ tenure, and the Army’s withdrawal from six events in which it had to play against the People’s Liberation Army (the Maoists’ Army) in the Fifth National Games. The Government felt that the Army Chief disregarded civilian supremacy and challenged the Maoist-led Government. The Defence Ministry gave General Katawal 24 hours to clarify. Two weeks later, the Government concluded that the clarification General Katawal submitted was not satisfactory and a Cabinet meeting on May 3 decided to dismiss him.

The Tharuhat Joint Struggle Committee (TJSC) called off the shutdown it had been observing in 22 districts of the Terai saying it had changed the approach of agitation. The TJSC issued a press statement to announce the withdrawal of the strike, almost two weeks after it started. According to the statement, the strike was withdrawn keeping in view the latest political developments in the country and in response to the call by various human rights organisations. The agitation will continue until the demands are met, the statement added.

Later, President Ram Baran Yadav approved the resignation. He said the current Council of Ministers would continue its work. In an address to the nation, PM Prachanda said, "To resolve this difficult situation and to create a positive environment to save democracy, nationalism, and peace process, I announce my resignation." The ministry has prepared a draft proposal placing high priority on modernising security organs under it so as to improve the law and order situation in the country. The ministry has recommended the Government set up additional Police units to increase the number of vehicles, buy modern equipment and logistic support for security and increase police patrolling on highways and in urban areas in a bid to ensure security in society. It has also proposed an increase in the number of Security Personnel stating that the present manpower of the Police forces was not enough. There are around 56500 Nepal Police and around 25000 armed Police personnel, the report added. Further, as per the demand of Police headquarters, the ministry had begun the process of creating 10,001 new positions in the Police and 7000 in the armed Police. Officials at the ministry said the current security situation would be improved significantly in the country if the recommendations were implemented.

Maoists affiliated to the All Nepal Peasants’ Organisation-Revolutionary (ANPO-R) have seized property belonging to the former minister and Rastriya Prajatantra Party (RPP) leader, late Rabindra Nath Sharma, on May 29, reports Nepal news. The Maoists seized 36 Bigahas (24.372 hectare) of land and an ancestral house located in the Bhathaudiya area of Ramnagar Village Development Committee in Nawalparasi District. A cadre of the ANPO-R, Ramdhani Kewat, said the seized land would be distributed to the landless people. Kewat also claimed he acted in line with the party’s policy to capture land and property of feudal landlords.

The CPN-Maoist chairman Pushpa Kamal Dahal alias Prachanda has said that his party would now spearhead city-centred protest programmes to pressure the new ruling coalition to nullify the President's decision to reinstate the dismissed Army chief. Prime Minister Madhav Kumar Nepal urged the Unified CPN-Maoist to join the coalition Government and help take the peace process to a logical conclusion. Addressing a civic felicitation programme in Rautahat District, Nepal said the task of writing the new statute and taking the peace process to a logical end would be easier if all parties remained united. “The Government has the responsibility of meeting people’s aspiration for peace and development. We also have the responsibility of rehabilitating the PLA combatant,” Nepal said, adding, that he has been urging the former rebels to join the Government and work as per the people’s aspiration. He, however, blamed the Maoists for unnecessarily raising the issue of “baby king”. “The Government will resolve the army chief issue after consulting with all the parties,” he assured. Nepal also said that he had the capacity to bring about changes in the country and had the support of international communities.
