NC and CPN-UML leaders insisted that "Baburam Bhattarai is not acceptable to them" and his exit was their precondition for reaching a deal on other issues. The NC leaders also stressed that the Prime Minister (PM) should create an environment for floating a name for new candidate by exiting from office first. NC President Sushil Koirala has said that taking political and economic decisions through ordinance was an anti-democratic move. The NC President said that the Unified Communist Party of Nepal-Maoist (UCPN-M) betrayed other political forces by dissolving the CA unilaterally and the Bhattarai-led Government should be toppled for building an environment of trust among the political parties. Koirala said that they requested the President Baburam Bhattarai to play roles as the patron of the Interim Constitution of Nepal. Earlier, a meeting of the Federal Democratic Republican Alliance (FDRA) on November 5, comprising mostly of ruling parties, decided to try its best to forge consensus with the opposition parties on preparing a new budget by mid-November. Leaders from the Alliance parties said that the first priority should be reaching a package deal comprising a solution to the overall political deadlock and introduction of the annual budget.

But it drew widespread criticism from the 19 opposition parties, including Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) as it was taken without broader political consensus. The Government said there was no need to oppose the move because the budget is devoid of any new programs. The new budget has set aside around NPR 3 billion for holding fresh elections to the Constituent Assembly (CA) and around NPR 3 billion for completing the integration of People’s Liberation Army (PLA) combatants. According to Nepal News, the Government announced fresh CA elections in the month of Baisakh (April-May) next year, and submitted a budget ordinance to the President Dr. Ram Baran Yadav for approval. A Cabinet meeting had taken the decision to this effect. However the date of the elections has not been determined yet and will be fixed after consultation with political parties.
