During a press conference on October 8, PWG leader Ganganna alias Narasimha Reddy spoke of arrangements for the unveiling of the ‘martyrs' memorial’ and said it was not the right time to invite the Home Minister to the meeting, as party leaders would be speaking against the Government.

Addressing a large gathering at Guthikonda Bilam in the Guntur district of Andhra Pradesh on October 11, ‘state secretary’ of the People’s War Group (PWG), Akkiraju Haragopal alias Ramakrishna, is reported to have told the people to be prepared to "wage a relentless struggle" against the state. "Naxalbari upheaval led to the gain of the Land Ceiling Act. Armed upheavals alone lead to some benefit or the other. Otherwise, the state will not look after your needs", he opined. He also said that the party would continue to maintain People's Guerrilla Army, armed wing of the PWG, for capturing political power in different regions in India. Three top PWG leaders - Ramakrishna, Ganesh and Sudhakar – made this public appearance for the first time in 20 years. Coming out from their hideouts in Nallamala forests, the PWG leaders said that the main focus of their upcoming talks with Andhra Pradesh Government on October 15 would be on finding a solution to basic problems faced by people, according to New Indian Express.

According to The Hindu, on October 12 in Hyderabad, the People's War Group (PWG) leaders, Ramakrishna, Sudhakar, Ganesh and Janasakthi representatives, Amar and Riyaz, stated that "we believe that the overthrowing process is not possible by bringing down one ruling clique and giving power to another through elections which are a sham. We think protracted armed struggle is the only route that can ultimately raise the consciousness of the masses and put the real State power in their hands." They also said the outfit was prepared for talks with the Government as part of the struggle and their "basic objectives" were non-negotiable. "We are not going to give up our protracted armed struggle to our basic objectives of land, livelihood and liberation", they added. 'State secretary' of the PWG, Akkiraju Haragopal alias Ramakrishna, in that same meeting, made it clear that the outfit will return to its `old methods' if the talks with the Government fail. He declared that the ultimate goal of political power could be achieved only through armed struggle. He also justified the violence resorted to by Naxalites saying it was a 'counter violence' to the 'State violence'.

A Hindu report stated that the Janashakti (Ramachandran group), one of the splinter groups, would not participate in the direct peace talks to be held in Hyderabad, Andhra Pradesh, on October 15. In a statement released on October 13 in West Godavari district, a senior leader of the party, Raghavulu, accused the State Government of failing to take necessary action to remove ‘false cases’ registered against some of their activists and farmers in the East Godavari district. He alleged that the State Government was giving priority only to the PWG and neglecting other ‘revolutionary parties’ and in this backdrop their party would keep itself away from talks until the cases were removed.

On October 14, the People’s War Group (PWG) ‘State secretary’, Ramakrishna, at a news conference in Hyderabad, announced that the left wing extremist (also known as Naxalite) outfits, the PWG and the Maoist Communist Centre (MCC) have merged to form a new "unified" Communist Party of India (Maoist). He said the party was formed on September 21, 2004 at an undisclosed place in the forests, but the announcement was "withheld" owing to security reasons. The general secretary of the PWG ‘central committee’, Muppala Laxman Rao alias Ganapathi, had been elected ‘general secretary’ of the new party. Ramakrishna and Janasakthi leaders said that the merger would cause "fear among the ruling classes." It had "fulfilled the aspirations of the masses" for a strong revolutionary party that would usher in a "new democratic society" by advancing towards socialism and communism, Ramakrishna added. They also stated that the two guerrilla "armies" of the PWG and the MCC — the People's Guerrilla Army (PGA) and the People's Liberation Guerrilla Army (PLGA) — have now merged and would be called the PLGA from December 2, 2004.

According to The Times of India, the peace talks between representatives of the left wing extremist (also known as Naxalite) outfits and the Andhra Pradesh Government did not progress much as expected due to serious reservations by both the parties over the issue of Naxalites carrying guns into villages. The Naxalite outfits claimed a broad agreement was reached on this matter but Home Minister K Jana Reddy disputed that claim. He insisted he was still not agreeable to extremists carrying weapons during political activities and asked the talk referees to persuade them to eschew guns. The Naxalites, however, agreed to make disputed clause VII of the ceasefire agreement, which stipulates laying down of weapons, a part of the agenda for the talks, which will resume on October 16, today. ‘State secretary’ of the erstwhile People’s War Group (PWG), Ramakrishna, who briefed the media separately, said despite reservations, both sides had reached an agreement on the terms of the ceasefire, which would be signed on October 16, today. Accordingly, the guerrillas would not cease to carry weapons into villages, he added. The Hindu reports that the first round of peace talks between the Andhra Pradesh Government and PWG, Janashakti resulted in a ceasefire agreement. The ceasefire will be in force "as long as the talks continue" and not merely for three months as announced earlier by the Government. The agreement was reached without a written document signed by both the sides. The five-member Naxalite team insisted on the Home Minister, K. Jana Reddy's signature after preparation of a document. But the latter held that such an arrangement was needless. He pointed out that the existing ceasefire was being implemented on the basis of the correspondence between them during the last four months. With the weapons issue taking most of the time, the first day's talks did not make much headway on the 10-point agenda. The Hindu reports that negotiations between the Government and the left wing extremists (also called Naxalites) failed to make headway on the second day on October 16 as the CPI (Maoists) and CPI-ML (Janashakti) representatives insisted on a commitment to end repression against the 'people's movements' before taking up the main agenda. The Naxalites put forth four demands — withdrawal of criminal cases against participants in people's struggles, release of political prisoners, scrapping of rewards on the heads of revolutionaries and a check on the activities of anti-social elements and armed mafia gangs. This came as a surprise to the Government side, led by the Home Minister, K. Jana Reddy, which expected the naxalites to abide by their resolve to take up "people's agenda." After eight-hour long negotiations, Mr. Jana Reddy stated that the issues raised by Naxalites would be referred to the Government and the final decision made known before conclusion of the current round of negotiations.

According to The Hindu, the land issue, the list of agriculture land gifted to various corporate houses and "lack of sincerity" in implementing land reforms dominated during the talks with Andhra Pradesh government on October 17. However, the government on its part assured that the surplus land issue along with other demands would be discussed in the Cabinet meeting on October 18 before resuming talks. "We proposed to set up a committee to identify the surplus and undistributed land in endowments, works, agriculture and other categories", Home Minister K Jana Reddy said after the talks. During their talks with the Government, leaders of the left wing extremists handed over a letter to the Government furnishing details of 43 individuals, who have come to own hundreds of acres of land in and around the twin cities largely due to the patronage extended by successive governments in the past.

The ‘Central Committee’ of the Communist Party of India (Maoist) on October 17 reportedly vowed to take all steps necessary to secure freedom to their party men languishing in several jails in the country. In a "message to jail comrades" the CPI (Maoist)'s ‘general secretary’, Muppala Laxmana Rao alias Ganapathi, congratulated the jailed Naxalites for "holding aloft the dignity of the red flag in the enemy camp" and for "turning the jails into schools of revolution and centers of struggle." Stating that the jailed members were being tortured, he said that their struggle would only strengthen the "new democratic revolution."

The CPI-Maoist sounded a warning to the State government that it would have to reconsider its decision on the ceasefire if the "police continued to break" the pact. Senior CPI-Maoist leader Narasimha Reddy alias Ganganna told reporters at the Marri Channa Reddy Institute that the Prakasam district police had ‘foisted fake cases’ against three Naxalites and arrested them, which was against the peace talks accord. "We have been following the ceasefire. We expect the government to reciprocate," he added. Even as the first round of peace talks concluded on October 18, CPI-Maoist leader Ramakrishna said he was "not very satisfied with the response to our demands." He wanted the next round from November 17, after the Naxalite public meeting in Hyderabad on the 16th. He added that the monitoring committee would study the action taken on their demands.

According to the Hindu, left wing extremist (also known as Naxalite) leaders of the Communist Party of India-Maoist (CPI-Maoist) and Janashakti on October 19 stated that the success of the negotiations would depend squarely on the State Government's sincerity in meeting their demands, particularly the central issue of land distribution. At a press conference in Hyderabad, the CPI-Maoist ‘secretary’, Ramakrishna and the Janashakti ‘secretary’, Amar, said four demands raised during the talks — withdrawal of cases against persons involved in struggles, release of political prisoners, scrapping of rewards on the heads of wanted Naxals and disbanding of armed gangs — could be conceded immediately. They admitted that the Government might require five to six months for the other major demands to be met. They also demanded that the proposed body to identify surplus land should not have judges and bureaucrats. It should be filled with `democrats and mass organisations' in consultation with them. Condemning the remarks of the Chief Minister, Y.S. Rajasekhara Reddy, that the Naxalite leaders were talking irrationally, they accused him of talking irresponsibly.
