We urge the Bihar Government to withdraw charges against them and ask the UCPN–M to take initiatives for their acquittal,” said Prakash Yadav, who is a member of the Maoist Mithila State Committee (MMSC).

The State Restructuring Commission (SRC) had submitted its report to the PM proposing 11-State federal model based on ethnicity and language on January 31. The Defence Ministry dispatched a formal instruction along with the minutes of the Special Committee decision to the Army Headquarters. The formal communication was delayed due to an ambiguity in the letter sent to the Defence Ministry by the PM’s Office on February 5. Security has been beefed up in each cantonment with deployment of Armed Police Force in support of the Nepal Police personnel deployed for security in the cantonments. The strength of Security Force (SF) personnel has been increased from 25 to 100 in each of the cantonments for security of the officials involved in the voluntary retirement process, Maoist cadres and arms containers, according to sources. Police personnel who were earlier kept outside the cantonments have been called in for security from February 7 while internal security for arms containers has also been beefed up following the incident in Surkhet where former disqualified combatants tried to seize arms from the containers on February 5.

On February 16, the Anti-terrorism Directorate of Nepal Police (NP) arrested two carriers with counterfeit currency notes worth INR 1.46 million sent from Pakistan via courier service in Kuleshwor of Kathmandu City. It is the first time racketeers were found using courier service in Kathmandu to smuggle FICN, officials said. The arrested are Seikh Mohammad Sanaullah (25) and Mohammad Zafir Alam (24) of Rautahat District. A joint squad of the directorate and Metropolitan Police Circle, Kalimati, followed them from Sinamangal in Kathmandu City and intercepted the carriers of FICN in Kuleshwor based on intelligence.

Opposition parties, who said an integration plan prepared by the Nepal Army (NA) was full of flaws, on February 20 alleged that the Government had ‘its intentions wrong’ when it made public the NA-prepared scheme without discussing it at the Army Integration Special Committee (AISC), reports The Himalayan Times. At an interaction, an AISC member from the Nepali Congress (NC), Ram Sharan Mahat, said the Government had ‘contrived a plot to divide’ the NA and weaken the national force by making public the integration plan without reaching any agreement at the SC. Mahat was of the view that out of 9,690 fighters opting for integration, hardly 4,000 were eligible for joining the army. “Many of them opted for integration under pressure from Maoist commanders. They will choose retirement if they are given a chance now,” he said.

The Government agreed to provide security to the leaders and cadres of JTMMP and start the process of releasing the cadres of JTMMP who have been imprisoned in various jails. Similarly JTMMP agreed to give up the activities which are prohibited by the existing law of the country and hand over its weapons to the government after reaching agreement with the government in the next round of the talks. United Democratic Madheshi Front (UDMF) has taken strong exception to the verdict of the Supreme Court that convicted J P Gupta, the chairman of Madheshi People´s Rights Forum –Republican (MPRF-R), of corruption terming it as yet another attack on the Madheshi movement. The UDMF, an alliance of five Madheshi parties, met for the first time after Gupta’s conviction on February 14. “The verdict that convicted Gupta is a part of a series of attacks by all state mechanisms on the Madheshi movement aimed at frustrating the movement and discourse on federalism,” said Vice-chairman of Sadbhawana Party Laxman Lal Karna after the meeting on February 26. A central committee meeting of MPRF-R on February 26 concluded that the party should send Gupta’s replacement only after holding talks with the Prime Minister about Madheshi issues raised in the four-point agreement.

The Government has withdrawn criminal cases involving 349 individuals, including cases of abduction and murder, upon the request of ruling and opposition parties, reports Republica. The cases are currently under consideration at different courts. The cabinet meeting on February 27 withdrew the criminal cases, according to multiple sources at the Office of Prime Minister and Council of Ministers and the Ministry of Law and Justice. The sources told that most of the withdrawn cases relate to murder, abduction, arson and robbery and involve UCPN-M cadres and supporters of the ruling Madheshi parties. Defending the case withdrawals, the Law minister referred to the agreement between the UCPN-M and the United Democratic Madheshi Front (UDMF) signed on August 28, 2011, in which the parties agreed to withdraw criminal cases against their respective cadres. Similarly, the Government has also withdrawn a conflict-time criminal case against Maoist Chairman Pushpa Kamal Dahal aka Prachanda. The case relates to harming of public property and is currently subjudice at Parbat District Court.
