Police launched an intensive combing operation in the Kailash Tekdi Forest area in Boath mandal in Adilabad District of Telangana, adjoining Maharashtra, in the early hours of Thursday (September 1) following suspected movement of armed cadres of the Communist Party of India-Maoist (CPI-Maoist) on the other side of the inter-State border. Police teams fanned out to the fringe areas of the forests in Boath mandal based on specific inputs about the movement of ultras along the Telangana-Maharashtra border, sources said. Vigil has been stepped up in the interior border villages to track down the rebels, believed to have entered into the forest area straddling the Telangana-Chhattisgarh border, a few days ago.

Two cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed in an encounter during a joint operation by the Central Reserve Police Force (CRPF)'s Commando Battalion for Resolute Action (CoBRA), Jharkhand Jaguar and the State Police, in Seraikela-Kharsawan District of Jharkhand on September 2 morning, reports India Today. Deputy Inspector General of Police (DIGP), Kolhan division, Ajay Linda said, "Two CPI(Maoist) members were gunned down in an operation at Baruda forest in Kuchai police station area," adding, that the bodies were recovered by the forces along with arms and ammunition including an SLR [Self Loading Rifle], over 100 live cartridges, magazines, detonators and wireless sets. The slain Maoists were identified as 32-year-old Kali Munad and Reela Mala Manjhi (22), both were ‘section commanders’ of squad of CPI-Maoists’ ‘Central Committee (CC)’ member Anal da alias Toofan alias Patiram Manjhi alias Patiram Marandi alias Ramesh, who carries a cash reward of INR 10 million on his head. During the operation, one Maoist camp was also destroyed by the forces.

Two Communist Party of India-Maoist (CPI-Maoist) cadres surrendered under the 'Lon Varratu' (Return to your home/village) campaign in Dantewada District of Chhattisgarh on September 3, reports en.lalluram.com. Superintendent of Police (SP), Siddhant Tiwari in a media interaction revealed the surrendered Maoists (whose identity is yet to be disclosed) were involved in crimes like Improvised Explosive Device (IED) blasts, thefts and murders. A self-styled ‘commander’ of the Tritiya Sammelan Prastuti Committee (TSPC/TPC), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), has been arrested in Palamu District of Jharkhand on September 5, reports The Print. Police arrested Nirmal Bhuiyan when he came to Block Programme Officer Meena Devi’s residence in Gongad village under Panki Police Station area on Sunday (September 4) night to extort money. He assaulted Devi and her husband when they refused to accept his demand, Medininagar Sub-divisional Police Officer (SDPO) Surjit Kumar said. On being informed about the incident, a Police team rushed to the spot and arrested the Bhuiyan, who had come to the village alone. Around half-a-dozen cases have been registered against him in various Police Stations in Latehar and Palamu Districts, Kumar said. Bhuiyan was active in the banned outfit since 2012 and was evading arrest.

A Chinese-made drone was recovered during a search operation in Aurangabad District of Bihar on September 6, reports timesnownews.com. According to the Police they had received a tip off about an impending Naxal [Left Wing Extremism, LWE] attack against Security Forces (SFs) in the forest area under the Madanpur Police Station. The recovery also included high grade communication devices and Naxal literature were also recovered. Aurangabad Superintendent of Police (SP), Kantesh Kumar Mishra said, "We recovered one drone of foreign origin, around 15 Motorola sets...and a lot of Naxal literary material." Police officials however have expressed concern over the discovery of a drone - the first time such a gadget has been recovered from the Communist Party of India-Maoist (CPI-Maoist).

A large haul of explosives was recovered by the Security Forces (SFs) during Operation Octopus, on September 6, from a bunker at Budha Pahar in Latehar District of Jharkhand, a safe haven of Communist Party of India-Maoist (CPI-Maoist) cadres for the last two decades, reports daijiworld.com. During the operation going on for the last 15 days, the Maoists tried to stop the SFs by conducting more than 30 serial blasts in the Thaliya and Tisia Forests adjacent to the mountain, but the SFs proceeded with full caution. During this, there was a big success on September 6 as SFs seized a large quantity of explosives from the bunker, including a Chinese cylinder grenade, 35 Chinese grenades, three Chinese cone grenades, two cylinder bombs of 10 kilograms, 11 landmines of 3 kilograms, seven landmines of two kilograms, six landmines of one kilogram, five Tiffin bombs, one pressure cooker bomb, 25 arrow bombs, 2 kilograms ammonium nitrate, two kilograms urea, semi-finished barrel grenade launcher, drill machine, 350 rounds of Self Loading Rifle (SLR), 16 can landmines, three pressure landmines, and 500 meters of codex wire. Latehar SP Anjani Anjan said, the bunker was demolished after the recovery of the explosives.

Three cadres of the Communist Party of India-Maoist (CPI-Maoist), identified as Madkam Hidme, Punem Kanna and Karam Sukku, surrendered before the Security Forces (SFs) in Sukma District of Chhattisgarh on September 6, reports The Print. The Maoists, including a woman who was the ‘vice-president’ of Jantana Sarkar ('Peoples' Government' of the Maoists), surrendered before the Police and Central Reserve Police Force (CRPF) during the day, an official said. The surrendered Maoists were impressed by the state government’s rehabilitation policy and the district administration’s campaign ‘Puna Narkom’ (a term in local Gondi dialect which means new dawn), he said. Madkam was the ‘vice-president’ of Jantana Sarkar in Bijapur, while Punem was a member of the Maoist’s doctor committee and Karam was the ‘vice-president’ of Peddagalur Jantana Sarkar in Bijapur District, the official said. The trio was allegedly involved in an encounter at Budgicheru village in Bijapur District in 2015, he said.

Alleging that the outlawed Communist Party of India-Maoist (CPI-Maoist) are luring innocent people into their party, Additional Superintendent of Police (ASP) Sudhir Ramnath Kekan has urged people to cooperate with the Police to check the spread of Maoist activities in Mulugu District of Telangana, reports Telangana Today. ASP, Kekan has also urged people to provide information about the movement of the Maoists leaders and cadre. On September 7, the ASP released the posters containing the pictures of the Maoists who have been allegedly moving in the Mulugu District. On the occasion, he said that the Maoist leaders, who have been carrying out many violent activities under the guise of a possible new democratic revolution for decades, had become a hindrance to the development of the poor tribal and tribal areas. “Telangana police is taking various measures and using new development tools like CCTV cameras, for better monitoring and prevention of crime with the help of society. Intending to reach more people in the Agency area and tribal areas, the police are working to find out their problems and solve them through programmes like community policing. Several rounds of bullets were fired from both sides in this encounter, and after the encounter the Police launched a search operation, during which many items including rifles were recovered. Confirming the encounter, Superintendent of Police (SP), Anjani Anjan said that there was information about the gathering of JJMP militants in Kedli forest. On this information, a joint raid operation was conducted by the District Police Force. On seeing the Police in the forest, the militants started firing, to which the Police retaliated by firing on the militants, and an encounter took place between JJMP militants and Police in Kedli Tola of Pesharar Panchayat. During this, the militants fled into the forest after seeing the Police being overwhelmed. It is being told that many militants including Pappu Lohra, the supremo of Naxalite organization JJMP, Lovelesh Ganjhu were involved in the police-Naxal encounter in Latehar. Jharkhand Police’s domination over the Communist Party of India-Maoist (CPI-Maoist) stronghold of Burha Pahar, located in Garhwa and Latehar Districts, was established after continuous operations against the extremists at various levels in the past two years such as cutting off their financial flow and disrupting their supply chain, reports The Times of India on September 20. Burha Pahar was considered one of the impregnable fortresses of the Maoists with its command remaining in the hands of top Maoists, including central committee members Arvind Ji, Sudhakaran and Mithlesh Mehta over the years. Police said the Maoist think tank used to gather here to chalk out disruptive activities and also train squads to execute their plans in different States, including Jharkhand, Bihar and Chhattisgarh. Though Police aimed to end the Maoists’ domination over Burha Pahar, it faced a tough task. The difficult topography, including dense forest and steep rocks made scaling of the hill difficult. The Maoists had also planted landmines on the paths leading to the top of the hill in a bid to repel the Security Forces (SFs). A strong contingent of Maoists used to be present to take on the Police force conducting operations in this area. The Police had sustained several reverses, including loss of around half a dozen Policemen in 2018 in its efforts to capture the hill. In a long-term strategy, the Police first decided to cut off the flow of money collected as levy from Bauxite mines to the Maoists in Burha Pahar. The key Maoist responsible for mobilising funds from the mines — Budheswar — was killed in an operation in Gumla in Kurumgarh last year.

Kanker Superintendent of Police (SP), Shalabh Sinha said that Singh, a resident of Khutgaon village, was a former Sarpanch (head of the Panchayat, village level local self-Government institution) and was involved in works related to the transportation of iron ore from the mine. Superintendent of Police (SP), Ankit Goyal said that Anil, carrying a reward of INR 400,000, joined a Kasansur group in December 2009 and then worked with various other Maoist Dalams (armed squad), working as a ‘militia’ for the past 10 years. He was wanted for several major offences, including the 2011 Khobramenda encounter and Gyarapatti Road ambush, and the Chhota Zeliya firing cases, which left one Central Reserve Police Force (CRPF) trooper dead and 10 injured. Hailing from Chhattisgarh State, Roshani, with a reward of INR 200,000, became a rebel in 2009 with the Jetpur Maoist group, then worked in several other Dalams before being promoted as a ‘militia’ in 2018 till date. Stating that Left-Wing Extremism (LWE) has declined in the State, officials said that eight of Jharkhand's 24 Districts are at present LWE-free. Twenty-five forward posts or camps have been set up in extremely Maoist-affected zones such as Budha Pahad, Parasnath, Saranda, Podahat and Chatra-Gaya, they said. "In the past seven or eight years, many Naxals have been killed in different encounters and their numbers, presence and capabilities have reduced,” Gadchiroli, Superintendent of Police (SP), Ankit Goyal said, adding, “Secondly, they used to forcibly recruit some locals while others used to join of their own accord. Now we have observed that the number of people getting recruited from Gadchiroli is negligible." Goyal said that until about seven years ago, “in a dalam [the rebels are organised into groups called dalams], 15% used to be outsiders while the rest were locals. Now the percentage of people from Gadchiroli has fallen drastically.” The District Police chief attributed this to factors such as better administrative outreach, rising confidence in the administration, and improved infrastructure. “The Police Dadalora scheme, in which we implement government schemes and give jobs to locals, has helped,” he said, adding, “In two years we have given more than 6,000 people jobs or self-employment opportunities. In places deep in the jungle, this has more impact." According to the Gadchiroli Police’s data, 137 extremists were killed in encounters till Aug 31, 2022, while the number of Dalam (armed squad) members fell to 120 from 180. “Police killed 54 Naxalites in the past two years while several others were arrested,” an officer said. “Similarly, 196 Naxalites were arrested from 2017 till August 31 this year while 91 others surrendered in the same period." Security was beefed up for IT Minister and working president of Telangana Rashtra Samiti (TRS) party KT Rama Rao following information that some action teams of Communist Party of India-Maoist (CPI-Maoist) have entered Telangana, especially into erstwhile Adilabad District of Telangana and that the Opposition might stage protests against the minister, reports Deccan Chronicle on September 29. The Maoists issued letters warning some TRS Member of Legislative Assemblies (MLAs) of dire consequences for the “cheating” they did on the State’s unemployed youth by not fulfilling the promise of providing them jobs. The banned Communist Party of India-Maoist (CPI-Maoist) are again trying to get back their foothold in Telangana while Police have also become active in thwarting their efforts, reports Deccan Chronicle on September 29. About 15 years ago, cadres of CPI-Maoist had been quite active in Telangana, especially in agency and forest areas. They terrorised people, particularly contractors and public representatives, and collected “donations” from them. But following concerted strategies implemented by Police after formation of Telangana State, the banned extremist organisation lost its grip and shifted base to neighbouring Chhattisgarh State. However, several incidents in recent past indicate that they are trying to make their presence felt again. One of them is an encounter last August between Police and members of the Maoist group in the forest region of Damera Thogu and Chimalapadu in Gundala Mandal (administrative subdivision) on borders of Mulugu and Bhadradri Kothagudem Districts. There were no casualties or injuries on both sides. Recently, Venkatesh, ‘secretary’ of ‘Bhupalpally-Mahabubabad-Warangal-Peddapalli (BMWP) division committee’ of Maoists, released a letter demanding that Ramagundam Member of legislative Assembly (MLA) Korakanti Chander Patel return ₹45 crore allegedly collected by him and his henchmen from unemployed youth to get them jobs in Ramagundam Fertiliser Company Limited (RFCL). Venkatesh alias Kakanala Raji Reddy alias Dharmanna, went on to mention names of MLA's relatives, followers and company contractors who had allegedly benefitted. He warned each of them to reimburse the money collected to unemployed youth or face consequences. In the interim, intelligence department has cautioned officials of Godavari catchment area to be cautious as two Maoist groups – Adelgu and Mangula, have infiltrated into Telangana State. Deputy Superintendent of Police (DSP), Sadaiah of Mahabubabad District said after a long break, Maoist groups that had shifted from Telangana to neighbouring States are trying to enter the State again.

A woman Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter between Security Forces (SFs) and the Maoists in Kapewancha Forests in Aheri subdivision in Gadchiroli District of Maharashtra on September 30, reports english.ajitweekly.com. Following a tip-off that 30-40 Maoists of the banned CPI-Maoist from the Aheri and Permili groups were planning to carry out attacks in the area, SFs launched anti-Maoist operations late on Wednesday (September 28) evening. “The crack commandos of the C-60 squad were carrying out searches in the forest when the hidden extremists suddenly opened fire at them,” Superintendent of Police (SP), Ankit Goyal said, adding, “The C-60 commandos appealed to the Maoists to stop the firing and surrender, but they did not and continued shooting. The C-60 commandos retaliated with vigour in self-defence.” The Maoists took advantage of the thick forest cover and fled the scene. After the encounter ended, SFs carried out a combing operation in the region and found the body of a woman Maoist, clad in a dark green uniform, whose identity is being ascertained. SFs recovered an 8 mm rifle, ammunition and daily essential items from the spot.
