Forty pieces of detonators and six Improvised Explosive Devices (IEDs) were recovered during an anti-Communist Party of India-Maoist (CPI-Maoist) drive in the foothills of Parasnath forest in Giridih District on May 1, reports The Hindustan Times. Superintendent of Police (SP), Akhilesh B Verior, said the recovery was made during the operation when the security personnel and the Maoists exchanged fire. The Maoists also triggered a blast in Parasnath forest on May 2 but it did not harm anyone, the SP added.

Some pamphlets, allegedly published by the North Gadchiroli-Gondia Divisional Committee of the Communist Party of India-Maoist (CPI-Maoist), have warned the Balaghat District Superintendent of Police (SP) Gaurav Tiwari and alleged ‘Police informers’ of dire consequences, reports The Times of India on May 2. The pamphlet, which has been distributed in the forests of Balaghat, around 450 km from State Capital city, Bhopal, says the Balaghat SP had made false claim over the April 7 encounter in the forest areas of Chukatola and Bhagwandehi in which a Maoist was injured. The Maoists have accused the Police of trying to seek appreciation over a false claim and threatened the SP and his team to be ready to face consequences for taking credit for the encounter. The pamphlets also warned sarpanchs (head of village level local self government institution) to resign or pay Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) dues to the beneficiaries within a fortnight

The Communist Party of India-Maoist (CPI-Maoist) cadres operating in Chhattisgarh are now entering Odisha as they have lost support from the Odia people to carry out their operations, a top Police official said on May 1, reports The Business Standard. "They don't have local support and operate with Chhattisgarh cadres mostly," Odisha's Director General of Police (DGP) K.B. Singh said. Following a spurt in Maoist activities in areas bordering Chhattisgarh, Andhra Pradesh and Jharkhand, operations would be intensified in these areas very soon, he added. He further said Police this year (2016) have been involved in eight encounters with Maoists. Special Director and Additional Director General of Police (ADGP) (Intelligence) Arun Kumar Sarangi said that among the listed Maoist cadres, 15 per cent were in Odisha, 55 per cent in Chhattisgarh, 15 per cent in Andhra Pradesh and the remaining 15 percent in Maharashtra and Jharkhand.

a Maoist diktat in several blocks of Gumla District has prompted the administration to bar students of two residential schools from visiting their parents during summer vacation, reports The Times of India on May 3. A source in the District Administration office said Maoists had asked villagers to send "at least one child from each family for induction". The rebel outfit recruits children in its bal dasta (child squad). The District Police had earlier saved 24 children, including 14 girls, in March from the clutches of Maoists after their parents sought protection. Gumla District Collector Shrawan Sai said on May 2, 84 children in the two residential schools in Bishunpur and Ghaghra blocks would stay in hostels. The schools are run by the Welfare Department. Most of the students are from villages in Bishunpur, Ghaghra and Nirasi blocks, which are tribal-dominated. Sai said 200-odd children, 50 percent of whom are girls, from Maoist-affected villages have enrolled and all of them would be shifted to the two newly constructed buildings. The District Collector made it clear that only those children "staying in the two hostels" would not be permitted to go home for summer holidays.

The Special Task Force (STF) constituted by Saran District Police on May 2 arrested four Communist Party of IndiaMaoist (CPIMaoist) cadres from Baarhichak Dihee village under Maker Police Station, reports The Times of India. The Police also seized arms and explosives from the possession of the arrested Maoists. The arrested Maoists have been identified as Anil Sahney, ‘area commander’ of the outfit, Ambika Mahto, Dipak Ram and Shambhu Singh. The Police also seized two rifles, a double barrel gun, a countrymade rifle, 205 pieces of cartridges of 7.62 bore SLR with charge clip, two pressure cooker bombs with explosive materials, six pieces of magazine of SLR rifle, 22 pieces of charger, two detonators, handbills asking people not to participate in panchayat election and INR 250000 in cash.

The Maoist bandh, effective in four states, Bihar, Odisha and West Bengal and Jharkhand, wanted to draw attention to a wage hike for farmers engaged in lac cultivation and sale of kendu leafs. According to information, the Police combing party spotted an armed squad moving in the forests near Mullakatta Bridge bordering Khammam District. On spotting the Police, the Maoists opened fire forcing the Police to retaliate opening fire at the rebels. However there were no reports of casualties. Pradhan, Jharkhand Police Spokesperson said "Highways remain mostly deserted. In some pockets which are considered vulnerable buses did not ply." The bandh, however, had little impact on cities. In Giridih, all modes of transport, including long distance buses and other vehicles on the highways, remained as usual across the region. The Maoists have called the bandh in West Bengal, Odisha, Jharkhand and Bihar in support of a better life of farmers.

The encounter took place when a team of Andhra Pradesh Special Police Force personnel was conducting a combing operation in the area under Koyyuru Police Station limits. The Maoists opened fire at the team and Police retaliated, said Babujee Attada, Additional Superintendent of Police (ASP) (Operations), Visakha Rural. As per preliminary information, three Maoists were gunned down by Police whereas the other Maoists managed to escape with injuries, Attada said, adding an assault rifle was recovered from the spot. Though the identity of the deceased is yet to be established, one of them is suspected to be a ‘commander’ of the Galikonda Area Committee of the CPIMaoist, the ASP said. Armed with bow and arrows and other traditional weapons, youth in the area can be seen patrolling the peripheral areas of their villages throughout the night to ban the entry of Maoists. The practice started two months ago in Kumakoleng and Nama villages that are under Kumakoleng gram panchayat located about 22 kms from Tongpal Police Station on the National Highway- 30 which connects Jagdalpur to Sukma. “We were disturbed with the Maoists’ act of obstructing development which had resulted lack of power supply and no proper road connectivity in our villages. In the name of police informers, innocent villagers have been killed,” Aayta Karma, a resident of Nama village, said. “Braving Naxal threats, the youth from these two villages have decided not to allow anymore violence in the area. Now we want development and peace,” Karma added. “While patrolling, youth come face-to-face with Naxals twice, but on both the occasions the ultras fled after facing strong opposition from us,” he said. “Villagers from Kumakoleng have requested us to set up a police camp in their area which is quite in the interior. We have assured them to think over it. As of now, we have stepped up patrolling in the region to ensure security to them,” Sukma Additional Superintendent of Police (ASP) Santosh Singh said.

Earlier in the day, SF personnel exchanged fire with Maoists at Kandenjharia. However, no casualties were reported in the exchange of fire, SFs busted the Maoist camp at the site. Superintendent of Police (SP) Pinak Mishra and Central Reserve Police Force (CRPF) Commandant Mahesh Kumar said that Special Operation Group (SOG), District Voluntary Force (DVF) and CRPF personnel were jointly undertaking combing operation in Kandenjharia area when Maoists opened fire at the SFs from the top of a hill near the village. SFs retaliated with 403 rounds of fire but the Maoists managed to flee the spot. Mishra said there was a group of 30 to 35 Maoists, including women cadres. Two tiffin bombs, seven detonators, two solar plates, three radio sets, uniforms, Maoist kits, utensils besides other materials were recovered from the camp.

The Special Task Force (STF) that had been questioning them for several days before they finally expired their custody period - said that the recoveries were made with the help of joint forces and the Binpur Police. Among the items recovered during the raids at Jhargram's forests - from near the canal cutting through Burishol and Kusboni - are one AK-47 rifle, three country made single shotter, one pistol, 35 cartridges and some 300 bore cartridge. In addition several other cartridges of 7.64 bore were also recovered. However, most importantly, six kilogrammes of explosives, 10 detonators and several incriminating Maoist literature too were recovered.

According to Police, a joint team of SFs consisting of District Reserve Guard (DRG), Central Reserve Police Force (CRPF), Special Task Force (STF) and Commando Battalion for Resolute Action (CoBRA) personnel launched a search operation, when a group of armed Maoists opened indiscriminate fire on the SFs. Police troopers immediately launched retaliatory attack and an encounter ensued. Later on, while searching the area Police found bodies of two Maoists clad in uniform. The ambitious plan to deploy such a large number of women in the most challenging combat theatres in the country's internal security domain got moving, with a batch of 567 women passing out from the force's training centre in Ajmer last week. K. Durga Prasad, CRPF Director General (DG), said the batch will now be deployed in phases in LWE areas in the 'company formation' style, which means about 100 personnel at one time. "These women have been trained keeping in mind the LWE tasks rendered by us. We thought to give them the toughest assignment in the initial years of their service itself," Prasad said.

Baig said. Those arrested were identified as Budhram Madvi (35), head of Dandakaranya Adivasi Kisan Majdoor Sangthan (Head of Dandakaranya Tribal Farmer Labourer Organisation), and Kunjam Bheema (28), head of Janatana Sarkar (Head of People’s Government) wing, the SDPO added. Despite Odisha State Government's claim of improvement in Left-Wing Extremism (LWE) situation in the State, it is still a challenge in a number of Districts, reports The Times of Indiaon May 11. The situation is grim in parts of Malkangiri, Koraput, Nuapada, Rayagada, Kandhamal, Kalahandi, Balangir, Nayagarh, Rourkela and Bargarh Police districts, said the White Paper released by the State Government in the State Assembly. There is, however, improvement in the situation in districts like Jajpur, Dhenkanal, Keonjhar, Mayurbhanj, Gajapati, Ganjam, Nabarangpur, Sambalpur, Deogarh and Sundargarh. The report said in 2015, total 72 LWE-related incidents were reported in the State involving death of 26 civilians, four security personnel and nine hardcore LWE cadres. During the period, total 53 LWE cadres were arrested and 255 weapons, 168 Improvised Explosive Devices (IEDs) and large quantities of explosives recovered. Total 64 LWE cadres/militias surrendered in the State in 2015. The robust security response resulted in total marginalization of Odisha Maobadi Party of Sabyasachi Panda and significant containment of activities of Chasi Mulia Adivasi Sangha, a frontal organization of the CPI-Maoist, in Narayanpatna and Bandhugaon blocks in Koraput district, the report said. Due to a well-calibrated counter-LWE response of the State Government, 1,039 Maoist sympathizers, including many active members of revolutionary people's committees and village committee members, of Kalimela and Podia of Malkangiri District withdrew their support to the extremists. Apart from State Police, the Centre has deployed 17 battalions of Central Armed Police Forces - eight battalions each of Central Reserve Police Force (CRPF) and Border Security Force (BSF) and one battalion of Commando Battalion for Resolute Action (CoBRA), a specialized unit of the CRPF - in the state. The Central Forces are largely deployed in Koraput, Rayagada, Malkangiri, Kalahandi, Keonjhar, Mayurbhanj, Nuapada and Kandhamal Districts.The State Government is continuously monitoring construction work of 910-metre-long Gurupriya Bridge in Malkangiri that would provide direct connectivity to 151 villages of the cut-off area in Malkangiri District with the mainland. To strengthen road connectivity in the Maoist-infested districts, the government also urged the Centre to sanction 24 new road projects under Road Requirement Plan.

A team comprising about 90 personnel, led by the District Reserve Group (DRG) Commander Mudiraj and Sub-Inspector Amit Padamshali, had launched anti-Maoist operations in the interior region of Maraiguda, Sukma Superintendent of Police (SP) D. Shrawan said. The encounter took place near Kanaiguda village in which two Maoists were killed, the SP confirmed. Two country-made muzzle loading guns, 150-metre wire, detonators, battery and other articles were recovered from the spot. The deceased were identified as Tati Sukka (28), a Gangler village Revolutionary People's Council (RPC) member, and Podiyami Deva (32), an RPC militia head. This comes days after the Maoists warned security personnel of retaliation alleging police excesses in the cut-off area. The programme comprised rural sports and games, entertainment, folk dance, awareness drive and medical camp with a message against the Maoists apart from addressing the grievances of the villagers. Over 5,000 tribals from 20 nearby villages attended the programme. "The villagers were made aware of the anti-tribal and anti-development attitude of the rebels and urged to join hands with administration for their all-round development," said Deputy Inspector General of Police (DIG) (South-West Range) S. Shyni, who interacted with the villagers at the programme. After the encounter in December 2015 with the Security Force (SF) personnel, the members of the SambalpurDeogarhSundargarh (SDS) Division of the CPIMaoist had deserted the sanctuary and fled towards Nayagarh District. If sources are to be believed, the sanctuary is virtually turning into a den of the Maoists with armed cadres, between 40 and 100, reportedly camping in the forest. According to sources, their movements have been noticed particularly at Majhipara, Tarava, Kataranga, Bankadhara and Gillinda. They mingle with locals and try to garner their support by taking advantage of the latter’s resentment against forest authorities following certain restrictions in sanctuary areas. Sources said the Maoists were earlier using Bipradiha border area of the sanctuary as their transit route to Kalahandi and Jharkhand. Later, they intruded deep into the sanctuary and made it one of their hideouts.

The Jharkhand Police also said Singh, a part-time contractor, was killed after he allegedly failed to pay a ‘levy’ to the TPC which controls Chatra District. Three persons, Suraj Saw, Jhaman Saw and Birbal Saw, have been arrested in connection with the killing. Police said shooter Munesh Ganjhu and Mukesh Ganjhu in whose house the murder was planned were absconding. Pradhan said the shooting had taken place after an argument between Singh and Mukesh Ganjhu four days earlier. “Mukesh Ganjhu may not be a TSPC member but he definitely is a supporter. He handles contracts on behalf of the organisation,” said Pradhan. “Ganjhu, on behalf of the TSPC, demanded seven lakh rupees as levy and Singh had agreed to pay. This was not the first time that the two were involved in a transaction but suddenly, Singh called the deal off for an unknown reason. This is why the fracas took place,” said Pradhan. At least 17 armed groups are active in Jharkhand but Police say that most of them are just running extortion rackets targeting businessmen and the salaried. Besides, some of these gangs are also accused of raping women and trafficking girls. Sources said the trigger for the decision was the murder of a television journalist in Chatra District, allegedly by a splinter Maoist outfit for his refusal to pay ‘tax’ to the outfit. “Unlike the Maoists, the various other armed groups operating from our jungles like People’s Liberation Front of India (PLFI) and Tritiya Prastuti Committee (TPC) have no ideology. On May 18 Police arrested him from near Mahasamund railway station and seized INR 3,50,000 worth of fake currency.Following the information given by Shahbaz Police raided his accomplice Mangal's residence and confiscated INR 5,30,000 and colour printer, computer, CPU, scanner, paper cutter and other equipment. The victims were killed at Gadi village in Chakai area of the District. Their bodies were recovered by the Police on May 22. While one of the victims – Tipan Mandal (30) – was picked up from his house in Gadi, one Mukesh Kumar Rai (25) was from Chowki, and another Yogendra Turi (35) was brought from Garanga, both villages located in Giridih District of Jharkhand. According to sources, a group of armed men reached Gadi village around midnight and carried out the executions. Police found Maoist posters at the crime scene which stated that the information provided by the victims led to the killing of a front ranking Maoist leader, Chirag, in a Police encounter this January. Sagar and Superintendent of Police (SP) Gaurav Tiwari came across evidence indicating training of kids in planting bombs and operating firearms like AK-47. "Our team was fired upon by children, including girls. Size 4 shoes and school notes were among articles confiscated from Kokra-Bundari Maoist camp that was raided on Tuesday," the IG said. Balaghat Police had specific intelligence about the training camp. "Guerrillas were alerted as they saw the Police team approaching. They managed to escape. The outpost was set up in Balandapada area under Firingia block of the District in 2012. “Though the outpost was set up in 2012 in order to provide protection to us and maintain law and order in the area, the police personnel posted at the outpost didn’t dare to remain present there and have locked it for four years,” a resident of the area said. The other killed man has been identified as Sunil Paswan, cousin of the slain LJP leader. Paswan was killed during campaigning in favour of his wife Maya, who is seeking re-election to the post. The election is scheduled on May 30. Sunil, too, was a candidate for the post of panchayat samiti member, a block-level position in the panchayati raj system. The marauders also torched at least two campaign vehicles. According to sources, bike-borne killers stopped the two during campaigning and pumped bullets in the bodies of Paswan cousins. The two died on the spot. Confirming the twin killings, Gaya Senior Superintendent of Police (SSP) Garima Malik said that prima facie it appeared to be the handiwork of Maoists, but nothing could be said with finality at this stage. Though on record the Maoists stand for poll boycott, spouses of several front-ranking Maoists, including Vinod Marandi, ‘chief’ of the Revolutionary Communist Centre (RCC), a splinter group of Maoists, are contesting the ongoing panchayat elections.Election-related violence in Dumaria region is not a new phenomenon. Sources said around 70 Maoists, under the banner of Ghumusar, Bansadhara, Nagavalli division of Maoists, reached the construction camp, Rajesh Buildtech, at about 1.40 am and pelted stones at the camp. When some of the construction company staff came out, seven armed Maoists, including two women cadres, barged into the camp. They asked the staff to stop construction work on the 10-kilometres stretch from Kashipur to Sunger Road which comes under the Public Works Department (PWD). The Maoists also asked the staff to shut the camp and leave the area. They set ablaze four tractors, one JCB, water tank, roller and two 10-tyre tippers. The Maoists, however, did not harm any staff. After about two hours, they fled into a nearby forest under the cover of darkness.

When there was a need of a Maoist, who could speak Odia in Darbha region, she was brought back as CNM commander.Meanwhile, she fell in love with Local Operating Squad (LOS) commander Shankar alias Joga Sori and married him. Though they kept their marital status secret, it came out in open when she conceived. Senior leaders decided to punish her and military company commander Dewa transferred her husband to an unknown place. Police said that six rebels on bikes abducted Ajay Kumar Singh (30) and Raju Kerketta (19) at gunpoint from Bondekera village, around 75km from the district headquarters, around 6pm. The incident took place when the duos, both residents of Bondekera village, were returning from a local market. The suspected PLFI cadres then took them away into the deep forests and shot them from point blank range. Preliminary investigations suggest that the assailants used a .315 bore rifle to pump as many as three bullets into each of them. According to local villagers, Singh was a small time mahua seller and Kerketta used to work for him. A month ago, Singh had a clash with some people, who were suspected to be associated with the PLFI. "The murders are probably the fallout of that clash," said a local villager. PLFI is a splinter group of the Communist party of IndiaMaoist (CPIMaoist).

This is probably the first time Naxals [Left-Wing extremism, LWE] have called for a bandh protesting death of their senior women cadres. The Maoists have appealed for local support, while keeping the medical and emergency services out of the purview of the bandh, underlining the contributions of the women cadres fighting for the rights of tribals. This year, Gadchiroli Police have eliminated around half-a-dozen Naxals in different encounters while 14 were arrested and 26 surrendered. The setbacks, especially of the top cadres, appear to have pushed the Naxal movement into a tight corner. As the rebels are unable to inflict any reverses on the Police department, they have started targeting civilians and government properties. However, this ploy seems to be failing, as seen in the increasing domination of the Security Forces (SFs). Calling repeated bandhs on different pretexts, Naxals are trying to assert their domination through bandh, like on this Tuesday (May 24), but success seems to be eluding them.

Deputy Superintendent of Police (DSP) Pramod Kumar Keshrai said that the arrested duos were part of a six-member rebel gang, which was wanted in a levy demand and assault case in McCluskieganj. Ramesh Turi and Akhilesh alias Chotu, both in their mid-twenties, were forwarded to Birsa Munda Central Jail. According to Keshari, Police are now searching for the four others, including Alok Yadav, ‘area commander’ of Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the CPI-Maoist. S.S. Sidhu, OIC of McCluskieganj thana, said that Ramesh was a history-sheeter and had been lodged in jail around eight months ago. The second person, however, didn't have any criminal past. Revealing more about the case that led to their arrest, OIC Sidhu said Alok demanded levy from a brick kiln owner Bhola Chauhan.
