Two Communist Party of IndiaMaoist (CPIMaoist) cadres were killed and three others arrested in Kutul area of Abujhmarh in Narayanpur District on January 1, reports The Hindu.The District Reserve Guard (DRG) of Narayanpur District Police recovered two dead bodies of uniformed Maoists and apprehended three Maoists during an antiMaoist operation in Kutul area of Maoists’ undeclared capital Abujhmarh today. Seven weapons, including a 303 rifle, were recovered,” said Inspector General of Police (IGP), Bastar Range, S.R.P. Kalluri. “Keeping in mind the TCOC (Tactical Counter Offensive Campaign) of the Maoists which would be starting from January 2016, the Police forces of all Districts made a plan to hit the Maoists before they can strike at the Security Force. In this context, combined parties of different forces were launched in Abujhmarh area to intercept and neutralise the Maoists. The forces were given the target of Kutul that is in the heart of Abujhmarh area and considered the capital of the Maoists,” he added. The IGP also informed that the Police parties were attacked by the Maoists near Kutul. “Our men retaliated the fire and the encounter lasted for about two hours. Finally, the Maoists tried to flee away from the area taking the cover of heavy forests. But because of an excellent cordon of the Police, three Maoists were nabbed, he claimed.

Central Reserve Police Force (CRPF) and District Armed Force personnel conducted a raid in Beyand village under Manika Police Station in Latehar District and arrested an ‘area commander’ of Communist Party of IndiaMaoist (CPIMaoist), identified as Kunwar Yadav alias Baleshwar Yadav on January 2, reports Zee News. According to Superintendent of Police (SP) Anup Birtheray, Kunwar worked under SubZonal commander Shravan Yadav before becoming area commander. Kunwar, who was a named accused in five naxalrelated incidents including the attack on BJP MP V D Ram's convoy ahead of the Lok Sabha poll in Patki jungle, was living in the village since last two months, the SP said.

The Communist Party of IndiaMaoist (CPIMaoist) cadres set ablaze eight pieces of machinery used in road construction work at Sirigidi in Nuapada District on January 2, reports The Times of India. The contracting company that has undertaken the project had parked the machinery at the construction site. Around 15 armed cadres came to the site and asked the labourers to leave the camp. They also snatched their mobile phones. "The Maoists were opposing construction of a road under the Pradhan Mantri Gram Sadak Yojana (PMGSY). A tender had been floated for construction of a 7km stretch of road that touches the Chhattisgarh border. The rebels never wanted the road to be finished fearing it would be used for movement of security forces," said Nuapada Superintendent of Police (SP) Pinak Mishra. The Maoists torched two concrete mixture machines, one roller, two tankers and two trolleys, added the SP.

The National Investigation Agency (NIA) has taken over the probe into the Communist Party of India-Maoist (CPI-Maoist) attack on a Civil Police officer at Vellamunda in Wayanad District in April 2015, reports The Hindu. According to an official statement, cases have been registered against four members of the CPI-Maoist, who had trespassed into the house of A. B. Pramod, a senior civil police officer attached to the Vellamunda station. Based on an order issued by the Union Ministry of Home Affairs (UMHA) dated December 14, 2015, the Kochi unit of NIA reregistered the case on January 2.

Meanwhile, eleven CPI-Maoist cadres “impressed” by the surrender policy of Chhattisgarh government, surrendered on January 3 in Kondagaon District, while citing disappointment with the “ill-treatment” by senior cadres, Police said, reports The Hindu. Two of the cadres, Ganesh Korram (23) and Lalit Kashyap (22), were carrying a reward of INR 300,000 each on their head and were acting as key Maoist couriers in Bastar region. Besides, Kolsai alias Panku (30), a military platoon member, was carrying INR 200,000 reward, while INR 100,000 each was announced for the arrest of Dhaniram (23) and Folsingh Salaam, who were local operation squad member and head of Maoists’ cultural outfit Chetna Natya Mandli, respectively. The fear of TPC backlash is such that it forced the panchayat mukhiya (head of the village level local self government institution) Ramji Ram not to lodge a police complaint with Tandawa Police Station after his 70yearold father and brother were assaulted. The mukhiya said TPC cadres demanded 20 per cent of the grant sanctioned by the government for welfare schemes in his panchayat. The officers may enjoy the status of Additional Superintendent of Police (ASP) (operations) in Districts and lead the anti-Maoist operations planned to target the rebels. Jharkhand Police Spokesperson S.N. Pradhan said the officers would help in prompt and smooth conduct of operations against Maoists. Five powerful Improvised Explosive Devices (IEDs) allegedly planted by Communist Party of IndiaMaoist (CPIMaoist), were recovered from an underconstruction route in Dantewada District on January 4, reports The Hindu. A joint team of Central Reserve Police Force (CRPF) and District Police recovered the IEDs while it was patrolling to ensure security to the underconstruction AranpurJagargunda road under Aranpur Police Station limits, Superintendent of Police (SP) Kamlochan Kashyap said. Out of the five IEDs seized, two weighed about 10 kilograms each, while the others were around 57 kilograms each, he said. A team of special task force (STF) and Saran Police arrested nine cadres of the Communist Party of India-Maoist (CPI-Maoist), including a woman ‘area commander’, on January 5, from Doriganj in Saran District, reports The Times of India. All of the arrested cadres were accused in the case for planting of explosives at the Ara-Chhapra Bridge on January 1. They had blasted the generator set used by the construction company engaged in the bridge construction work. Police have recovered three pamphlets of the Maoists from the construction site and three cane bombs were found fixed to three pillars of the under construction bridge. A team lead by STF Superintendent of Police (SP) Shivdeep Lande conducted raids at the adjoining area and first arrested Amit Manjhi, who is a Maoist cadre. Lande said, "On the basis of the tip off of Manjhi, the other accused were arrested from the adjoining area. The platoon which has been arrested used to work under Rambabu Ram, native of Motihari who is currently ‘zonal commander’ of North Bihar zone. They left the pamphlets to threaten the construction company for not paying levy to them. Mobile surveillance was very fruitful in this investigation." Sources said that generally the levy amount is 10% of the per phase of the project, in case of big bridge. He said, "All of the arrested persons were accused in several cases in North Bihar Districts. Khushboo Khatun a native of Chhapra was an ‘area commander’. We have found around 10 cases lodged against her in Muzaffarpur. The STF teams conducted raids in Saran, Gopalganj and Siwan to arrest the accused." The special intelligence group of STF arrested Pradhuman Puri, Sudarshan Ram, Amit Manjhi, Shahid Ansari and Khushboo Khatun from Gopalganj-Chhapra area. While in connection with the same case, Saran Police have arrested the other four accused from different parts of Saran. Satyaveer Singh, SP, Saran said, "Four of them were arrested by Saran Police. We have seized Maoist pamphlets, an SUV, mobile phone and arms from their possession. We have also beefed security to the construction company employees and at the construction site."

Kalluri, the Inspector General of Police, Bastar Range. “In view of the Maoists’ Tactical Counter Offensive Campaign which began on January 1, Police teams were sent on operation in different parts of Bastar on January 3. One such team, comprising of 35 DRG boys, was sent from Kondagaon towards Kudhur forest. When this team was returning to the headquarters, the Maoists ambushed it. Our men retaliated the fire forcing the Maoists to flee the area. Two dead bodies of uniformed Maoists were recovered after searching the spot of the encounter,” he added. The dead Maoists have been identified as LOS ‘commander’ Jai Ram and LOS ‘member’ Holdhar Kashyap. According to reports, 25 armed cadres arrived at the office of a contractor, who is laying road under Biju Expressway on SohelaNuapada stretch in Nuadihi village, woke up the labourers who were sleeping in the camp and sought petrol after identifying themselves as Maoists. When the labourers denied having petrol, they punctured a tin barrel containing diesel and doused construction equipment like excavator, vibrator, tractor and a grinder with it before setting those on fire. They left behind posters issued by CPIMaoists, in which they flayed the Biju Janata Dal (BJD) and Bharatiya Janata Party (BJP) governments for ‘autocratic’ rule, protested ‘Operation Green Hunt’ and killing of innocent people in fake encounters. They urged the people to unite and fight against the governments in the State and the Centre. The Maoists, however, did not harm the labourers and asked them to stop work on the road. The protesting Maoists belong to the MainpurNuapada divisional committee and have put up posters and banners announcing the bandh at some places in these Districts. The Maoists said they would strongly protest the proposed operation against them in the southwestern part of the state. Security Forces (SFs) exchanged fire with cadres of the Communist Party of IndiaMaoist (CPIMaoist) at Kurunga forests in Arki Police Station area in Khunti District of Jharkhand on January 8, reports The Telegraph. After the encounter, the SFs recovered 36 Improvised Explosive Devices (IEDs) from the encounter site. "Four 14kg gas cylinders, four 5kg gas cylinders, two pressure cookers and 24 milk cans of 250ml capacity were used to prepare the IEDs. Apart from the IEDs, 20kg of cordex wire, which is used to connect the IEDs with exploders, were also recovered. There were 600 rounds of live cartridges besides one INSAS (Indian Small Arms System) rifles, one .303 rifle and one .315 rifle," Superintendent of Police (SP) Anish Kumar Gupta said. "The recovered IEDs, Maoist uniforms, edible items and medicines suggest that the Maoists had set up a camp in the forests (around 55km from the Khunti district headquarters)," Gupta added. On the number of Maoists involved in the encounter, Gupta said there were around 40, led by Ram Mohan Munder, Amit Munda and Maharaj Pramanik. "All escaped taking advantages of the darkness," he adds.

Guha, who hails from Matte village in Balaghat District, was arrested from the jungles in Songudda in Balaghat by the MP Police in May, 2015. During a fourhour meeting at the Jharkhand Police headquarters in Ranchi on January 22, Kumar is understood to have directed state Police and paramilitary forces to "reactivate" the "Operational Area" (OA) strategy and set up "Interstate Joint Task Force" to crack down on Communist Party of India Maoist ( CPI Maoist) and other rebel groups, who have been using porous borders to give security personnel the slip. "I am happy with outcomes of antiNaxalite operations in Jharkhand. The meeting mainly discussed plans for better interstate coordination and better intelligence network. Sushil, a resident of Warangal in Andhra Pradesh, was allegedly involved in 78 cases, including 30 murders, in Angul, Deogarh, Keonjhar, Jajpur, Rayagada and Gajapati Districts of the Odisha. Odisha Director General of Police (DGP) K. B. Singh said a team of Special Operation Group (SOG) troopers, acting on reliable intelligence inputs, raided the hideouts of the Maoists in Pacharipani forests on the borders of Angul-Deogarh Districts at 3.15 pm and fought a fierce battle with the Maoists. “When the SOG jawans approached the rebels’ hideouts, Sushil and his aides fired at them prompting the jawans to retaliate. Sushil and his wife were neutralised on the spot while other cadres managed to escape. Efforts are on to nab them,” said DGP Singh. Sushil was carrying reward of INR two million on his head while Suni carried INR 500,000 on her head. Superintendent of Police (SP) Kamlochan Kashyap said that based on an intelligence tip off provided by the State Intelligence Branch (SIB) about the presence and movement of the Maoists led to the encounter. "After the ensuing gunfight that lasted for around an hour, Naxals [Left-Wing Extremists, LWEs] escaped into the core jungle area. During an inspection carried out by the Police later, bodies of three Naxals were recovered from the spot," said the SP. One of the deceased was identified as Bal Singh alias Masa, who was a member of Katekalyan Area Committee of Maoists and carried a cash reward of INR 800,000 on his head. Two other Maoists, who were killed in the incident, were not identified. A 315-bore country-made pistol and two muzzle-loading guns were also recovered from the spot, Kashyap added.

But following a tipoff, a Police team arrested the rebels near Dilip Buildcon's camp office at Beltand before they could execute their plans. "Maoists wrote a letter to MS Dilip Buildicon in the second week of this month, demanding 10 per cent of the project cost as levy. The mail, carrying the letterhead of North Chhotanagpur Maoist Committee, also threatened the firm officials of dire consequences if they failed to pay up. Subsequently, we had beefed up security at its camp office. But, yesterday, we received a tipoff about the Maoists' plan to damage machineries being used in the construction and attack the workers. Immediately, we laid a trap to nab them," the SP said. "The security men hid in bushes and pounced on the duo as they tried to go near the camp office. During interrogations, the duo admitted that they had come to attack the employees as the firm did not pay the levy," said an officer. Further investigations revealed that the Maoist squad, led by ‘area commander’ Santosh Mahto, served similar threat letters to the owners of three stone crushing units and the contractor engaged is building Narki Bridge in Gomia recently. Led by Dinesh Manjhi, a gang, also comprising Manga Manjhi, Dhaneshwar Manjhi, Babuchand Manjhi and the two arrested, has been collecting levy from firms, contractors and government engineers working in the area for quite some time now.

Police said that on a tip-off a Police team led by Additional Superintendent of Police (ASP) Navin Kumar went to Lathiakoresi village to arrest a suspected Maoist Lallan Koda but in the exchange of fire an Assistant Sub-Inspector (ASI) Bhavesh Singh posted at Dharhara Police Station of Munger District, suffered bullet injuries. “The injured was brought to the Sadar Hospital where doctors declared him dead”, said Varun Sinha, Munger Superintendent of Police (SP). Reports said more than 100 Maoists arrived at three contractors’ camps at Taupadar, Barabandha and Kasuguda under the Pottangi Police Station limits and attacked the labourers while they were asleep. Later, they set fire to the three camps and eight road construction vehicles including a tractor, a JCB machine and five Poclain machines. Before leaving the area, the Maoists left posters and banners signed in the name of the Srikakulam-Koraput Divisional Committee of the CPI-Maoist. In the posters, the outlawed outfit has claimed responsibility for the incidents and protested the widening of the road to Deomali, saying it would help Police and the Border Security Force (BSF) personnel. Maintaining that the widening of the road would help multinational companies and not the tribals, the Maoists have demanded construction of narrow roads, failing which they would punish the contractors and the officials engaged in construction work.

The job of procuring arms was assigned to one of the arrested operatives, Nafees Khan. He was told by his handlers to visit West Bengal and make contact with arms dealers. He was to visit the border areas of the state to get in touch with persons who supply illegal arms and ammunition, the investigators have learnt. The NIA during its probe had learnt that this communication relating to procurement of arms was found while deciphering the transcripts of these alleged ISIS operatives. There have also been financial transactions which suggest that money was being collected to procure arms and ammunition.

Kalluri, Inspector General of Police (IGP), Bastar Range, reports The Hindu. “A small contingent of the DRG (District Reserve Guard) and the STF (Special Task Force) was dispatched by Sukma District Superintendent of Police D. Srawan to Kistaram area of Sukma on the basis of some specific inputs provided by intelligence agencies. A fierce gunbattle took place between the Police team and the Maoists near Vanjalvala village. Two bodies of uniformed Maoists were recovered from the spot of the encounter by our boys,” added IGP Kalluri. The two Maoists have been identified as Dusra Dharma, the ‘president’ of Revolutionary People’s Committee of the Maoists in the area and Vetti Raju, the ‘president’ of Dandkaranya Kisan Majdoor Sangh of the Maoists.
