The Supreme Court, on November 9, said it was considering allowing the house arrest request of activist Gautam Navlakha incarcerated in connection with the Elgar Parishad-Communist Party of India-Maoist (CPI-Maoist) link case, reports The New Indian Express. The top court asked Additional Solicitor General (ASG), S V Raju, appearing for the National Investigation Agency (NIA), to seek instructions and inform it about restrictions that can be placed on Navlakha while keeping him under house arrest for a few days. A bench of justices K M Joseph and Hrishikesh Roy said it will pass the order Thursday after hearing the ASG. "He is a 70-year-old man. We don't know how long he will live. Certainly, he is going towards the inevitable. It's not that we are going to release him on bail. He is not going to enjoy the default bail that comrade Sudha (Bharadwaj) got. We are conscious that we have to tread carefully. We agree that house arrest as an alternative has to be used carefully." "We are concerned about what restriction would you like to place. Place whatever restrictions. It's not that he is going to destroy the country. At least let him remain under house arrest for a few days. Let's try to work it out," the bench said.

Four persons including a local Congress leader Sarat Buruda have been arrested and 19 others detained by the Malkangiri Police for blocking the National Highway 326 near Kotameta village in Mathili Tehsil (revenue unit) in Malkangiri District of Odisha, in protest against the killing of two persons by security personnel last week, reports Hindustan Times on November 14. The protesters said the two, identified by the Police as suspected cadres of the Communist Party of India-Maoist (CPI-Maoist), were killed in what they alleged was a “fake encounter”. However, Police officers said the two deceased could be ‘militia’ members who work for Maoist cadres. “We have recovered guns and some explosive substances from the Maoist camp. As Boipariguda is a known corridor for the cannabis trade, it is possible that the two militia members went to carry cannabis packages for Maoists. If they were ordinary porters, why did they go to the Maoist camp at night,” said a senior Police officer of Koraput District who asked not to be named. Earlier, South Asia Terrorism Portal (SATP) had reported that two CPI-Maoist cadres were killed in an exchange of fire with the Special Operation Group (SOG) in Koraput District on November 12.

The Central Reserve Police Force (CRPF) has established three new forward bases in the remote Naxal [Left Wing Extremism, LWE] violence affected areas of Chhattisgarh and Jharkhand as part of its strategy to strike deep into the Communist Party of India-Maoist (CPI-Maoist) strongholds, reports Outlook India on November 22. While one each Forward Operating Base (FOB) has been established in Chhattisgarh's Sukma and Bijapur districts, the third has been created in the West Singhbhum district of Jharkhand. These FOBs will serve as a base for the security forces to launch coordinated operations in the surrounding areas and will also help in cutting off the Maoist supply lines, a CRPF spokesperson said. The bases in Chhattisgarh are located in Dubbakonta under Chintagupha Police Station jurisdiction in Sukma and Nambi that lies within the Usoor Police Station limits in Bijapur. "Both the locations used to be strongholds of Maoists. The establishment of these new camps in the most interior areas will give an edge to the security forces as these will serve as a launch pad for offensive operations against Maoists close to their hideouts," the spokesperson said.

A woman Communist Party of India-Maoist (CPI-Maoist) cadre and three 'Jan Militia' members (people's army of the Maoists), members of the outlawed organisation surrendered before the Superintendent of Police (SP), G. Vineeth in Bhadradri Kothagudem District of Telangana on November 28, reports The Hindu. The surrendered include 20-year-old Madvi Muya, a Dalam (armed squad) member of the Chadranna Dalam from Chhattisgarh, and Ravva Deva (22), Kovasi Ganga (25), and Vando Dule (20), all 'Jan Militia' members from Cherla Mandal (administrative sub division) of Telangana’s Bhadrachalam Agency, the Police said. According to the Police, they attributed their surrender to disillusionment with the Maoist ideology and a desire to lead a peaceful life by joining the mainstream. Speaking to the media, the SP said the Naxals [Left Wing Extremists, LWEs] surrendered to Police as they were distressed at the ill-treatment of innocent tribals by Maoist leaders and decided to come out of the party to stay away from their violent acts, adds Telangana Today. The SP also said the Maoists had lost the support of villagers in agency areas in the district. The Maoists leaders and members were unable to protect themselves and hence they were depending on tribals for their survival. The Naxal leaders were extorting INR 500 from each family of hardworking adivasis and forcibly collecting essential commodities. When the tribals failed to attend the Maoists meetings, they were compelled to pay fines. If the adivasis refused to cooperate with Maoists they were branded as ‘police informers’ and were killed, he added.

During this, the organization has planned a large-scale recruitment, which was exposed after the encounter with the Hawk Force on the border of Mandla-Balaghat District on November 30. It has been learned from the documents recovered from them that the Naxal organization is going to recruit on a large scale. He has appealed to the young men and women to join the organization. According to the Police, a lot of Communist Party of India-Maoist (CPI-Maoist) documents have been found in the encounter with Naxalites in Supkhar Forest area of Balaghat. The Police is studying these documents. It is written in the leaflets found in them, 'Get recruited in large numbers in PLGA. Modi's counter-revolutionary solution 2017-2022: Down with the political attack, intensify the people's war by joining PGLA to demolish the system full of exploitation and oppression.' Naxalites have also pasted pamphlets on trees in the forest to emotionally mislead the youth and link them with PLGA, citing unemployment. In these leaflets, instead of any positive solution for employment, young men and women have been instigated to join PLGA. The PLGA has also questioned the plan to recruit for a short time in the army. By raising questions on this plan, the Naxalites have tried to instigate the youth. In this encounter, rifles ranging from AK-47 to 315-bore have been recovered from the Naxalites.
