Unidentified gunmen shot dead a close associate of the Congress rebel candidate, Ghulam Rasool Kar, and wounded one more of his associates at Sopore in Baramulla district on December 2, Daily Excelsior reported. Official sources said an unidentified gunman appeared in Now Hamam locality of Sopore town and fired upon the retired lecturer, Bashir Ahmed Kababi, near his house at 2015 hours, killing him on the spot. Earlier at 1915 hours, an unidentified gunman shot at and injured Farooq Ahmed Pandit. Even as officials suspect it the involvement of separatist militants, reports said that Kar was suspecting the hand of a rival candidate behind the twin shootout.

John Mohammad Bhat of Quimoh village in Kulgam and Showkat Ahmad Wani of Lolipora village of Pattan, who were trained in Pakistan, were arrested by security forces during frisking near a bus stand in Pulwama town. Preliminary investigations revealed that the duo entered India via Nepal on November 26. Two Pakistani passports and two Pakistani identity cards were recovered from their possession.

Two of the senior most commanders of Harkat-ul-Mujahideen (HuM), who are both believed to be Pakistani nationals, were shot dead in a fierce gunbattle with Police and Army in Lolab valley of Kupwara district in late December 5-night, reports Daily Excelsior. With the help of residents, they were identified as Harkat-ul-Mujahideen's "Divisional Commander" for North Kashmir, Najeebullah alias Doctor and "District Commander" for Lolab, Islam alias Ustad. Identification from independent sources was not possible. Both had been active in Kupwara district in the last more than five years. They were allegedly involved in a number of attacks on armed forces, including incidents of grenade throwing.

In a separate incident, a hardcore militant of Lashkar-e-Toiba (LeT) outfit was shot dead in a joint operation by police, Army and Central Reserve Police Force (CRPF) while his Pakistani associate was injured at village Joura under the jurisdiction of Gandoh police station in Doda district in the morning of December 6. However, the injured militant managed to escape. The slain militant was identified as Nadeem Hussain alias Umer son of Manzoor Ahmed Bhat, a resident of Joura. His associate, who managed to escape, was identified as Saifullah, a Pakistani. Kachroo and another militant, Abdul Rashid Ganaie alias Ishfaq, were killed in a joint operation by Police and Army at Mailura village in Zainapora area, a Police spokesman said. He said acting on specific information, Police and Rashtriya Rifles personnel cordoned off village Mailura and started conducting searches. During search operations, the militants opened indiscriminate fire on the SF personnel and in the ensuing encounter, the duo was shot dead. Kachroo, an IED expert, was arrested in 2007 along with a huge cache of arms and ammunition. Police sources said Kachroo was involved in more than 40 killings.

Two more top Lashkar-e-Toiba (LeT) militants, including a ‘tehsil commander’, were killed by the Security Forces (SFs) in an encounter at village Kairni in the Bharat area of Doda District on the morning of December 19, Daily Excelsior reported. With this, the death toll in two operations during the last two days has increased to five, including four LeT commanders and an Army soldier. A Special Police Officer, Rakesh Kumar, was wounded in the operation on December 19. Senior Superintendent of Police (Doda), Prabhat Singh, said SFs, who had launched a search operation at Kairni on December 18 and shot dead a ‘deputy divisional commander’ of the LeT, Mohammed Iqbal Malik alias Abu Umair, resumed the search the next morning. The militants, who had slipped into Kairni forests, were pursued in the morning and finally engaged in a gun-battle by a joint team of police, Rashtriya Rifles and Central Reserve Police Force. In the over two hour long encounter, the two remaining militants were killed, Prabhat Singh said. The duo was identified as Mohammed Ashraf, a ‘tehsil commander’, and Nawaz Ahmed Mir alias Abu Murshid. In another joint operation carried out by Army and police, an unidentified LeT ‘commander’ and a Territorial Army soldier were killed at village Kairni in the Bharat area of Doda District. Sources said a ‘deputy divisional commander’ of the LeT outfit, Iqbal Malik alias Abu Umeir, and his two associates were trapped by the troops at Kairni. In the initial round of cross-firing, the unidentified LeT commander and an Army soldier were killed while two militants were still holed-up in the area. The troops were, till last reports came in, searching for the two remaining militants, including Abu Umeir. Identity of slain militant has not been established so far. One AK rifle and some ammunition have been recovered from him.

A trooper of Territorial Army was also killed in one of the incidents. Senior Superintendent of Police (Doda), Prabhat Singh, said a Police team cordoned off village Amritgarh under the jurisdiction of Krara police post after receiving information that Saifullah Qari along with his two bodyguards had sneaked into the area. In the ensuing encounter that lasted for more than two hours, Saifullah Qari, an ‘assistant divisional commander’, was killed. However, two bodyguards of Qari, who was involved in a series of subversive activities across Doda and Kishtwar Districts during last several years, managed to escape during the encounter. One AK-47 rifle, three magazines, two diaries, one mobile telephone and a radio set were recovered from the incident site.

A large quantity of arms and ammunition was recovered from their possession at Neel Top in Banihal. They were identified as Bashir Ahmed Lohar alias Bilal alias Rafiq and Ashiq Hussain alias Shameem. Both militants were planning to carry out a terror strike in Udhampur town, said the Deputy Inspector General of Udhampur Range Alok Puri, adding that the terror plot was foiled. He said Bashir Ahmed was an ‘area commander’ of the HM outfit and was trained in Pakistan and Afghanistan from 1991 to 1993. He was an improvised explosive device (IED) expert. His brother, Ghulam Hassan, was also a Pakistan trained militant and was later killed by Security Forces. Ashiq Hussain, a local militant, was reportedly a close associate of Bashir Lohar.

The voter turnout in Srinagar district’s 10 constituencies was estimated at over 20 per cent by the State Election Commission authorities. Sonawar, one of two constituencies chosen by the former Chief Minister, Farooq Abdullah, for his re-election bid, saw more than 34 per cent of voters exercising their franchise, up from 3.06 per cent six years ago. The other constituency, Ganderbal, saw a rise from 7.12 per cent to over 27 per cent. Elsewhere in Srinagar, Batamaloo, which saw four per cent of its voters exercising their franchise in 2002, witnessed 18 per cent turnout. In Khanyar, it rose from over four per cent to 15 per cent. The turnout in 13 constituencies of the Jammu and Samba districts exceeded 60 per cent. Government sources said the high turnout was facilitated by the success of the Security Forces in preventing terrorist attacks.

The steps taken by Security Forces (SFs) to check infiltration of militants into Jammu and Kashmir from across the border and Line of Control (LoC) have been effective as the number of militants operating in the State has dropped to below 1,000 for the first time since the eruption of militancy in early 1990s, Daily Excelsior reported. "The measures taken along the Line of Control and International Border has resulted in lesser number of militants infiltrating into the State. There have been casualties among the infiltrators which means the efficiency in preventing infiltration has improved," Director General of Police (DGP), Kuldeep Khoda, told reporters at the year-end briefing on security situation in the State. The DGP said the number of active militants in the State had for the first time dropped below 1,000 and in fact was around 800 as per information coming from various security agencies. "There are around 577 local militants and 231 foreigners operating in the State. These are figures based on information from various agencies working on the ground," he said. The Police chief said the situation had improved considerably since 2007 as the number of militancy-related incidents came down to three digits for the first time since eruption of militancy. "We had less than 700 militancy related incidents during the current year which is a 40 per cent drop compared to the number of incidents that have taken place last year," he said. "The number of civilians killed in militancy related incidents this year was just 89 which is below the three digit figure for the first time as well. Last year 164 civilians were killed while the highest number of civilians killed in such incidents was in 1996 when 1413 persons lost their lives," he stated. The DGP also said SFs were successful in neutralizing 102 top ranking commanders of militants in the State during 2008 while the casualties among the SFs dropped considerably. "As many as 85 Security Forces personnel laid down their lives while combating militancy in the State in 2008 while 685 were killed in 2001 which was the highest since 1990," he added. Efforts were on to push militants into Jammu and Kashmir through the LoC and International Border while Nepal and Bangladesh routes were also being used, Khoda said adding preventing infiltration will remain a challenge before the Security Forces in near future. The DGP said conduct of the Assembly elections in the State was a massive exercise for Police and other SFs who ensured one of the most peaceful elections in the State so far. He said the success of SFs against the militants during the elections had resulted in increase in voter turnout. "46 militants and commanders, some of them very prominent, were killed during the election and it was noticed that the voter turnout in these areas, where they were operating, improved after the militants were killed," he added. The DGP added that while 48 office bearers and political leaders, including a Minister, were killed during campaigning in 2002 elections, there was no such killing in this year's polls, although seven civilians and six SF personnel were killed during the electioneering process.
