Hundreds of students in Latehar District on January 1 took to the streets in protest against frequent attacks on school buildings by Maoists in the State. The students took placards, shouted slogans and staged a dharna simultaneously in front of all the seven block headquarters of the District in protest against blowing up of at least 12 school buildings by the Maoists in recent past. The students have appealed to the Left Wing Extremists to shun targeting educational sector as it would only deprive them of their fundamental rights. The students, who staged dharna for over two hours, were pursued by the senior Police officials including the Deputy Superintendent of Police, Avinash Kumar Sinha in Barwadih block to withdraw the agitation. The District administration assured to look into the demands and initiate action.

One of them was identified as Bimal Toppo alias Ranthu Oraon, wanted in over a dozen criminal cases, Superintendent of Police Narendra Kumar Singh said. They were arrested from Birkera village of Gumla and Police recovered a revolver and five live cartridges from their possession, he said. Police have already launched a search for more ultras based on the information provided by the duo, the officer said.

According to officials the bandh had affected life in some rural pockets in Palamu, Giridih, Hazaribagh, East and West Singhbhum Districts. Normal life remained unaffected in the state capital Ranchi and other District headquarters. While majority of the long-distance buses did not ply, several trains under Dhanbad Division of the East Central Railway were either cancelled or diverted. The bandh was called in Jharkhand, Orissa, Bihar, West Bengal and Chhattisgarh in protest against alleged "police atrocities and violation of human rights by government machinery".

Jharkhand Chief Minister Shibu Soren on January 3 said that his Government is ready to hold peace talks with the Maoists and prompt them to be integrated with the mainstream of society. Addressing the media in Ranchi, Soren said, “There might be difference of opinion among the Maoists but there is no difference of opinion between us and the Maoists. We want them to sit and discuss their problems with us. I will ask them whether they are fighting against the government or the society. I was also a rebel at one time." Earlier on January 2, Telegraph quoted him as saying that his Government would not launch a major offensive against Maoists, provided they remained silent. “If they keep quiet, we too won’t harass them unnecessarily. Anti-Naxalite operations in the state have virtually been suspended. Our government is ready for talks with top ultra leaders at any time and accept their justified demands,” he said. Commenting on January 2 bandh called by the CPI-Maoist, Soren said the poor masses bore the brunt of such bandhs. “Any organisation may have the fundamental right to call a bandh, but the poor daily wage earners are the ones who are affected by it. If they (rebels) are championing the cause of the poor, they ought to consider these factors as well,” he added.

They target 10 to 15 year olds from poor families. Children are often recruited by force. Experts said these recruitment drives are happening in bordering areas of eastern and central Jharkhand and Chhattisgarh and Orissa States. "Maoists have a separate department to recruit children. They say it is baal (children) militia. It is very operational in bordering areas of Orissa-Jharkhand and Orissa-Chhattisgarh. Their job is only to recruit children to train them and brainwash them," experts said.

The Police recovered explosives, woollen clothes and Police uniforms from a cave in Raghoi Hill on the basis of information provided by the arrestees, a legal cell in-charge Kalicharan Munda and fellow cadres Krishna Mahto. Speaking to the media, Senior Superintendent of Police (SSP) Praveen Kumar said Munda was responsible for killing four persons, including a minor girl, on August 28, 2009 at Bundu. West Bengal, Bihar, Jharkhand, Chhattisgarh, Orissa, Andhra Pradesh, Maharashtra and some other Maoist-hit States have selected 30 officers for the STF to deal with the Maoist problem, he said. The 30 selected officers had undergone a month-long training programme at Ghatsila in Jharkhand. Some foreign army officials, who have experience in tackling guerrilla warfare, also imparted them training, the Police officer said. Of the 30 officers selected for the task force, four are from West Bengal, the officer said, adding, "The force would be named soon and it will be pressed into action as and when the training programme is completed."

A joint operation against Maoists was launched in West Bengal on January 7 with Police forces of West Bengal and Orissa launching a major ground offensive against the Maoists at Gapiballavpur in West Midnapore District, reported Indian Express. Four companies of armed Police of Bengal and Orissa launched the operation at 1pm (IST) at Gapiballavpur, which borders Mayurbhanj District of Orissa. This is the first joint operation of West Bengal Police with forces of another State to curb the Maoists. "A lot of exchange of fire took place between us and the Maoists who triggered landmine blasts too. However, there have been no casualties or injuries on either side nor has there been any arrest. We will continue with our operation and such joint operations will continue," Manoj Verma, Superintendent of Police (West Midnapore) told The Indian Express. Earlier, Mayurbhanj Deputy Inspector General and his counterpart in West Bengal met in Midnapore on January 6 to discuss the operation. The Bengal Government had proposed a similar joint operation with Jharkhand too and is waiting for a response. One suspected Maoist was also arrested. The CRPF also seized five Improvised Explosive Devices (IEDs), one of which weigh 15 kilograms. Other ammunition and explosives have also been seized. A number of duplicate AK series rifles have been seized from factory, which was manufacturing and assembling the fake AK rifles, CRPF sources said. The operation was conducted as a part of the major anti-Maoist drive in various parts of the country initiated by respective State Police forces and assisted by various para-military forces which have contributed almost 60,000 troops.

Security agencies came across the Maoists’ innovative skills when a Central Reserve Police Force (CRPF) team neutralized an arms manufacturing unit in the forests close to Gobardaha village in the Chatra District of Jharkhand and recovered a number of ‘duplicate’ AK-47 and AK-57 rifles of “high standard”. The CRPF also seized as many as 59 different types of instruments, which were used to manufacture and assemble these rifles and various types of pistols. An unnamed official said, “Though Security Forces have busted other arms manufacturing units of the Maoists in Chhattisgarh, Maharashtra, Madhya Pradesh and Andhra Pradesh in the past, they have for the first time come across such sophisticated weapons of high standard, manufactured by the ultras.” The first big arms manufacturing unit of the Maoists was neutralized by Andhra Pradesh Police in 2006 when they recovered a huge stock of rocket shells and launchers in the State. Probe later revealed that the Maoist’s ‘technical wing’ designed the launchers and initially made them at a foundry in Chennai.

Confirming the incident, Chandil Sub Divisional Police Officer Mandan Mohan Lal said the Maoists were demanding that the owner of the company should fulfill all the demands of the local people. However, he did not elaborate on the demands. Lal added that the Maoists fired six to eight rounds in the air. Holding a rare press conference at Sherghati, Bihar-Jharkhand North Chhattisgarh Special Area Committee of CPI-Maoist spokesperson Gopal while welcoming the Jharkhand Government's offer, expressed doubt over its sincerity. "Whether he (Soren) will be able to resist the pressure of the Central government and his coalition partner BJP to continue war on his own people (read Maoists) is doubtful," he said. "If Soren's proposal is sincere, the government must make the atmosphere conducive for talks. If government wants to hold us on gun point and then negotiate, there is no possibility of negotiations," he said. Putting forth an eight-point 'wish list', the CPI-Maoist spokesman said the list included immediate end to proposed war on its own people and "de-paramilitarisation" of Jharkhand's rural parts. Gopal said all political prisoners, including Central committee leaders — Sushil Roy, Amitabh Bagchi, Mohit and women leader Shila — must be released unconditionally.
