The office building was damaged, though no human casualty occurred as the incident took place after the office was closed. Ranabir Singh, in-charge of TMMT, claimed responsibility of the blast. Moreover, as growing intra-party rift and rivalry threatens to split the ruling Unified Communist Party of Nepal-Maoist (UCPN-M), party chairman, Pushpa Kamal Dahal aka Prachanda termed as “meaningless” the dissent and opposition expressed by senior vice-chairman Mohan Baidya-led radical faction by launching a campaign against party’s establishment faction. Dahal was referring to the signature campaign all set to be launched by the radical faction in all 240 electoral constituencies to pressurise the political parties to draft a “pro-people” constitution that is “anti-feudal. Dahal claimed that Baidya and leaders close to him can’t possibly split the party and even if they do manage to do that “their very existence will be at stake.”

Nepal News reports that the Vice President Paramananda Jha on April 2 expressed doubts about the completion of the constitution by May 27 and suggested the political parties to start discussion on the alternatives. He said the parties would be wise to start discussing the alternatives considering the situation after May 27 (if the statute is not ready). Jha also argued that there is no point blaming all the 601 Constituent Assembly members for the delay in drafting the constitution, saying, "There may be just ten leaders from the three major parties who are responsible for it." He further said that C A's tenure cannot be extended anymore and that the political leaders should quit the field if they failed to promulgate the constitution. He also said that the focus now should be on the constitution than on peace process.

Meanwhile, Unified Communist Party of India-Maoist (UCPN-M) hard-line faction led by vice chairman Mohan Baidya on April 3 accused party chairman Pushpa Kamal Dahal aka Prachanda of showing monopolistic behaviour by imposing personal decisions and creating unnecessary hype over intra-party rift, reports Nepal News. Issuing a joint press release, Mohan Baidya and general secretary general Ram Bahadur Thapa said that the act of the party chairman was the result of intolerant and monopolistic thoughts. “No attention is being paid towards possible conspiracy from reactionary forces while dealing with peace, constitution and army integration issues. Comrades of our own party have viciously attempted to tag us as adversaries of peace and constitution,” said the statement.

The Times of India reports that acting on the inputs provided by India, Nepal Police on April 3 arrested a Vietnamese woman with Fake Indian Currency Notes (FICN) worth INR 9.8 million at Tribhuwan International Airport in Kathmandu. The consignment-neatly stuffed in high-end liquor bottles was delivered to her at Vietnam by conduits working for Pakistani handlers. To avoid scrutiny she had paid legitimate duty on the liquor. Sources in intelligence agencies here said the woman reached Kathmandu via Bangkok. Her arrest has not only revealed a new modus operandi, but also a new route (Pakistan to Nepal via Vietnam) of pumping FICN into India.

The Army Integration Special Committee (AISC) on April 4 endorsed a time-bound action plan to vacate the cantonments of Peoples, Liberation army (PLA) combatants and hand over the stored weapons to the Nepal Army by April 12, reports Kantipuronline. The technical teams assigned by the AISC will depart to cantonment sites from April 6 and start the process of discharging the combatants who wish to go for retirement from April 9. The cross-party committee, which met in the presence of top brass of the major parties, however, failed to resolve contentious issues of Army integration. Leaders have committed that the next AISC meeting slated for April 8 will forge consensus on mechanism to select combatants to serve in the NA, period of training, rank determination and the structure of general directorate that would integrate the combatants.

Some have already reached the camps while others are on their way,” said Deepak Prakash Bhatta, a member of the Secretariat who is leading the survey team to the PLA’s sixth division based in Surkhet. As per the Special Committee’s direction, all teams commence the re-categorisation work April 8. The meeting, where leaders from the hard-line camp were not invited, decided to adopt “maximum flexibility” to conclude the integration process. Maoist leaders also decided to hold political parleys to forge consensus on the disputed issues of integration by April 12. A three-party meeting is expected to take place on April 10 to discuss the same issues. Finance Minister and Maoist SC member Barsaman Pun said parties have already decided on rank, but stand divided on when to be conferred the top post on one of the senior PLA commanders. In addition, the UCPN–M leadership, which failed to commence the second scheduled regrouping process on April 8, has told the NC leaders that they would select 5,000 to 6,000 combatants on their own and hand them over to the Nepal Army by April 12. The Maoist leadership, however, was emphatic over one condition that the selected combatants should not be screened in such a way that a significant number of them get disqualified.

NA will now be responsible for the Security of the 15 remaining Maoist cantonments, including its infrastructure. Around 9,700 combatants who have opted for integration remain in these cantonments, and there are over 3,000 weapons in the containers. "We were asked to resume the process from 1:30 pm today (Friday)," said Balananda Sharma, "Accordingly, the process has been started." But the process was not started at the cantonments in Kailali, Sindhuli and Ilam as the survey team leaders there got the instruction to resume the process late, according to Sharma. "The process will resume in those cantonments from early Saturday morning," Sharma said. Officials involved in the voluntary retirement process said that the combatants who were given voluntary retirement on April 13 left the cantonments immediately as they will not get allowance and food ration from that day onwards. As of the evening of April 13, altogether 638 combatants - 275 combatants at the Shaktikhor cantonment, 160 at Surkhet, 94 at Rolpa and 109 at Nawalparasi – have taken voluntary retirement, according to Sharma.

The Action Plan 2012, prepared on the basis of the recommendations of two previous commissions on land reforms, hopes to minimize unequal distribution of lands and put in a new policy on tenancy and ownership rights. Officials estimate around NPR 50 billion will be required to implement the plan which was prepared five years after the signing of the epoch-making peace deal of 2006. The Action Plan proposes to allow foreign companies to own land in Nepal for industrial and business purpose but bans on selling to individuals.

The meeting of Unified Communist Party of Nepal-Maoist (UCPN-M), Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and the Madheshi alliance held at Constituent Assembly building settled their difference on the key issues related to the constitution. “The parties have agreed on the form of the governance and electoral system,” said Home Minister Bijaya Kumar Gachchhadar who is also the chairman of the Madheshi Janadhikar Forum (Loktantrik). According to him, the understanding is to adopt the mixed electoral system where President and Prime Minister would share executive powers. However, the parties are yet to decide the basis to elect the president, define the jurisdiction for PM and President. Similarly, the parties also reached an understanding to set 60 constituencies in the Upper House and 300 constituencies in the lower house.

The Baidya faction announced the new 17-member central body of the volunteers bureau amidst a programme in Lalitpur. The bureau is headed by standing committee member Netra Bikram Chand. A number of leaders and cadres of the Young Communist League (YCL), who were loyal to the hardliner faction, have joined the Volunteers. Vice chairman Mohan Baidya, general secretary Ram Bahadur Thapa and bureau chief Chand were among those present at the programme. The Baidya faction had floated the Volunteers a year ago as part of "preparations for people's revolt". It remained inactive after the party establishment opposed it.

He said the institutional structure of NA hasn't been reviewed since 1965 and is hence out-dated and ineffective. "Restructuring as well as democratisation of Nepal Army is also necessary at a time when former Maoist combatants who have chosen integration are all set to join the Army," he said, informing that the strength of the NA, which stood at 18,000 in 1965, has now swelled to 90,000. Restructuring of NA is also needed to ensure that NA develops into a modern professional army, Gurung said.
