One Central Reserve Police Force (CRPF) constable, who got severely injured during an anti-Naxal[Left Wing Extremism (LWE)] operation in Chhattisgarh few days back, succumbed to his injuries at All India Institute of Medical Sciences (AIIMS) in New Delhi on September 1, reports India Today. Constable Sachin Kumar (27) of the Paramilitary Force was airlifted to the AIIMS trauma centre after he was injured in an Improvised Explosive Device (IED) blast in the Sukma District of Chhattisgarh on August 26. "Kumar succumbed to his IED splinter injuries at about 8:40 AM today. He was brought to AIIMS on August 29 on an air ambulance from state capital Raipur. In AIIMS, his right leg was amputated but his condition kept deteriorating," a senior official said.

Three suspected Communist Party of India-Maoist (CPI-Maoist) cadres were caught by villagers Deogharandi village and handed them to Police in Nabarangpur District on September 1 (today), reports prameyanews7.com. According information, villagers saw the unidentified youths moving in the village in suspiciously. When they wanted to know their identities, the youths avoided and tried to threaten them. Villagers soon gheraoed them and kept them in captivity and informed Raigarh Police. The villagers later handed over the suspected Maoists to the Police.

A combined team of Central Reserve Police Force (CRPF), Commando Battalion for Resolute Action (CoBRA) of 209th battalion and District Police exchanged heavy firing with Communist Party of India-Maoist (CPI-Maoist) top cadre Sudhakaran alias Sudhakar who sneaked into Garu after coming down from Andhra Pradesh in Latehar District on September 2, reports The Pioneer. Sources said Sudhakar's team was no less in strength as it had around 150 cadres, all armed heavily. Nakul and Chhotu Kharwar were also there with Sudhakar. Latehar Superintendent of Police (SP) Anoop Birtharay confirmed the encounter with the Maoists led by Sudhakar and his cadres, including Nakul and Chhotu Kharwar. Birtharay said the Security Forces (SFs) had to lob bombs to scatter the Maoists. The SP said the fighting was most severe for two hours and then it slid down to intermittent firing from the Maoists’ side which was adequately retaliated by the SF personnels.

The incidents of Communist Party of India-Maoist (CPI-Maoist) violence have come down by 54 per cent in the country, Union Home Minister (UHM) Rajnath Singh said on September 2, adding it was his Government’s desire to bring an end to Naxalism [Left Wing Extremism (LWE)], militancy and terrorism, reports Financial Express. “There is no place for violence in a developed society and it is my desire to see that instances of Naxalism, militancy and terrorism are brought to an end in this country,” Singh said while speaking at the regional training centre of the ‘Greyhounds’, the special anti-Naxal operations force of Telangana and Andhra Pradesh located on the outskirts of the city of Hyderabad. Singh also said the Maoists morale at present is at its lowest and the incidents of Naxal violence have come down by 54 per cent in the various LWE-hit States of the Country. The Home Minister lauded the courage and valour of the Security Force (SF) personnels including the ‘Greyhounds’ as he added that the onus to keep India safe and independent rests on the shoulders of these men and women.

Three alleged cadres of the Communist Party of India-Maoist (CPI-Maoist) surrendered to the Police in Bijapur District of south Chhattisgarh on September 2, reports The Hindu. “After being fed up with the Maoist lifestyle and the hollow ideology, three Maoists — Sannu Lekam, Bomda Kunjam and Chaitu Udka — decided to join the mainstream today (September 2) in the presence of Bijapur district Superintendent of Police (SP) K. L. Dhruv. Sannu Lekam was a ‘Jan Militia commander’ of the Maoists in Nemed area and carried a reward of one lakh rupees on his head,” the Bijapur Police said in a statement. Bomda Kunjam was a ‘militia member’ and Chaitu Udka was a member of the Maoists’ small action team, the Police added.

As many as seventeen Naxal [Left Wing Extremists (LWEs)] including two women cadres, surrendered before Police in Bastar District on September 3, reports The Pioneer. “One of the female surrendering ultras was a CNM (Chetna Natya Mandali) member which is banned outfit. She carried a cash reward of ` 1 lakh on her head,” Superintendent of Police (SP) Bastar, RN Dash said. A Naxal Local Organizing Squad (LOS) ‘commander’ who was operating in the Niyamgiri region of neighboring Odisha District was also among the persons surrendering, the SP added. “They were deeply unsatisfied with the dual standards adopted by Naxals and also were under the pressure of anti-Naxal operations being carried out by police forces’’, he added. He informed the cadres who surrendered were residents of Bodavada, Badhanpal, Govindpal, Badhrimau villages which are located near Darbha valley of Bastar region. According to the SP, they were involved in different kinds of Naxal activities. The rebels who have given up arms will be provided with benefits provisioned under the surrender policy adopted by the state government, he mentioned.

Three cadres of Left Wing Extremist (LWE), Samrat Giroh (group), were killed in a fratricidal war with cadres of People's Liberation Front of India (PLFI) in Kashira village under Karra Police Station limits of Khunti District on September 3, reports The Times of India. The bodies of the three were found by locals on the next day morning, all had multiple bullet injuries. The Samrat Giroh and PLFI share regions of dominance in Karra and Lapung and often indulge in fratricidal war to establish supremacy. The slain extremists were identified as Rahul Swashi, Anil Kumar and Mukesh Singh. "Four persons were targeted by armed men in the intervening night of Saturday and Sunday. The fourth man possibly managed to escape," said Khunti Superintendent of Police (SP) Anish Gupta. PLFI is a breakaway faction of Communist Party of India-Maoist (CPI-Maoist).

Shankar, a criminal, had recently brought weapons from PLFI groups led by Akash and Mahesh and was involved in extortion and criminal activities in the interior areas of Rajgangpur, Gurundia and Brahmani Tarang Police limits in the District. Jagannath Lohra and Babloo Lohra, during interrogations, confessed to have executed the crime at the behest Jharkhand Jan Mukti Parishad (JJMP) ‘area commander’ Pankaj alias Anuj. After being produced before the judicial magistrate on September 4, the duos were remanded to judicial custody for 14 days, following which they were sent to Gumla divisional jail. On the fateful day, the duo had come on a bike, which they parked at a distance before Jagannath shot Sahu dead near his home. One of the bullets hit his head, killing him on the spot. A heavily armed squad of the Communist Party of India-Maoist (CPI-Maoist) numbering between 30-35, attacked the construction site of a private company engaged in construction of Rail Bridge near Paimar River on Kiul-Gaya section of the Eastern railways in the Gaya District of Bihar on September 4, reports The Times of India. The attackers set ablaze seven vehicles including one crane, one mixer and two pay loaders belonging to the construction company. Police sources said the Maoist made nearly a dozen employees captive and snatched all their mobile phones. The workers were also robbed of their cash, which was around INR 30,000. Huddled together, the employees were dumped in a corner of the construction site. Two drum diesel stocked at the construction site were also used in the arson. Before leaving, the attackers asked the captives not to take the diktats of the organisation lightly. Confirming the incident, Magadh range Deputy Inspector General (DIG) Saurabh Kumar disclosed, "I had visited the arson site. The Maoists have also left behind a hand written note attributing the attack to non-payment of 'levy' (extortion)."

Khunti, which is about 35 kilometres from Ranchi, witnessed a spate of killings perpetrated by PLFI and other Communist Party of India-Maoist (CPI-Maoist)-linked groups in 2011-12. History seems to have repeated itself. Last year, 108 persons were killed in the District - which is three times higher than the total number of murders reported in Koderma, a District more populous than Khunti. "The district was largely peaceful about two decades ago," said Khunti Member of Parliament (MP) Kadiya Munda. Many of these killings have been linked to domestic disputes. About 112 people were killed in 2011, 126 in 2012, 109 in 2013 and 99 in 2014. In the past four years, Koderma, Latehar, Simdega, Jamtara and other Districts that are more populous than Khunti reported more than half of the combined murders reported in Khunti. Gang violence has also led to a spike in crime. On September 3, three persons were killed in a "turf war". Additional Superintendent of Police (ASP) (operations) P R Mishra said Naxal [Left wing Extremism (LWE)]-violence has dipped. "In 2015, only 13 people were killed by ultras," said Mishra. A team of Central Reserve Police Force (CRPF) personnel who visited the spots with dog squads removed the posters. The posters have created panic ahead of Maoist bandh(general shut down strike) on September 9 (today). The bandh has been called against the attempts of the State Government to change land laws. Among them were 62 Maoists and their 10 grass root level supporters, belonging to remote villages of Abujmarh, surrendered before Police and Indo-Tibetan Border Police (ITBP). Three of them were active Local Guerrilla Squad (LGS) members, eight are members of Maoists' cultural wing Chetna Natya Manch (CNM) and four are Janatana Sarkar (People’s government unit) group members. Besides, 45 others were associated with the outlawed movement as Jan militia members. Narayanpur Additional Superintendent of Police (ASP) Anil Soni said the rebels themselves turned up at Kurushnar Police Station to surrender claiming being fed up with the Maoist way of life and violence and want to return to mainstream. He said one of the main reasons for Maoists surrendering was the pressure being mounted by the Security Forces (SFs) coupled with the attractive surrender and rehabilitation policy of the State Government. He also said those surrendered would be entitled for rehabilitation as per the policy. Soni also told that some of them were involved in several incidents of murder, arson and attacks on SFs. Earlier this month, 38 Maoists including three women had surrendered at Narayanpur. According to Bastar Police the trend of surrender began early this year and at least 987 Maoists and their supporters had surrendered before.

A joint team of Central Reserve Police Force (CRPF)’s 217 battalion and District Force recovered the explosives under Maraiguda Police Station limits while patrolling to ensure security to the under construction Maraiguda-Golapalli road, Sukma Superintendent of Police (SP), Indira Kalyan Elesela said. SFs had launched the operation from Maraiguda towards Golapalli, located around 450 kilometres away from Raipur. About six-kilometres away from Maraiguda, they spotted the first explosive placed in a steel container, hidden about 20 metres beneath the ground on the under-construction road in the forests. Subsequently, three more IEDs recovered close to the spot, he said. The explosives were weighed between five to 10 kilograms, he added. The IEDs were immediately destroyed by the bomb disposal squad, the SP said, adding that it was meant to harm SF personnel.

Police seized huge cache of arms and ammunition, including three magazines of AK-47 rifle, and arrested one person near Kurkuri Bridge under Beur Police Station in Patna District on September 11, reports The Times of India. The arrested person has been identified as Sanjay Kumar Rai, a resident of Beur. Police said the cache, which also included 214 pieces of 7.62mm bullets and 320 bullets of 8mm bore, was probably meant for supply either to Communist Party of India-Maoist (CPI-Maoist) or criminals. Additional Superintendent of Police (ASP) Rakesh Kumar said Sanjay was carrying the ammunition in a shoulder bag and the bullets were packed in small packets. "He told us that the consignment was being brought to Patna from Gaya. It is not immediately known the consignment was meant for whom. Cartridges of AK-47 are usually not sold in the open market. It means that the consignment was meant either for Maoists or criminals," Kumar said, adding that Anti-Terrorism Squad (ATS) and Special Task Force (STF) officials would also interrogate the arrested arms smuggler.

Hundreds of passengers and commuters were left stranded in Ranchi, Khunti, Simdega, Gumla, West Singhbhum and other Maoist-hit Districts. The inter-District buses remained off the roads and passengers in trouble. Police spokesperson Inspector General of Police (IGP) MS Bhatia said no untoward incident was reported during the bandh, called against the State Government's move to amend land laws in the state. "The market places were closed in some areas in the countryside. The bandh was peaceful," he said. In Giridih, Maoists put up banners and posters on the wall of Hatiya maidan at Madhuban, close to the Jain shrine, under Pirtand Police Station of Giridih District. The banners created fear in the people despite increased movements of the forces after the banners were spotted. Acting on specific inputs, the Maoists were arrested from the forests of Rampuram village under the Bhopalpatnam Police Station area by a team of local Police, Bijapur Superintendent of Police (SP) K.L. Dhurv said. The arrested cadres, Ramesh Durgam (22), Ishtari Durgam (25), Santosh Jhadi (27), Rapur Mahesh (34) and Jhadi Satyanarayan (26), are lower rung members of the CPI-Maoist, he said. On October 25, 2015, at least 37 vehicles and machines engaged in the construction of the Bhopalpatnam-Bhadrakali-Tarlaguda road, were set ablaze by the Maoists at three different locations. Superintendent of Police (SP) (Simdega) Rajiv Ranjan Singh said a team of Policemen was mobilized on the basis of specific information that some extremists are coming to the area to celebrate the festival. "We wanted to catch them and a trap was laid," he added. "A few rounds were fired," said a Police officer. He added that there was a top PLFI leader among them as they rode expensive two-wheelers. Until recently, no major Naxal [Left Wing Extremist (LWE)] activities except for some posters and banners were observed in the Malnad region. During interrogation, Ramesh allegedly confessed to having made preparations to conduct blasts at Government offices and execute the plan in association with his accomplices, said sources. The DIG and Kalahandi, Superintendent of Police (SP), Brijesh Rai said, the Special Operation Group (SOG) team and District Police were combing the Phulbari forest near Katland village under Bijepur Police limits when the exchange of fire took place in which, one woman Maoist cadre was killed. Her identity is yet to be established. Nikhil managed to escape from the Maoist camp during the gun-battle, Saini said, adding that two Self-Loading Rifle (SLR) rifles, one INSAS (Indian Small Arms System) rifle, two .303 rifles and live cartridges, 20 detonators, a tiffin bomb, electrical wires and Maoist literature were seized from the camp. Other logistic materials were also recovered from the spot. The DIG said so far seven Maoists have been killed in Kalahandi and among them, six are women cadres. So far, six Maoists have surrendered. Saini said Maoists are deploying women cadres in the first line of defence and in sentry duty and thus, the casualty of women cadres is high. While the women cadres provide cover to the Maoist group, the male cadres escape.

As guerrilla squads have weakened and their capability to carry out attacks has been almost neutralised by the Police, the extremists are focusing on front organisations. Fronts which were defunct or had become inactive have been activated. A top official of anti-Maoist intelligence said, “We have information that Maoists have floated six new front organisations on Amaravati farmers’ rights issues in land acquisition and land pooling areas. Apart from that they have also used the death of Rohith Vemula at the Hyderabad Central University to strengthen themselves under the pretext of fighting caste oppression.” “Intelligence has found that top Maoist leaders are in touch with the frontal groups. The Maoists have killed him because they suspected his honesty," said Kartik.A group of armed rebels arrived at Oraon's house at Hatbal village in Hesag panchayat (village level local-self government institution) under Siringdag Police Station area. "He was sleeping. The Maoists barged into the house and forcibly took him away. No member of his family or the villagers could resist the armed Maoists," said a Police officer. After sometime when Maoists left, a couple of villagers dared to go out to find out what happened to Oraon. "He was found writhing in pain. When people found that he was breathing, they tried to take him to hospital. The journey to the hospital was very arduous and took a lot of time," said a Police officer. Lohardaga SP said that Oraon did not work for the Police. "The Maoists allegations are false. The case is being investigated. A team has been asked to find out the names of Maoists involved in his murder," he said. There are unconfirmed reports that Maoists held a jan adalat (people’s court) before beating him, but Lohardaga SP ruled it out. One of the arrested Maoists had a reward of INR 100,000 on him. According to Police, a team of officers did a search operation in Akabeda, Kastoormeta, Kodkanar and Kuinar jungles, in Abujhmaad. While returning, the soldiers found two suspects hidden in Kuinar jungle. They surrounded and captured them. The Maoists were identified as Nani Kunjam (40), president of local Maoist group Nana Koram, and Motu Koram (37). A large haul of guns, a two kilograms tiffin bomb and 200 meters of electrical wire was also confiscated from the Maoists.

According to sources, an exchange of fire took place between Police and Communist Party of India-Maoist (CPI-Maoist) cadres for several hours in the forest. On a tip off that Daya and some Maoists of Chhattisgarh were camping in the forest, Police launched an extensive combing operation. During this time, the Maoists opened fire and the SOG troopers retaliated. The exchange of fire continued for hours after which the rebels fled from the spot leaving behind some Maoist materials, arms and ammunition. Police recovered detonators, Improvised Explosive Device (IED) bombs, gun making materials, Maoist literature and uniforms, among other things. Combing operation has been intensified in the villages on Andhra Pradesh-Odisha border after the incident.

The injured Maoists managed to escape but bloodstains found at several places indicated that they were injured during the encounter, Superintendent of Police (SP) Rajiv Ranjan said. Around a hundred rounds were fired from both sides during the encounter, the SP said, adding that Police destroyed a bunker of the rebels. Acting on a tip-off, Police raided the unit at Bindhani Sahi in Pangapaju village and arrested the two persons allegedly involved in manufacturing of firearms. The arrested persons were identified as Banchhanidhi Bindhani (45), and Rohit Bindhani (40). The manufacturing tools seized from duo included wooden butts (6) iron barrel (8), trigger (3), trigger guard (1), cutter and polish machine (1), driller (3) and several other items, said Police. "During the interrogation, we came to know they were supplying most of the country-made firearms to Nayagarh district though middlemen," said Superintendent of Police (SP) of Kandhamal, Pinak Mishra. On an average, they were manufacturing seven to eight country-made guns a month and supplied them to various buyers, said, Officer in Charge (OIC), Gochhapada Police Station, Mrutunjaya Pradhan. Police said they would investigate whether they have any link with the Maoists. "On the basis of some information a police team led by Banka superintendent of police (SP) Rajiv Ranjan along with special task force and paramilitary forces like Sashastra Seema Bal, conducted raids in the forests at Hardiya-Parariya falling under the rebel-hit Anandpur police outpost in Banka when the Maoists started firing on the police," IG Khopde said. "No one could be arrested. The most-wanted rebel leader Mantu Khaira, who was present during the encounter, too managed to escape but bloodstains suggested the rebels suffered heavy injuries in the police retaliation." He said a massive manhunt has been launched to locate the injured rebels in Jhajha and Chakai among other places in Jamui District, as the gun battle occurred on the border of Banka and Jamui Districts. "We had the information that Maoist area commander, Mantu Khaira, along with a large number of armed rebels had assembled in the forest cover of Hardia-Parariya to carry out a major operation," the Banka SP said.

A female Maoist carrying a cash reward of INR 500,000 on her head, was arrested by Police from Dantewada District on September 18, reports The Pioneer. “The ultra identified as Lakke alias Lakkhe (28) resident of Permapara Burgum under Aranpur police station, was rounded up on the basis of information provided by intelligence agencies,” ASP of Dantewada (Naxal operations) Gorakhnath Baghel said. According to Baghel, the arrested female Maoist was associated with the CPI-Maoist for past 14 years and had served at various Maoist key posts like ‘area committee member’/ ‘Jantana Sarkar President’ and similar other. “She was part of Naxal [Left Wing Extremism (LWE)] area committee in Malangir region and was involved in executing various major Naxal incidents and executing tribal civilians after holding ‘Jan Adalat’,” the APS said. The Maoists arrested from the District were identified as Punem Gandhi (28), Dodi Chaitu (32), Kakem Lakhmu (28), Punem Lachhu (28) and Dodi Aytu (40), Additional Superintendent of Police (ASP) of Bijapur, Mohit Garg, said, while adding that they were arrested by a joint team of Central Reserve Police Force (CRPF)’s 168th battalion and District Force from the forests of Basaguda Police Station. According to the ASP, they all are natives of Korsaguda village of Basaguda. “Gandhi, Lakhmu, Lachhu and Chaitu were involved in the murder of the journalist Sai Reddy that had happened on December 6, 2013, near Taliperu of Basaguda,” the ASP said. "The Naxals [Left Wing Extremism (LWEs)] turned themselves in expressing their desire to lead a normal family life and at the same time cited disappointment with Maoist policy," Special Director General of Police (SDGP) (Anti-Naxal operations/ SIB) DM Awasthi said. Of them, a ‘section Commander’ of Naxal Military Battalion number 1, Jhitru alias Jittu (27) and his wife Sapka Pojje (23) who was also a member of the same military battalion, were key cadres of the CPI-Maoist in south Bastar, he said.Jittu was allegedly involved in the tragic Tadmetla (now in Sukma district) ambush attack which Maoists had orchestrated in April 2010, in which 76 Central Reserve Police Force (CRPF) personnel were killed, the SDGP said. He was also the part of Naxal team that had ambushed a CRPF searching party at Kasalpada in Chintagufa area in December 2014, killing 14 paramilitary jawans. Likewise, Sapka was allegedly involved in Tadmetla incident and other Maoist attacks, he said, adding the duo carried a cash reward of INR 800,000 each on their heads. The encounter took place while a joint team of DRG and District Force was carrying out an anti-Naxal [Left Wing Extremism (LWE)] operation in the forests of Mardapal Police Station area, Inspector General of Police (IGP) (Bastar Range), SRP Kalluri said. Security Forces (SFs) had been conducting the operation since yesterday (September 21) based on specific inputs about the movement of ultras in restive Ranapal and Kudur area of Mardapal, located around 350 kilometres from State capital Raipur. While they were cordoning off a forest pocket close to Kudur village, a group of armed rebels opened indiscriminate fire on them, triggering a heavy exchange of gunfire, he said. According to the IGP, the Naxals are unhappy with the construction of a bridge on a river near Kudur that connects Kondagaon to Abhujmarh region (considered a Maoist bastion) and therefore they often target SFs in this area.

The Communist Party of India-Maoist (CPI-Maoist) on September 21 kicked off a week-long campaign to mark its ‘foundation day’, urging people through posters to support them and denouncing the Government, reports The Telegraph on September 22. Some of these posters, which appeared at prominent points in remote areas of Palamau District, ask the commoners to strengthen the hands of "their united front with the People's Liberation Guerrilla Army", the military wing of CPI-Maoist. The extremist group also lambasted the Government's surrender policy and advocated overthrowing the Narendra Modi Government at the Centre, where Bharatiya Janata Party (BJP) president Amit Shah and Union Home Minister (UHM) Rajnath Singh play important roles. The posters further say that splinter groups like Tritiya Prastuti Committee (TPC), People's Liberation Front of India (PLFI), Jharkhand Jan Mukti Parishad (JJMP) and Jharkhand Prastuti Committee (JPC) were armed criminal gangs enjoying Police patronage and they needed to be taught lesson. The Maoists vowed to eliminate Special Police Officers (SPOs) in the villages. A Maoist banner was also found at Rampur panchayat (village level local self government institution) Bhavan in Chainpur area of Gumla District. Following recovering of the posters, search operations have been intensified. "Presence of these posters does not confirm presence of armed Maoist squads in the area. Such posters are usually pasted by their supporters at secluded places late at night. Nonetheless, we are vigilant. Our search operations are in full swing. Everything is under control," said Palamau range Deputy Inspector General (DIG) Vipul Shukla.

Police recovered arms, ammunition and other items following an encounter with Left Wing Extremists (LWEs) in Chhuikhadan region of Rajnandgaon District on September 22, reports The Pioneer. “We had received intelligence inputs about the movement of Maoists in the area bordering Maharashtra. Accordingly, an anti-insurgency operation was launched from Chhuikhadan police station,” Station House Officer (SHO) Chhuikhadan Inspector Santram Soni informed. According to the SHO, the operation was launched on September 20 and the Police force while covering Devarcha, Chatrela Kukripat villages was searching a forested hilly terrain between Budhanbhata and Kukripat villages on September 22. Around 1.30 pm, the Police party confronted Maoists in the forested patch and both sides engaged in gun battle. The intermittent firing from both sides lasted for about half-an-hour after which the rebels disappeared in the jungle, SHO Soni said. While searching the spot, Police found 315 bore rifle, 12 bore bullets, solar plates, 12 bolt battery, radio, camera flash, wireless chargers, wire, bag packs, multi-meter and other items of daily use, he said.

Superintendent of Police (SP) of West Singhbhum, Michael Raj, said, caretaker Birendra Das (35), a resident of Bhuni village in Bodam block of Patamda, was arrested after his cellphone call details record suggested he had had frequent conversations with a Maoist leader identified as Shankar Sirka, a native of neighbouring Bihar. "The phone SIM used by Birendra was issued barely a month and a half ago, but in the name of one Nirmala Kui who died on February 11, 2016. Her husband Abhiram Hembram told Police that Nirmala never had the number (7482982923), which Birendra used to stay in connection with Sirka," the SP said. The SIM, according to Police, was sold by a Chaibasa-based mobile shop Balaji Sales. "Acting on a tip-off and CDR (call details record), we picked up Birendra for interrogation and later arrested him," SP Raj said. During interrogation, Birendra told Police that two months ago, a man introduced himself as Sirka, a native of Jamui District in Bihar, and took him to Jagannathpur (in West Singhbhum) in an SUV. "There were 15 armed men present. Sirka apparently asked the caretaker to share information about the visits of senior Police officers and VIPs to the Circuit House. Birendra was apparently threatened with dire consequences," the SP said.

Two Security Force (SF) personnel were injured in an Improvised Explosive Device (IED) blast triggered by the Communist Party of India-Maoist (CPI-Maoist) cadres in Bijapur District on September 22, reports The Times of India. The incident took place when a joint team of Special Task Force (STF) and District Forces was out on an anti-Maoist operation in Madded Police Station area, Additional Superintendent of Police (ASP) of Bijapur, Mohit Garg said. The composite squad had launched the operation from Madded, around 450 kilometres from Raipur. When they reached near Gorna rivulet, the rebels detonated an IED and opened indiscriminate fire on the SFs leading to a gun-battle, he said. However, rebels soon fled the spot on finding SF personnel zeroing on them, Garg said, adding, "Two jawans sustained injuries in the explosion and were airlifted to Raipur for treatment." Those injured were assistant constable Sadanandam Dhannur and secret trooper Abhaiyya Jabba. SFs have launched a combing operation in the region to arrest the attackers, he said.

PLFI ‘area commander’ Ganpat Gope alias Ghora, and his seven-eight associates had assembled on the outskirts of Palankir village in Rania, some 50 kilometres from Khunti District headquarters. Acting on a tip-off, the Police raided the village and seeing the Police the rebels opened fire. The Police retaliated and fired around 12 rounds. The rebels tried to flee taking advantage of the darkness but Ghora was caught following a hot chase. His associates, however, managed to give Police the slip. Later, during a search operation, the Police finally arrested Dhaneshwar Nag and Suresh Mahto. In a two-minute audio tape released by Ghumusar-Nagavalli-Bansadhara division ‘secretary’ Nikhil alias Niranjan Rout to a local news channel in Bhawanipatna, the Maoists declared that the woman Maoist was Sangita from Adikanda village of Mohana block in Gajapati District. Sangita was killed on September 15 during an exchange of fire between Special Operation Group (SOG) and Maoists in Phulbari forest near Katlang village under Bijepur Police limits. Through the tape Nikhil informed that the division has called a bandh in Rayagada and Kalahandi Districts on September 29, protesting the encounter. He stated that Sangita was active in the division for the last seven years. The tape also disagreed with the statement of Deputy Inspector General (DIG) of (South Western), S Shiny and Kalahandi Superintendent of Police (SP), Brijesh Rai that Maoists were pushing woman cadres to the front to let them die. Following the incident, the Police and the Central Reserve Police Force (CPRF) have launched a massive manhunt in the Naxal-dominated region. The Police said that the PLFI targeted people on the suspicion that they were holding a ‘peace meeting’. Villagers in Naxal-hit Districts of Khunti, Ranchi and West Singhbhum (Chaibasa) have been holding peace meetings for over a year, in which they urge people to shun violence and return to the mainstream. Officials said that, although the meeting was not a peace meeting, the attack on hapless villagers was among the biggest incidents by the LWE groups against such initiatives. Police sources said that peace meetings are usually attended by people from more than a couple of villages. The dead have been identified as Deet Munda (45), Raukan Purti (62), and Sukhram Munda (50). The four injured persons - Vikram Purti, Paku Purti, Toto Purti and Sinu Munda. Superintendent of Police (SP) of Khunti, Anish Gupta said: “This is clearly to spread terror. Drag marks and blood spots near the encounter site indicated that more than six Naxals were killed or injured in the encounter but other Naxals managed to flee with dead bodies in the forest. Weapons and other Naxal items were also recovered during the search. Additional parties have been sent to the area where they are searching for the rest of the Naxal party which fled after the encounter. The dead bodies of the killed Naxals are being brought to Narayanpur. Rest of the details would be available when the parties involved in the encounter reach Narayanpur,” added Meena in the statement.

While confirming this Deputy Superintendent of Police (DSP) Heera Lal Ravi said that the two arrested are Krishna Yadav and Brij Lal Sharma. Explosives and live detonators were seized from a Naxal [Left Wing Extremist (LWE)] hideout in a forest range near Kosambi village under Chichgarh Police Station in Deori tehsil (revenue unit) in Gondia District on September 27, reports Business Standard. Acting on a tip off, personnel from Anti-Naxal Cell, C-60 Commando Force and local Police jointly raided the hideout in a forest range near Kosambi village and seized six kilograms of explosives kept in two aluminum containers, concrete mixture, three live detonators, electric wires and iron rods, among other items, they said. According to the Police, a local resident spotted around 15 armed Naxals, five to six of them women, near Kosambi on September 26. He immediately alerted the local Police who along with personnel from Anti-Naxal Cell, C-60 and Bomb Detection and Disposal Squad launched a search operation under supervision of District Superintendent of Police (SP) Dilip Bhujbal and busted the hideout. According to police, the explosives were kept by the Naxalities and were supposed to be used against the Police by the Communist Party of India-Maoist (CPI-Maoist) outfit, adds The Hitavada. Police have registered offence under Indian Arms Act and other relevant sections of Indian Penal Code (IPC) against the members of Triple K Dalam (armed squad) which is active in Gadchiroli – Gondia Districts.

One more Maoist was killed in Kondagaon District of Bastar region on September 27, reports The Pioneer. “An encounter took place somewhere near Khodesanar and Ahkali forest under Mardapal police station limits today (September 27) morning. A joint anti-Maoist operation involving the DRG and district force led by inspector Jai Sahu and the Indo-Tibetan Border Police (ITBP) was on in the area. The composite party had gone (to the area) on some specific input about the presence of a small group of Naxals. The group of armed Naxals opened indiscriminate fire on the security forces which retaliated in self-defence. During the search of the encounter site, a dead body of a male Maoist in the black uniform was recovered along with a 12 bore Single Barrel Muzzle Loading (SBML) rifle. "The encounter took place early this morning in the dense forest of Fulbagdi Police Station area while a joint team of security forces was out on an anti-Maoist operation," Superintendent of Police (SP) of Sukma, Indira Kalyan Elesela said. Composite squad of District Reserve Group (DRG), Chhattisgarh Armed Force (CAF) and local Police had launched the operation in the interiors of Fulbagdi, based on specific inputs, he said. About 8 kilometres away from the Police Station, an exchange of fire broke out between both the sides after rebels opened fire on SFs, the SP said, adding, rebels soon managed to flee the spot taking the cover of dense forest. "During search of the area, bodies of two male Maoists, beside a muzzle loading gun and one 315 bore gun were recovered from the spot," he added. The identity of the ultras will be ascertained once the patrol party will return to its camp, the SP said.

While five cadres were arrested from the jungles of Kuchnur under Bhopalpatnam Police Station area, two others were arrested from Gangaloor Police Station limits yesterday (September 27), a Police official said. Masa Ram Michha (29), Wasam Suresh (30), Kola Mutta (38), Ramaiyya Pottam (36) and Sanjay Mandal (26), all lower-rung members of the CPI-Maoist, were arrested from the limits of Bhopalpatnam Police Station, he said. On October 25, 2015, at least 37 vehicles and machines engaged in the construction of Bhopalpatnam Bhadrakali Tarlaguda road, were set ablaze by ultras at three different locations, the official said, adding that all the five were allegedly involved in the incident. Two ultras, identified as Hemla (35) and Mangal Punem (25), were arrested by a joint team of CRPF and District Force from the forest of Duwalipara village of the District, he said. The two were allegedly involved in multiple offences, including attempt to murder, triggering blast on Police party, loot and others, said the official.

Superintendent of Police (SP) of Jamui, Jayant Kant said the Maoist ‘commander’, Dhaneshwar Yadav, had gone to his native village Rajla under Jhajha Police Station a week ago after he met with an accident. On a tip-off that Dhaneshwar was admitted to a private clinic for the treatment of his injuries, a raid was conducted at the doctor's clinic by Jhajha Sub Divisional Police Officer's (SDPO) BK Raut. The raiding team arrested the Maoist and also recovered three gun nozzles, three detonators, four mobile sets, four SIMS, his Suzuki bike and a LPG cylinder, said the SP and added that he used to supply explosives to his group in Jhajha from Jharkhand.

The face-off took place between a joint team of SF personnel and rebels in the forests of Gadiras Police Station area, Superintendent of Police (SP) of Sukma, Indira Kalyan Elesela said. "We had specific inputs about presence of an armed group of Maoists near village Bade Satti in Gadiras area. So, along with Central Reserve Police Force (CRPF)'s 195th battalion and Commando Battalion for Resolute Action (CoBRA)'s 206th battalion, a team of local Police led by Station House Officer (SHO), Gadiras Police Station Mohsin Khan besides two assistant commandants of paramilitaries launched a search operation in the area," he said. The SFs were approaching the interior village, when it came under heavy fire from a squad of the Maoists. The Police retaliated, killing the three extremists while the others fled following an hour long skirmish, Elesela said. During the search, bodies of the three women Maoists along with one muzzle loading gun, one country made revolver, pipe bombs, detonators and several other items were recovered from the spot, he added. "One of the killed ultras has been identified as Bade Satti LOS (local organisation squad) Commander Anju while the identity of the others is being ascertained," the SP said while adding that further details are awaited.

The incident took place around 8 AM when a Road Opening Party (ROP) of DRG was crossing the Karel Valley in Narayanpur Police Station area, a senior Police official said. The patrolling was being conducted to ensure security in the region ahead of a public grievances redressal camp to be held at Akabeda village fall in Abujhmadh area. Scheduled as per the demand of villagers, the redressal camp was to be attended by Narayanpur Collector and SP to hear the grievances of villagers, the official said. The SF personnel proceeded for the operation from Narayanpur District headquarters and when they reached the Karel Valley close, Maoists triggered the blast following which an exchange of fire broke out, the official said, adding that rebels soon fled into dense forest. “Assistant constable Puran Potai was killed in the blast while two others sustained minor injuries,” he added. Another Police officer said Maoist had been opposing the public grievances redressal camp.

The skirmish took place when a joint team of SFs was out on a search operation in Konta Police Station area, Superintendent of Police (SP) of Sukma, Indira Kalyan Elesela said. Acting on specific input about the presence of armed Maoists in the forests near Neelamadgu and Velpochha villages, a composite team of personnel, comprising District Reserve Group (DRG), Special Task Force (STF) and local Police, launched a combing operation in the region, located around 500 kilometres from Raipur, he said. The SF personnel were advancing into Neelamadgu village, when they came under heavy fire from a squad of the Maoists. The Police retaliated, killing a Maoist while the others fled using forest as cover following an hour-long gun battle, he added. During search, the body of a Maoist, a muzzle loading gun and several other items were recovered from the spot, Elsela said. “The killed Maoist has been identified as Madkam Hunga, a member of Konta LOS (local organisation squad),” he said.

The crackdown took place after 25 PLFI operatives fired indiscriminately on unarmed civilians during a meeting on September 26, killing three and leaving four persons injured. The PLFI men suspected it was not a Gram Sabha (direct participatory village assemblies), but a peace meeting where people held discussions against PLFI and Maoists. "A manhunt is on in Arki and adjoining areas in search of the PLFI squad which carried out the firing. Six people are being interrogated for more information," said Gupta. Police said they would disclose the identities of the men only after their links with PLFI is established. PLFI is a splinter group of the CPI-Maoist.

Additional Superintendent of Police (ASP) Patitapaban Choudhury said normally Kalyansinghpur block market remains closed on Thursday and besides that, the Private Bus Owners’ Association also observed strike so there was no impact of bandh called by the outfit. But due to the Maoist bandh, even Government buses remained off the road, he added. In Bhawanipatna, the bandh had no impact. Even in the sensitive pockets like Lanjigarh, Thuamul Rampur and M Rampur where Maoists are active, there was no impact and life was normal. Police had intensified patrolling in the sensitive pockets. Kalahandi Superintendent of Police (SP) Brijesh Rai said there was no report of any untoward incident in the District. Bansadhara-Ghumusar-Nagavali Division secretary Nikhil alias Niranjan Rout had announced bandh through a audio tape released by him to a private news channel on September 24.
