A key Communist Party of India-Maoist (CPI-Maoist) leader Chambala Ravinder alias Arjun along with his wife Wetti Adime alias Ranitha surrendered before Telangana Director General of Police (DGP) Anurag Sharma on August 1, reports The Hindu. The surrendered couple was involved in many Maoist related incidents in Chhattisgarh and was carrying a reward of INR 2 million and INR 500,000 respectively on their heads. According to DGP Sharma, Chambala Ravinder decided to surrender due to differences with the Central Committee leadership of CPI-Maoist over certain issues.

Kashyap along with some other Maoists had killed three villagers in Kaknar area branding them as Police informer in December 2011. Jharkhand-based CPI-Maoist cadres have renewed their fight against People's Liberation Front of India (PLFI), a splinter group of the CPI-Maoist, in West Singhbhum District, reports New Indian Express on August 3. Maoists had put up banners and posters in Chakradharpur and nearby areas, including Manoharpur under West Singhbhum District, warning the PLFI members of dire consequences for indulging in criminal extortions. The propaganda material also exhorted the local villagers to unite against PLFI goons and punish them with the help of Maoists. Maoists criticised the PLFI members for forcing rural shopkeepers, anganwadi centres, contractors and industrialists to dole out money in the name of Maoists and threatened them of dire consequences.

Around 18 TPC cadres had taken shelter in the house of a fellow villager, Balram Sahu, when a huge squad of over 250 Maoists swooped down on Choti Kauriya village and killed some 14 of them while four of the cadres managed to flee. After the mass killing, the Maoists took away all the bodies before Police could reach the spot and Maoist ‘spokesperson’ Manaj Ji later claimed responsibility for the killings, saying it was a revenge for the Chatra attack on March 27, 2013, when the TPC had killed 10 of their aides. The empowered committee has been sanctioned INR 500 million to carry out the works initially. The Union Ministry of Home Affairs (MHA) is looking at an advanced mine detection system used by the western forces in Afghanistan, to tackle Improvised Explosive Device (IED) threats in Left-wing extremism-hit areas, The Times of India reports on August 21. IED attacks account for a major chunk of casualties suffered by the counter-Naxal forces. Stressing the need for employing the latest technology to defeat IED menace, the MHA has, in its latest action plan to fight Left-wing extremism, proposed mine detector AN/PSS 14, developed by US-based L3 Cyterra and used widely in Afghanistan, for the counter-Naxal grid. It has recommended that Institute of IED Management at Pune managed by Central Reserve Police Force (CRPF) be asked to study the system and make suggestions. The action plan also seeks better LWE solutions from low intensity conflict division of Defence Research and Development Organisation (DRDO). Among the other important ideas included in the proposed LWE action plan are state-level monitoring committees, comprising officers from the State Government, State Police, Union Home Ministry and Central para-military forces to review progress of anti-Maoist operations on a monthly basis. Also, the plan calls for focus on 35-40 worse-affected districts, where competent IAS/IPS officers may be posted. Officers who do well in the four years may be rewarded with preferential postings, foreign deputations and foreign courses. Taking a leaf out of Punjab's success in beating Sikh militancy, the action plan seeks experimenting with a single IG/DIG exercising command over both the state police and Central forces to ensure better coordination and response against the Communist Party of India-Maoist (CPI-Maoist). Besides, the plan suggests placing inter-state border junctions in select places like Jamui-Giridih and Sukma-Malkangiri under the jurisdiction of DIG/commandants of Central forces. It is to be seen how states view this suggestion, law and order being their exclusive domain. Projecting road connectivity as a game-changer, the Centre has suggested insurance subsidy for contractors, workers and machinery as well as incentivising timely completion of projects. A revised surrender policy and a cabinet sub-committee to expedite compensation to LWE victims, doubling of expenditure limit for civic action programes to INR 2 million and distribution of free TVs to residents of remote Naxal-hit villages are some of the other measures proposed to make the fight against LWE more effective. Importantly, the action plan endorses Kerala's demand for a Counter Insurgency and Anti-Terrorist Training facility, taking note of Maoists' plans to revive their south-west zonal committee at the Kerala-Tamil Nadu-Karnataka border.

The Union Cabinet on August 21 approved the proposal to install mobile towers in nine Naxal-affected states by state owned Bharat Sanchar Nigam Limited (BSNL) at the cost INR 32.16 billion that will be borne by the Union Government, reports NDTV. "The Cabinet has approved setting up of 1,836 new base transmission towers (BTS) in Left Wing Extremist affected districts. People in these areas and security forces have asked to improve the mobile connectivity in these districts," Telecom Minister Ravi Shankar Prasad said after a Cabinet meeting. He said 363 towers under the project have already been set up for which subsidy will be given from the Universal Services Obligation Fund. "The project implementation cost through the open tendering process is approximately Rs. 3,568 crore against the revised cost estimate of approximately Rs. 3,216 crore," Prasad said. The project to install mobile towers at 2,199 locations was to be completed by June but its progress was stuck due to difference in actual bids and project cost approved by then UPA government. The government has identified areas in Madhya Pradesh, Chhattisgarh, Andhra Pradesh, Bihar, Jharkhand, Maharashtra, West Bengal, Odisha, and Uttar Pradesh.

The consent of all Maoist-affected States and the Union Cabinet will be sought on the same. This comes after the Minister was told at a recent presentation by the Intelligence Bureau (IB) that though Maoists were on the back-foot and violence levels were down, there were concerns about lack of success in Bihar, Jharkhand and Chhattisgarh, necessitating a uniform approach towards the fight. The presentation put the strength of the CPI-Maoist at 6,000 armed cadres and 36,000 Jan Militia and said they held 4,000 regular and 6,000 country-made weapons. It was also pointed out that Sukma and Bijapur Districts in Chhattisgarh and Gadchiroli District in Maharashtra were the worst-affected. South Chhattisgarh is the "fountain-head" of Maoism with presence of large Maoist armed formations and location of the top leadership.

Dinesh Pandit, a wanted Communist Party of India-Maoist (CPI-Maoist) 'area commander' was arrested in a joint operation of Bihar Police and Central Reserve Police Force (CRPF) from Bajaria in East Champaran District on August 29, reports Zee News. Pandit was arrested along with a 7.62 mm pistol, 35 cartridges and several pieces of Naxal [Left-Wing Extremism (LWE)] literature. Pandit active in Sheohar District was involved in blasting the railway tracks in Muzaffarpur District along with several other incidents of violence.

A two-hour long encounter between Police and the Communist Party of India-Maoist (CPI-Maoist) took place after a group of Maoists attacked a Police camp at Kuku village under Chhipadohar Police Station in Latehar District on August 30, reports The Times of India. Around midnight, the Maoists encircled the camp and started firing, however, the Police were quick to retaliate forcing the Maoists to flee into the forest. An active member of Malangir Area Committee of the Communist Party of India-Maoist (CPI-Maoist), identified as Kosa (30), was arrested during a search operation of a joint Police team in Dantewada District on August 31, reports The Pioneer. Kosa was included as the member of their frontal organisation Dandkarandya Adivasi Kisan Mazdoor Sangathan, Malangir in 2012 and president of Tikanpal unit. Kosa’s main responsibility was membership drive which included holding meetings with villagers to convince them about the organisation’s ideology and plans, distribution and pasting of posters, Naxal [left-Wing Extremism (LWE)] literature and pamphlets in villages, road cutting, etc. Besides this, he also used to collect secret information about Police and forwarded it to the senior cadres and also committed crimes as per instructions of the senior cadres of the organization.

A live grenade, a pistol, two mortars, a dozen live cartridges, 100 bullet covers and drilling machines used for making guns among other things were recovered from the raid. Two hardcore cadres of the Peoples Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), were killed in an exchange of fire with Police and Central Reserve Police Force (CRPF) personnel at Kauajor forest under Bano Police Station limits in Simdega District on August 31, reports New Indian Express. Acting on a tip off about presence of 10 PLFI cadres, a team of Bano Police and CRPF raided the area. Seeing the Security Force (SF) personnel coming, the cadres opened fire, and in SF retaliation, hardcore armed cadre Panchu Badaik was killed on the spot, while another cadre Bharat Singh alias Tharthare, sustained bullet injuries and was shifted to Ranchi Institute of Medical Science (RIMS) where he succumbed to injuries, Simdega Superintendent of Police (SP) Aseem Bikrant Minz said. After the encounter three cadres, identified as Jibanmasi Topno, Sanjay Surin and Bhubaneswar Yadav were arrested by the SFs along with seven rifles, three small arms, 50 rounds of live bullets, uniforms, PLFI literatures and seven mobile phones.
