Media reports of November 13 said troops of the Myanmar Army had arrested approximately 200 cadres of various terrorist outfits from Manipur in a well-planned operation along the Indo-Myanmar border. This operation had been executed on November 2. Some leaders of these terrorist outfits had also been arrested, including the Kangleipak Communist party (KCP) chairman, as well as the general secretaries of the eastern and central bureaux of the Revolutionary People’s Front (RPF), also known as the People’s Liberation Army (PLA). The operation had resulted in the capture of 1,400 weapons, including 72 mortars, 386 AK-47 rifles, 10 ammunition boxes, as well as rupees one crore in cash and a huge quantity of gold.

On November 3, the United Naga Council (UNC), the apex body of some 500,000 tribal Nagas in the Manipur has urged the Union government to merge the Naga inhabited areas of the State with Nagaland. Paul Leo, President of the UNC said, "We want that all Naga inhabited areas in Manipur be merged with Nagaland immediately as this is our aspiration to live together as one people under political roof." The UNC wants the four hill districts of Manipur – Chandel, Senapati, Tamenglong, and Ukhrul to be merged with Nagaland, besides that of 26 villages in Churachandpur district, which are inhabited by the Zeliangrong tribe.

The National Socialist Council of Nagaland (Khaplang) NSCN-K, in a statement, on November 7, appealed to the Meiteis not to be carried away by the ‘erroneous’ propaganda of the rival Issac-Muivah faction (NSCN-IM). At the same time, it also urged the Naga community, particularly the NSCN-IM rank and file, not to harbour ill feeling against the Meitei community. The statement issued in Imphal said both Tangkhuls and Meiteis have determined themselves on historical affinity as brothers. "The NSCN requests the Meiteis to have humanitarian consideration and treat the Tangkhuls not as second-class citizens but as equals to them", it added. Warning the NSCN (I-M) cadres to immediately stop killing innocent people in Tirap and Changlang (Arunachal Pradesh), the statement said "the NSCN is assuredly confident that these terrorists will not target our Assamese brothers as well after fullest frustration".

The National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) has been reported on November 14 as accusing the rival NSCN-Khaplang (NSCN-K) rank and file of committing a series of rapes and gang rapes for the last few days under an operation code-named "Operation Mekhala". The NSCN-IM has also stated that the seriousness of the crimes is not acceptable to the Naga society. The Naga terrorist outfit, which is currently engaged in negotiations with the Union government, condemned the activities of the NSCN-K as inhuman and appealed to the Naga people to protest. Meanwhile, the NSCN-K, in a faxed statement, criticised the NSCN-IM for being "communally intolerant, blood-thirsty and hell-bent on terrorism".

Media reports quoting official sources indicated that the Chief of United National Liberation Front (UNLF), R K Meghen alias Sana Vaima, was among the 200 Manipur terrorists and arms dealers arrested in helicopter supported raids in early November by Myanmar Army on terrorist camps in that country. Giving details of the raids, sources said that the Chairman of another terrorist outfit, the Kangleipak Communist Party (KCP), Mayang was also arrested in the raids at Tamu, Namphalong and Khunjao areas in Myanmar bordering Manipur’s Chandel district between November 2 to 8. The raids are reported to be a sequel to counter insurgency operations initiated by the Border Security Force (BSF) on the Indian side of the border. Most of those arrested had fled Manipur after the BSF raids. Other terrorist leaders arrested were UNLF General Secretary Hameboa, UNLF Women’s wing ‘commandant’ Nganbi Devi, UNLF Women’s wing ‘second commandant’ Banti Devi and UNLF ‘General Section Officer’ Yanachou. Reports added that approximately 1,400 sophisticated weapons were seized. Of these, about 600 belonged to the UNLF and the People’s Liberation Army and the remaining to arms dealers. Over rupees one crore in cash, a huge quantity of gold and 20 rocket launchers were also seized. The Myanmar Army reportedly also recovered equipment used in printing counterfeit currency.

The government is scheduled to move a resolution in both the houses of Parliament to get the sanction for extending President’s rule. Meeting on the eve of the winter session of Parliament, the Union Cabinet on November 15 decided to defer State Legislative Assembly elections in Manipur till June 1, 2002. President’s rule was imposed in Manipur under Article 356 on June 2, 2001 and the Presidential proclamation was to have lapsed on December 1, 2001.

Four Border Security Force (BSF) personnel were injured when terrorists of the Manipur People’s Army (MPA), the armed wing of the United National Liberation Front (UNLF), attacked their patrol after triggering two Improvised Explosive Device (IED) explosions in Bishenpur district, on November 16. According to media reports, the United Liberation Front of Asom (ULFA) claimed that the Myanmar Army had seized a huge cache of arms and ammunition from the hideouts of the United National Liberation Front (UNLF) of Manipur recently. The publicity wing of the ULFA reportedly said that the weapons, including 1,500 AK series rifles and SLRs, were seized from the UNLF hideouts by the Army during the first week of November. As reported earlier, the Myanmar Army had conducted a series of raids in Tamu, Namphalang and Khunjao, western Myanmar, and seized a huge cache of arms and ammunition, and also arrested senior UNLF leaders. The ULFA while denying the arrest of Sanayama, a senior leader of the UNLF, added that this was the propaganda of security agencies to dampen the spirit of the cadres of the outfit.
