Eight Communist Party of India-Maoist (CPI-Maoist) militias from Narayanpatna block in Koraput District surrendered before Police on May 1, reports The Hindu. Five of the surrendered militias were from Dumsil village and three others were from Basanaput village. Those who surrendered were identified as Ladda Nachika, Kayu Nachika, Rajeya Kendruka, Rameya Kendruka, Kesari Kenduka from Dumsil village (Koraput District) and Rabi Huluka, Sekaru Huluka, Siu Huluka from Basanaput village (Koraput District). The surrender took place in the presence of Inspector General of Police (IGP) South-Western Range Yashwant Jethwa, Inspector General (IG) of Border Security Force (BSF) A.K.Sharma and Koraput Superintendent of Police (SP) Awinash Kumar.

Four tribals, including a woman, were arrested in connection with the April 24 landmine blast, reports post.jagran.com. On May 1, Budhu Murmu and his brother Shom Murmu were arrested at a village under Shikaripara Police Station limits on charges that they had dug up and planted landmine exploded by the Maoists, Deputy Superintendent of Police (DSP) AK Srivastav said. Their sister Tala Kuri was arrested along with Baburam Baski earlier on April 28 on charges of harbouring the Maoists, Srivastav added.

Meanwhile, the high voter turnout in Lok Sabha (Lower House of Indian Parliament) polls in south Chhattisgarh has apparently upset the Communist Party of India-Maoist (CPI-Maoist) who are holding meetings to express disappointment over participation of tribals in the electoral process, reports The Business Standard on May 2. A senior Intelligence Bureau (IB) official said "In some pockets of Bastar, Dantewada, Kondagaon and Narayanpur, Maoist leaders reportedly held meetings with villagers recently after the Lok Sabha election in Bastar constituency." "However, Police couldn't go deep enough to check the reason behind their meetings at several places. As per the informers, the Naxals were enquiring how voting was recorded high in the region despite their intense poll boycott call," the official added. The two worst Maoist-hit Lok Sabha seats - Bastar and Kanker - recorded 59.40 per cent and 70.29 per cent voting respectively in the last month's three-phased Parliamentary polls in the State. Bastar went to polls on April 10 while voting took place in Kanker on April 17. In the 2009 general elections, Bastar and Kanker seats had witnessed voter turnout of 47.33 and 57.20 per cent respectively. Also, over 70 per cent voters exercised their franchise in the Maoist affected areas of the State during last year's Assembly polls.

A huge cache of arms, ammunition and electronic gadgets were recovered after a prolonged exchange of fire between security personnel and Communist Party of India-Maoist (CPI-Maoist) cadres at Bodra hills under Khadgaon Police Station limits of Rajnandgaon District on May 2, reports ibnlive.in.com. Based on intelligence inputs that around 20-25 Maoists of Dallirajhra ‘area committee’, Pallemadi and Mangaltarai ‘local operation squads’ (LOS) were camping in Bodra Hills, Police personnel were mobilised in the region. Sensing the presence of security personnel near restive hills, the Maoists opened indiscriminate firing on them following which Security Forces (SFs) retaliated. After the ensuing gunfight that lasted for around an hour, Maoists fled to the core forest taking advantage of the darkness. Later a search operation was launched in the region during which one 315 bore rifle, live cartridges of 315 bore rifle, two INSAS rifle magazine, a wireless set, a solar plate, radio and batteries, six big and six small bags, Maoist uniform, school dress, medicines, commodities of daily use, Maoist literature and other Maoist-related things were recovered from the spot.

Two Jharkhand Prastuti Committee (JPC), a splinter group of Communist Party of India-Maoist (CPI-Maoist), cadres, identified as ‘zonal commander’ Badal alias Rajesh Munda and a cadre Ashok Oraon, were killed in factional clash with, another CPI-Maoist splinter group, Tritiya Prastuti Committee (TPC) at Kushumbha of Hazaribagh District on May 2, reports The Times of India. Ashok Kumar Singh, Deputy Superintendent of Police (DSP), headquarters, said both the JPC cadres were taking their morning tea at a roadside hotel in Kushumbha near the National Thermal Power Corporation (NTPC) railway siding-cum-coal dumping yard when five persons led by Ranvijay and Dayanand, top cadres of TPC, spotted them and opened indiscriminate firing, killing them.

A Sub-Inspector of Police (SI), identified as Gaisilat M Kisko was critically injured in a gun battle that took place between the Communist Party of India-Maoist (CPI-Maoist) cadres and Special Operation Group (SOG) personnel in a forest area near Mohanpalli under the Jharbandh Police limits in Bargarh District in the night of May 5, reports The Pioneer. On a tipoff, the SOG personnel and the Police began a joint combing operation led by Kisko in the forest in the afternoon to arrest the Maoists. While the operation was underway, the Maoists opened fire at the security personnel in which he was seriously injured.

Security operations against the Communist Party of India-Maoist (CPI-Maoist) are being carried out for the past four days with the support of Nayagarh District Police, especially in Harbhanga Police Station area, reports The Hindu on May 6. The operation continued in Gania, Banigochha of adjoining Nayagarh District. The CPI-Maoist allegedly is trying to use strategically located Boudh District as a buffer or transit zone to extend their nefarious activities in the State. Boudh District is surrounded by Kandhamal, Nayagarh, Angul, Subarnapur, Sambalpur and Bolangir Districts. All these six Districts have Maoist presence. Most important is that Boudh District is the link between western and southern parts of Odisha.

The Communist Party of India-Maoist (CPI-Maoist) cadres killed two persons including a Sarpanch (head of Panchayat, village level local self-government institution) in two separate incidents in Dantewada District, Police said on May 5, reports The Pioneer. Police officials said that a group of armed Maoists raided Tikanpal village in the night of May 4 and took a few people as hostages. They took them to a nearby place and assaulted them so severely that one of them died. The person died is identified as Ayatu Budu. Other two persons sustained critical injuries. In the other incident the Maoists raided Kaurgaon village under Bangpal Police Station and dragged Sarpanch Mani Ram from his home and took him to the nearby forest. After killing him with a sharp weapon, the Maoists threw his body on the road.

Acting on a tip-off, the Almora Police and a special operation group raided a house in Patiya village and arrested Revolutionary Democratic Front's Uttarakhand president Jeevan Chandra, Govind Ram, Jagdish Ram and Diwan Singh. According to the Police, the Maoist supporters put up posters demanding cancellation of non-bailable warrants against Maoist leaders Kheem Singh Bora and Devendra Chamyal. Printed in red ink, the posters also called for a complete boycott of the Lok Sabha elections and said "it is not a democracy but a lootocracy". Inciting pamphlets, posters and pro-Maoist reading material was recovered from their possession.

A joint team of Police and paramilitary personnel scoured and sanitised a section of the dense jungles that fall under Saranda forest division to ensure smooth passage for Director General of Police (DGP) Rajeev Kumar, who was visiting Mahadevsal in Manoharpur block for a janta durbar. The maximum of these IEDs and ammunition, meant for use against security forces and poll officials, have been recovered by paramilitary Central Reserve Police Force (CRPF) from Naxal-affected areas of Bihar, Jharkhand, Chhattisgarh, Maharashtra and Odisha. According to an official report, a maximum of 61 IEDs were recovered from Bihar, 34 from Jharkhand, 26 from Chhattisgarh and nine from Odisha till April 30. The total number of these locally-made IEDs stood at 130. 750 kgs of explosives were seized from Bihar, 53 kgs from Jharkhand, 0.5 kg from Chhattisgarh and 3.8 kgs from Odisha, taking the total to 806.92 kgs during the period between March 5 and April 30. During the same period, 10 IED explosions took place in Bihar, six in Jharkhand and 13 in Chhattisgarh. The maximum casualty for the CRPF took place in the Bastar area of Chhattisgarh where 22 personnel were killed while 16 were injured in separate incidents. Five CRPF men were also killed in Bihar while seven were injured in the same state while on poll duty. A total of 59 arms were also recovered during the same period from Bihar (11), Jharkhand (26), Chhattisgarh (15), Odisha (5) and Maharashtra (1). Similarly, a total of 546 rounds of ammunition was found by the paramilitary force from these states with the maximum being detected in Jharkhand (446), Bihar (50), Chhattisgarh (37) and Odisha (13). Till now, 53 encounters have taken place between CRPF and Naxals/insurgents in these areas with the highest number of such incidents being reported in Chhattisgarh (34), Jharkhand (11), Bihar (4) and Odisha and Maharashtra (two each).

The security personnel have launched a massive combing operation in the Maoist-affected Ghatsila sub-division to track down the Maoists. "We arrested Professor GN Saibaba this morning in Delhi and he will be brought to Gadchiroli, Maharashtra, after taking transit remand in a Delhi court," Deputy Inspector General (DIG) of Gadchiroli, Ravindra Kadam, said. He has been arrested on charges of allegedly being a member of CPI-Maoist, providing logistics and helping in recruitment for the group, Kadam claimed. The name of Saibaba cropped after the arrest of a Jawaharlal Nehru University (JNU) student Hem Chandra Mishra, who had claimed before the probe agencies that he was acting as a courier between Saibaba and the Maoists holed up in Abujmad forests in Chhattisgarh. Police claimed that besides Mishra, three other arrested Maoist leaders, including Kobad Gandhy, Bacha Prasad Singh and Prashant Rahi have also named Saibaba as their contact in the National Capital.

The student who is described as “Goswami” in Saibaba’s correspondence with his close confidantes was once a member of Democratic Students’ Union (DSU), a students’ organisation in JNU. “We arrested Saibaba after procuring a non-bailable warrant against him. A chargesheet has been filed in the case where he has been named as an accused,” Inspector General of Police (IGP) Ravindra Kadam, anti-Maoist operations, Maharashtra Police, said. Kisku has been arrested under the provisions of the Arms Act, SP Sinha said, adding a haul of weapons comprising three pistols, 23 magazines and three lathe machines, besides raw materials and equipment, have been recovered from the sites. On receiving intelligence inputs about presence of Maoists in the hills of Baddongri near Ghotiyakanhar village a combined team of District Police, Special Task Force (STF) and Indo Tibetan Boarder Police (ITBP) personnel had started on an anti-Maoist operation from Aundhi Police Station on May 14. During the searching of area, Police had a face-off with the Maoists who opened indiscriminate fire on the Police party. Later on, during the searching of area, body of a Maoist was found who was identified as Pankaj ‘commander’ of Pendri Dalam (squad) of Maharashtra. An injured Maoist identified as one Pratap was also arrested from the spot, Police said. A semi-automatic SLR rifle, 12 bore gun, single shot rifle, SLR magazine, bullets and other items of daily use were also recovered from the encounter spot. Blood spots at the gun-battle suggest that about 2-3 Maoists would have been injured in the incident, Police added.

Signaling a departure from existing policy to realistically deal with the LWE issue, Jharkhand’s officiating Chief Secretary Sajal Chakraborty said Jharkhand’s LWE issue a “threat blown out of proportion” because criminal acts committed by splinter groups without ideological moorings simply inflated the number of violent incidents. Only CPI-Maoist will remain on the LWE list, while splinter groups like Tritiya Prastuti Committee (TPC), Peoples Liberation Front of India (PLFI), Jharkhand Prastuti Committee (JPC), Sangharsh Janmukti Morcha (SJMM), Sashastra People's Morcha (SPM), Revolutionary Communist Centre (RCC) and Jharkhand Jan Mukti Parishad (JJMP) may be dropped. The incident occurred when Police confronted the Maoists on a tip off that they are arriving in the area to collect “donations” from pluckers of Tendu leaves, District Superintendent of Police (SP) Gaurav Tiwari told PTI. Maharashtra Police is monitoring cities such as Pune, Mumbai, Nashik and Nagpur, he added. “Prof. Saibaba was involved with many human rights organisations. We have to investigate to what extent he could influence them,” Kadam said. He further said, “There are also efforts to tap into the unorganised labour in industrial areas in Maharashtra and Gujarat.” According to him, this was being done through the Golden Corridor Committee established in 2009, which was responsible for mobilisations in the region.
