A band of 10 to 15 armed Communist Party of India-Maoist (CPI-Maoist) cadres including two women cadres, were sighted by villagers in the forests of Vaipet in Indervelli mandal in Adilabad District of Telangana in the morning of December 1, which only indicates that some from the dalam which was involved in two exchanges of fire in late July and September have not gotten out, reports The Hindu. According to sources, the dalam (squad), none of them wearing the customary military green uniform but carrying firearms, was sighted by villagers working on tractors to cart sand from Chikmanvagu stream near Vaipet. The spot is about 30 km from Indervelli mandal headquarter and is known to be a favourite haunt of the Maoists in this area.

A head Constable of the Gadchiroli District Police has been placed under suspension for dereliction of duty after a Communist Party of India-Maoist (CPI-Maoist) cadre identified as Ranjit alias Chandrika Jethuram Raut (45), who was arrested by the Police escaped on December 1, reports Zee News. Earlier during interrogation, the Maoist had revealed that he was convicted by a local court for Maoist offences and was absconding for ten years. As the Police was interrogating him about his past, he asked for meals. Taking advantage of the darkness, he ran away from Police custody.

Communist Party of India-Maoist (CPI-Maoist) cadres killed 14 Central Reserve Police Force (CRPF) personnel, including two officers, and seriously injured another 13 troopers in an ambush near Kasalpara village in Sukma District on December 1, reports The Hindu. “The deceased personnel include Deputy Commandant D.S. Verma and Assistant Commandant Rajesh Kapuria of the CRPF,” R.K. Vij, Additional Director-General of Police (ADG), Naxal-[Left Wing Extremism (LWE)] Operations, Chhattisgarh. A joint team of more than 200 personnel had left for an area domination and combing exercise on November 30. “They were ambushed on the way back to the base camp,” said D. Upadhay, Deputy Inspector-General (DIG), CRPF, Dantewada range. Rescue operations were launched immediately, but officials said the search parties had not returned to the base camp. “Most likely, our jawans will have to spend the night in the forest. Fortunately firing has stopped now,” added Upadhay. Meanwhile, Sukma Superintendent of Police (SP) D. Shrwan said he had not been able to establish contact with the parties. “We are working out a plan to send reinforcements,” he added. There were reports of six Maoists being killed in the encounter, but officials refused to confirm this.

The Communist Party of India-Maoist (CPI-Maoist) has called for a 10-day 'celebration' on December 1 to mark the 14th anniversary of the People's Liberation Guerrilla Army (PLGA), reports The Times of India. The CPI-Maoist’s ‘eastern regional bureau’ (ERB) and ‘eastern regional command’ (ERC) on December 1 issued a six-page press statement appealing to its cadres in the Bihar-Jharkhand ‘special area committee’, ‘north Chhattisgarh special zonal committee’, ‘eastern Bihar-north-eastern Jharkhand special area committee’, ‘West Bengal state committee’ and ‘Assam state organizational committee’ to intensify their activities in the next 10 days beginning on December 2. Cultural programmes, discussions, road shows and military parade would be organized by the party's core military group as well as the frontal organizations in the five states under ERB.

Maoists in Jharkhand addressed around 3,000 villagers at the 14th anniversary week of the People’s Liberation Guerrilla Army (PLGA) at a remote village on the Jharkhand-Chhattisgarh border on December 2 declaring the Bharatiya Janata Party (BJP)-led National Democratic Alliance (NDA) government at the Centre a greater threat to them and the poor masses than the United Progressive Alliance (UPA) Government, reports The Hindustan Times. The Maoists also announced their resolve to shift tactics by transforming the PLGA into the People’s Liberation Army, moving from guerrilla warfare to more direct and open conflict with Security Forces (SFs). Handouts distributed on the occasion said the Maoists conceded their failure in keeping the masses with them. “Over the years, we have suffered huge losses,” read the handout. “But we are not down and the State should not dare to write us off. We are analysing the causes of our failures and adopting corrective methods to engage the 90% population of this country that wants change with us.” A village who attended the gathering said they were worried about consequences as they had turned up in large numbers to vote, but were surprised that nothing was said.

In keeping with the upward swing in voter turnout in the first phase of assembly election on November 25, the second phase held on December 2 in 20 constituencies across seven Communist Party of India-Maoist (CPI-Maoist)-hit Districts registered a voting percentage of 65.72%, reports The Times of India. There were no reports of violence or Maoist-related incident from any part of the segments that went to the polls on December 2. In the 2009 assembly election, these 20 constituencies had recorded a 60% turnout while the Lok Sabha election the same year saw a voting percentage of 58%. The lowest voter turnout of 58% this time was recorded in Jamshedpur (East) constituency while the highest of 76% was in Jagannathpur in West Singbhum.

The Communist Party of India-Maoist (CPI-Maoist) is reportedly forcing at least one child per family to join its ranks in Maoist-hit Districts of Lohardaga and Gumla in Jharkhand and Kanker in Chhattisgarh, according to intelligence reports reaching the Centre, reports The Times of India. "As per intelligence inputs, in the current year, incidents of Maoists forcing at least one child from each family to join the outfit have been reported from areas under Police Stations Senha (Lohardaga), Bishunpur (Gumla) in Jharkhand and Police Station Ambabeda (Kanker) in Chhattisgarh," minister of state for home Haribhai Parthibhai Chaudhary informed Lok Sabha (lower house of Parliament) in reply to a question on December 2. There are, however, no precise estimates of the number of children recruited by CPI-Maoist, according to the Government. To prevent children from being poached upon by CPI-Maoist, the central Government, through National Commission for Protection of Child Rights, ran the Bal Bandhu scheme from 2010 to 2013, focusing on children in Assam, Andhra Pradesh, Maharashtra, Bihar and Chhattisgarh. The scheme attempted to bring stability in the lives of children and ensure that their entitlement to protection, health, nutrition, sanitation, education and safety were fulfilled through government action.

"On the basis of information received from various sources which include intelligence and media sources, there have been reports of killings of 12 Maoists on November 21," he said, adding that this information was yet to be confirmed. Singh said it was only during the third phase of the operation, which began on November 27 that the Maoists launched the ambush. He told Lok Sabha that CRPF troops retaliated, leading to an encounter that lasted three hours. However, the CRPF lost 14 men. While 14 others were injured, their weapons were looted by the Maoists. Notwithstanding the reverses, the home minister said the government remained committed to tackling Left-wing extremism with a multi-pronged strategy that combined security operations with development initiatives. "We will continue the operations till this problem is fully eradicated," he said.

Police sources have said the team of the Central Reserve Police Force (CRPF) which lost 14 of its men in an encounter with the CPI-Maoist near Kasalpara village in Sukma District on December 1 had “deviated” from its planned route, reports The Hindu on December 7. “The CRPF men were not supposed to be at the place where the encounter took place. The encounter site was never on our planned route,” revealed a senior Police officer posted in Bastar. According to CRPF sources the “deviation from the planned route” took place because seven CRPF men were suffering from malaria. “The jawans were showing signs of cerebral malaria. We had asked for a chopper to evacuate them on November 30 but the chopper refused to land citing lack of space leaving us with no option but to carry the sick personnel which slowed down our movement,” claimed a senior CRPF officer. When the forces reached Kasalpara village and were ambushed by the Maoist, a team led by CRPF Inspector General (IG) H. Sidhu was moving 1.5 km ahead while a small team led by a Commanding Officer (CO) of 223 CRPF Battalion decided to engage the Maoists it spotted near the village. “The CO’s location was not clear which prevented the team led by Deputy Commandant B.C. Verma from firing towards the village despite receiving firing from that side. Casualties could have been averted had the CO’s location been clear,” said another CRPF officer. Mr. Verma was alive when the Maoists snatched his weapons. The CRPF officers could not explain how the Maoists managed to walk away with their weapons and ammunition despite the presence of hundreds of CRPF men. Further, the Central Government has decided to deploy an additional 11,000 paramilitary forces for undertaking anti-Maoist operations in Bastar Division, reports The Hindu on December 7. With the induction of these 11 new battalions, 10 of CRPF and one of the Border Security Force (BSF), the southern most part of the central Indian State will have the maximum number of security forces' present in a given divisional area. Of these 11 battalions, three have already reached the dense jungles and village areas of Bastar Division.

In the 17-page note, the Ministry said in recent times that the outfit is focusing on a southern theatre in the tri-junction of Karnataka, Kerala and Tamil Nadu. Security Force personnel had arrested these four accused, Bulu Mallick (30), Kalia Mallick (25), Jalendra Mallick (27) and Surendra Mallick (26), during a combing operation in the jungle. All of them were being brought back in a van after having been presented in Chaibasa court earlier in the day. Fifteen prisoners escaped. Teepa Das and Ram Vilas Tanti, who were killed while trying to escape, were in Chaibasa District jail on charges related to Communist Party of India-Maoist (CPI-Maoist) violence. Teepa Das was accused of being a Zonal Commander of the CPI-Maoist. “Fifty-five undertrials, of whom 26 were in jail on charges of Maoist activities, were presented in the court. At 4 p.m., the jail van returned to the prison premises through the main gate. The staff failed to close the gate as is the routine, and all the undertrials had come out of the van by then. They made an attempt to escape seeing the gate still open. Teepa Das and Ram Vilas Tanti died on the spot from bullet injuries,” West Singhbhum Superintendent of Police Narendra Kumar Singh told The Hindu.

The Q Branch Police intensified combing operation in the reserve forests along the Kerala border, especially in the Suruli Falls zone in Cumbum block. They combed the entire area up to Megamalai and mounted round-the-clock surveillance, according to Police sources. They have also alerted informers in villages along the border and sensitive areas identified by them on the Western Ghats. Special teams were monitoring all routes to Kerala from Theni District and the Police on duty at prime check-posts have been instructed to be extra vigilant. However, no additional force is deployed in the main check-posts in Kumuli, Bodimettu and Cumbumettu. The Special Task Force (STF) in Periyakulam has been alerted to intensify search operations on the Lower Kodaikanal hill.

In a letter sent to the CRPF headquarters in New Delhi on December 7, Chhattisgarh’s CRPF Inspector General (IG) HS Siddhu has said that a day before the attack, he had repeatedly requested the pilot, Ajay Rama Krishnan, and co-pilot, Bhupinder Kumar, to evacuate eight of his men suffering from malaria, but they did not comply. Siddhu wrote that the attack could have been averted if the personnel had been evacuated on November 30. On December 1, the CRPF personnel had to spend time sanitising a new “helipad” in Kasalpad village, “exposing the entire party to a grave attack by Naxals”, said the letter. “Their (pilots’) inaction amounts to a major failure and was unfortunate and deplorable,” wrote Siddhu.

Sources said the agencies saw video footage recovered from the laptops of LWE cadres arrested in the past few weeks of a number of rallies addressed by PM Modi in the run-up to the Lok Sabha (Lower House of Indian Parliament) polls and the ongoing polls in Jharkhand. Most of the footage is from Chhattisgarh and Jharkhand rallies. These are now being scrutinised by officials from the Intelligence Bureau (IB) and National Investigation Agency (NIA). “Prime facie it appears that Naxals were scrutinising the security deployment pattern at the PM’s rallies. In reply to a question in Lok Sabha, minister of state for home Kiren Rijiju said CPI-Maoist, responsible for Left-wing extremism spread across 12 states, has "close links with Maoist organizations in the Philippines and Turkey, etc". Apart from being a member of the conglomerate Coordination Committee of Maoist Parties and Organizations of South Asia (CCOMPOSA), the LWE groups have participated in conferences and seminars in Belgium and Germany. A 15-member Police team have been rushed to the region to carry out combing operations after Kunju, a tribal man, alerted Police of seeing unfamiliar persons in the forest area, which is around three kms away from the Tamil Nadu border. The State Government has informed the Kerala High Court that the presence of Communist Party of India-Maoist (CPI-Maoist) cadres had been reported from all over the State, especially from the northern Districts of Wayanad, Kozhikode, Malappuram and Kannur during the last one-and-a-half years, reports The Hindu on December 19. In a statement, the Government said that these cadres, who carried arms and ammunition and distributed pamphlets, encouraged the youth to join their organisation to fight the Government. They were visiting colonies such as Chappel, Maradi, Mundel, Kombara, Arimala, and Kunki Chira under the jurisdiction of the Vellamunda Police Station. The State government had taken steps to prevent the illegal activities of the Maoist groups, who were concentrating in the forest area within the Vellamunda Police Station. As part of preventive measures, organised force such as Thunder Bolt and Anti-Naxal Squad were deployed to counter the threat. The statement was filed in response to a writ petition filed by Shyam Balakrishnan of Mattiliyam in Wayanad alleging that he was being harassed by the Police on charges of having Maoist links. He sought a directive to the State government to initiate disciplinary action against the Mananthavadi Deputy Superintendent of Police (DySP) and the Sub-Inspector attached to the Vellamunda Police Station.

"We will prepare appropriate strategies to minimise casualties in the force through changes in the deployment pattern, better intelligence gathering and more effective coordination with states' police forces," Mishra told two Odia television channels immediately after taking over as the new CRPF DG. Stating that he would use the experience gathered in tacking the Left-Wing Extremists (LWE) in Odisha while working as the Director General of the State Police, Mishra said he would make sure that successful tackling of the Maoist menace in other parts of the country would also be part of his strategy. Replying to a question on the Odisha Government's demand of more helicopters and central force to tackle the LWE menace in the State, he said there was no problem in this regard. "The state government has to make proper demand in this regard. As such Odisha government has choppers for the purpose of operation. Even though the perpetrators of the violent acts had links with Maoist groups, there was nothing revolutionary in the actions. “It is sheer cowardice to indulge in violence in the dead of the night. There is nothing revolutionary about it…. There is no difference in the violence perpetrated by an ordinary anti-social and those who were involved in the recent actions. The media should not glorify such incidents. These are just attempts to create a scare. We will mercilessly put down such people,” the Minister said while addressing a press conference in Thiruvananthapuram District. The Minister said the arrested persons had ties with Maoist groups, which were present in the State. However, they did not pose any threats in the State. Besides, these groups do not have the backing of the people. “Kerala is far ahead in the matter of tribal development when compared to the plight of tribes people in other States. Political parties and successive governments have consistently addressed the problems of the tribal population. The government was moving in the right direction,” he said. In reply to a question, Chennithala said the Police were fully alert. The government was serious about tackling Maoist threats, which were currently being addressed by Special Forces. It was natural to feel that nothing much was happening since it was important for the Police to maintain confidentiality. There were constraints in disclosing the strategies, but the Police have already indentified the roots and stringent action would be taken to suppress them.

In a statement issued by Gudsa Usendi, spokesperson of the Danda Karanya Special Zonal Committee (DKSZC) of the CPI-Maoist, the outfit “congratulated” the South Regional Command of the DKSZC for leading the attack on Security Forces (SFs) near Kasalpara village of Sukma. “Thousands of police, CRPF and STF [Special Task Force] personnel were carrying out attacks on many villages in south Danda Karanya [Sukma district] since November. The forces were indulging in fake encounters of tribals of Bastar, illegal arrests and detentions, forced surrenders of tribal youths by threatening to slap false cases on them and atrocities on tribal women,” claimed Usendi. “To stop these attacks on the people of Danda Karanya, revolutionary public in association with the PLGA [People’s Liberation Guerrilla Army] fighters mounted a daring attack on the CRPF, killing 14 jawans and injuring 15 others,” he added. The Khammam District Police had an encounter with the Communist Party of India-Maoist (CPI-Maoist) cadres at Satyanarayanapuram village in Cherla mandal (administrative unit) on December 28, reports The Business Standard. Commenting on the encounter Telangana State Director General of Police (DGP) Anurag Sharma said that the encounter lasted for an hour. He said that a group of 10 to 15 Maoists had come to the village to set afire a communication tower. "The extremists opened fire and police retaliated. The exchange of fire lasted for an hour. The extremists fled leaving behind petrol cans and their material including three guns" the DGP added. He further said Maoist activity has come down in Telangana during 2014. Four people were killed in Maoist violence this year (2014) as against five last year (2013). One Maoist was killed in one of these gun battles. There were seven exchanges of fire between Police and Maoists this year (2014). As many as 68 Maoists surrendered during the year (2014). He also said Police were aware that Maoists would definitely try to regroup in the state. "Our force is prepared to contain and prevent them from entering into the state," he asserted. Meanwhile, the Maoists had also called for a shutdown in Warangal and Khammam Districts on December 28 to protest killing of a tribal youth by Police.

In a major operation, 44 Communist Party of IndiaMaoist (CPIMaoist) cadres and sympathisers have been arrested from different places in the insurgencyhit Bijapur District in Chhattisgarh over the past two days, reports The Times of India on December 31. According to Police, warrants were long pending against the arrested Maoists. They were involved in several Maoistrelated incidents including loot, arson, murder, attacks on security personnel, triggering bomb blasts and destroying Government properties. Police said, most of these ultras carried cash rewards on their heads. Officials said a strategy was planned for crackdown on the ultras after reviewing the arrest warrants and their allege involvement in crimes. "While 37 ultras were arrested on Tuesday December 30, seven others were nabbed on Wednesday December 31," said Bijapur Superintendent of Police K L Dhruv. He added that process is underway to produce them in a local court.

The cadres were identified as Sanjit Munda alias Ramesh (18) of Tintiligarh in West Singhbhum District of Jharkhand and Biswanath Bagda alias Akash(18) of Pankadihi under Gurundia Police Station in Sundargarh District. They were members of Sambalpur-Deogarh-Sundergarh division. While Sanjit had joined the Maoist group in 2010, Biswanath had joined the organisation recently. Sanjit was involved several Maoist activities in the Deogarh, Sambalpur, Sonepur and Angul areas.

The surrendered cadres have confessed to their involvement in a number of Maoist violence cases on the Odisha-Jharkhand border areas under Deogarh and Sambalpur Districts and said they under the leadership of Central Military Commission (CMC) members Samarji, Ajay Dehuri and Mishir Besra alias Sagar have killed innocent Adivasis in the name of ‘police informers’. SP Singh informed that the four along with other cadres had been collecting extortion money from industrialists, businessmen and contactors and had joined a number of ‘Praja Court’ (People’s Court, euphemism for Kangaroo court). Rajesh Topno had joined the outfit in 2005 was working as a member of the self-defense squad of the South Chhotanagpur Zonal Committee. He was carrying a cash reward of INR 100,000 on his head. A massive turnout of 78 % was recorded in the second and final phase of civic body polls for 103 urban bodies, in Chhattisgarh on December 31, reports The Times of India. The polling remained by and large peaceful. The second phase polling surpasses the 73% turnout in the first phase of civic polls. The combined turnout of about 75% is a record of sorts for the state and perhaps the highest ever witnessed in the civic elections. Polling was held between 7 AM and 3 PM in insurgency-hit Dantewada and Sukma while remaining areas witnessed voting from 8 AM to 5 PM, said State Election Commissioner, PC Dalei. According to State election commission office, highest turnout recorded in Dhamtari district (88 %) followed by Surguja (86%) and Raigarh (85%) while naxal-affected Dantewada witnessed lowest turnout of 60%. Some other Districts also recorded good voters' turnout - Bilaspur (75%), Raipur (75%), Rajnandgaon (81) and Durg (83%). A 73.06 % voting was registered in the first phase of polling on December 29 for 51 urban bodies. Counting will take place on January 4, 2015.

Addressing a press meet on December 31, Kerala Home Minister Ramesh Chennithala said that though Communist Party of India-Maoist (CPI-Maoist) presence had been identified in some pockets in the Western Ghats region of the State, they were yet to influence the public, including tribesmen, in the areas, reports The Hindu. But they were trying to influence the youths in cities and the two youths who were arrested in connection with an attack in Palakkad were the victims of it, Mr. Chennithala said.The Government had adopted a two-pronged strategy to counter the Maoist menace — strengthening the Police force and improving infrastructure facilities in tribal settlements, Chennithala said. The Government was planning to make a calendar to solve the issues of the tribesmen in a time-bound manner. Police presence would be strengthened wherever Maoist presence had been identified. Three meetings of senior police officials in Kerala, Karnataka and Tamil Nadu had already been held to address the issue. A meeting of Home Ministers of the three States would be convened soon. “Bullet is not the answer to solve the issue. Improving the economic and social conditions of the tribesmen in a time-bound manner are the better means to counter the menace,” the Minister said.
