A tribal shot dead in an ‘encounter’ eight days ago was an innocent villager and not a cadre of the Communist Party of India-Maoist (CPI-Maoist), Police in Narayanpur District of Chhattisgarh admitted on February 1, reports The Times of India. Police claim Manuram Nureti was caught in ‘crossfire’ during the encounter between District Reserve guard (DRG) and Maoists in a forest in the wee hours of January 24. Earlier, South Asia Terrorism Portal (SATP) reported, a CPI-Maoist cadre was killed in an encounter with Security Force (SF) personnel near a bridge in a forest, located about six kilometers from Bharanda Police Station in Narayanpur District on January 24. This stands rectified.

Tadkel ‘militia’ member Kumma, a resident of Bijapur village under Toyanar Panchayat (village level local-self-Government institution) of Bhairamgarh Area Committee, stricken by the hollow ideology of Maoists, surrendered before Deputy Inspector General of Police (DIGP) Central Reserve Police Force (CRPF) Vinay Kumar Singh and Dantewada Superintendent of Police (SP). District Police found a small explosives dump kept by cadres of the Communist Party of India-Maoist (CPI-Maoist) while conducting a combing operation in the reserve forest of Dodla village near Eturunagaram in Mulugu District of Telangana on February 1, reports The Times of India. Police said that they had received information that the explosives were hidden in the area by some Maoist party leaders including Bade Chokkarao alias Damodar. The Bomb Disposal Squad (BDS) recovered 10 gelatin sticks, 10 detonators, three Claymore mines, 33 Self Loading Rifle (SLR) live rounds, two used rounds of SLR and AK-47, a 100-metre electric wire and two kilo nails concealed in a bucket.

A Communist Party of India-Maoist (CPI-Maoist) cadre identified as Upendra Yadav was arrested while demanding ‘levy’ (extortion money) from a contractor in Khatponk village in Tisri Tehsil (revenue unit) in Giridih District of Jharkhand on February 2, reports tv9hindi.com. A construction work of a building is going on in Khatponk, whose ‘levy’ was demanded from the contractor. During interrogation of Upendra, it was found that the main conspirator of this incident is Pankaj of Bihar. Efforts are being made to arrest Pankaj. It is being said that both are members of the armed squad of Maoist leader Krishna Hansda.

Two Communist Party of India-Maoist (CPI-Maoist) cadres were killed in an encounter with Security Forces (SFs) in Lathia Forest under Chanan Police Station limits in Lakhisarai District of Bihar on February 2, reports The New Indian Express. One Self-Loading Rifle (SLR) and a pistol, earlier looted from the SF personnel, were recovered from the encounter spot. The slain Maoists were identified as Jagdish Koda and Birendra Koda, who were evading arrest in connection with Maoist related incidents. Following a tip-off about a congregation of Maoists combing operation was launched in Lathia Forest, and armed Maoists started opening fire on seeing the SFs proceeding towards their hideouts. A fierce gun-battle ensued, leaving two Maoists dead and several others injured. The injured, however, managed to escape taking advantage of the topography of the area. The incident followed the abduction of two members of a family recently, however, the father-son duos were later released under pressure from the Police.

The Communist Party of India-Maoist (CPI-Maoist) Dandakaranya Special Zonal Committee (DKSZC) on February 3 strongly condemned the false propaganda of the surrender of member and Battalion ‘commander’ Madvi Hidma to Telangana Police, reports Telangana Today. In a statement released to the media in Bhadradri Kothagudem of Telangana on February 3, DKSZC ‘spokesperson’ Vikalp alleged that the Central Government and the State Governments of Telangana and Chhattisgarh were on one hand intensifying “Prahar” offensive in the ongoing counter-revolutionary strategic offensive SAMADHAN against the revolutionary movement and on the other hand spreading lies and half-truths. They were distorting the facts and making false and vicious propaganda against the Maoists. The DKSZC member and Battalion ‘commander’, the ‘secretariat’ member, Hidma was among the people of Dandakaranya in the guerilla bases, Vikalp said. The DKSZC calls upon the entire oppressed classes, social sections, people, democrats, patriots to condemn and strongly oppose the false propaganda and the psychological war of the anti-people governments, he added.

Superintendent of Police (SP) Ajay Linda said along with West Singhbhum and Khunti District Forces, the 194th Battalion of the Central Reserve Police Force (CRPF) based in Khunti had jointly launched a search operation, and as soon as the Police team reached near Sidma hill, the banned PLFI cadres started firing, the SFs also gave a befitting reply after which the Naxalites [Left Wing Extremists, LWEs] fled towards the hill in the forest. The work of bridge construction has been started a few days ago on the Chintawagu River in Pamed area, about 80 kilometres from the Bijapur District Headquarters, and the machine was installed for soil testing on the banks of the river as the work was still in the initial stage. A camp of Security Forces (SFs) has been set up at the other end of the river, where the machines are kept for safety at the end of the work. When the Maoists who arrived in more than five in numbers in the night, put diesel in the machine and set it on fire, the soldiers fired paralite from the camp of the Security Forces (SFs) located on the other side of the river, due to which the Maoists fled.

Drone mounted cameras, or drone cameras as they are being called, are playing a crucial role in tracking Communist Party of India-Maoist (CPI-Maoist) cadres on the Telangana-Chhattisgarh border, reports The New Indian Express on February 5. After the introduction of the drone cameras, the job of the security personnel has been made much easier and less risky. The cameras are being used to track the Maoists in thick forest areas. The security personnel have been imparted training in using the drone cameras which are deployed in base camps. From these base camps, the drone operators are able to guide forces who are involved in the combing operations. The cameras help in the drone operators spotting Maoist movement quite early, sometimes in a radius of two or three kilometres, who then alert the forces on the ground. A Police officer in Bhadrachalam agency area said, “We have been alerted about Maoist movement many times in the recent days through drone cameras.” As part of ‘Operation Prahar’ the Security Forces have intensified combing operations in the border forest areas to eradicate Maoists. Besides using drone cameras, the government is also setting up base camps along the border. Already three base camps have been set up in Telangana and one more is coming up at Pusuguppa in Cherla Mandal (administrative sub-division) in Bhadradri Kothagudem District.

A journalist was killed in a landmine explosion suspected to have been planted by cadres of the Communist Party of India-Maoist (CPI-Maoist) to target the Security Forces (SFs) near Karlakhunta Bridge in Mohangiri area under Madanpur Rampur Police Station limits in Kalahandi District of Odisha on February 5, reports Kalinga TV. The Improvised Explosive Device (IED) had been planted near a poster by the Maoist outfit’s ‘Kalahandi-Kandhamal-Boudh-Nayagarh (KKBN) division’. The deceased journalist identified as Rohit Kumar Biswal (43), a resident of Madanpur Town in Madanpur Rampur Block (administrative unit) in Kalahandi District, was working as a reporter for a Odia daily local newspaper ‘Dharitri’, and Biswal reportedly got inputs from some reliable sources that Maoists had allegedly pasted posters near Karlakhunta Bridge in Mohangiri area under Madanpur Rampur Police Station limits. Inspector General of Police (IGP), Sundarraj P, who is in-charge of Bastar range, said, “As per primary information, engineer Ashok Pawar (38) and worker Anand Yadav (27), both residents of neighbouring Madhya Pradesh, were taken hostage by Maoists from a construction site near Bedre-Nugur villages at around 1pm [IST] on Friday [February 11, 2022],” adds Hindustan Times. The bridge measuring 700 metres is one of the expansive bridges being built on the Indravati River to connect Bijapur and Narayanpur Districts in Bastar division. It will connect Bedre to Abujhmad, which is a threat to Maoists. Work on the bridge started 5 months ago and is still on the initial stages. Since it is a sensitive bridge, security has been provided to the construction workers.

Superintendent of Police Ajay Linda said some of their sympathisers, too, have been taken into custody. He added that a former mukhiya (village headman) was among the sympathisers, who was given the responsibility of inviting Nayak to a football match in Jheelruwa on January 4, while two other locals, Pradhan Koda and Pusa Lugun, were told to keep a tab on Police movement. Linda said some of the arrested Maoists were also responsible for killing a munshi (clerk) of the forest department and a villager, besides setting a Joseph Cyril Bamford (JCB) Excavator machine on fire. The NIA, in coordination with Bihar Special Task Force (STF) and Central Reserve Police Force (CRPF), conducted searches at 26 locations of the accused and suspects in the districts of Jehanabad (8), Patna rural (2), Arwal (1), Nalanda (1), Gaya (8), Nawada (1) and Aurangabad (2) in Bihar, Koderma (1) district in Jharkhand, Bhubaneshwar (1) in Odisha and Nellore (1) in Andhra Pradesh. The case pertains to a network of terror financing being operated by CPI-Maoist cadres and Over Ground Workers (OGW)s in the Magadh region of Bihar, the official of the premier investigation agency said. In furtherance of their sinister motive, attempts are being made to raise funds for procurement of arms and ammunitions and recruitment of new cadres in liaison with incarcerated Naxals [Left Wing Extremists, LWEs] and OGWs in order to revive and strengthen Naxal activities in this region, the official said. During the searches, three country-made pistols, one .315 bore rifle, 59 live rounds, several digital devices, Naxal literature, incriminating documents and four kilograms of suspected narcotics have been seized, the NIA official said.

Based on a tip-off about the presence of senior Maoist cadres, an operation was launched and the security personnel were dispatched to the area, Superintendent of Police (SP), Shalabh Sinha said, adding, as the Police team reached Kosronda, ultras opened fire, prompting the personnel to launch a retaliatory action. During a search at the encounter site on February 18 morning, drag marks of bodies were found at the scene, indicating a possibility of damage suffered by Maoists. It is being told that there was heavy firing from both the sides. More than 500 rounds of bullets have been fired in the 40-minute encounter. In this, many Maoists have been claimed to have been killed and injured, however, neither the body of any Maoist nor any weapon was recovered from the spot, though, during the search, marks of being dragged away have definitely been found. Some daily consumable items were also recovered from the encounter spot.

Among the arrested persons are ‘zonal commander’ Balram Oraon, an accused in 82 cases, ‘sub-zonal commander’ Dashrath Singh Kherwar, ‘area commander’ Markush Nagesia and members Shaileshwar Oraon, Mukesh Korba, Viren Korba, Shailendra Nagesia, Sanjay Nagesia, and Sheela Kherwar. Kherwar and Nagesia are wanted in seven and 10 extremists related cases respectively, while others are accused persons in two cases each. Madhya Pradesh is formulating a policy for relief, rehabilitation, and surrender of Left-Wing Extremists (LWEs) that includes a provision for one-year parole for jailed Communist Party of India-Maoist (CPI-Maoist) cadres, who provide information for wiping out rebels from a particular region, reports Hindustan Times on February 23. The policy has been drafted amid an increase in Maoist activity, especially in Mandla, Dindori, and Balaghat bordering Maharashtra and Chhattisgarh. The parole provision is not in Maoist surrender policies of LWE-hit States such as Chhattisgarh, Odisha, Jharkhand, and Maharashtra. A home department officer, who did not wish to be named, said the draft of the policy will soon be presented before the Cabinet for approval. “A first of its kind provision will give chance to convicted Maoist to get parole of one year by sharing information regarding top Maoist leaders, their movement, their diversification plans, sources of finance and arms that can help the forces to eliminate rebels from a particular area,” reads the copy of the draft. The State Government has powers to grant parole to convicts and a home secretary-led committee decides such applications. The policy says the district and state-level committees will be formed to decide whether a Maoist is eligible for surrender or not. “The surrendered Maoists will get ₹5 lakh [INR 500,000] or money equivalent to reward on their arrest, whichever is higher, and also ₹6,000 [INR 6,000] monthly for 36 months for professional training to restart their lives. Unmarried Maoists will get ₹25,000 [INR 25,000] for weddings. They will get health insurance under Ayushman Bharat Scheme, a house under Pradhan Mantri Awas Scheme, and a ration under food security scheme,” the draft policy says.

The NIA had earlier arrested 11 persons in this case that pertains to an attack on the Police party by the cadres of CPI-Maoist on June 14, 2019, at Kukru Haat in Seraikela Kharsawan District, in which five Police personnel were killed and their arms and ammunitions were looted. The agency had also filed a charge sheet against them. Initially, a case was lodged on June 15, 2019, at the Tiruldih Police Station of Seraikela Kharsawan District. According to CRPF officials, the force has 34 operative FOBs in the Left Wing Extremism (LWE) regions while it was decided to add up 25 more by the end of 2022. "So far, 11 bases have been set up and the rest will be added up by the end of this year," an official said. As per the force officials, the four FOBs - Elarmadugu, Kollaiguda, Karigundam, and Potakpalli - on the Bheji-Chintagufa axis have been set up while Minapa, Elmagunda and Mukram Nala on the Kistaram-Chintalnar axis, Tarrem and Mokur on Basaguda-Pamed axis, and Dharmavaram and Galgam on Usoor-Pamed axis have been established. The CRPF officials said that the pending FOB at Silger on Basaguda-Pamed axis, T-Junction, Kunded, Bedre on Basaguda-Jagargunda axis and Nabmi on Usoor-Pamed axis will be taken up this year. The FOBs will be better fortified while the security forces will be equipped with the latest weapons, bullet and land mine proof vehicles and better medical facilities.

Sonu Korsa (35), Munna Hapka (37), Mangal Korsa (26) and Sonu Hapka (27) were arrested from Padeda-Cherpal area under Bijapur Police Station limits, while Korsa Sannu (30) was arrested from a different location in the same area, Additional Superintendent of Police (ASP), Pankaj Shukla said. According to the information, due to ill health, the CAF trooper Arjun Kudiyam had gone on leave to his home town and was getting his treatment while staying with his family in his home in Dhanora village. The Maoists abducted Kudiyam and killed him and threw the body on the road. Police recovered the dead body from the Reddy Road of Gangaloor-Madkampara area. The Gangaloor Area Committee of the Maoists has claimed the responsibility of killing the trooper by throwing a pamphlet along with the dead body. Based on a tip-off about hidden arms, the Police launched an anti-Maoist operation in Gram Jamtola Forest on February 23, Police said, adding that a pressure cooker bomb, a detonator, four gelatin sticks, six sprinter steel pieces, 45 gm gun powder and other Naxal [Left Wing Extremism, LWE]-related articles were among the recoveries. The explosives were recovered amid the ongoing Tactical Counter Offensive Campaign (TCOC). Communist Party of India-Maoist (CPI-Maoist) ‘Special Area Committee (SAC)’ member Umesh Yadav alias Vimal Yadav alias Radheshyam Yadav, having a bounty of INR 2.5 million on his arrest, surrendered before Police in Ranchi District of Jharkhand on February 25, reports The Times of India. Yadav who is a native of Jehanabad District in Bihar, joined the extremist organization in 1995 and rose to the rank of ‘sub-zonal commander’ in 2005, was active in the Maoist hub Burha Pahar and was wanted in more than 25 cases registered with Police Stations of Jehanabad in Bihar and Garhwa, Latehar and Ranchi Districts in Jharkhand. He became the ‘zonal commander’ in 2009, the ‘regional commander’ in 2011, SAC member in 2014 and in-charge of the outlawed group’s eastern region bureau platoon in 2019. In a statement Bhadradri Kothagudem on February 26 he informed the construction of a new bridge over the Gubbalamangi stream at Chintaguppa Dummugudem Mandal (administrative sub-division) in the district nearing completion. The bridge was aimed to connect Telangana and Chhattisgarh States. However, the Maoists have tried to obstruct construction work by setting construction equipment and machinery on fire on February 22. Police have information that around 80 members of the militia and Maoists belonging to Telangana cadre were involved in the act. A Joseph Cyril Bamford (JCB) Excavator machine, four tractors, one concrete mixing machine and a tractor trolley were burnt. In addition to that Maoists have forcefully snatched away some money, three tractors, a motorcycle, clothes and gold from the residents of Chintaguppa village, SP said. The innocent agency residents were being looted by the Maoists besides causing hindrance in the development of agency villages. Hence people in agency villages should inform Police about movements of Maoists to Police, he added.

Bhuiyan, who is wanted in 57 cases, was arrested from Sildalia in Palamu District, while Ganjhu, wanted in 25 cases, was arrested from Dewbar area in Latehar District. Palamu District Armed Police (DAP) along with Sashastra Seema Bal (SSB) Bihar arrested ‘area commander’ Arvind Ram and five others, of the Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), bringing a sense of relief to brick kiln operators in Bihar and Jharkhand, from Hussainabad Town in Palamu District of Jharkhand on February 26, reports lagatar24.com. The JJMP ‘area commander’ Arvind had created a reign of terror among the brick kiln operators, and it was a trans-border terror. Farmers who produce coarse grains on the river Sone’s dry land in Bihar were also required to pay the ‘levy’ (extortion money) to this JJMP rebel. Arvind is a renegade criminal who has worked as a Maoist, a dacoit, and a member of the Tritiya Sammelan Prastuti Committee/Tritiya Prastuti Committee (TSPC/TPC), a CPI-Maoist splinter group, before joining the JJMP. He spent three years in Rajasthan’s Jaipur jail, but that did not make him a reasonable guy, according to the Superintendent of Police (SP), Palamu, Chandan Kumar Sinha. There are 15 cases against Arvind, and Police in Bihar and Jharkhand were looking for him. The six JJMP cadres had arrived in Jharkhand’s Palamu (Hussainabad) to extort money from a brick kiln operator but their plan was foiled by the SSB Bihar and the Jharkhand Palamu DAP. Police recovered a well-finished country-made rifle and Katta with 10 rounds of ammunition, as well as seven cell phones, from the possession of the six arrested cadres.

The Maoists, three of them carrying cash rewards of INR 100,000 each on their heads, turned themselves in before Police and Central Reserve Police Force (CRPF) officials at Bhejji Police Station in the district on February 27 evening, citing disappointment with the "inhuman" and "hollow" Maoist ideology. All the rebels, whose identities are yet to be ascertained, hailed from Bodhrajpadar village in Bhejji area and were active as lower rung cadres of the CPI-Maoist. Kamal Lochan Kashyap, Bijapur District Superintendent of Police (SP) said, “Based on an intelligence input about the movement of Maoists in the region, a joint team of the Bijapur district reserve guards (DRG) and CRPF [Central Reserve Police Force] was out on a search operation. When the forces arrived close to the forested terrain of Durda, about 30 km from the district headquarters, an encounter ensued. Two bodies of women cadres in uniform of the banned outfit were recovered from the site.” There was however no report of any injury sustained by the SFs that safely returned, the SP said, adding the Bijapur Police are identifying the bodies. The SFs also recovered one locally-made rifle, ammunition and explosives.

A trooper from the Special Task Force (STF) of the Chhattisgarh Police was injured in a firing between Communist Party of India-Maoist (CPI-Maoist) cadres and the Security Forces (SFs) at a newly set up Police camp at Potakpalli village under Kistaram Police Station limits in Sukma District of Chhattisgarh on February 28 night, reports The New Indian Express. The STF and other units were stationed in the camp, which was established last month in Potakpalli, located over 450 kilometres from capital Raipur, and considered as a core area of Maoists. The Maoists opened fire with rifles and Under-Barrel Grenade Launchers (UBGLs) at a newly set up Police camp. "The exchange of fire lasted for around two hours, following which the ultras escaped into dense forests. An STF jawan sustained minor injury in the skirmish and was administered treatment at the camp itself," Inspector General of Police (IGP), Bastar range, Sundarraj P said, adding that his condition was said to be normal.

Police recovered a huge number of explosives during anti Naxal [Left Wing Extremism, LWE] Operation from the remote Putar Forest in Lohardaga District on February 28, reports jagran.com. The recovered explosives included 175 kilograms of ammonium nitrate and several empty containers. Police have recovered explosives on the behest of two Communist Party of India-Maoist (CPI-Maoist) cadres, Dashrath and Markus, the ‘regional commander’ of the CPI-Maoist, taken on remand. During interrogation, the Maoists told the Police team that they had hidden ammonium nitrate and empty containers to prepare a huge amount of explosions to damage the Security Forces (SFs) in the Putar forest. Later on, the recovered explosives were destroyed safely in the forest by the Bomb Disposal Squad (BDS) team of the SFs.
