The Andhra Pradesh Government on June 4 announced the withdrawal of bounties on top leaders of the outlawed People's War Group (PWG) in an attempt to solve the three-decade left-wing extremist problem in the State. The announcement was made in the Legislative Assembly by Home Minister for State K Jana Reddy. "We will adopt a firm but humane approach to solve the problem. Civil liberties groups and some intellectuals have, on several occasions, expressed doubts on the genuineness of certain encounters. The government, therefore, has decided to adopt the policy of stopping rewards on the Naxalites [left-wing extremists]," he said. The Police had, in the past, announced rewards on the heads of at least 1,100 Naxalites ranging from Rupees 25,000 to Rupees 12 lakh. The Minister also announced that police would not pursue the armed Naxalite squads into the jungles to avoid loss of human life. "We expect the armed extremist groups not to visit habitations or indulge in intimidation, extortion or other forms of violence. It is the government’s responsibility to ensure that people in general live in peace and without fear. The government would take all steps to explore avenues for a lasting solution to reduce violence in the State," he added.

At least 32 left-wing extremists (also called Naxalites) of the Communist Party of India-Marxist Leninist (CPI-ML Prathighatana) surrendered along with their weapons before the Andhra Pradesh (AP) Chief Minister, Y.S. Rajasekhara Reddy, in the capital Hyderabad on June 6. The extremists included the ‘zonal committee secretary’, the ‘zonal committee member’, eight ‘commanders’, two ‘deputy commanders’, two ‘legal organisers’ and 18 dalam (squad) members belonging to the districts of Warangal, Karimnagar, Adilabad in AP and Gadchiroli in Maharashtra. The State Police chief, S.R. Sukumara, said Prathighatana, a splinter group of the Chandra Pulla Reddy group, had about 60 armed cadres. The group's cadre was now reportedly operating only in the Warangal and Khammam districts.

The Andhra Pradesh Government, on June 8, extended an open invitation to left-wing extremists (also called Naxalites) of the People’s War Group (PWG) for peace talks. Talking to the media at the state secretariat in Hyderabad, Home Minister K. Jana Reddy said the Government would constitute a committee to facilitate talks as soon as the PWG responded to the invitation. The Minister's announcement came amidst a series of initiatives taken by the Government, including withdrawal of rewards on Naxalites, to create a conducive atmosphere for reviving the stalled talks.

The Naxalite group is reported to have responded positively announcing that it was ready for a simultaneous implementation of cease-fire. PWG ‘secretary’ Ramakrishna told Deccan Chronicle over phone that the organisation was prepared to negotiate through talks. He said that the Government should involve all those who were playing an active role in restoring peace in a democratic manner. The PWG demanded that the Government should withdraw rewards for the capture/killing of Naxalites who were underground. He also said police officials should not be involved in the negotiations. Ramakrishna further added that the police should immediately stop combing operations and allow the PWG to carry on with its political campaign and maintain restraint. However, a report in The Hindu indicated that the PWG has rejected the Chief Minister Y.S. Rajasekhara Reddy's appeal that its armed cadre should confine themselves to forest areas arguing that it has every right to propagate its ideology as a political party. However, it has sought to assure the Government that its cadre will not resort to any `armed actions,' if Government forces also observe `restraint.'

The People's War Group (PWG) in a three page statement on June 15 signed by the 'State committee secretary', Ramakrishna, and the 'Politburo' member Prakash has stated that announcing a ‘simultaneous ceasefire’ for three to six months and a guarantee for the safe passage of its representatives at the peace talks was an essential prerequisite for holding any negotiations with the State Government. In a response to the Home Minister Jana Reddy's statement on the issue of talks, the outfit indicated for the first time that its ‘State Committee’ members would hold talks with Ministers once the modalities were worked out by its yet-to-be named emissaries with Government representatives. The PWG response indicated that once the ceasefire was agreed upon and announced, a committee should be formed to enforce the ceasefire agreement and also examine violations of the agreement, if any. The outfit also expressed willingness to name the emissaries but added it would be done only after the ‘simultaneous ceasefire’ came into effect.
