as many as 13 lower rung Maoists were arrested from Narayanpur District in Bastar division on October 1, reports The Times of India. The cadres were rounded up from forest of Keelam village under Chhote Dongar Police Station, said a senior Police official. Acting on specific inputs that Maoists had convened a meeting in Keelam area, joint team of Special Task Force (STF) and District Forces had launched a search operation, he said. While cordoning off the interior forests, Security Forces (SFs) arrested 13 suspects, who later admitted to their involvement with the CPI-Maoist as lower rank cadres, he claimed. Those arrested were identified as Manher Mandavi, Manaru Mandavi, Manku Mandavi, Patturam Bhori, Mander Kashyap, Bhaniram Kashyap, Jhagdu Ram Korram, Fulder Kashyap, Ramsingh Kashyap, Sukman Korram, Budhuram Watti, Motiram Korram and Bogaram Mandavi, all militia and Jantana Sarkar (People's Government)-rank members. Of them, Patturam was also heading Dandakaranya Adivasi Kisan Majdoor Sangthan (DAKMS), a frontal wing of Maoists in Keelam area, the official said, adding that he was carrying a reward of INR 100,000 on his head. They all were involved in incidents like attempt to murder, loot, arson and torching vehicles in the region, he added.

Joint forces arrested four People’s Liberation Front of India (PLFI) cadres from forests under Murhu Police Station in Khunti District on October 1, reports The Telegraph. Police believe that the five would certainly lead them to the main accused involved in the killings of innocent villagers at Raiturang in Arki area in the District on September 26. The arrested cadres have been identified as Etwa Odeya, Porso Purti, Ritai Nag and Hemant Purti. Police recovered two rifles, four bullets, six mobile phones and several PLFI pamphlets from their possessions. Murhu Police Station Officer in Charge (OIC) Bambam Kumar said joint forces had launched an operation in Pangura-Kewra forests post September 30 midnight. PLFI is a splinter group of the Communist Party of India-Maoist (CPI-Maoist).

Suspecting three villagers to be acting as ‘Police informers’, cadres of the Communist Party of India-Maoist (CPI-Maoist) abducted them from their home on October 1, took them to the forest and later slit their throats in Kanker District of Bastar division, reports The Times of India. A group of nearly 20-25 armed Maoists entered Hurrapinjori village in Amabeda region and knocked on the doors of three tribal villagers. The rebels dragged them out of the house, thrashed and kicked them and took them to neighbouring village while the families pleaded Maoists to show mercy. Later, in the morning, the bodies of three villagers were found with their throats slit on the road and locals informed the Police. Superintendent of Police (SP) of Kanker, ML Motwani said that the three innocent tribals were killed as they were suspected to be ‘Police informers’. They were identified as Jain Kumar (22), Anturam Hurra (24) and Manakram Hurra (24). According to the statement given by locals, the rebels who led the group of Maoists were ‘divisional committee member’ Ramesh and Charagaon LOS (local organisation squad) ‘commander’ Sonu.

The ‘Q’ branch Police arrested a suspected Communist Party of India-Maoist (CPI-Maoist) cadre from Pallikoduthanur in Mettur town in Salem District on October 1, reports The Hindu. S. Palanivelu (36) allegedly has a case sheet against him and was also involved in a murder case. According to sources, on a tip-off, the ‘Q’ branch Police had been watching the movement of Palanivelu for the last three months. A special operation arrested him at a park in Mettur town on October 1 evening. Pamphlets and other Maoist literature meant for distribution to the public were allegedly seized from him, the sources added. Palanivelu was produced in the residence of Judicial Magistrate 2 Mettur on October 2, and was remanded in judicial custody till October 14. He has been lodged in the Salem Central Prison.

The Maoists, in a desperate bid to reassert their supremacy in the cut-off areas of Chitrakonda block of Malkangiri District, have urged the people of six panchayats (village level local self government institutions)to boycott the ensuing panchayat elections and strengthen the militia by joining their outfit, reports odishatv.in on October 2. The Left Wing Extremists (LWEs) had organised a large meeting at Jantri village of Andrapalli panchayat of Chitrakonda block on October 1, reports said. Asked about the incident, Subala Charan Behera, driver of a government motor launch, told OTV that he was about to finish his duty at about 5.30 PM on Friday (September 30) after anchoring the launch at Jantri when the Maoists through their messengers asked him to bring the people of five panchayats to attend their meeting. Superintendent of Police (SP) of Malkangiri, Mitrabhanu Mohapatra said a group of Maoist cadre of Andhra Odisha Border Special Zonal Committee (AOBSZC) had organised a meeting at Jantri village of Andrapalli panchayat under Chitrakonda block yesterday (October 1). Naming the meeting as anti-Police meeting, the Red Rebels had forcibly brought the villagers of six panchayats to the meeting with the help of two Government motor launches and four country boats provided by the District Administration to these six panchayats. The SP said the Maoists, who have forcibly detained the boats which are the only source of communication for the tribals in the cut-off areas, claim that they are fighting for the welfare of the poor tribals. “All these activities speak volume of their double standards”, he pointed out. New Indian Express added, the most-wanted Maoist leader Ramakrishna alias RK addressed the gathering of more than 3000 people from six panchayats of Jodamba, Badapadar, Janbai, Ralegada, Panasput and Jantri at Palaspadar village under Jantri panchayat. RK alleged that the Government has failed to ensure development on the other side of Chitrakonda reservoir even after 70 years of Independence. Other top Maoist leaders from Andhra Pradesh addressed the gathering.

Train services on Raxaul-Sitamarhi route halted for over 12 hours following recovery of an Improvised Explosive Device (IED) on the railway track near Ghorasahan railway station of the East Central Railway's Raxaul-Darbhanga section in East Champaran District on October 1, reports The Times of India. Superintendent of Raxaul station BNP Srivastav said the IED was probably planted by the Communist Party of India-Maoist (CPI-Maoist). "An alert was sounded and movement of trains suspended soon after recovery of the IED," Srivastav said. In 2010, two bogies of a goods train were blown up in an IED blast triggered by Maoists on the same track. According to railway sources, Railway Protection Force (RPF) officials from Raxaul rushed to the spot along with Police and Bomb Disposal Squad (BDS). The bomb was finally defused and train services resumed after thorough checking of tracks. Superintendent of Police (SP) of Raxaul, Jitendra Rana said a probe had been ordered into the recovery of the IED.

The Police, in a search operation, arrested six Maoists after chasing them in a forest close to Chillamraka village in Bijapur District. Upon interrogation, it was found that they were involved in several crimes. In another incident, 25 Maoists, including six women, influenced by the state-run surrender and rehabilitation policy for Maoists, surrendered before Forests Minister Mahesh Gagda. The 25 Maoists were members of the Jan Militia group.

One cadre of the Communist Party of India-Maoist (CPI-Maoist) was killed in an exchange of fire with Security Forces (SFs) in Kondagaon District on October 2, reports First Post. The face-off between rebels and a joint team of SFs took place near the jungles of Chheri village last evening (October 2), Superintendent of Police (SP) of Kondagaon, Santosh Singh said. A small party of Forces comprising Chhattisgarh Armed Force (CAF) and local Police was undertaking a search operation in the interiors of Bayanar on October 2. While they were advancing into jungles of Chheri, SFs came under heavy fire from a group of Maoists to which they retaliated in self-defence, he said. However, the rebels soon escaped from the place. During search, the body of a Maoist clad in ‘uniform’, a pistol with loaded magazine and many other items were recovered from the spot, the SP said. The patrol parties have safely reached back to camps, he said adding that identity of the killed Maoist was being ascertained.

Sources said recent "trysts with near-death situations", counseling by senior Police officers and positive changes in the life of his friend Bada Vikas, a surrendered rebel, apparently had an impact on Bhanu and prompted him to shun the path of extremism. A native of Chinia area in Garhwa District, Bhanu, also known as Bhanu Singh Kharwar, had several close shaves during encounters with the Police in the recent times. Superintendent of police (SP) of Garhwa, Priyadarshi Alok said lately natives of China area were disillusioned with Bhanu due to various reasons and had decided to either kill him or get him arrested. "During community policing, I had told his parents that their son would be killed either by us or by local natives if did not surrender. About two months ago, Bhanu contacted me over telephone and said that he wanted to surrender," Alok elaborated. Bhanu was a member of Maoists' Bihar-Jharkhand Special Area Committee (BJSAC) and figured as a named accused in 18 cases of Maoist violence registered at different Police Stations of Garhwa alone. Seventeen of these 57 Maoists were carrying a cash reward on their heads," SP of Sukma, Indira Kalyan Elesela said. Seventeen Maoists surrendered along with firearms, he said. "Cadres are getting increasingly fed up with violent Maoist activities and want to see development in their area," the SP said. He described the move as a good indicator in the conflict-ridden Bastar region. The Maoist supporters belong to Kerlapal, Manjhipara, Patelpara, Potampara, Borguda, Gondpalli Mosalpara, Jeerampal, Badesatti, Pandupara and other villages of the region, the SP said. According to the official, the cadres in their statements said that they decided to move away from the Maoists as they were frustrated with continuous exploitation, atrocities and violence by them. Security Forces (SFs) had on October 3, launched an anti-Maoist operation to the interior villages- Pakela, Gaganpalli, Gundam, Kottaguda, Chinnagelur and Peddageular of Basaguda region of the District, he said. While they were approaching towards Kottaguda forests, three suspects who were trying to escape from the place were arrested after a short chase, he said. Those arrested were identified as Kadti Laxmaiya alias Samaiya (35), Punem Manglu (35), and Semla Pojja (21). Of them, Laxmaiya who was active as the head of Dandakaranya Adivasi Kisan Majdoor Sangthan (DAKMS) was a prominent cadre in the region, Dhruv said adding that he was carrying a reward of INR 100,000 on his head. SFs had stepped up operations in the forests on the border of Kanker and Narayanpur Districts after three villagers were killed by Maoists at Hurrapinjori village in Amabeda Police Station area of Kanker on September 30, he said. On receiving inputs about the presence of a ‘commander’-rank cadre Raju Salaam in Koyalibeda area, a squad of DRG along with local Police was dispatched from Narayanpur, the IG said. While the Police party was advancing into Aalparas forests, they were confronted by a group of Maoists leading to an encounter, Kalluri said, adding that Maoists were caught by surprise as SFs had entered inaccessible areas. The body of a Maoist, one INSAS (Indian Small Arms System) rifle and one 315 bore rifle besides other items were recovered from the spot during searching after the gun-fight, he said. "As per preliminary reports, the dead Maoist had an olive green cap with three stars. This indicates he was a commander- rank Maoist," the IG said. The pamphlets found from the blast site contain a message where they condemned the State Government for amendment of the Chhotanagpur Tenancy Act and for favouring capitalists. The incidents were the second and third ones in the last five days. Maoists blew up three points on the same railway track on Gomia-Barkakhana route under Dhanbad railway division of East Central Railway (ECR). Unlike the previous two blasts, on October 11, Maoists blew up the tracks at 1.30 pm near Dumri Vihar. Apart from goods trains, short distance passenger trains like Gomoh-Choupan passenger and Barkakhana-Asansol passenger were affected due to the incident. The traffic on the route was disrupted for nearly 10 hours till a railway team reached the site and reinstalled the broken railway lines. "Maoists are targeting the rail tracks as they are public property. Mostly passenger trains ply on this route. The incident caused inconvenience to local passengers who were traveling on this route during the festive season," said Manoj Krishna Akhouri, Divisional Railway Manager (DRM), Dhanbad railway division.The first incident occurred on October 6, when Maoists set a railway engine on fire and blew up a railway track near Dumri Vihar railway station. On October 7, Director General of Police (DGP), Railway Protection Force (RPF), S K Bhagat along with senior Police officers had visited the site to assess the situation and a search operation was launched by the State Police. Three days later, the Maoists blew up the railway tracks again. Sources said that the blast was triggered by a Maoist squad that came from outside the District. Local Maoist ‘commander’ Santosh Da was also with them. Deputy Inspector General (DIG), Koylanchal, Saket Singh said a massive anti-Maoist search operation is being conducted in the jungles near Dumri Vihar. Necessary directions have been given to Police officers to avoid repetition of such incidents. The restoration work was completed by the railways in the presence of Police. Maoists who have almost lost their ground in jungles of Gomia block are trying to register their presence through such attacks, Police said.

Sources said over a dozen Maoists, who are observing a ‘protest week’ from October 5 to October 11 across the nation against the Centre's anti-people and pro-capitalists policies, initially tried to blow up the tracks near the station around 12.50am. But, only two concrete sleepers placed under the rail tacks were damaged in the blast. According to a rail staff at Dumri Vihar, the armed Naxalites [Left Wing Extremists (LWEs)], in the "uniform of security forces", planted a few electronic devices below the sleepers and triggered a blast. "But, a few minutes later a goods train, coming from the Gomoh side, managed to pass through the stretch without any hassle. The Naxalites, who were standing nearby, then rushed towards another goods train, carrying coal from Barkakana to Tenughat Thermal power plant in Bokaro, which was waiting for signal about 100 metres away. The rebels dragged driver Vijay Kumar out of the cabin and set the engine on fire," he added. The Maoists also snatched away a walkie-talkie and a mobile phone from the driver, but allowed him to flee the spot. Lone guard Kundan Kumar also managed to escape.

The Enforcement Directorate (ED) has started the process of freezing bank accounts of Parmeshwar Ganjhu, a wanted Tritiya Prastuti Committee (TPC) leader operating in Chatra District, in a concentrated effort to squeeze financial resources of the rebel outfit that has been minting money through extortion and proxy contracts, reports The Telegraph. Highly placed sources in the directorate revealed that the freeze order was issued to the bank concerned in that District on October 7. Parmeshwar, his wife Yashoda Devi and brother Arjun individually hold as many as eight accounts. While the rebel leader has three accounts with the Tandwa branch of Bank of India, Yashoda has two and Arjun, like his brother, three. The ED has directed the bank to provide transaction details of all these eight accounts, the source said. In addition, the directorate has rushed letters to other banks in Chatra, seeking account details of 13 other notorious TPC members, including Gopal Singh Bhokta alias Brajesh Ganjhu, Mukesh Ganjhu, Kohram, Akraman, Bindeshwar alias Bindu Ganjhu, Binod Ganjhu and Bhikhan Ganjhu. "Of these 13, we have received bank account details of some. We need the rest to choke the outfit's all financial arteries," said a senior official of the directorate. It is the first time in Jharkhand that the ED is investigating a money laundering case against a Naxalite [Left Wing Extremism (LWE)] outfit. TPC is a splinter group of the CPI-Maoist.

Briefing the media, Superintendent of Police (SP) of Dumka, Prabhat Kumar said the ‘zonal commander’ Kanchan Yadav, belonging to Ahardih village under Narayanpur Police Station of Jamtara District, carried a reward of INR one million. Kumar had constituted three separate teams to arrest Yadav following a tip off about his activities in the rebelhit Masalia Police Station area and was finally arrested from Jhandapahad locality near Basmatta village on October 7. Based on information provided by Yadav, Police later arrested two other rebels. A total of 64 packets of gelatin, 164 detonators INR 35,000 in cash and Naxal Left Wing Extremism (LWE) literatures have been recovered by the Police. Yadav joined the Maoist outfit in 1997 and was instrumental in expanding the base of CPIMaoist in Santhal Pargana. Kumar said Yadav was involved in some of the most violent incidents in Santhal Pargana since the ambush on the Security Forces (SFs) in Pokhariya village in Shikaripara in April, 2008. The then OfficerinCharge (OIC) of Shikaripara Police Station and two constables had died in the ambush. Senior Central Reserve Police Force (CRPF) officers said in Patna that the Maoist guerrilla was gunned down during an exchange of fire at Sagarpur village close to Chakarbandha forest in Gaya District, around 140 kilometres southwest of Patna, during a combing operation in the area. One country-made rifle, live cartridges and a radio were recovered. The identity of the guerrilla, who was in black uniform, is yet to be ascertained. CRPF officers said the Police found bloodstains, which suggested that some more guerrillas may have been killed. The combing operation was launched in the wake of a state-wide bandh called by the CPI-Maoist to protest the killing of a top guerrilla leader, Ashish Ranjan alias Asheeshan, in what the CPI-Maoist outfit called a "fake" encounter in Jharkhand's Gumla District on September 11, 2016. The decision was taken at a high-level meeting held in Kochi in Ernakulam District on October 9, in the wake of the arrest of suspected Islamic State of Iraq and Syria (ISIS) sympathisers in Kerala and the surging Maoist infiltration into South Indian States. Earlier, intelligence agencies had received information about a secret meet of the Maoists held in Wayanad on September 14, which was attended by a Maoist ‘central committee’ member who was reportedly hiding in the tri-junction area. At the high-level meeting, a specific strategy was laid out detailing the role of the security formations of each State, and modalities were worked out for preventing Maoists from hiding in the border Districts of Kerala and Karnataka, besides Nilgiris in Tamil Nadu. “We received information from reliable sources that Maoists advancing North Indian states like Jharkhand and Chhattisgarh were using the tri-junction area as hideout. The infiltrating extremists include senior Maoist leaders who control regional operations. A joint action is needed, considering the possibility of Maoists crossing the border and escaping to another State when the police force of a particular state launches crackdown,” a senior officer said. However, Central Reserve Police Force (CRPF) Director General K Durga Prasad said that ever since SFs intensified their crackdown, threat from Left Wing Extremists (LWEs) had come down in the Southern States.

The Maoists have put up posters in Bhamragarh, Hemalkasa, Arewada and Hindewada area in the District, asking people to observe the two-day bandh to express their support to separatist forces in Kashmir. The Valley has been on the boil since July when Hizb-ul-Mujahideen (HM) militant Burhan Wani was killed by the Security Forces (SFs). This is the first time the organization has openly supported the demand of Kashmiri separatists for a resolution and their right to self-determination. Till now, they had been a prominent voice for the rights of dalits and adivasi communities in India. The organization has also voiced its support to the separatist forces in the northeastern part of the country. Intelligence agencies have been alerted about this development. Law enforcement agencies in states like Maharashtra, Telangana and Andhra Pradesh (where the organization is reportedly quite active) are looking out for the same after the banners and pamphlets clearly mentioning their support to Kashmir protesters surfaced.

Police have recovered Maoist literature and posters from him. Chhatarpur Police Station, Officer-in-Charge (OIC) Law Kumar Singh said that Narayan had been closely associated with Maoist commanders Nitesh and Ajay Yadav. "About four days ago, we had spotted him pasting bandh posters at Chhatarpur bus stand. But, he somehow escaped. He was long been on our radar," he said. The officer said that two cases, including one related to violation of Arms Act, were pending against him. "He was actively associated with CPI (Maoist) since the last four years. His elder brother Vishwanath Yadav was an active cadre of CPI (Maoist) who died during an encounter in 2010," said Singh. During interrogation, Narayan said that he had passed on details about the movement of SFs in Kalapahar to the Maoists. "Yadav was in regular touch with Maoist commander Ajay who along with Nitesh and another accomplice Mithilesh was involved in carrying out the attack," said Chhatarpur, Sub-Divisional Police Officer (SDPO) Sanjay Kumar. Iliyas Surin alias Bachhru alias Viscal (21), is an accused in two sensational murders reported in Kolebira in 2014. He was closely associated with several senior PLFI gunmen, including ‘zonal commander’ Jeedan Gudia, Barud Gope, Gujju Gope and Vijay Dang alias Tiger. Iliyas joined PLFI at the age of 15 that earned him the tag of "Bachhru". As his chiefs had either changed areas of operation or were caught by Police, he fled to Delhi about a year ago. He returned six months ago and joined hands with the new PLFI chief, Vijay Dang. Simdega Superintendent of Police (SP), Rajeev Ranjan Singh received a tip-off about him last evening. He then formed a special team led by Kolebira Officer-in-Charge (OIC) Manohar Kumar, who was able to arrest him. "We have sent him to Simdega divisional jail under judicial custody. Our operations are in full swing. I sincerely urge absconder rebels to surrender and avail of the benefits of the state government's surrender policy. The ‘area commander’ was hiding in Noida since February 2012. Uttar Pradesh (UP) Police claimed a major attack in Delhi, National Capital region (NCR) has been averted with the arrests. The group was arrested in a joint operation of intelligence agencies and Uttar Pradesh Anti-Terrorism Squad (ATS). The arrested ‘commander’ had INR 500,000 reward on him and was among the most wanted, said top brass of UP Police. Pradip is a resident of Bariyatu village in Latehar District of Jharkhand. Sheohar Superintendent of Police (SP) Prakash Nath Mishra said the surrendered Maoists were hardcore members of the rebel group from the times of Marxist Coordination Committee (MCC), which has now merged with CPI-Maoist. All of them surrendered without any firearms. "The Maoists were not arrested as they were already granted bail by local courts. They furnished the bail papers at the time of surrender. They would, however, be under our surveillance," Mishra said. Sheohar, around 250 kilometres north of Patna, has been badly affected by Maoism. The SP said most of the Maoists, who surrendered on Saturday, were accused in multiple cases. "We have been pursuing all Maoists in Sheohar to come to the mainstream for the past six months. It is due to our efforts that crime figures in Sheohar have come down by almost 60%. Today's surrender programme is one of the milestones of the district administration," Mishra said.

A group of Communist Party of India-Maoist (CPI-Maoist) cadres reportedly set ablaze a licensed country liquor manufacturing unit in Dengsu Tipidi village under Barabandha panchayat (village level local-self government institution) of Madanpur Rampur Police limits in Kalahandi District on October 16, reports New Indian Express. According to information, around 32 Maoists came and put the liquor-making unit and two motorbikes on fire using kerosene. We are not experts in Bihar Naxalism, so the Intelligence Bureau team, other agencies are here.” In the five-decade history of the Maoist struggle, this would be the first instance of Naxals planning to loot an ATM. “They had taken up two flats on rent and a small shop in Noida. The shop was used to carry out property business. The nature of these operations is under investigation,” Arun added. Apart from Ravidas, Ranjit Paswan and Krishna Kumar, Pawan Kumar Jha (25), Sunil Kumar Yadav (25), Shailendra Kumar (41), Sachin Kumar (28), Suraj (22), Ashish Saraswat (18), and Brij Kishor Tomar (22) were arrested. A gangman on patrol noticed the damaged sleepers, around 8.30am. Dhanbad Railway Protection Force (RPF) commandant A.N. Jha said there was no major damage to railway property. One of those arrested on October 16, was arrested from Chandauli District in eastern UP, while Police are looking for another person from the village. The UP Police claimed that Sunil Ravidas (30), who was arrested from Chandauli, as well as 28yearold Ranjit Paswan and Krishna Kumar (42), arrested from Noida on October 15, were members of the splinter Maoist organisation Tritiya Sammelan Prastuti Committee (TSPC). The absconding accused has been identified as Ramapati, also from Chandauli. While some reports said one of the arrested persons was from Latehar, the UP ATS and Jharkhand Police denied this. “None of the arrested persons is from Latehar or Jharkhand,” Latehar Superintendent of Police (SP) Anup Birthare said. The ATS said the 10 accused were “experts in bomb making”, and Ravidas was “the main person”. The National Investigation Agency (NIA) is planning to also question the accused.

Police said Lalu and seven of his aides were aged between 18 and 22 years while Achu Herenj was only 15. "You can see all of them are poor tribals. They were forced to take up arms at an age when they were unable to differentiate right and wrong," Pandey stressed. Most of them had joined the outfit three years ago under various compulsions. PLFI is a splinter group of the Communist Party of India-Maoist (CPI-Maoist).Later, addressing the media, DGP D.K. Pandey said the Police department would hire 15,000 personnel next year. The recruitment will be carried out to raise two women battalions, three Indian Reserve Battalion (IRB) battalions and two Particularly Vulnerable Tribal Group (PVTG) battalions. Also, 2,500 Assistant Sub-Inspectors (ASIs) and equal number of associate constables will be hired. Total 33 per cent of the jobs will be reserved for women. According to the DGP, the department has worked out extensive plans to improve basic amenities in remote areas, paving the way for mobile phone connectivity, banking services, apart from education and power supply. "We have facilitated installation of 786 mobile phone towers in remote areas across the state. 125 such towers will soon provide 4G services, which will facilitate e-banking and ATM services in remote villages," he added.

Following this, Special Operation Group (SOG) and Central Reserve Police Force (CRPF) jawans launched a massive combing operation against Maoists. Earlier, the SF personnel had got intelligence inputs about presence of Ghumusar- Bansadhara-Nagavali division of CPI-Maoist members in the forest areas under Muniguda Police limits. During a combing operation, the SF personnel exchanged fire with the Maoists near Golgola and Naringbadi village area of Munikhol panchayat (village level local-self government institution). One cadre of the Communist Party of India-Maoist (CPI-Maoist) was killed in an exchange of fire with Security Forces (SFs) in the outskirts of a town in Sukma District on October 18, reports Zee News. "The skirmish took place in the wee hours close to Pota Cabin School under Konta police station limits leaving one Maoist dead," Superintendent of Police (SP) of Sukma, Indira Kalyan Elesela said. Villagers had informed Police that five to six armed men were spotted near the school in Konta town, located around 500 Kilometres away from Raipur, he said. Acting on inputs, a joint team of District Force and Central Reserve Police Force (CRPF)'s 217 battalion launched a search operation in the region. While they were cordoning off a patch close to the school, a gun battle broke out between the two sides, the SP said, adding that the rebels, however, fled from the spot taking the advantage of darkness and forest. During search, the body of a male Maoist beside a country- made pistol and a muzzle loading gun was recovered from the spot, Elesela said. A search is still underway. The identity of the killed ultra is yet to be ascertained, he added.

"He was among the key PLFI leaders responsible for the strength of the outfit in the district," said SP Rajeev Ranjan Singh. Ganjhu was motivated to join Jharkhand Liberation Tiger (JLT), one of the 18 so-called Left-Wing Extremism (LWE) outfits in Jharkhand, by its local leaders who visited his village (Barkatoli in Bano Police Station area) for shelter and food in 2004. Later, he shifted his allegiance and joined PLFI where he served for the last six years. "After a recent mahapanchyat (group various Khap [a community organisation representing a clan or a group of related clans] panchayats) in the district where common people appealed to the extremists to surrender, Ganjhu decided to give up arms," said SP Singh. Police sources said the gelatin sticks, weighing around 45 kilograms, were neatly wrapped in plastic and hidden behind bushes near Konar river. A diary and a receipt book of the Communist Party of India-Maoist (CPI-Maoist) North Chhotanagpur Zonal Committee (NCZC) were also recovered from the spot. The Police sources said the counter-files of the receipts carried names of several persons who had been paying levy to the Maoists on a regular basis. "We had received specific intelligence on these explosive items hidden in the forests. The gelatin sticks were ferried to Narki apparently by a few villagers, who worked for the rebel out. Accordingly, a search operation was planned and executed successfully," Bokaro Superintendent of Police (SP) Y.S. The cadre, identified as Sukhram Korram, was picked up when he was procuring items of general use for Maoists from the market in Kondagaon town, District Superintendent of Police (SP) Santosh Singh told PTI. The arrest came as Security Forces (SFs) have been directed in all seven Districts of Bastar division to keep a close watch on the movement of suspects in local weekly and daily markets that serve as a good source for rebels to procure items of daily use. Korram was arrested by a team of District Reserve Group (DRG) and local Police, based on a tip-off given by some surrendered rebels. "During interrogation, Korram, a native of Barsoor area in Dantewada district, confessed that he was acting as the urban supplier for rebels and had also served as member of Chetna Natya Manch (CNM), a cultural wing of Maoists, in Maad area," the officer said. The remand was granted by Chief Judicial Magistrate (CJM), Gautam Buddha Nagar on the application moved by ATS on October 17," a senior Police official said. The Uttar Pradesh anti-terrorist squad (UP-ATS) claimed to have arrested two more Communist Party of India-Maoist (CPI-Maoist) cadres from Bihar on October 19, following the interrogation of four Maoists who are in its custody in Noida, reports The Times of India. Last week, the UP-ATS had busted two hideouts of Maoists in Noida and arrested nine suspected Maoists. Later they arrested one more from Chandauli District of Varanasi Division. According to UP-ATS officials, they received credible information from the accused about their associates and raided a hideout in Darigaon village in Rohtas District in Bihar. They arrested Dharamveer Singh (36) and Sipahi Ram (37). The Police said they got evidences like phone call records as proof of their involvement in Maoist activities. Anoop Singh, Deputy Superintendent of Police (DSP), ATS (Western UP) said that Dharamveer Singh had been involved in Maoist activities for several years. "Dharamveer had met Pawan Jha, an arrested Maoist suspect, during the wedding of his sister in Rohtas district. Dharamveer introduced Pawan Jha to other Maoist leaders and members," said the officer. Dharamveer had promised to organise the gang in Bihar while Pawan would make a base in Noida, said sources. According to Police, Dharamveer had actively been involved in Maoist activities in his region and had also brought a few others to the network. He was also planning to visit Noida. However, the UP-ATS crackdown foiled his plan. Several criminal cases are registered against him in his hometown. Sipahi Ram had also been involved in Maoist actives for several years. UP-ATS sources said that Sipahi Ram knew Krishna Kumar for nearly 20 years. Sipahi Ram was given the responsibility to arrange explosives and weapons and to transport them to the gang members hideouts in National Capital Region (NCR), Delhi. He is the ‘area commander’ of the newly formed outfit, Tritiya Sammelan Prastutikaran Committee (TSPC) in Bihar. TSPC is a splinter group of the CPI-Maoist.

The containers were opened in the presence of a magistrate deputed by the administration. The drivers of the trucks, bearing registration number of West Bengal, managed to flee from the spot. The incident came to light when the chowkidar of Gaychanda, Suresh Singh, was stabbed by Kalewar Singh, who was extorting money from the truck drivers. Later villagers informed Police about the incident and the two trucks carrying explosives. Deputy Superintendent of Police (DSP), Ajay Kumar said that the Police though lodged FIR on complaint of Suresh and arrested Kalewar, they waited for magistrate deployment for opening the containers. "Today the containers were opened. Of the two trucks, explosives were recovered in one of the containers". There were four boxes inside the container, each of which had nine packets of explosives. These explosives were manufactured in Black Diamond Explosives Private Limited, situated in Burdwan in West Bengal. The Maoists, identified as Kuldhar Salaam (27), carrying reward of INR 10,000, and Subbaram Korram (48), were arrested by a joint team of Security Forces (SFs) during a search operation in Dhaudai Police Station area, a senior Police official said. Acting on inputs about the movement of rebels, the composite squad of Indo-Tibetan Border Police (ITBP) and District Force had launched the combing operation towards Maraskol, Sulenga and Kokpad villages of the region, he said. When the troopers were advancing through jungles between Maraskol and Sulenga, they spotted two suspects who later admitted to their involvement with the CPI-Maoist as lower-rung members, during interrogation. While Salaam was active as a member of Maraskol CNM (Chetna Natya Manch- a cultural wing of Maoists), Korram was working with Temrugaon Janatana Sarkar (peoples’ government) squad of the rebels. The State Government is ready for talk with any side, including the Communist Party of India-Maoist (CPI-Maoist), to solve the Naxal issue. “Government’s doors for talks with Naxals are always open provided that the dialogue must be under the purview of democracy and constitution,” State’s Home Minister Ramsewak Paikra said in a statement. The Minister said Chief Minister (CM) Raman Singh had already said many times in past that the Government is ready for peace talk with Naxals if they shun violence and arms. Moreover, the CM had also said that the Government was ready to embrace Naxals, who want to surrender and join the mainstream, Paikra said. The State Government has formulated an attractive surrender and rehabilitation policy for the Maoists who wish to surrender and lead a peaceful life, he said, adding that surrendered cadres are taking benefits of the policy. “The government’s policy and intention is clear for a permanent solution of the Maoist problem,” he said. According to AP Police, two constables of Greyhounds, an elite anti-Maoist force, were injured in the encounter that occurred during a routine combing operation being jointly carried out by Police of both the States at Ramgurha in Malkangiri District of Odisha. "The operation spot comes under Chitrakonda police limits of Malkangiri. The joint operation was carried out in cut-off areas of Chitrakonda close to Andhra Pradesh border. We seized some weapons from the Maoists," Additional Director General (ADG), (intelligence) of Odisha Arun Sarangi told TOI. Sarangi said the blueprint of the operation was finalized two days ago. "We had tip-off about movement of the Maoists in the cut-off area. We informed the Andhra Pradesh police for assistance," Sarangi said, adding "The bodies will be brought to Chitrakonda for identification and post-mortem." The face-off between the Security Force (SF) personnel and the Maoists lasted for about an hour. The rebels were said to be resting after a meeting when the encounter took place. Police have recovered four AK-47 rifles from the scene of the encounter. AP Director General of Andhra Police Nanduri Sambasiva Rao said combing operation was still continuing as there was information that there were some more Maoists roaming in the region. There were between 50 to 60 Maoists, when the encounter took place. The fate of the other abducted persons is yet to be ascertained. She was gunned down in the exchange of fire with a joint team of security forces in a forested patch of Chhote Dongar police station area,” Superintendent of Police (SP) of Narayanpur, Abhishek Meena, said. Earlier in the day, Chemu Harijan, a gram rakhi (village guard) was found murdered near a bridge at Chemuku village in the Katalanga reserve forest area. His body was found with his throat slit. Notably, Maoists had earlier abducted five persons of Katlanga village including Harijan angered over the killing of a female cadre Sangita in an encounter with Policemen at Katalanga reserve forest on September 15. Holding Harijan captive, the Maoists had released rest of the villagers.

The proposed new ‘red zone’ would support Maoists’ twin strategy of providing escape route to rebels in the face of intensifying counterinsurgency measures in Bastar in Chhattisgarh and reclaim it by engaging the troopers in the proposed “extended” ‘guerrilla zone’, the seized Naxal documents have revealed. “The Naxal documents detailing the strategy on forming a new ‘guerrilla zone’ as extended ‘red zone’ of Bastar along border regions of three adjoining states has been recovered along with explosives during a raid on a Maoist camp in Chhuikhadan forest along the border region of Rajnandgaon District in Chhattisgarh and Balaghat District in MP (Madhya Pradesh),” sources in State Intelligence Bureau (SIB) said on October 26. The proposed new ‘guerrilla zone’, nestled in Satpura hill range, is spread over eight Districts in three States of Chhattisgarh, Maharashtra and MP. It will facilitate CPIMaoist to expand its base towards north and east of Bastar. Of the eight Districts, Maoists have already established their base in Rajnandgaon in Chhattisgarh, Balaghat in MP and Gadchiroli in Maharashtra. The reds are on their way to expand to other border Districts of Kawardha and Mungeli in Chhattisgarh, Mandla and Dindori in MP and Gondia in Maharashtra. The new ‘guerrilla zone’ would function under the Dandakaranya Special Zonal Committee (DKSZC), the most powerful entity of CPIMaoist in India, an unnamed counterinsurgency officer said quoting the Naxal documents.

Two days after a major strike by the elite forces in the Andhra-Odisha Border (AOB) area, in which 28 Communist Party of India-Maoist (CPI-Maoist) cadres were killed, the Andhra Pradesh State Committee of the CPI-Maoist has termed it a “fake encounter” and threatened to take “revenge” against Chief Minister N. Chandrababu Naidu and his son Lokesh, reports The Hindu on October 27. In a press release sent to the media and signed by CPI-Maoist Andhra Pradesh State committee official spokesman Shyam on October 26, the Maoists said the AOB encounter was a major covert operation, in which 6,000 Police personnel were used. He alleged that Police utilised the services of some covert operatives to lace the food served to the Maoists with sedatives, and gunned down the leaders and dalam (squad) members after they fell unconscious. In the five-page release, the Maoists said they would also eliminate former Naxalites [Left Wing Extremists (LWEs)] who joined hands with the Police. “The AOB encounter is a planned attack by the State and Central governments. In the name of law, Constitution and democracy, police are protecting ‘political fraudsters’ and killing Maoists with an eye on awards,” Shyam alleged. The banned outfit said Greyhounds commando Abu-Bakr did not succumb to bullet wounds as claimed by Police, but accidentally slipped into water during the operation. The Government cooked up the ‘exchange of fire’ story only to misguide people. “The police parties caught some Naxalites and killed four of them the next day,” the Maoists said and demanded that the Police hand over the remaining dalam members to the locals. Further, The Maoist party said that in the name of development, the Government was trying to take over the forests, tribal lands, hills and natural resources. The Government was ignoring even the Supreme Court’s guidelines to hold grama sabhas (village meetings) before taking up any project or development programme.

The Security Force (SF) personnel ran into a group of Maoists in the dense forest of Chitrakonda during the ongoing combing operations and warned the latter to surrender. However, the rebels opened fire in a bid to escape, Visakhapatnam (rural) Superintendent of Police (SP) Rahul Dev Sharma said. The exchange of fire continued for about 20 minutes. When the guns fell silent, the Police found two bodies. “Their photos would be released shortly. The police are willing to help injured Maoists get medical treatment if they are willing to surrender,” Sharma said.

This was disclosed in the first issue of Chenkad, (Red Forest), the official mouthpiece of the Nadukani squad of the CPI-Maoist. According to the publication the Peoples Liberation Guerrilla Squad (PLGS) had warned one Kochu Ravi, who allegedly gather information for the Police and spread lies about the Maoist movement among the tribals living in the Pattakkarimbu colony. "Ravi, who hails from Thiruvananthapuram, is a non-tribal who works as forest watcher," it said. "The people's liberation guerrilla squad members have warned him of severe punishment if he continued with such activities," said the publication and alleged that the Government was trying to create a chain of informers by promising money and mobile phones. The warning against Ravi was applicable to the all those who were engaged in spying and if they did not stop helping Police the Maoist party would be forced to take punitive action against them, the article said. Maoists also denied the propaganda by the Government that the rebels would kidnap women and children. "The tribal people have rejected the propaganda and more and more women are showing eagerness to interact with the members of the PLGS and discuss their problem," they claimed.

Two jawans of the Commando Battalion for Resolute Action (CoBRA) battalion were injured in a pressure bomb blast triggered by Communist Party of Indian Maoist (CPI-Maoist) cadres in Bijapur District on October 28,reports The Times of India. The incident occurred at around 11:45am when a team of Commando Battalion for Resolute Action's 204th battalion was carrying out a search operation in Basaguda police station area, said a Central Reserve Police Force (CRPF) official. "Security forces were out for the operation since morning to the interiors of Basaguda, located around 450 kms away from here (Raipur). While they were cordoning off a forested patch near Sankanpalli, about 8 kms away from Basaguda, two jawans inadvertently stepped over a pressure Improvised Explosive Device (IED) connection, triggering the blast that left them injured," he said. According to sources, Palo Honhanga alias Bharati (42), a resident of Baliba village in West Singbhum District of Jharkhand, had been inducted in the cadre by a woman Maoist, Rekha, forcibly in 2012. She was working in the Kolhan area of Chaibasa, Jharkhand. She left the outfit after getting disillusioned with the Maoist ideology as the ultras exploit women, minors and innocent tribal people in their activities and force them to join the outfit. They have been identified as Karan alias Dursa Peka Narote (23), with a reward of INR 400,000; Pravin alias Vilas Devaji Kolha (23); Darju Kulle Usendi (23); Raiji Nalgu Kaatvo (30); and the sole woman Maoist Sharda alias Reena Vatte Pungati (20) — each carrying a reward of INR 200,000, said Superintendent of Police (SP) Abhinav Deshmukh. Narote was an active Maoist since June 2008 and served with Gatta Dalam (squad) and since December 2010 was with Platoon No 14. Kolha joined the Kasansoor Dalam in 2012 and was involved in encounters of Kundum and Dobeguda besides other serious subversive activities. Usendi was a part-timer Maoist with Kasansoor Dalam since 2015 and did not take part in any major criminal acts. Kaatvo served as a part-time member with the Kaknoor Dalam since 2002 and was involved in the Vachhaghat encounters, vandalising the revenue department's offices in Agmeta, one murder and several other acts of subversion. The sole woman Maoist who surrendered, Sharda had joined the Gatta Dalam in November 2012. She took part in a bloody encounter with Security Forces in Kucher.

At Kusumba, some 25 kilometres from Hazaribagh district headquarters, around 20 villagers were gambling under a tree when they found themselves surrounded by around 25 uniformed men with guns. The men identified themselves as JPC rebels and asked the villagers to hand over their mobile phones. They also beat up a few with lathis. "The men called out the names of Rupesh Yadav (36) and Degan Tuti (40), asking them to step forward out. Both were beaten up and shot dead," said Harinath Yadav, brother of Rupesh, who was at the scene. Katkamdag OIC Samir Tirkey visited the spot. "The reasons behind the murders are still not clear. The victim was identified as Sugambar Oraon (42). His bullet-riddled body was found half a kilometre from his residence. While his wife Birso Devi lodged an FIR against unknown persons, Police recovered a pamphlet near his body, where the deceased was labelled an informer of splinter Naxalite [Left Wing Extremist (LWE)] group and CPI-Maoist's rival Jharkhand Jan Mukti Parishad (JJMP). "Around eight to nine armed men, suspected to be operatives of CPI (Maoist), abducted Oraon from his residence, took him about half a kilometre away and rained bullets on his head and ribs. According to reports, some local residents had rushed to his rescue, but stepped back when the rebels threatened them," said Ghaghra Officer-in-Charge (OIC) Rajendra Rajak.
