Close on the heels of the video propaganda by Communist Party of India-Maoist (CPI-Maoist) leader Roopesh through the media, warning of an armed struggle, the Maoist group functioning in the State is strengthening its presence through local recruitment, reports New India Express on October 2. Police doubt that the Maoist group has recruited around 50 persons recently and most of them are from various places in Malabar. Intelligence sources have got information that the Maoist organisation here has brought clothes to stitch around 50 more uniforms for the armed group. Police believe that the new uniforms are for the members of the newly-formed Maoist wings, known as ‘Dhalam’, based at Nilambur and Attappadi. Police suspect that Maoist leader Sinoj died during the training in bomb-making for the newly recruited members. “Maoists usually form a ‘Dhalam’ with 11-15 members. So we can reach the assumption that they have recruited fighters numbering 30 to form two more wings in the state, apart from the one, ‘Kabani Dhalam’, which is already functioning in Wayanad. The Intelligence officials have got information that the total recruitment will be around 50.

The Bihar Government has decided to recruit Police Women from the Scheduled Tribe (ST) category and deploy them in the Communist Party of India-Maoist (CPI-Maoist) infested zones as part of a two-pronged strategy to provide employment to tribal women and check Maoist menace, reports The Deccan Herald on October 2. A proposal to this effect has been forwarded by the Police Headquarters to the State’s Home Department wherein it was suggested that since tribal women were hard-working and well-versed with the topography of the difficult terrain, it would be advisable to create a separate battalion of tribal policewoman. The Cabinet meeting, chaired by Chief Minister Jitan Ram Manjhi, recently approved the proposal following which around 1,000 tribal woman cops would be recruited, trained and initially posted for maintaining law and order. After they successfully complete their initial assignment, they would be placed in Champaran and Jamui, the two Maoist districts.

The Police shot dead a Maoist ‘deputy commander’ after an exchange of fire in a forested patch in Bijapur District on October 1, reports The Pioneer. A Police team comprising District Force (DF) personnel had started on a search operation from the District headquarters on September 30. During the operation at different places, the Police teams were attacked by Naxals [Left Wing Extremists (LWEs)] who had also placed IED (Improvised Explosive Device) and pressure bombs in different places and a Head Constable of District Police, Dasrath Nag, was injured in one of the blasts during the operation, Superintendent of Police (SP), Bijapur, KL Dhruv said. While searching the area after the encounter in forests of Munga village, body of a Naxal was found who was identified as Korsa Ayatu (26) resident of Munga Devgudipara village. Ayatu was the ‘deputy commander’ of Chetna Natya Mandali (CNM) one of the offshoots of CPI-Maoist. He had joined Naxal cadre in 2005 as a 'sangham' member and in 2007 he became an active member of Gangaloor Local Operating Squad (LOS). After working as LOS for three years in 2011 he was made ‘deputy commander’ of CNM. A muzzle gun, backpack and items of daily use were found near the body, the SP said.

The Police have stepped up vigil in Attappady region in Mannarghat Taluk (administrative unit) in Palakkad District on October 3, following the appearance of flex boards allegedly installed by the Communist Party of India-Maoist (CPI-Maoist) to exhort the working class to prepare for an ‘armed battle’ against ‘ruling elites,’ reports The Hindu. While most of the flex boards were seen in Kallamala region of western Attappady, a few were installed at Poonchola and Pambbanthode villages close to Mannarkkad. The boards claimed their ownership to a special regional committee of the CPI-Maoist Western Ghats unit. The boards said the outfit was observing the 10th anniversary of its armed resistance and sought cooperation of the general public in strengthening the party base in the three southern States. It wanted strong public vigilance against concerted efforts of the ruling class to plunder water, land, forests, and natural resources.

Saw is a suspected Communist Party of India-Maoist (CPI-Maoist) sympathizer and accused of running two terror organizations-Jharkhand Tiger Group and Jharkhand Bachao Andolan-which carry out anti-social activities, Police said. Saw is involved in 13 cases of murder, attempt to murder, rioting, criminal intimidation and extortion as well as several alleged massacres in Jharkhand. Police have taken Saw on a transit remand and took him to Ranchi on October 5, Police said.

The surrendered cadres were active members of Barda Dalam (squad) for past seven years, SP Kondagaon, Abhishek Meena said. The surrendered cadres were operating in Dhanora, Iragaon, Amabeda and Benur areas of the District and were identified as Baiju son of Beersai, Remesh son of Chamra, Beersingh son of Mankuram, Agnu, Mangal son of Tagru, Siyaram son of Mansai and Juggo. Baiju was a ‘Jan Militia Commander’ of the outfit and carried a reward of INR 125,000 on his head. The senior cadres issued life threats when they expressed desire to leave the outfit. Police said Mohan and other rebels escaped after a short exchange of fire while Bhagat was arrested and some arms were recovered from his possession. Bhagat is wanted in more than 100 cases lodged against him in Ranchi and Bokaro Districts. Jharkhand State has urged the Union Ministry of Home Affairs (UMHA) to deploy seven Central Reserve Police Force (CRPF) battalions in some of the Communist Party of India-Maoist (CPI-Maoist)-affected Districts which have seen the worst violence triggered by Left-Wing Extremists (LWE) since 2004, reports The Times of India on October 12. Over 24,000 CRPF personnel (23 battalions) are deployed in the state and are engaged in anti-Maoist operations. But Jharkhand Police claim that several Districts do not have enough Central Security Force to fight Maoists. "The state requires seven new CRPF battalions. Our forces have dismantled extremist networks in large parts of the state. We went to the remotest areas that were once occupied by the rebels and flushed them out. There are some districts where we need more forces to tackle them better," said Director General of Police (DGP) Rajiv Kumar. The demand has already been forwarded to Home Minister Rajnath Singh, who had recently visited a CRPF camp in West Singhbhum District, said the DGP. The Maoists have claimed that the four prominent political parties, including Congress and BJP, have opposed the century-old demand of statehood for Vidarbha, and this warrants a boycott of the polls as a mark of protest. A press release by the secretary of the Maharashtra state committee of CPI-Maoist claims that Shiv Sena has openly opposed the issue of statehood for Vidarbha while others like Congress, NCP and BJP have refrained from taking a stand only to mislead the masses. The Maoists have appealed to the electorate to use boycott to punish parties for the injustice to Vidarbha. The press release says that this mechanism of boycott is part of a bigger struggle for mass revolution, which should be used at this juncture to protest exploitative and corrupt political parties, irrespective of their banners. The outfit has also claimed that boycotting poll is within the ambit of democratic rights, and should be used to ensure that the four big parties and their allies are ousted. The Maoists also claimed that the big four political parties are actually hand-in-glove, with not much difference in their policies and agenda. Last year for the same period, 288 deaths were reported,” said a MHA official. Under the new anti-Maoist strategy, the government is focusing on development with an initiative to create developmental hubs in the worst affected areas. These hubs will have latest heath facilities and educational institutions. Besides, the government plans to raise around 20,000 more men in the paramilitary ranks for anti-Maoists operations exclusively. “By the end of this year, the overall incident and causality figure will be at 15 percent less than last year,” added the official.

The Ministry of Home Affairs (MHA) sources said the list of extremely affected districts has been revised from 34 to 23 and does not include West Midnapore, the lone West Bengal District that was part of the earlier list. This means West Midnapore may not be eligible for the special treatment under the new policy, which plans to demarcate four to five blocks in each of the 23 Districts and turn them into “model development hubs”. The blocks will get schools, electricity supply, hospitals, fortified Police Stations, telephone connectivity and roads. “But West Midnapore, along with Bankura and Purulia, will remain part of the Integrated Action Plan (IAP) and Security Related Scheme (SRE)-for 106 districts, so there will be no dearth of funds,” a MHA official said. The violence, the sources said, has declined further since 2011, when Chief Minister Mamata Banerjee assumed power. Compared with 246 incidents in Chhattisgarh and 127 in Bihar last year, West Bengal saw just one last year and none this year.

According to the data available, only 178 incidents took place till September, 2014 against 287 and 300 incidents in 2013 and 2014 respectively. “Similarly, only 07 casualty of Policemen took place in 2014 as compared to 25 in 2013 and 23 in 2014,” said Kumar. There has also been fewer casualties of civilians during this year counting to only 69, while 91 civilians got killed in 2013 and 87 were killed in 2012, added the DGP. The CPI-Maoist has accepted that it was facing a “difficult situation” in Bastar region of Chhattisgarh where it was dominant until recently, reports The Hindu on October 22. In a statement issued by Gudsa Usendi, spokesperson of the Dandakaranya Special Zonal Committee (DKSZC), to “condemn” the surrender of DKSZC member Arjun and his wife Ranita before the Police in Telangana, the party said the couple could not withstand the “difficult time” faced by the movement. “Arjun and Ranita overestimated the enemy power as undefeatable in the present tough times. But these are only the phases of any revolutionary movement,” claimed Gudsa Usendi adding that their surrender did make a “negative impact” on the party. Abhay, the spokesperson of the CPI-Maoist ‘central committee’ in another statement said “Not a single day is passing without the ‘usual’ encounters and fake encounters of both revolutionaries and common people in the movement areas. Excessive cordon and search operations, area dominations, loot, destruction, mayhem, tortures and atrocities on people by the government forces are going on in Dandakaranya.” On the deployment of the Naga Battalion in Chhattisgarh, the DKSZC spokesperson appealed to the Naga troopers not to come to Chhattisgarh “as slaves in the service of exploiters” and raise their voice against ‘forcible deployment’ and express solidarity with the tribal people fighting for their very existence. The CPI-Maoist also condemned the re-arrest of Goppanna Markam, an alleged senior Maoist leader by the Bastar Police and termed it “illegal and unconstitutional.”

The report was submitted in a court in Bilaspur on September 23 and said the Maoists celebrated with a "macabre dance of death" on the spot after killing Karma. "Presence of Salwa Judum founder and Congress leader Mahendra Karma in the convoy was one of tempting and lucrative reason for CPI (Maoist) in taking decision to attack the convoy of Congress. The previous and post conduct of the accused persons establish their intention, conspiracy, reparation, and execution to lay ambush on the Congress Parivartan yatra to avenge against Mahendra Karma," said the 36-page NIA charge sheet. "A decision to carry out a big attack in Darbha region was hatched in the meeting of South Regional Unified Command (SRUC) of CPI (Maoist) held from February 16-25, 2013, somewhere in forest area near village Pidia of Bijapur district and various Maoist formations were asked to assemble in Darbha", the charge sheet said. A week before the attack, Maoists got "information" of possible movement of Karma and other Congress leaders in Darbha to participate in Parivartan Yatra and decided to target it, the NIA added. "In pursuant to the conspiracy to attack Parivartan Yatra, Maoist commanders conducted recce of Sukma - Jagdalpur Highway (NH221, now NH-31) and identified a suitable spot in Jheeram valley for ambush. The rehearsal / mock drills for the attack was carried out for five six days in the forest area near Ekkum-Chikpal. During mock drills, cadres were divided into various teams/groups like Assault group, Stop Group, Signal Group, Blast Squad, Seizing party and Senior Commanders briefed them about the terrain, possible situation, their individual role, snatching tactics & escape routes," the NIA said. The NIA investigation also brought out that Maoists planted a landmine under the NH- 221 near the culvert as well as at different places for defensive measures as well as to inflict causality on probable reinforcement/ rescue team.

While Manku and Anita surrendered in Kondagaon District, Kawde surrendered in Dantewada District. Popularly known as 'shikshika' (teacher) among ultras in the region, Anita was a prominent cadre in Kondagaon. Anita worked in Barda dalam (squad) of Maoists during 2006-2009 and subsequently shifted to Pakhanjore and worked along with ultras of Maharashtra. Anita carrying a reward of INR 320,000 on her head, also headed Chetna Natya Manch (CNM), a cultural outfit of the CPI-Maoist, in Badedongar and used to handle 'Natya Shala', meant for training new recruits in cultural wing of the proscribed organisation. Anita's husband Manku was an active member of military dalam Platoon number 5 and INR 800,000 was announced for his arrest. The duos were allegedly involved in several incidents of crime, including loot, arson, murder and attacks on security forces in the region, Kondagaon Additional Superintendent of Police (ASP) Surjit Atri said. A 12 bore desi rifle, some ammunitions and levy collection receipts were recovered from his possession and, on his disclosure, the police subsequently raided different locations of the District on the same day, and seized 15 detonators, one desi pistol and a large quantity of Maoists' leaflets. The Communist Party of India-Maoist (CPI-Maoist) has said that some of their cadres are getting attracted towards the “corrupt surrender policy” of the government, reports The Hindu on November 30. “The revolutionary public terms those who surrender before police enemies of people. The revolutionary public hates such people. When such people are coming back to their villages, they have to face people’s ire,” claimed Gudsa Usendi, spokesperson of the Dandakaranya Special Zonal Committee (DKSZC) of the CPI-Maoist. “Under this surrender policy, hundreds of crores of rupees of un-auditable funds are being given to the police and paramilitary officials, which is leading to criminalisation of security forces in conflict areas. The government has also declared internal rewards and promotions for security forces. To get the benefits of rewards and promotion, security forces are increasingly attacking villages and arresting tribal people, non-tribal activists and youths and declaring them Maoists,” contended the Maoist leader.

According to reports, a group of 10 to 15 Maoists reached Panimetala village in the night of October 29 and abducted Bhima Madhi (27), whose bullet-ridden body was found lying on the main road near MPV-31 village by the villagers in the early morning of October 30. The villagers also found two Maoists posters near the body. While one poster said that Bhima was killed for being a ‘Police informer’, the other poster was on the call for a Malkangiri Bandh (general shutdown) on October 30, to protest the killing of three Maoists by tribals at Biravaram village on the Odisha-Andhra Pradesh Border on October 19.

A joint squad of Central Reserve Police Force (CRPF) and District Police was carrying out an anti-Naxal [Left wing extremism (LWE)] operation in forests under Chintagufa Police Station limits, when a group of armed Maoists opened indiscriminate fire on the Police party while they were cordoning off Ramaram forests leaving three of them injured, Inspector General (IG) of Police Bastar Range, SRP Kalluri said. Acting on inputs that the duo was planning to hold a meeting with villagers at their native place, a joint squad of CRPF and local Police launched a combing and arrested them. The four insurgents who surrendered in Jagdalpur (District headquarters) are ‘deputy commander’ Indravati Area Committee Podiyami Hidma alias Lakshman and three female insurgents identified as Murami Palo, Madvi Batti and Ramo Vekka. SP, Jagdalpur, Ajay Yadav informed that Lakshman handed over one hand grenade and 6 kg tiffin bomb to Police after surrender. The female insurgents were distressed with shabby treatment meted out to them in the Maoist organization, the SP said.
