Nepal News reports that speaking at a press conference organised by the Defence Ministry on July 3, Defence Minister Bidhya Devi Bhandari said the Army Integration Special Committee (AISC) is going to be reconstituted under the chairmanship of Prime Minister (PM) Madhav Kumar Nepal as per the tradition set by the previous Government. At present, the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) chairman and former PM Pushpa Kamal Dahal alias Prachanda is the chairman of AISC. The Maoists had proposed for the continuation of Prachanda as the Chairman of the AISC as the largest party in the Constituent Assembly.

According to The Himalayan Times, the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) and the ruling Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) reached a four-point understanding on July 6 to resume House proceedings, which had been halted for nearly two months due the Maoists’ obstruction over the President’s decision on the army chief issue. The understanding recognises the fact that the Unified CPN-Maoist obstructed regular business of the House over the “President’s move on the army chief issue and civilian supremacy.” “An initiative will be taken to forge a consensus on the issues raised by the Maoists within a month, after holding discussions among the parties,” the pact states.

14 People's Liberation Army (PLA) combatants of the Ilam-based PLA first division headquarters and satellite camps quit PLA to join Matrika Yadav led Communist Party of Nepal-Maoist (CPN-Maoist) on July 10, reports Kantipuronline. Speaking at a programme of the CPN-Maoist-aligned National Youth People's Protection Committee, the fighters said they decided to part ways with the military wing of the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) as the party confined them as prisoners of sorts. Shiva, platoon commander of the Danabaari-based Biplav-Srijan Memorial Brigade of PLA, said they all have decided to quit the PLA and join the CPN-Maoist. “We're leaving the PLA as the Unified CPN-Maoist is for dissolving its army,” he claimed. “PLA does not want to remain inside cantonments anymore.” However, PLA first division commander Pratikshya refuted the report about the desertion.

Home Minister Bhim Rawal said political protection to criminals has created difficulty in maintaining law and order in the country. Speaking at the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) parliament party meeting in Singha Durbar, he said political parties and leaders must refrain from patronising criminal elements, and sought help from CPN-UML lawmakers in doing so. He also admitted that some CPN-UML cadres were involved in criminal activities, saying that the government would take every measure to improve the security situation. According to Rawal, there are at least 107 armed groups in Terai that are involved in criminal activities including kidnapping, extortion and robbery and that no talks would be held with these groups.

Kantipuronline reports that Police arrested the District Chairman of the Tharuhat Autonomous State Council (TASC), Kanaihyalal Chaudhary, and four cadres of the Tharu organisation while they were indulging in extortion at Bhurigaun in the Bardiya District on July 16. The TASC has reportedly intensified “tax” collection in the Bardiya and adjoining Districts in recent days. Issuing a public notice some two weeks ago, the Tharu body warned people not to pay tax to the Government, declaring itself as the only authentic body to collect tax on the District's natural resources. Further, TASC activists have warned a contractor, Bishnu Rijal, not to pay tax to the Government and pay it to them instead. The Bardiya District Development Committee has awarded Tharu the contract to operate steamer across the Geruwa River. The cadres threatened to take physical action against Rijal if he did not obey their decree.

According to Nepal News, the process of releasing disqualified Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) combatants from the cantonment and rehabilitating them into the society started from July 17. The Ministry of Peace and Reconstruction started the discharge process from the cantonment at Hattikhor in Nawalparasi District with the help of the United Nations Mission in Nepal (UNMIN) and Unified CPN -Maoist. The UNMIN had disqualified 4008 combatants during the Maoist Army verification process it conducted in various phases. Among them, it identified 2975 as minors (below 18 years of age as of May 25, 2006). Although eight months ago the Maoist-led Government had expressed commitment to immediately discharge the disqualified combatants from the cantonments and rehabilitate them back in the society, the actual discharge process has started from July 17.

Ram Bahadur Chaudhari, the District Deputy Chairman of the Struggle Committee, said, “We have started to form our own army to pressurise the government to implement the agreement reached between the Struggle committee and the government earlier.” He claimed that more than 2000 youths had joined their army in Dang and other Districts of the western region so far. He said,” We will recruit 100,000 army personnel within the next six months.” According to the Committee sources, they plan to recruit 50 army personnel from each District at the initial phase. Chaudhari said,” 50 youths have already joined in our army in the district.” The Struggle Committee informed that those fifty persons would be given different training including arms operation. Chaudhari informed that they were organising a national convention of the Tharu Liberation Army in Bhairahawa from July 22 to 23.

The TMRMS ‘military commander’ Akash Tyagi was killed in an exchange of fire with the Police team patrolling near Bhrampura Police Station. However, other three other cadres of the outfit managed to escape, the Police said. He is also the ‘division commander’ of the People’s Liberation Army (PLA) stationed in Chitwan. The Police caught Poudel with a pistol and a bullet in course of checking from the south gate of Singhadurbar, said the Metropolitan Police Division Anamnagar.
