Daily Excelsior quoting Jammu & Kashmir Police sources on February 1 reports that over a dozen new militants are reported to have managed to reach Doda belt safely during past few days despite majority of failed infiltration attempts on the Line of Control (LoC) and the International Border (IB). Most of the militants were Pakistani national, Police sources added. More than 20 visible infiltration attempts were made by the militants to intrude into this side from the LoC in Poonch-Rajouri sector and the IB in Jammu during December-January taking advantage of dense fog and hostile weather conditions. According to Police and Intelligence inputs based on specific intercepts, two groups of six militants each had reportedly reached safe hide-outs in upper reaches of Doda from where some of them could be deputed to Kishtwar and Banihal. Inspector General of Police (IGP) Jammu zone Ashok Gupta declined to comment on the reports of infiltration but said there had been inputs that some fresh group of militants have managed to reach Doda belt. The militants sometimes also cross over to Doda from Anantnag area of Kashmir valley, he pointed out.

Four Police personnel were suspended while an inquiry has been ordered against the personnel who allowed top Harkat-ul-Jihad-al Islami Bangladesh (HuJI-B) ‘commander’ Dulia Gujjar alias Sher Khan and 16 other militants to use their mobile phones speaking to their associates at Kishtwar bus stand in Kishtwar District in the night of February 1. Reports said a total of 17 militants of different outfits, including Dulia Gujjar were taken to Kishtwar from Udhampur prison, where they had been lodged, for producing them in different courts of Kishtwar for trials on February 2. The Police personnel gave their mobile phones to some militants to speak to their associates and family members. Reports said some family members of the militants had also reached bus stand and all of them mingled with each other freely.

"Generally, LeT was east, focused on India. They're now in the west. Actually, they're not just in the west, focused on Pakistan. There are LeT elements focused on Afghanistan," Admiral Mike Mullen, Chairman of the Joint Chiefs of Staff has said. "We've seen in our own country, recently -- with Detroit, with Times Square, with Headley, with Zazi -- we've seen an increasing level of distributed threats, if you will, and an ability to expand this federated approach which al-Qaeda has had. And al-Qaida is at the centre of this and al-Qaida leadership resides in Pakistan.

Daily Excelsior reports that Security Forces (SFs) shot dead two top militants of the Lashkar-e-Toiba (LeT) outfit at Pati Mahal area of Kishtwar Districts on February 3. One of them was identified as Nissar Ahmed Shah alias Abu Maaz who was operating as ‘district commander’ of the outfit. SFs shot dead a Jaish-e-Mohammed (JeM) ‘commander’, identified as Aziz Ali alias Parbhat Shikari alias Tipu, a resident of the Pakistan occupied Kashmir (PoK), at Nukar Di Bawli in Chunga area of Mendhar in Poonch District. Aziz Ali had taken over the command of JeM leadership after the killing of its ‘commander’ Dawood Khan by SFs on January 17. Recoveries made from the site include eight SIM cards, two Nokia mobile phones, one AK-47 rifle, three magazines, 111 rounds, one radio set, one religious book, three matrix sheets, INR 1460 and two HE 36 grenades.

Security Forces (SFs) shot dead three top ‘commanders’ of the Harkat-ul-Jihad-al-Islami (HuJI) militant outfit, identified as Feroz Ahmed Mengnu (code name Dawood), a ‘supreme commander’ of HuJI and his two ‘deputy commanders’ Nazir Ahmed (code name Abu Furqan) and Mohammad Ishaq, in an encounter in Chichha hills in Kishtwar District on February 4, reports Daily Excelsior. An Army trooper, Ravi Kant of 11 Rashtriya Rifles, was also killed in the encounter while a woman, identified as Haneefa Begum alias Babli, reportedly married to Dawood and actively working for HuJI outfit, was arrested. A large quantity of arms, ammunition, explosive devices, letter heads and personal belongings of the militants were recovered from the site of encounter. The seizure include three rifles—two AK and one SLR. Sources said the killing of three militants has led to elimination of entire HuJI outfit in Kishtwar District as they were the last surviving militants of the organisation.

Intense firing and powerful blasts rattled the village, located on Baramulla-Gulmarg road during the encounter which started at around 7am (IST) and lasted for 11 hours. The residential house, where the militants had taken shelter, was also damaged. Senior Superintendent of Police (SSP, Baramulla) Shakeel Ahmad Beigh said the village was cordoned off in the night of February 16 and the firing started when the militants refused to surrender. The house where the militants were hiding caught fire at around 3pm, shortly after a powerful blast which was reportedly triggered by the SFs to eliminate the militants, official sources said. 15 minutes later, another powerful blast ripped through the house, the sources said, adding, SFs set off a third explosion at around 5pm, razing down the structure to neutralise the militants holed up there. The SSP told Daily Excelsior that the slain militants belonged to JeM outfit. "Two rifles, four hand grenades and some ammunition have been recovered from the scene of the encounter," he added.

He said the Central Reserve Police Force has already recruited one full battalion of surrendered militants while the BSF has absorbed 450 militants, who had given up the gun. The trooper was killed when militants opened indiscriminate fire on the joint search party of Army and Police at Chankipura, 55 kilometres from Srinagar, at around 5am (IST), a defence spokesman said. Five top militants and three Security Force (SF) personnel, including an Army officer, were killed and three soldiers injured in a fierce 18-hour gun battle between the SFs and militants in the Sopore town of Baramulla District on February 23, reports The Hindu. Police sources said that on a tip-off the SFs cordoned off the Chinkipora locality in Sopore. As they launched a house-to-house search, the militants hiding there opened fire, triggering a gun battle. The militants, the sources said, were hiding in three houses. Captain Davinder Singh Jass got trapped in a house and was killed by militants. His body, however, could not be retrieved till late in the evening. Two soldiers Naik Selvakumar and Imtiaz Ahmad were also killed. The slain militants included Bhasharat of Hizb-ul-Mujahideen (HM) and Noman and Hamza of Harkat-ul-Mujahideen (HuM), Sallahuddin of Lashkar-e-Toiba (LeT) and a local militant Tauseef Mir, the sources said. Daily Excelsior quoted Lieutenant Colonel J. S. Brar as saying, "A few top terrorists are believed to be injured or killed. The security forces have lost three men including an officer. The operations are still in progress." A civilian, identified as Rafiq Ahmad, was also injured in cross fire. The daily added that all the killed militants belonged to the LeT.

A Border Security Force (BSF) trooper got injured when Pakistan Rangers reportedly started unprovoked firing from across the international border (IB) in Samba sector of Samba District on February 24, a senior officer said, Times of India reports. The BSF sources said that small arms fire came from Pakistan side on Indian troops at a Kataau border outpost in Samba sub-sector, adding, that the firing continued for 20-30 minutes. Pakistan has violated the cease-fire along the border for the 10th time in 2010. The last cease-fire violation took place on February 14 when Pakistani troops fired rockets on Indian posts along the Line of Control (LoC) in Poonch sector.

The mobile phone number 8803222092 was issued by a private Telecom company’s dealer at Budhal on December 25, 2009 in the name of a person Mohammad Rashid, who had died on January 1, 2007. Central Government has decided to recruit 2,000 youths from the State as constables in Central Para Military Forces (CPMFs), reports Times of India. Announcing the decision, Finance Minister Pranab Mukherjee in his budget speech said that the youths from the State would be recruited in five CPMFs in 2010 as part of the confidence-building measures being taken by the Government. These youths will be recruited in Central Reserve Police Force, Border Security Force, Indo Tibetan Border Police, Sahastra Seema Bal and Central Industrial Security Force. It will be done under these forces' ongoing exercise of expansion in the next two years. Overall, the strength of these five CPMFs along with two others — NSG and Assam Rifles — will rise from the existing 807899 personnel to 846242 by the end of 2010 and finally to 880026 by 2011.
