According to Shillong Times, 20 militants of the All Adivasi National Liberation Army (AANLA), under the leadership of ‘chief commander’, ‘Lieutenant’ Biren Gaur alias Sanjay Lakra, surrendered before the 181 Brigade of the Army at Bokajan in the Karbi Anglong District on February 1. The surrendered militants laid down five improvised explosive devices (IEDs), nine 9-mm pistols, 16 detonators, four grenades, 53 rounds of 9-mm pistol ammunition and other explosives. Among those who surrendered were Udalguri District ‘commander’, Bharat Rajuar, and his Sibsagar District counterpart, Francis Tirkey.

Dinamani Sharma, were shot dead by a combined team of Imphal East District Police and Assam Rifles during an encounter at Top Yaralpat under Porompat Police Station on February 1, according to Sangai Express. One AK-56 rifle with 16 live rounds (one in the chamber), one M-16 rifle with a magazine containing eight live rounds, one .36 high explosive hand grenade, a pack of plastic explosives and two driving licenses were recovered from the possession of the slain militants.

A suspected cadre belonging to the Lamyanba Khuman group of the Military Council (MC) faction of the Kangleipak Communist Party (KCP) was shot dead by the Imphal East District Police during an encounter at Khurai Salan Leirak under Porompat Police Station. While two other militants managed to escape, one 9-mm pistol loaded with four live rounds and a demand letter of the KCP-MC, signed by its ‘commander-in-chief’ Lamyanba Khuman and ‘district commander’ were recovered from the possession of the slain militant. The demand letter of INR 2 million was addressed to one Santosh Mehta of Thangal Bazar. Police said that a driving license of cycle rickshaw issued in the name of one Chanam Ibomcha was also recovered from his possession.

The National Socialist Council of Nagaland - Isak-Muivah (NSCN–IM) accepted the safe passage offered by the Assam Rifles at Siroy village in the Ukhrul District, according to Sangai Express. The outfit on February 3 said that its armed wing, the Naga Army of Kiusumong Battalion, vacated its camp after holding it for more than 15 days defending its stand that it is not on the wrong side of the cease-fire ground rules. "Thus, the stand-off for 14 days after the Naga Army stood their ground. To send the message across that political negotiation is the only road to solution and not arm confrontation the civil societies jumped into the fray but by organizing a peaceful protest rally both on the spot at Siroy and Ukhrul town. The women were at the forefront, and students took turn to join the sit-in protest," the outfit added. Meanwhile, people belonging to the Naga community in Manipur started an agitation demanding extension of the cease-fire between the NSCN-IM and Union Government in all Naga areas including Manipur.

Chidambaram said on February 3 the Union Government is ready to examine any proposal from the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) towards bringing an early solution to the Naga problem as long as the proposals are within the ambit of the Indian Constitution, according to Nagaland Page. "We are ready to examine any proposal as long as it is within the Constitution," he said at Chumukedima Police guesthouse in Dimapur. Meanwhile, the Nagaland Chief Minister Neiphiu Rio, after attending a situation review meeting with the Union Home Minister in Dimapur on February 3, reiterated the need to strictly enforce the Standard Operational Procedure in order to ensure that the cease-fire ground rules are not violated by any group.

They were identified as Mema and her son Vinod, residents of Imphal in Manipur, and Narayan Singh of Bangladesh’s Sunamganj District. Some documents were recovered from their possession. They revealed that Mema’s husband, Y. Babu Thambi, was imparting training to cadres at the PLA training camp in the Chittagong Hill Tracts of Bangladesh. The mother and son had left Manipur in the night of February 2 for Shillong and then went near the international border where Narayan Singh was waiting for them to guide them across the border to the PLA camp. The report adds that the BSF arrested 16 Bangladeshi nationals, one cadre each of the Muslim United Liberation Tigers of Assam (MULTA) and National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), 22 Indian nationals attempting to cross the border, besides seizing contraband items worth INR 44 million, fake Indian currency with face value of INR 70,450.

Two Japanese radio sets, a hand grenade, live rounds, four detonators, stick of explosive, battery chargers, antennas, cable besides several incriminating documents were recovered by the AR personnel from the camp. Meanwhile, the NSCN-IM said that in Bade village camp, there were around 20 armed cadres, who had to vacate the camp before the arrival of the AR personnel to avert an armed confrontation. The counter-insurgency operations would target militants of the United Liberation Front of Asom (ULFA) and National Socialist Council of Nagaland (NSCN), besides militants operating from West Bengal and Sikkim, who take shelter and receive training in the Districts of Arunachal Pradesh with support from larger outfits. Apart from Changlang and Tirap, camps in Tamulpur, Darrang, Kajalgaon and Udalguri areas of Assam bordering Bhutan would also be targeted. “This (the camps) is where we want to stop them. Our main focus area will, therefore, be Changlang and Tirap, as these are their getaways. The mega crackdown should be over before the parliamentary elections,” an unnamed senior official said. “The objective is to stop the militants from moving out of Bangladesh and from reaching Myanmar. Police recovered 1,720 gelatin sticks, 400 detonators and 42 pieces of fuse wire from a Dimapur-bound bus at Dhankheti in the East Khasi Hills District on February 13, according to Nagaland Post. Four persons claiming to be the suppliers, identified as Lalthlein Bangpui, Lelsienthan Bongpui, Nghurhming Thanga and Ricky Keviom, were arrested from the bus. The Superintendent of Police of East Khasi Hills District, A.R. Mawthoh, said the explosives were brought from the coal-rich District of Jaintia Hills and were handed over to the arrested by a person identified as Mama. "We are yet to ascertain the real identities of the arrested persons, the origin of the explosives and who are the end users," Mawthoh said. He, however, did not rule out the possibility of the explosives falling into hands of the militants outside Meghalaya.

They also deposited a cache of arms and ammunition, including AK-56 rifle, nine pistols, two Self Loading Rifles and two grenades. The surrendered militants would be taken to Agartala for joint interrogation, Police sources said. Preliminary investigations revealed that the militants led by Pabanjoy Reang had deserted their hideouts in Bangladesh due to a serious shortage of food and basic amenities. The militants confessed before Police that they found it difficult to move freely in Bangladesh after the formation of the Awami League Government.

The Food and Civil Supplies Minister Yumkham Erabot Singh said the officials were suspended for violating a standing Government order that prohibited any official to meet militants. The minister further said the officials went to meet militants of the People’s Revolutionary Party of Kangleipak (PREPAK) after the outfit called them for a meeting. However, the outfit said it had abducted the officials for questioning on their role in the misappropriation of rice meant for public distribution. The outfit reportedly released them on February 9.

In a joint operation, the Assam Police and Central Reserve Police Force (CRPF) personnel shot dead two top militants belonging to the ‘Bravo company’ of the United Liberation Front of Asom (ULFA)’s ‘28th Battalion’ at Balijan village under Jengraimukh Police Station in Jorhat District in the morning of February 26, according to Assam Tribune. The duo were identified as ‘operation commander’ Bhaskar Hazarika and ‘sergeant major’ Sarat Bora. Nine bags of incriminating documents relating to the ‘28th Battalion’, an AK-47 rifle, 20 detonators and fuse wires, two pistols and several grenades were recovered from the incident site, adds Telegraph. In addition, $10,000 and INR 100000 in cash was recovered from a bag.
