Cadres of the People's Liberation Front of India (PLFI), a break away faction of the Communist Party of India-Maoist (CPI-Maoist), killed two villagers at Kulbir-Ambatoli Village in Gumla District on December 1, reports The Times of India. The victims are identified as Samnichar Khadia (35) and his nephew Chaitu Khadia (30). The PLFI cadres also assaulted the wives of the victims who were admitted to Gumla Sadar Hospital. According to Birendra Toppo, Officer in Charge (OIC) of Palkot Police Station, PLFI cadres carried out the attack. The Sanjay Tiger group of PLFI is suspected to be involved in the killing, a Police officer added.

The Communist Party of India-Maoist (CPI-Maoist) in Jharkhand, through posters put up in two districts, Ranchi and Khunti, during Martyrs' Week, has urged the youth not to support the Police and join their ranks, reports The Times of India on December 3. They warned the youth to either support them or else incur their wrath. During the weeklong observation, also called People's Liberation Guerrilla Army (PLGA) Week, the extremists have solicited youth's support in the State to make the organisation stronger. During the week, the Maoists used every possible tactic, including arson, to instil a sense of fear among villagers.

The Union Government is all set to establish new Army bases in four major Naxal [Left Wing Extremism (LWE)]-afflicted States, after the success of Army’s first Communist Party of India-Maoist (CPI-Maoist) zone base- Narayanpur in Chhattisgarh, in a bid to prevent the Maoists from having a free run in their so-called “liberated zones”, reported Asian Age on December 4. The Union Ministry Home for Affairs (UMHA) has asked Maharashtra, Odisha, Jharkhand and Chhattisgarh to allocate land to set up Army bases to impart jungle warfare training to Army units. The rules of engagement are clear, the Army units will fire only in self-defence if attacked by a Maoist contingent, a top official in UMHA said.

The PLFI cadres also set ablaze two vehicles parked in the vicinity, the sources said. Ranchi Deputy Inspector General of Police (DIG) Sheetal Oraon said according to prima facie evidence, the incident seemed to be a handiwork of PLFI, a splinter group of the Maoists.

With the success of the anti-Naxal [Left Wing Extremism (LWE)] operation ‘Anaconda 1’ [which began on July 31, 2011 and continued till September 2011] in the dense Saranda forest areas of West Singhbhum District, the Security Forces have launched a fresh offensive titled ‘Anaconda 2’ in the Saranda forest areas on December 9, with 16 companies of Central Reserve Police Force (CRPF), Jharkhand Jaguar, Indian Reserve Battalion (IRB) and State Police Force, reports Business Standard. According to Police source Forces from Noamundi, Kiriburu and Gua camps have also been taken part in the operation that will continue till the Naxals are flushed out. “We cannot reveal details of the operation due to security reasons, but yes we have started the operation after receiving intelligence reports that the Communist Party of India-Maoist (CPI-Maoist) cadres were trying to regain grip in the forests. We have started the operation to weed out them,” said a District Police official.

Jharkhand Police says that Maoist leader Sushil Roy will be shifted to Jhargram in West Bengal once he returns to Giridih jail, reports The Times of India. The Maoist leader is undergoing cancer treatment at All India Institute of Medical Sciences (AIIMS) under police custody in Delhi. Roy has been granted bail in all cases pending against him in Jharkhand. Roy was arrested from Midnapore in West Bengal on May 21, 2005, and was lodged at Chaibasa jail in Jharkhand due to security reasons. He was later shifted to Giridih jail."

Four cadres of the People's Liberation Front of India (PLFI), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), were arrested during a raid in Koelibera and Bano Police Station areas under Koelibera Block in Simdega District on December 12, reports The Telegraph. The arrestees are identified as Kuldeep Bage, Gurcharan Singh, Shravan Singh and Sukhman Topno, who had been active in the District for long. Two country-made firearms, live cartridges, four mobile phones and a stolen motorcycle were recovered from their possession. According to Superintendent of Police (SP) Prabhat Kumar, Bage, a native of Bano, is an accused in a double murder case of January 13, while Gurcharan and Shravan were from Koelibera, and Topno belonged to Basia.

According to a report in The Times of India on December 13, Panchayat (local-self government institution) representatives in Jharkhand are on the target list of Maoists as a number of them are alleged sympathisers of different rebel outfits or involved in liasoning. Police sources said the problem is very serious in Gumla, Simdega, East and West Singhbhum and Latehar Districts. Inspector General of Police (IGP), S.N. Pradhan and Jharkhand Police Spokesperson commenting on the matter said "There was some information that some elected representatives were being targeted for their alleged involvement in liaison activities, but the main reason they are in the crosshairs is their sympathy towards a particular outfit. We would suggest the elected representatives not to have any sympathy for any particular group. I am sure this will solve the problem to a large extent as most killings are due to group rivalry."

The Ranchi District Police of Jharkhand along with Central Reserve Police Force (CRPF) and other Security Forces (SF) arrested 59 Naxals [Left Wing Extremists (LWEs)] in 2012 so far, reports The Times of India on December 14. The arrests include Communist Party of India-Maoist (CPI-Maoist) and People's Liberation Front of India (PLFI) cadres, including sub-zonal and zonal ‘commanders’. Commenting on the arrests, Ranchi, Senior Superintendent of Police (SSP), Saket Kumar Singh said "The arrests have been a result of a collective effort by the entire team." A total of 10 rifles, 18 guns and five powerful can bombs have been seized from rebels this year (2012), along with detonators, ammonium nitrate, boosters and live cartridges. The huge cache of explosives that Police recovered was enough to blow up a large part of the State capital, Ranchi. The prized catches of the year include the arrest of Dhneshwar Yadav alias Kargil Yadav, a ‘zonal commander’ of PLFI with six rifles, two revolvers and hundreds of bullets from Mahuazari village. He was arrested along with six members- Mohan Ram alias Machhar, Varun Yadav, Prem Yadav, Pintu Oraon, Vijay Oraon and Sanjeev Oraon. Of the 59 arrests, around 40 percent of the arrests have been made from Bundu, Tamar, Namkum, Itki, Bero, Lapung Silli and Mandar. A total of 69 LWEs were arrested in 2011.

Superintendents of Police (SP) of Naxalite-Left Wing Extremism (LWE) affected Districts and senior officers of the Central Reserve Police Force (CRPF), Combat Battalion for Resolute Action (CoBRA) and Jharkhand Jaguar, who mostly lead the operations, have been provided with TERA software. The software was made available to the force about three to six months back in different districts. Ranchi District got it six months back. Commenting on the acquisition of the software, S.N. Pradhan, Jharkhand Police Spokesperson and Special Branch, Inspector General (IG), said "The software was first used by us and now other states also started using the same."

Rath, on December 20, said that soon the State will have 150 Compact Police Stations catering to the advanced security needs of an area, reports The Daily Pioneer. Addressing the media in Jamshedpur he said “As per our plans, in the first phase, we have given the green light to 150 such Police Stations. Later, we will consider converting the rest of the 350 Police Stations across the State.” Commenting on the challenges posed by the Left-Wing Extremism (LWE) issue, he said, “I do not claim that the Communist Party of India-Maoist (CPI-Maoist) activities have been stopped. However, the situation has improved to a great extent as we have been able to contain them.” When asked if fresh violence in Saranda would affect development projects, he pointed out that there was no presence of LWEs there as such. He said in the recent past, only two incidents of violence had taken place in Saranda after a gap of almost a year.

After the encounter the Police recovered a landmine, 40 gelatine sticks, 150 detonators and food-stuff as well as clothes from the site. However, no one was injured in the encounter that lasted for half-an-hour during which over 100 rounds of shots were fired from either side. A suspected ‘area commander’ of the People's Liberation Front of India (PLFI), identified as Ajit Sahu, was killed by a mob when he had gone to collect ‘levy’ at Renghari Mundatoli under Thetaitanger Police Station in Simdega District, reports The Telegraph. a PLFI is a breakaway faction of the CPI-Maoist. According to Simdega Superintendent of Police (SP) Prabhat Kumar, Sahu had been demanding levy from Dinesh Tirkey, a retired Army man. Sahu went to the village at 4pm to demand INR 50,000 from Tirkey. He was soon gheraoed by villagers and killed. “Sahu was earlier associated with Pahari Cheeta and perhaps he also happened to be the local area commander of PLFI. Several criminal cases, too, were pending against him,” Kumar added. The Pahari Cheeta, a Naxalite [Left Wing Extremism (LWE)] organisation, is active in remote villages of Simdega and Gumla Districts.

Central Reserve Police Force (CRPF) Director General of Police (DIG) (Chaibasa operational range) Ashok Samyal said the high-tech plan to monitor movement of suspected Naxalites [Left Wing extremists (LWEs)] in Saranda was in an early stage. “Our plan is to scan the paths, used regularly by people, including villagers, forest officials and the rebels, which lead to the interiors of the forest. Once the CCTV cameras are installed, we will be in a position to differentiate between ordinary villagers and Naxalites,” said Samyal, who is looking after the ongoing Operation Anaconda-II in Saranda.

He further said, "The woman belongs to Heranj Police Station; she was forcefully abducted by the Maoists. They had kept her with them for the last six months and have not allowed her to meet her family members. They have exploited her."
