Two cadres of the Communist Party of India-Maoist (CPI-Maoist), including a top leader who was carrying a bounty of INR one million on his head, surrendered before Security Forces (SFs) in Ranchi District of Jharkhand on March 1, reports The Print. “Zonal commander of the banned CPI (Maoist) Suresh Singh Munda, who was carrying a bounty of Rs 10 lakh [one million] on his head, and area commander Lodro Lohra alias Subhash surrendered. They will get aid under the state’s surrender and rehabilitation policy,” Inspector General of Police (IGP), Operations, Amol V Homkar said. Munda, who was active in the outfit for the last 25 years, was wanted in 67 cases in Ranchi, Khunti, Chaibasa and Seraikela Kharsawan districts, while Lohra was carrying a reward of INR 200,000 on his head and booked in 54 cases, the IGP said.

A Communist Party of India-Maoist (CPI-Maoist) cadre identified as Lakhma Kawasi was killed in an encounter between the District Reserve Guard (DRG) team and Maoists in the forest near Tumkapal village under Katekalyan Police Station limits in Dantewada District of Chhattisgarh on March 1, reports The Print. Kawasi, a resident Kodopal under Katekalyan Police Station, carrying a reward of INR 300,000 on his head by the Chhattisgarh Government is a member of Platoon ‘Commander’ 31, Darba Division. Following the encounter, Police recovered a pistol, five kilograms Improvised Explosive Device (IED), books, Maoist uniform, wires, items of daily use and other materials from the encounter site.

Three cadres of the Tritiya Sammelan Prastuti Committee (TSPC/TPC), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), were arrested following an encounter between the Naxalites [Left Wing Extremists, LWEs] and Police during a search operation jointly carried out by the District Armed Police and the Central Reserve Police Force (CRPF) in a forest near Turkun village in Palamu District of Jharkhand on March 1, reports prabhasakshi.com. Superintendent of Police (SP), Chandan Kumar Sinha told reporters that weapons were also recovered from the spot after the encounter. Bangles were also recovered from the spot which indicated that women cadre were also present there. The identities of the arrested LWEs are yet to be ascertained.

In a setback to the National Investigation Agency (NIA), the Chhattisgarh High Court on March 2 dismissed the probe agency’s appeal to quash or transfer the second First Information Report (FIR) registered in connection with the 2013 Maoist attack in Jheeram valley that had killed 29 persons, including several senior Congress leaders, reports The Indian Express. The FIR in question was filed by slain Congress leader Uday Mudliar’s son Jitendra Mudliar in 2020. A division bench of justices RCS Samant and Arvind Chandel passed the order, clearing way for the State Police to carry on with the investigation into the alleged conspiracy behind the attack. The central probe agency had moved the High Court after a special NIA court in Jagdalpur had rejected its plea. Reportedly, on May 25, 2013, Maoists ambushed and killed 29 persons, including senior leaders Nand Kumar Patel, Vidya Charan Shukla and Mahendra Karma, during a poll campaigning tour in Bastar. The Congress had alleged “a bigger political conspiracy” behind the attack, demanding an independent inquiry. The case was transferred to the NIA the same year and the Congress party termed the agency’s 2016 probe report “more of a cover-up than an investigation”.

Superintendent of Police (SP), Ashish Bharti said that arrested Maoist Yadav has been booked for murder under Police case number 10. /06 in the year 2006 in Adhaura Police Station limits in Kaimur District. The Gaya district administration has initiated a slew of measures for strengthening the Security Forces (SFs) to curb Communist Party of India-Maoist (CPI-Maoist) activities as well as providing basic amenities and livelihood opportunities to locals in the hinterlands, reports The Times of India on March 3. A big conference hall would soon come up at the Gaya Police Lines for holding strategic meetings to curb Maoist activities in and around the district, including neighbouring Aurangabad. An administrative sanction for construction of the same has recently been accorded under the special central assistance scheme. Besides, nod has been given for development of 11 heath centres in Sherghati sub-division to provide basic health facilities to locals. There is special focus under special central assistance scheme on building supplementary infrastructure for paramilitary forces, health infrastructure in remote villages besides, development of facilities for the common people in health, education, agriculture and other sectors with employment and income generation opportunities. Gaya District Magistrate (DM) Thiyagarajan SM said, “Infrastructure has to be developed at the SSB (Sashastra Seema Bal) camp at Gurpa, CRPF (Central Reserve Police Force) camp at Salaiya and the camps of paramilitary forces in Sherghati sub-division. Apart from strengthening the paramilitary forces with additional facilities at the camps, administrative sanction has been accorded for construction of a big conference hall at police lines here. A plan has been prepared to curb Maoist activities in and around Gaya district. A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Ramdular Yadav, allegedly active in extorting contractors and businessmen and involved in expanding the Maoist-base, was arrested by a joint team of Police and Sashastra Seema Bal (SSB) from the hilly forest areas of Kaimur plateau in Rohtas District of Bihar on March 4, reports Hindustan Times. Yadav, a resident of Banda village under Nauhatta Police Station had been active for a decade and was raising funds and recruiting cadres to strengthen the extremist organisation on the plateau, Superintendent of Police (SP), Ashish Bharti said. On a tip off that Yadav was to come to the market, the Police and SSB cordoned off the area and launched a search. The Maoist was arrested when he was trying to escape after seeing the forces. The outfit also asked people to take lessons from the Russian aggression of Ukraine and described it as a fallout of the growing power of the “capitalist, fascist rulers”. It also drew a parallel between the Ukraine crisis and the Police action against the Maoists in the country. The bandh was called by the outfit’s Bihar- Jharkhand-North Chhattisgarh-Uttar Pradesh Simant Regional Committee (BJNCUPSRC) in Magadh division of Bihar, north and south Chhotanagpur divisions and Palamu division of Jharkhand. In a release, BJNCUPSRC ‘spokesperson’ Manas said, “Earlier, Ukraine was part of the socialist republic founded by great communist leaders — comrade Stalin and Lenin but with the growing power of imperialist and capitalist regimes, the republic disintegrated. The armed Maoists, a gang of six, were spotted in Seethapara tribal settlement and they demanded food items from the locals. The armed Maoists were seen near the river bank at around 7:30 PM [IST]. The gang asked the residents who came to bathe to purchase rice for them. However, the residents informed that they cannot get it. Then the Maoists demanded the residents to get rice from their own houses. They held two people under captive and sent the others. After the two residents brought rice, the Maoists left the place. Earlier on March 8, armed Maoists reached the Pushupagiri region and entered three houses to seize food staples. There were four women and two men in the gang. From the three houses, the gang took items like rice, coconut and bakery products. Interestingly, from one house, they even had tea and charged the mobile phone. From another house, they seized soap and nails. It is suspected that the Maoists spotted from two different places was from the same gang.

A judicial probe report, which was tabled by Chief Minister Bhupesh Baghel, said the security forces had opened fire on tribal people celebrating Pandum festival in panic. According to the report, the Security Forces passing through Edesmetta village in Bijapur district on the intervening night of May 17 and 18, 2013, had spotted a gathering and suspected that they were Maoists. Soon after the force members took position and opened fire on the crowd. The judicial probe had found that there was no aggression from the tribals as there was no evidence that they opened fire. The probe had categorically mentioned that the firing did not take place in self-defence. The enquiry commission had deduced that the firing took place in nervousness and was a direct result of mistaken identity from the side of security forces. Special Judge (NIA Act) Vinod Kumar Dewangan passed the order on March 14. Besides Sori, the court also acquitted her activist nephew Lingaram Kodopi, construction contractor B.K. Lala and then Essar company official D.V.C.S. Verma, citing that the prosecution has failed to prove the charges against the accused. Therefore, in the absence of corroborative evidence, the accused are acquitted, the court said in a 76-page order. Sori and Kodopi were arrested on charges of acting as Communist Party of India-Maoist (CPI-Maoist) conduits and allegedly receiving "protection money" for the rebels from the Essar company. Lack of road connectivity remains a “serious” challenge for Security Forces (SFs) who are moving deeper into Communist Party of India-Maoist (CPI-Maoist)-dominated areas of Chhattisgarh to set up new camps every year, Central Reserve Police Force (CRPF) Director General (DG), Kuldiep Singh, said on March 17, reports The Indian Express. He said the force has set up 20 Forward Operating Bases (FOBs) deep inside the State’s forests but over 330 kilometres of roads in the Sukma-Bijapur-Dantewada region are pending completion for almost 12 years. “The issue of roads (in the core Naxal [Left Wing Extremism, LWE] zone) is a serious one. Our camps are increasing by the day, deeper in Maoist areas. But we don’t have roads connecting them. There are projects stuck since 2007-08,” he said. According to CRPF data, 58 FOBs have been set up by the CRPF in zones affected by Left Wing Extremism (LWE) since 2020. Of these, 35 have been set up in the past one year alone, mostly in Chhattisgarh where Maoists continue to hold sway in parts of South Bastar. At the same time, the data show, only 50 per cent work has been completed on the 331 kilometres of roads in the Sukma-Bijapur-Dantewada region that was sanctioned by the Government in 2010. In 2012, two more road projects — Konta-Gollapalli (44 kilometres) and Bheji-Chintagufa (65 kilometres) — were sanctioned for Sukma, but only six kilometres of these have been constructed. Similarly, work on an eight-kilometres road project in Sukma sanctioned in 2015 is still in the initial stage. SFs have been pushing for good roads in core Maoist areas for them to launch quicker operations and prevent Improvised Explosive Device (IED) attacks. “There are multiple difficulties in this, the threat from Maoists is one,” Singh said. In 2017, 12 CRPF personnel were killed in a Maoist ambush while on security duty for a road being constructed at Bheji in Sukma, followed by another ambush more than a month later in Burkapal where 25 CRPF personnel were killed. Over the past year, the CRPF engaged in multiple encounters with Maoists in LWE areas where 19 Maoists and 10 CRPF men were killed.

"Amidst the raging controversy as to the retention of offence of sedition in the IPC; which the naysayers categorise as a relic of the colonial past; a symbol of British hegemony and the votaries support in the wake of rising anti-national feelings under the cloak of liberal thought, the Government sat over a sanction for six months, violating the time frame prescribed in the rules," observed the Bench. The Bench held that the sanction under the UAPA granted after six months from the date of receipt of the recommendation of the authority is not a valid sanction. "We find the sanction order of the UAPA to be not brought out in time, as statutorily mandated and bereft of any application of mind; both vitiating the cognizance was taken by the Special Court," observed the court.

Acting on inputs that suggested Murgi Bodra alias Vishwanath alias Dore, a ‘section commander’ of the CPI-Maoist, was conducting a recce in Nakti Bazar area, Superintendent of Police (SP), Ajay Linda formed a team of officers to carry out of a raid and arrested the leader. Bodra was subsequently arrested by the security personnel, and a pistol, live ammunition and a tablet were seized from his possession, the SP said. The Maoist leader’s interrogation led to the recovery of six Improvised Explosive Devices (IEDs) in Halmad and Rogto forest area. Addressing the State Assembly, the Governor said Left Wing Extremism (LWE) was dealt with firmly during the last five years. The number of LWE affected Districts now stands at 10 from 21, due to the proactive response of the State Government and the Security Forces (SFs). The turnaround in the situation in ‘Swabhiman Anchal’ (earlier known as cut-off area) of Malkangiri District, which once was a Maoist bastion, has been the most redeeming feature in the success achieved in the anti-LWE front in the State. Stating that the overall law and order situation has remained by and large peaceful in the State in 2021, Lal said that communal tension, agitations by different labour and service organisations and students’ unrest, if any, were contained through the process of dialogue and Police alertness. The State Government is placing much needed emphasis on human resources requirements of the State Police, he said, adding that 4,205 posts in different ranks have been created to augment the capacity of the State Police during the last five years. Suspected Naxalites [Left Wing Extremists, LWEs] killed wife and three-year-old daughter of former ‘commander’ of the Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), identified as Amarjit Lakra alias Ashok, near Kanchan More in Janawal village under Chainpur Police Station limits in Gumla District of Jharkhand on March 28, reports prabhatkhabar.com. The Naxalites fired indiscriminately, in which Amarjit’s wife Neha Neeti Kujur and three-year-old daughter Ananya Kujur were shot dead on the spot. At the same time, Amarjit saved his life by running away after being shot, along with his five-year-old son Anuj Oraon, who has suffered injuries on his face and other parts of the body. Amarjit, a former JJMP cadre, was going home on his bike with the family, when the suspected Naxalites attacked. Amarjit was injured in the attack while his wife and a daughter were killed. Amarjit was at his house after being injured, when he was arrested by the Police, and weapons including AK-56 rifles, bullets have been found from him, Superintendent of Police (SP), Ehtesham Waqrib, said. In the month of October 2021, Amarjit, along with his companions, had killed JJMP's ‘platoon commander’ Sukar Oraon and fled. He ran away with weapons and money. Since then, the militants of JJMP were searching to kill him. Amarjit’s house was also destroyed by the JJMP three months ago. However, JJMP ‘spokesperson’ Karmaveer issued a press release and vehemently denied attacking Amarjit and his family. Karmaveer has said that our organization has no hand in this attack and some people are taking the name of JJMP organization to defame it.

Two Communist Party of India-Maoist (CPI-Maoist) Party Cherla Local Guerilla Squad (LGS) members surrendered to the District Police and 141 Battalion (Bn) Central Reserve Police Force (CRPF) Police in Bhadradri Kothagudem District of Telangana on March 28, reports Telangana Today. The surrendered Maoists were Madakam Kosa alias Jeevan of Jaggaram in Yetapaka Mandal (administrative sub division) of Andhra Pradesh, and Sodi Gangi alias Sodi Lakma of Kistarampadu in Cherla Mandal in the district, Superintendent of Police (SP) Sunil Dutt said. Kosa joined Maoist party in 2019 at the behest of Shabari Local Operating Squad (LOS) ‘commander’ Tulasi. Working as a member of Cherla LGS he carried a BGL weapon. Gangi joined Maoists in the year 2019 as a Dalam (armed squad) member in Cherla LGS and carried a rifle in the Dalam, SP said. Both the surrendered cadres involved in several bomb-blasting incidents from 2019 to 2021 in Cherla area, extremist violence cases and Tekulagudem exchange of fire in Tarrem Police Station limits of Chhattisgarh, he noted.

Former Jadavpur University student and a suspected Communist Party of India-Maoist (CPI-Maoist) leader identified as Joyeeta Das was arrested from Jagulia village under Barasat I Block - 1 in Barasat Sadar subdivision in North 24 Parganas District of West Bengal on March 29, by the Special Task Force (STF), on charges of waging a war against the State, reports The Telegraph. Das, who had been associated with the Nandigram movement as a member of the Matangini Mahila Samity (MMS), a non-profit organisation, was arrested from Jagulia in Barasat after her name allegedly cropped up during interrogation of two persons involved in suspected Maoist activities at Nawada in Murshidabad District on March 24, the Police said. Das had been arrested earlier in 2013 and charged under the Unlawful Activities Prevention Act (UAPA). The Police said the case for which Das had been arrested dates back to an incident when documents and leaflets related to the banned outfit, were found in the Maidan area in Calcutta. Two persons named Hasibur Sheikh of Nawada and Pratik Bhowmik of Dhantala in Nadia were arrested recently in connection with that case, interrogating whom, Das’s name had emerged, an officer said. The court has remanded her in custody till April 8, and interrogation is going on to get more information.
