Chairman of Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) Pushpa Kamal Dahal addressing a joint program organized on the occasion of Labor Day on May 1 said that the party unification between Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) and CPN-Maoist Center will be announced on May 5, reports Republica. Dahal has stated both party chairs have planned to announce the party unification on May 5, coinciding the 200th birth anniversary of Karl Marx. He further added that all the disputed issues will be solved within one or two days. "The communist coalition has not a back gear, it's moving ahead" Dahal said.

The meeting was chaired by Commission Chairman Amrit Bohara. The Commission of Investigation on Enforced Disappeared Persons (CIEDP), a transitional justice mechanism set up to investigate cases of human rights violations during the 10-year Maoist insurgency, has ‘halted’ investigations owing to ‘lack of funds’, reports The Himalayan Times. It’s not because the CIEDP does not have enough resources allocated, but because the commission ‘does not have permission’ to spend the funds. CIEDP Spokesperson Bishnu Pathak said more than 60 per cent of the CIEDP budget was set to freeze due to the failure to spend. CIEDP has so far completed the first phase of detailed investigation — in which additional information from complainants are collected — into 463 applications from 14 Districts, according to Pathak. Of more than 3,000 complaints received, the CIEDP has recommended around 2,300 complaints for detailed investigation. CIEDP member Aai Bahadur Gurung said they needed to set up temporary offices — with at least three rooms each for psychosocial counselling of the victims, information collection and waiting room — in Districts to conduct investigation. These offices, according to Gurung, are needed in order to protect privacy, security, identity and dignity of victims in line with the act and regulations related to transitional justice. “We requested the Ministry of Finance several times to let us open such offices using the funds that have already been allocated to us, but it never allowed us,” said Gurung. “So our investigation has been halted for now.”

The new central committee would be integrated with the central committee of the Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) once the two parties finalize the planned merger. CPN-Maoist Center leader Mani Thapa, who is the coordinator of Province 5, said that all provincial committees have begun works to select candidates for the central committee. He said that the work is likely to take some time due to a huge number of aspirants. The third largest party in the parliament has over 4000 central committee members.

Normal life in the District was greatly affected because of the band.In Chitwan District of Province 3, an early morning explosion near the Bharatpur-based Bhatbhateni Supermarket shattered some windows and damaged the building wall. Pramod Saha of FSF-N claimed that children of those who acquired citizenship in 2007-08 were not being issued citizenship certificate. He questioned how a child of a Nepali citizen could be denied citizenship provisioned by the constitution. “Even getting enrolment in good education institutions requires citizenship certificate. You can imagine the troubles they are facing,” he said. Another FSF-N lawmaker Pradip Yadav said the district administration offices were refusing to issue citizen certificates to many people in the Tarai-Madhes, citing absence of laws. “The situation is such that people are not even being able to open bank accounts and acquire driving licences though they know how to drive. This also affects their chances of getting employment,” he added.

The newly-formed Nepal Communist Party (NCP) plans to form panels to complete the unification process at the province, district and village levels, reports Republica on May 18. A day after uniting the two major communist parties - Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) and the Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) - leaders from both sides have agreed to form panels at the provincial and local levels and complete the unification process from top to bottom. The panels will get three months to complete the remaining unification process. An action plan is being formulated shortly on how to make the unification process respectable in the party’s organization across the country. “So far, we have not finalized the action plan on how to complete the remaining unification works. A joint meeting of the standing committee and the secretariat will decide it,” said Narayan Kaji Shrestha, spokesperson for NCP.

The CPN-Maoist Centre, one of the principal parties of the decade-long conflict, is accused of committing a litany of atrocities. By joining forces with the CPN-UML to form a single communist force, TRC officials said that the former rebels are wielding their new-found political influence at the local level to hinder investigation into war crimes. Manchala Jha, who leads the provincial office of the commission in Province 1 and 2, claimed that the party merger had made the investigation process tougher. “We are getting cold response from the local governments who are our first contact at the local level,” she said.
