As soon as Speaker Onsari Gharti Magar began House proceedings, UDMF lawmakers went to the well of the House and started chanting slogans against the Government. Dahal said “An eighth province should be carved by including Morang, Sunsari, Siraha, Saptari and Udayapur districts. While delineating provinces according to this idea, the proposed Province-2 will stretch from Parsa to Dhanusha in the south. But, some more parts of the Chure areas of Makawanpur, Sindhuli and Udayapur districts need to be included in Province-2.”

The tripartite talks among the ruling coalition partners, the main opposition party and the agitating UDMF scheduled for December 2 were postponed indefinitely with the government and the agitating parties blaming each other for the postponement, reports The Himalayan Times. Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal said “Today’s tripartite talks were scheduled on Monday in consultation with the leaders of agitating Madhes-based parties. However, PM Oli cancelled the talks after he was informed that the agitating parties have assigned their second-rung leaders for the talks while their top leaders are out of valley to take part in a mass meeting.” Tarai Madhes Democratic Party (TMDP) leader Sarvendra Nath Shukla, however, said “The leaders were miffed at the three major parties, as they did not come up with any concrete proposal to resolve the crisis in Monday meeting. Postponement of today’s talks shows that major parties want to tire us out.”

Four parties under the UDMF alliance met on December 22, to discuss the three-point proposal forwarded by the government after a consensus between major parties. "The proposal is unclear, vague and visionless as it fails to address the 11-point demand forwarded by the UDMF as well as raised by Madhesi, Muslims, dalits indigenous communities like janajati, Tharu and women," stated the UDMF issuing a press release after the meeting. The UDMF argued that the proposal has envisaged that the constitution amendment bill could address its demands of proportionate representation and delimitation of electoral constituencies on the basis of population but the bill itself is unclear, vague and incomplete. "The front has already rejected the proposal during the talks in the initial period stating that the proposal creates confusions among the people and mislead them," stated the UDMF. "The ongoing protests will continue until the demands on citizenship provisions, delimitation of electoral constituencies and proportionate inclusions are met, and the provincial boundaries are changed," the press release read further. The UDMF also urged the government to be serious about the 11-point demand. The party has formed its seven provincial committees and nominated heads of the committees dissolving its 14 state committees that were in practice ever since the insurgency era. A central committee meeting of the UCPN-M on December 22, also endorsed the political paper presented by party Chairman Pushpa Kamal Dahal aka Prachanda in the central committee on December 2. Altogether 117 central committee members had aired their views on the document. Ram Karki has been named the in-charge for province number 1 and Bishwanath Sah for province number 2 while Krishna Bahadur Mahara, Dilaram Acharya, Chakrapani Khanal, Janardan Sharma and Lekhraj Bhatta have been named the in-charge for provinces 3, 4, 5, 6 and 7 respectively. “We have revised our organizational structure following new provisions in the constitution. The meeting decided to form seven provincial committees dissolving the state committees,” said party spokesperson Dinanath Sharma. UCPN-M decided to amend article 28, 44 and 47 of party statute paving way to form seven provincial committees in the place of the 14 state committees. The party has also dissolved the existing district committees and decided to form district organization committees for an interim period. The central committee meeting also decided to hold village and municipal convention at the earliest. “The new organizational structure of the party might be redesigned after implementation of state restructuring in the country,” said Sharma. In the interim, UCPN-M scraped membership of 22 central committee leaders joining Baburam Bhattarai's new political force after quitting the party. Devendra Paudel, Hisila Yami, Ganga Shrestha, Ram Chandra Jha, Ram Kumar Sharma, Maherdra Paswan, Chinak Kurmi, Khmilal Devkota are among the leaders in the list.

NC negotiator Mahesh Acharya said the CPN-UML should play a proactive role to end the Tarai unrest, but Prime Minister KP Sharma Oli was not doing the same. “Talks are not happening due to UML’s indifference,” he said and added that NC top leaders were touring districts to celebrate National Reconciliation Day but would intensify their efforts for talks after Friday when leaders return to the capital. Acharya said his party took the initiative to hold talks with the United Democratic Madhesi Front (UDMF) and narrowed down differences. “I think an agreement is possible on the constitution amendment bill and even on provincial boundaries; UDMF is ready to wait but they want a guarantee that provincial boundaries will be changed,” Acharya said. UCPN-Maoist leader Narayan Kaji Shrestha said he regretted that the talks between the major parties and the UDMF were not happening. “Major parties and the government should intensify their efforts to seek a negotiated settlement to resolve the Tarai unrest,” he added. A UCPN-M source said the CPN-UML was proving to be the stumbling block to a negotiated settlement to end the Tarai unrest. “I don’t think that this government will resolve the Tarai unrest,” the source added.

Cadres of the Madhesi parties hurled stones at the residence of former Prime Minister and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) senior leader Madhav Kumar Nepal, in Gaur of Rautahat District on December 30, reports The Himalayan Times. Cadres of the United Democratic Madhesi Front (UDMF) and the Federal Inclusive Madhesi Alliance (FIMA), who were demonstrating a lathi rally in the District headquarters, hurled stones at Nepal’s house. Some of the participants had also tried to attack security guards of Nepal’s house with the lathis. The tension, however, was controlled by Police personnel avoiding any clash in the city.

In the meantime, Vice-President of the Nepali Congress (NC), Ram Chandra Poudel at a program organized on the occasion of the 40th national reconciliation day in Rupandehi District on December 31 said that the constitution promulgated from the Constituent Assembly (CA) has incorporated all the rights of the Madhesi community, reports Republica. The Madhesi people were in agitation because rumors were spread about the constitution, he said, adding that the most benefitted from the new constitution are the Madhesi people.
