The National Liberation Front of Tripura (NLFT) has started a fresh drive to recruit tribal youths to launch a new offensive in the run-up to the Autonomous District Council elections slated for April 2010, according to Telegraph. Sources in the Special Branch (intelligence wing) of Tripura Police said as the first step towards strengthening the outfit, it had recruited 40 tribal youths and sent them to the Chittagong Hill Tracts of Bangladesh for training in guerrilla warfare, including the use of arms and explosives. Sources said that in the past one month, 40 tribal youths drawn from poor households in the Sadar, Khowai, Gandacherra, Amarpur and Kanchanpur subdivisions had crossed over to Chittagong Hill Tracts through the hilly and unfenced eastern border of Tripura in six groups. Utpal Debbarma, a tribal unemployed engineer who had passed out of the Tripura Engineering College and joined the NLFT after being persecuted by Police in 2001, was now leading the recruitment drive, sources said. The past few years have witnessed a decline in the militant activity in Tripura following a spate of surrenders, waning support among the indigenous tribals, inability to carry out major offensive and collect "tax" through extortion. On realising that growing marginalisation would cloud its future, the NLFT leadership, still in Bangladesh, has reportedly started the new recruitment drive.

A Regional Cooperation Mechanism (RCM) would soon be set up under which the Police of the eight States, the Central Paramilitary Forces and Intelligence Agencies would work in close coordination to tackle militant outfits operating in northeast States more effectively, Tripura Director General of Police (DGP) Pranay Sahay said on November 4, reports Sentinel. The proposed RCM will be of help to the Security Agencies since militant outfits had developed links with each other and were using each other’s territory to move about easily. “Under the proposed RCM, the District Police chiefs of all the eight North-eastern States, intelligence and Central Para Military Force (CPMF) officials would work in close coordination and share information among each other,” added Pranay Sahay. The formation of the RCM and finalisation of other strategies to deal with the terrorists and effective border management were adopted at a meeting in Shillong, where Police and Intelligence chiefs of the North-eastern States along with senior officials of the Intelligence Bureau (IB), Research and Analysis Wing (RAW), Assam Rifles, Army and Indo Tibetan Border Police (ITBP) were present. “The meeting also chalked out some line of action to carry out joint operations against the militants who are moving from one state to another and travelling to neighbouring countries using different states as corridors,” Sahay said, adding that State Police and the CPMF would share the interrogation reports of surrendered and arrested militants. The Shillong meeting also requested the Union Home Ministry to set up an arms depot in Northeast India, so that the States can easily procure sophisticated arms and ammunition. At present the northeastern States have been purchasing arms and ammunition from the north and south Indian States, resulting in huge wastage of money and time, he said. The northeast DGPs have also urged the Centre to allow them to increase the strength of the Mobile Task Force (MTF) and Prevention of Infiltration Force (PIF) to check illegal infiltration from across the border. The northeastern States, especially Manipur and Tripura, have also pressed upon the Centre to sanction wages for the Special Police Officers (SPO) in line with Jammu and Kashmir and Chhattisgarh.

While 10 militants, including one female cadre, were arrested from one hideout, four others were arrested from another place. Police recovered eight mobile handset, one 7.65 pistol with five rounds, one .9-mm pistol with eight live rounds and some documents from their possession. Police said the 14 cadres arrested were part of the same gang, which had earlier abducted three drivers belonging to Manipur branch of the Food Corporation of India. While two drivers were released after they reportedly paid INR.8000 to the abductors, the other driver, identified as Asem Angou (51), a resident of Lambia Challou in Imphal East District, who was kept in confinement due to non-payment of ransom, was rescued by the Police on November 6.

Jintu Bora, a Class VIII student of Kathimotia High School, was shot dead when he and his uncle, Dipak Bora, a surrendered ULFA cadre, were about to enter their house at Balichapori village under around 11pm (IST) after returning from Ras festivities. Sources said Dipak was the target of the ULFA militants as he was a Police informer and had played a crucial role in the killing of ULFA militant Amrit Dutta, a key accused in the Sanjoy Ghose murder case. The list of North-east militant outfits was handed over to BDR Brigadier General Mohammad Obedul Haq at the border coordination meeting of BSF-BDR at Sylhet in Bangladesh. A team of BSF led by Inspector General (IG) Tripura Frontier, S. K. Mishra attended the meeting and discussed various issues related to effective border management with the BDR. “We have given a list of 97 North East militant hideouts in the neighbouring country to the BDR and urged them to dismantle all the camps”, said A. K. Singh, Deputy IG of the BSF, Tripura Frontier. The Inspector General of BSF, Assam Meghalaya Frontier Prithvi Raj also attended the meeting. A source said radio intercepts over the last few days suggested that a group comprising about 25 cadres from the 28th battalion had been asked to break up into smaller units to enter Assam. “We believe there could be strikes in retaliation to the arrest of Choudhury and Hazarika to show ULFA is as strong as ever,” a source in the Army said. The 28th battalion had recruited about 50-60 cadres in 2008, soon after the Alpha and the Charlie companies of the battalion came over-ground by declaring a unilateral cease-fire. “These cadres have completed training in Myanmar and Nagaland’s Mon District and are ready for battle,” the unnamed official said.

Thoubal District Police arrested three KCP cadres from Khangabok Bazaar around 11:30 am (IST). They were identified as Oinam Ibohal Singh alias Oja Ibohal (49), E. Brojen Singh and Leimapkpam Nungsitombi Devi alias Nganthoi (43). A Nokia hand set and one Maruti Van bearing No. MN-1K/7893 maroon in colour were recovered from their possession. Police sources said 10 NLFT militants surrendered before the Security Forces (SFs) at Shantinagar under Kanchanpur subdivision and Ganganagar under Gandacherra subdivision in the afternoon of November 10. The seven self-proclaimed NLFT militant who surrendered at Kanchanpur deposited a sophisticated INSAS rifle and 168 rounds of bullets and two magazines. In Gandacherra, three NLFT militants surrendered and deposited a Chinese hand grenade, bullets of AK-series rifles and “tax” receipts. However, a highly placed Police official in North Tripura said the seven who surrendered in Kanchanpur were not really NLFT militants. “These youths, all residents of Kusharambari village, had somehow overpowered a listed NLFT rebel Sadhan Jamatya (27), who had strayed into their area and seized his INSAS rifle and bullets. Jamatya managed to escape and inform his NLFT colleagues. The retaliatory attack followed at midnight,” he said. Ten heavily armed NLFT militants stormed Kusharambai at midnight and rounded up eight tribals, all family members of the seven fake surrenderees, dragged them deep into the jungle near the village and shot them from point blank range. Three of those killed were women. Suspected Hmar militants from Manipur attacked a Police outpost at Chekerchum under Dholai Police Station in Cachar District in the night of November 13 and injured five Indian Reserve Battalion (IRB) personnel and looted a huge quantity of arms and ammunition, reports Sentinel. The militants abducted five persons from the adjacent Khasia punji area. They also abducted a medical compounder for treatment of the injuries they sustained during the attack on the outpost. Five injured IRB personnel were identified as Kamrul Islam Barbhuiyan, Vijay Kumar Roy, Iqbal Ahmed Tapadhar, Prafulla Dey and Babul Hussain Barbhuiyan. They were shifted to the Silchar Medical College and Hospital (SMCH) at 8 am November 14 (today) by a Police team that rushed to the spot after receiving a wireless message from the injured personnel. An SMCH source said the condition of Kamrul Islam is critical. A bullet was removed from his head. The militants took away two 9 mm carbines, two 762 LMGs, one mortar, six .9mm-calibre magazines, 12 high explosive bombs, six smoke bombs, six hand grenades, 5,445 cartridges, 42 SLR magazines, 20 SLRs and one automatic pistol. The militants also damaged wireless sets and snatched away six mobile phone sets, money and uniform. A top-ranking Police official said local villagers might have joined the militants. He suspected that it was the handiwork of the Hmar People’s Democratic Convention (HPDC), a Hmar militant outfit active in Manipur, the adjacent border area to Cachar.

A Police source said that two NDFB cadres, Jaikhlong Gwra Brahma and Suren Basumatary alias Sudem, who surrendered before the Kokrajhar Police on November 13 revealed that a consignment was hidden in the area. The United People’s Democratic Solidarity (UPDS) deposited a large quantity of arms before the Assam Police at Deoyani designated camp under Bokajan subdivision in Karbi Anglong District, reports Sentinel. The District Superintendent of Police K.K. Sarma and Sub-divisional Police Officer (SDPO) C.K. Gogoi led the Police team, while the UPDS team was led by its ‘defence secretary’ Lengbat Engleng, ‘joint secretary’ Nanda Terang and ‘finance secretary’ Dhon Rongpi. The militants deposited as many as nine AK-56 rifles with 4,437 ammunition and 44 magazines, four AK-47 rifles, one AK-71 rifle, one SLR with 597 ammunition and one magazine, 319 ammunition and one magazine of M-16 rifle, one 303 rifle with 3,825 ammunition and one magazine, one US carbine with 29 ammunition and one magazine, two sterling carbines with 408 ammunition and three magazines, one M-21 rifle, two SBBL with 60 ammunition and 50 magazines, one 9 mm pistol with 452 ammunition and four magazines, two pistols, two .32 pistols with three magazines, two 40 mm UBGL and 11 ammunition, one rocket launcher with three shells and five LR grenade shells. The train was bound for the State of Uttar Pradesh from the Numaligarh Refinery Ltd (NRL). A railway spokesperson said that the train with 48 wagons of high-speed diesel and petrol from the NRL caught fire near Changpool. At least 20 wagons went up in flames and a loss of INR 100 million has been estimated, officials said. “We initially thought that the fire broke out after the train jumped the rails. But now we believe that it was because of a powerful explosion on the rail track. We have managed to recover wires and other materials used in triggering blasts from the site,” a senior Assam Police official said. At least 10 more wagons were derailed and the petroleum product spilled on to the ground. The area is a stronghold of both the ULFA and All Adivasi National Liberation Army (AANLA).

Unidentified militants shot dead two activists of the Bodoland People’s Progressive Front (BPPF) and injured three others at the party’s office at Jalaikhw in the Kokrajhar District late in the night on November 17, according to Telegraph. The attack came a few hours after the BPPF youth wing President Kabiranjan Brahma was shot at by militants at Chandmari in Kokrajhar. While one person, 27-year old Biswajit Narzary, died on the spot, the other person, identified as 18-year old Laokob Narzary, succumbed to his injuries later. The three injured persons were identified as Tarzen Brahma, Samal Narzary and Dabla Basumatary. Police sources said the incident occurred after 11pm (IST) when five to seven masked militants came to the BPPF office and opened fire using AK-47 rifles on the sleeping party workers. The BPPF President, Rabiram Narzary, later said, “It is a political conspiracy and the National Democratic Front of Bodoland (NDFB) is behind the incidents.” The BPPF has called for a 12-hour general shutdown in the Bodo Territorial Council (BTC) area in protest against the attacks.

Confirming the desertion, the ‘chairman’ of pro-talks faction of the Dima Halim Daogah (DHD), Dilip Nunisa, blamed it on the cadres’ frustration over the slow progress of talks with the Government. Nunisa said over phone from Haflong that the first desertion by 11 unarmed cadres was from a camp in Umrangsu, an industrial town 140 kilometres from Haflong in North Cachar Hills District, on November 15. Another group of four cadres fled from the Deogbra camp, taking at least four AK-47 assault rifles with them in the night of November 18. All the deserters are from lower ranks, Nunisa said. Police in Haflong suspect that the deserters could join the newly formed James faction of the BW which was not part of the mass surrender by the BW outfit on October 2, 2009. The James faction is said to comprise 20-25 cadres. The names of the fugitives are yet to be identified.

ULFA “foreign secretary” Sasha Choudhury and “finance secretary” Chitraban Hazarika, now in Police remand since November 6, 2009, told interrogators that apart from Bangladesh they have bases in China and other foreign countries. “Millions of rupees have been extorted from Assam and transferred to ULFA leaders in Bangladesh, China and other countries where they have established hideouts,” the Special Operations Unit (SOU) of Assam Police quoted the two leaders as confessing. Several foreign agencies and NGOs provided logistic assistance to the ULFA leaders in foreign countries. The interrogation report was submitted to the Chief Judicial Magistrate’s court in Guwahati. In addition, Sashadhar Choudhury and Chitrabon Hazarika also confessed that their 'commander-in-chief' Paresh Baruah is not only procuring arms from Chinese manufacturers but also selling them to militant outfits such as National Democratic Front of Bodoland (NDFB), National Liberation Front of Tripura (NLFT), All Tripura Tiger Force (ATTF) and Communist Party of India-Maoist (CPI-Maoist). According to sources, a group of three Naga militants entered the residence of Chetri and demanded a hefty amount from him. When the militants entered another house, Chetri snatched the AK-56 rifle of one of the militants, but he was shot at by another militant from behind. The militants later escaped from the house. Haldar said he would first hold a discussion with the Assam Government over the issue, reports Assam Tribune. Two top ULFA leaders Chitrabon Hazarika and Sashadhar Choudhury, who had surrendered to the Border Security Force on November 6 in Tripura, have expressed their willingness for talks. They had also said that ULFA ‘Chairman’ Arvind Rajkhowa would shortly issue a statement to this effect. Further, the ULFA has set up bases in China and other foreign countries with the help of money extorted in the State, two senior ULFA leaders, Chitrabon Hazarika and Sashadhar Choudhury, have told Police during interrogations, reports Sentinel. ULFA “foreign secretary” Sasha Choudhury and “finance secretary” Chitraban Hazarika, now in Police remand since November 6, 2009, told interrogators that apart from Bangladesh they have bases in China and other foreign countries. “Millions of rupees have been extorted from Assam and transferred to ULFA leaders in Bangladesh, China and other countries where they have established hideouts,” the Special Operations Unit (SOU) of Assam Police quoted the two leaders as confessing. Several foreign agencies and NGOs provided logistic assistance to the ULFA leaders in foreign countries. The interrogation report was submitted to the Chief Judicial Magistrate’s court in Guwahati. In addition, Sashadhar Choudhury and Chitrabon Hazarika also confessed that their 'commander-in-chief' Paresh Baruah is not only procuring arms from Chinese manufacturers but also selling them to militant outfits such as National Democratic Front of Bodoland (NDFB), National Liberation Front of Tripura (NLFT), All Tripura Tiger Force (ATTF) and Communist Party of India-Maoist (CPI-Maoist). This revelation by two top ULFA leaders has corroborated what Union home secretary G.K. Pillai had hinted about two weeks ago on November 8, 2008 in New Delhi. A police official said two suspected militants had got down from a truck on Guwahati bypass (National Highway 37) in the morning and were walking down Binoy Tamuli Path at Padumguri under Jalukbari Police Station when a Police team spotted them and asked them to stop. “They started running while firing at us. One of the militants, who was carrying a backpack, managed to escape under the cover of fog and darkness. But his accomplice was hit by bullets,” he added. They reportedly released him after they failed to procure a visa to take him to Dubai or Singapore, probably to settle some “legal matters”. Sharma said that abductors belonging to the KCP were trying to take him abroad for unknown reasons and clarified that he had not paid any ransom for the release. “The kidnappers did not tell me the reason for taking me hostage. I, however, learnt that they were planning to take me abroad either to Dubai or Singapore. I do not know the reason. I suspect that they need my help in some legal matters abroad,” Sharma said. He also heard that the abductors were trying to get a visa for him. They freed him after they failed to get a visa and also in view of the mounting public pressure. Sarma said the two factions of the KCP had demanded INR 500 000 and INR 1500 000 separately. “It appears that they abducted me for not paying up. After I failed to pay the money, they were apparently planning to take me abroad to help them in some legal matters,” he said. After being abducted, he was taken to a militant camp in Senapati District, he said. From the hideout at Senapati, he was taken to Golaghat in Assam. He was taken to various camps belonging to Bodo and Bengali militants and even Maoists, he said. He claimed that he was taken to India-Bangladesh border, Gangtok and even Tibet. Police, with the Army and the Central Reserve Police Force (CRPF), have sealed all the entry and exit routes along Mastul and Bhuban hills in Cachar District to neutralise the rebels and recover the weapons. The coordinated step was taken following intelligence reports that the militants of the nascent United Tribal Revolutionary Army (UTRA), a 35-cadre strong Kuki tribal group active in Manipur, are yet to find their way out of Cachar’s southeastern jungles into the adjacent State. The militants still have with them a cache of the arms and ammunitions they had looted from the 15th Indian Reserve Battalion (IRB) border outpost at Chekarcham on November 13, 2009. The rebels had taken away at least 20 SLRs, three carbines, two light machine guns, a revolver and a huge pile of live ammunition.

Krishna, who was arrested in the night of November 25, also confessed before Police that there were three more bicycles stuffed with explosives and ready to be detonated. A Police Officer said Krishna did not know about the location of the cycles. “We are trying to find out,” he said, adding that Krishna was still being interrogated. Meanwhile, a college lecturer Narayan Thakuria and ULFA linkman Kumud Thakuria were also arrested for their suspected involvement in the twin blasts. “We only found the pit but the explosives which were in it were missing. Chidambaram on November 25 told a delegation of the People’s Committee for Peace Initiatives in Assam (PCPIA) that the Government is ready for talks with the ULFA provided the outfit abjures violence. Chidambaram also told the delegation that the PCPIA should try to persuade the ULFA to come for talks with the Government. The delegation was accompanied by a Parliamentarian belonging to the Asom Gana Parishad (AGP) party, Biren Baishya. The delegation that is in Delhi to lobby for resumption of the dialogue with ULFA has so far met Union Minister of State in Prime Minister’s Office (PMO) Prithviraj Chavan on November 25 to submit a memorandum to restart the peace process stalled since last couple of years. However, the possibility of the Centre heeding to their demands appears remote, with Union Home Minister P Chidambaram expressing his skepticism on the ground that the remaining top leaders are all based abroad and not keen for negotiations. The Union Ministry of Home Affairs is of the opinion that ULFA, currently under pressure because of the crackdown in Bangladesh and arrest of two top leaders, may be at its old game of seeking to buy time by throwing the bait of peace talks.

The All Adivasi National Liberation Army (AANLA) ‘commander’ Francis Tirky alias Aakash was shot dead by the Security Forces (SFs) at Kabaram Ingti Gaon (village) under Bokajan Police Station in Karbi Anglong District in the night of November 26, according to Sentinel. The sources said that the militant was hiding at Kabaram Ingti Gaon when SFs raided the place. The militant had joined the AANLA in 2003 and underwent training in Singhsan Pahar in the same District. He had surrendered to the Army in 2008 but soon thereafter absconded and recommenced extortion and illegal activities. He was one of the most wanted militant in the area of Bokajan and was deeply involved in sabotage and coercion activities. One 7.65-mm pistol along with four live rounds and four fired cases were recovered from the encounter site.

The Black Widow (BW) challenged the ban imposed on it by the Union Government before a specially designated Unlawful Activities Prevention (UAP) Tribunal. Replying to a showcause notice issued by the Unlawful Activities Prevention Tribunal, the ‘chairman’ of the BW, Jewel Gorlosa, through his counsels, pleaded before the tribunal not to confirm the ban imposed on the outfit under the Unlawful Activities Prevention Act, 1967. Gorlosa contended that the outfit couldn’t be declared a banned organisation since it had returned to the mainstream with the ceremonial surrender of its cadres on October 2, 2009. Advocates Bijon Mahajan, Arshad Choudhury and Meena Kharkongor appeared on behalf of Gorlosa before the UAP tribunal headed by Justice Kailash Gambhir, a Delhi High Court judge, in Shillong. In his written reply, challenging the legality of the ban, Gorlosa stated that the outfit’s cadres were staying in designated camps, abiding by the ground rules of the ceasefire. The Union Home Ministry had issued a notification declaring the BW an unlawful association on July 9, 2009. The tribunal has fixed December 3 and 4 as the next dates for hearing in New Delhi.

The militants were identified as “organisation and finance secretary” Amom Mema Devi alias Madhuri, (45), self-styled ‘sergeant major’ Nanao Singh (26) and cadre L. Jiten Singh (21). Jiten Singh is the brother of KCP-MC’s ‘general secretary’ Cheren Lakpa. He and Mema Devi hail from Thoubal District while Nanao Singh is from Imphal West. Mema Devi was in charge of recruiting cadres, arranging money for the outfit and medical treatment for cadres in hospitals. Nanao Singh is one of the most wanted cadres of the outfit and was involved in hurling grenades at chief minister Okram Ibobi Singh’s house in October 2008, in planting the car bomb found inside Raj Bhavan in Imphal in September 2009 and in the killing of an assistant engineer of the Manipur PWD in 2008. The sources said Mema Devi has been living in the rented house for the past six months while the cadres kept coming and going.

Nagaland Post quoting UNI sources reports that 14 youths were abducted from Ninu village under Wakka Circle of Tirap District in November 2009 by the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), as part of its ongoing recruitment drive. However, according to another source, a local man of Ninu Village, suspected to be an NSCN-IM cadre, has reportedly recruited 16 youths from the village, besides two from Longsom, three from Bera and one from Konsa in the District, with a target to recruit 50 youths from Khonsa, Longding and Kanubari Circles. The report adds that the District administration is, however, not sure whether the youths had been abducted or they voluntarily joined the outfit. Moreover, they are also resorting to extortion and have employed some locals for the purpose, the sources claimed, adding these were violation of the cease-fire ground rules, the report said. Reports also mentioned that the United Liberation Front of Asom (ULFA) and National Socialist Council of Nagaland-Khaplang (NSCN-K) were conducting joint training for 30 newly recruited ULFA cadres in Mahadevpur, Pongchau and Bordumsa Circles of Lohit, Tirap and Changlang Districts to prepare for a possible Army crackdown in Assam and Nagaland.

The Government of India is likely to renew its call to Dhaka to flush out the militants of the North East hiding in Bangladesh, when the Home Secretaries of the two countries meet in New Delhi on November 30 (today), reports Assam Tribune. A five-member Bangladesh delegation, headed by Bangladesh Home Secretary Abdus Sobhan Sikder is reaching New Delhi for the talks. The Union Home Secretary, G. K. Pillai, would lead the Indian delegation. A joint statement would be signed on December 2, official sources said. The timing of the Home Secretary level talks, held alternatively in India and Bangladesh comes amidst growing bonhomie between the two countries. The ongoing crackdown on ULFA and other militant outfits has been well received in India. But New Delhi wants Bangladesh to do more and hand over rest of the ULFA and NDFB leadership, who have gone into hiding. Sources said New Delhi is again likely to ask for custody of Anup Chetia, besides freezing of the bank accounts of the ULFA-run companies in Bangladesh. With Prime Minister of Bangladesh, Sheikh Hasina scheduled to arrive in India in December, the United Progressive Alliance (UPA) Government is hopeful of Dhaka further intensifying pressure on the militants.
