Knowing this Mohananna sent the four persons who attacked Swamy. The four were later arrested by the Police.

Andhra Pradesh Director General of Police (DGP) V Dinesh Reddy on July 2 said that sustained intelligence based anti-Naxal [Left-Wing Extremism (LWE)] operations led to the decline in LWE violence to the tune of 57 per cent in Andhra Pradesh in the first six months of 2013, which also resulted in the arrest of 106 Communist Party of India-Maoist (CPI-Maoist) cadrse, reports The Economic Times. Thirteen incidents, including four murders were reported in the first six months in 2013 as compared to 30 incidents reported during the corresponding period in 2012, he added. He further said that Andhra Pradesh Police arrested 106 Maoists including one ‘central committee member’ Anukul Chandra Naskar alias Gajanna. Besides 56 Maoist cadres surrendered. The DGP said that Police seized INR 1.46 million cash and 30 firearms. There are around 340 underground cadres (from Andhra Pradesh) and out of this 200 are operating in different states and remaining 140 are operating in bordering states of Andhra Pradesh. In the last two years, 15,000 police personnel were recruited and notification for 11,000 posts for recruitment of police constables and sub-inspectors will be issued soon.

Maoists assaulted two former members of the party’s militia, identified as Batchala Chiranjeevi and Chittibabu, near Balapam village in Visakhapatnam District on July 2. They were among the 25 former militia members and others who had surrendered to the police some time ago. A group of Maoists took away the two, along with two other villagers, from Balapam to a nearby forest area after a ‘village panchayat’ committee of the Maoists conducted a praja court (Peoples’ Court), and assaulted them. The other two persons were left unharmed. The Maoists had warned the two and other surrendered villagers not to move out of the village and never associate themselves with the Police.

The Communist Party of India-Maoist (CPI-Maoist) killed a former Maoist, identified as Bhagath, near Vijayapuri Colony in Venkatapuram mandal (administrative unit) in Khammam District around midnight on July 2, reports The Hindu. The bullet-ridden body of Bhagath, a former member of the Pamedu Area Committee of the neighbouring Chhattisgarh State, was found on the Vijayapuri Colony-Kothapalli road in the early hours of July 3. According to sources, a group of Maoists of the Venkatapuram Area Committee shot dead Bhagath after picking him up somewhere near Edira village. In a letter left at the scene, they alleged that Bhagath had tipped off the Police about the movement of their cadres that led to the killing of nine Maoists in Chhattisgarh in April 2013. They also accused Bhagath of acting hand in glove with a constable associated with anti-Maoist activities. Bhadrachalam Additional Superintendent of Police (ASP) N. Prakash Reddy termed as baseless the charges levelled by the Maoists against the Police. Bhagath had left the movement a year ago and had been staying in Manuguru mandal (administrative division) in Palvancha division since then.

Former Communist Party of India-Maoist (CPI-Maoist) leader Ganti Prasada Rao alias Prasadam was shot at and critically injured by three unidentified people near the Government-run hospital in Nellore (Nellore District) on July 4, Police said, reports The Hindu. He succumbed to his injuries in the early hours of July 5 (today). Ganti Prasadam was a poet and convenor of the Martyr’s Committee of Friends and Relatives, a group representing kin of Maoists killed in shoot-outs with Police. He was released in 2011 along with some other Maoists in exchange for the release of then collector of Odisha’s Malkangiri District R. V. Krishna from the captivity of the Maoists

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres have reportedly sent letters to four local Congress Party leaders in Bhadrachalam of Khammam District threatening with dire consequences if they failed to refrain from pursuing their “selfish commercial interests” in the name of development of the temple city on July 5, reports The Hindu. The letters accused the leaders of supporting the proposal to accord temple city status to Bhadrachalam with selfish interests by undermining the tribal rights. However, the Police officials did not confirm the reports.

According to information, 20 armed Maoists and 70 militia members raided Subba Rao’s house located amid fields late in the night. He had come to his native village one week ago believing that the Maoists cadres were not active. As the Maoists were taking him away from his home, Subba Rao managed to wriggle out of their grip and took to his heels.

Shortage of almost 300,000 Police personnel in nine Left Wing Extremism (LWE) affected States is jeopardising the fight against the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu on July 8. Chhattisgarh, Jharkhand, Odisha, Bihar, Andhra Pradesh, Maharashtra, West Bengal, Madhya Pradesh and Uttar Pradesh had 250,000 vacant positions of head constables and constables, while 50,000 posts of inspectors and sub-inspectors need to be filled. Similarly, these States also need over 1,000 Additional Superintendents of Police and Deputy SPs. The highest number of shortage in Police force is in Uttar Pradesh (180,000 personnel), followed by Andhra Pradesh (30,000), West Bengal (29,000), Bihar (16,000), Chhattisgarh (13,000), Jharkhand (10,000), Madhya Pradesh (6,000) and Odisha (2,000). Notably, in Maharashtra, there are 379 various vacant positions in just two LWE-hit Districts of Gadchiroli and Gondia. At last month’s (June) Chief Ministers’ conference on internal security, Union Home Minister Sushilkumar Shinde told these States that they need to fill these vacancies and that the Centre cannot always fulfil their demands for increasing the deployment of paramilitary forces. Currently, over 80,000 personnel, mainly from the CRPF (66 battalions), the BSF (12 battalions) and the ITBP (five battalions), are deployed in the LWE-hit States. For speedy recruitment, the MHA told these States to relax certain recruitment norms and give preference to locals, who can be appointed on contract basis.

The Communist Party of India-Maoist (CPI-Maoist) cadres raided houses of two ruling Congress Party leaders in GK Veedhi mandal (administrative unit) in Visakhapatnam District and looted their belongings under ‘famine raids’ in the night of July 10, reports The Hindu. The congress leaders were identified as former Zila Parishad Territorial Constituency (ZPTC) member Machala Matsya Raju of Deverapalli and Gaduturi Babu Rao, former Sarpanch (head of Gram Panchayat, village level local self Government institution) of Mangalapalem (both in Visakhapatnam District). According to information, Babu Rao went to Matsya Raju’s house and as the two were discussing probable candidates for the three phase Panchayat (local self-government institution) election (July 23, 27 and 31), 10 Maoists and 50 militia members entered the former ZPTC’s house around 9:30pm. They had spared Matsya Raju when he pleaded with them that he was recouping from an ailment but took Babu Rao to his village, two kilometres away. Another group of 10 Maoists and 50 militia members were present in the village where they held a Praja Court (People’s Court, euphemism for Kangaroo court). Meanwhile the militia members who stayed back at Deverapalli looted Matsya Raju’s house and burnt his and Babu Rao’s two-wheelers. At Mangalapalem the former Sarpanch was warned. When asked whether his choice was elections or his life he told them that he would prefer the latter. When he was slapped and about to be thrashed, villagers pleaded with the Maoists to spare Babu Rao as he was a good man and since he promised that he would not contest the elections. Later the Maoists and militia members looted the former Sarpanch’s house. The Maoists distributed pamphlets urging people to boycott the elections and warned candidates against contesting elections. Meanwhile, no nomination was received for elections to five Panchayats in Chintapalli and six in G.K. Veedhi so far. Deputy Superintendent of Police of Chintapalli E.G. Ashok Kumar told reporters at Chintapalli that intelligence-based operations would be intensified in the Agency area. CPI-Maoist Andhra Pradesh-Odisha Border (AOB) Special Zonal Committee has called for a bandh (shut down strike) in AOB region on July 21 protesting against the killing of Ganti Prasadam by Special Intelligence Branch (SIB) of Andhra Pradesh Police on July 4, reports The New Indian Express on July 11. AOB Special Zone Committee political representative, Jagabandhu called upon the people to observe a protest week from July 15 and a bandh on July 21.

Continuing its violent campaign against the Panchayat (local self-government institution) elections, the of Communist Party of India-Maoist (CPI-Maoist) cadres snatched away nomination papers filed for posts of Sarpanches and ward members for four Panchayats in G. Madugula mandal in Visakhapatnam District on July 11, reports The Hindu. As officials were getting ready to scrutinise nominations filed for G. Madugula and NIrmarti Panchayats at Biram and Boyitili and Killamkota Panchayats at Boyitili, a group each of about 15 Maoists, some of them armed took away the nomination papers saying that nominations should not have been filed when they called for a boycott of elections. Local people could decide one sincere person among them, they reportedly said. Following the call given by the Maoists six Panchayats in three mandals, had not received a single nomination for the posts of Sarpanches or ward members. No nomination was received for Jerrela, Mondigedda and Batchala in G.K. Veedhi mandal; Balapam and Kudusara in Chintapalli mandal and for one Gram Panchayat in Pedabayalu mandal.

A group of 15 Maoists went to Jamiguda where the nomination papers of Jamiguda and Jillelakota were kept. They took away the nomination papers and money paid as deposit and made two polling officials march along with them for two kilometres. The Maoists distributed the deposit money to the contestants and warned them not to participate in the elections. The polling staff was let off. Also, contestants for three more Panchayats, two from Chintapalli manadal (administrative division) and one from G. K. Veedhi mandal, both in Vishakhapatnam District, have withdrawn their nominations under the threat of Maoists. The Panchayat elections are scheduled to be held in three phases in July 2013.

The UMHA will give contracts to national infrastructure companies - Public Sector Undertakings (PSUs) - and Central Reserve Police Force will guarantee security of these projects. Of immediate concern are 15 bridge projects linking Odisha, Chhattisgarh, Maharashtra, Jharkhand and Andhra Pradesh. Prime Minister Manmohan Singh is learnt to have directed that bridges linking States in LWE-affected Districts be declared projects of "national importance" and their construction be implemented by the UMHA.
