The NSCN-IM was headed by Genera Atem, the outfit’s former ‘Army Chief’, while M B Kaushal, Special Secretary (Internal Security) represented the Union Home Ministry. The Assam Governor, Lt Gen (retd) SK Sinha said that the United Liberatio Front of Asom (ULFA) was responsible for the November 30-massacre in Nalbari in which 16 persons were killed. This was stated by him in Guwahati on December 2. According to him, the government had managed to intercept messages from the ULFA 'commander-in-chief', Paresh Baruah, to his 'deputy' Raj Baruah, wherein he 'congratulated' the latter for carrying out the operation. The Governor added that "Insurgency in Assam was finished about five years ago. What we are now facing is terrorism." Stating that during the last five weeks there has been a change in the pattern of militancy, the Governor said the ULFA was resorting to the Jammu and Kashmir type of killings.

The Governor of Tripura, Lt Gen (Retd) Krishna Mohan Seth has emphasised the need for co-ordinated efforts on the part of the police forces of North-East to combat terrorism. This was stated by him on December 2 in Agartala. He suggested the formation of a co-ordination cell at the North Eastern Council (NEC) headquarters in Shillong with adequate infrastructure and communications which can be accessed by different states to cover intelligence reports regarding the movement and activities of different terrorist outfits. The Governor also stressed on the need of having a single point intelligence gathering machinery to provide more actionable information in time.

The decision to form the committee was taken at an emergency Cabinet meeting convened by Chief Minister Nipamacha Singh, on December 5. The Committee has been asked to submit its report to the government within a month. Official sources have reported that certain suggestions were put forward regarding the districts to be freed of the 'disturbed area' status, but no decision was taken. The high-power committee is likely to examine this issue also. Besides, suggestions for lifting the 'disturbed area' status first from Churachandpur or Bishnupur district were made at the meeting.
