According to media reports, the Meghalaya Government has authorized the Garo Baptist Church (GPC) to negotiate with the Achik National Volunteer Council (ANVC) to bring peace in the Garo Hills, Meghalaya. State Home Minister RG Lyngdoh, currently on tour of the Garo Hills, has reportedly accepted the offer of the GPC as the negotiator with the ANVC. Speaking to media persons in Shillong on August 1, the Chief Minister DD Lapang said that efforts by any individual or organization for facilitating peace talks with terrorist outfits operating in Meghalaya would be welcome if their peace proposals come through the Government.

On August 1 a bill proposing amendment to the Sixth Schedule of the Indian Constitution to give effect to the Bodoland Territorial Council (BTC) was tabled by the Minister of State for Home Affairs I D Swami in the Lok Sabha (Lower House of Indian Parliament). While seeking approval of the House for the creation of the BTC that was agreed to, among other things, during the agreement signed on February 10, 2003 with the Bodo Liberation Tigers (BLT), he said that the Government was also planning to formulate a rehabilitation scheme for approximately 800,000 non-tribals under the BTC’s jurisdiction. Although the Sixth Schedule in its existing form lays down provisions for the administration of tribal areas in Assam, Meghalaya, Mizoram and Tripura, yet it does not have provisions for the creation of autonomous council for the plain tribes like the Bodo Kachari. Following amendment, the BTC would be created as an autonomous self-governing body within the State of Assam with such legislative, administrative and financial powers as delegated to it.

The terrorists had abducted the three engineers on July 8 from Dokmoka and reportedly held them captive initially in the Samalanchu hill area, but later shifted them to Nagaon district following search operation by security forces. Various terrorist groups active there abducted 437 persons, too. However, the Minister also said that due to the ongoing peace talks and cessation of hostilities in operation between the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) and NSCN-K (Khaplang) and the Government, incidents of violence had come down in Nagaland and her neighbouring States. He further informed the House that the Government was anticipating NSCN-IM president Isak Chishi Swu and general secretary Thuingaleng Muivah’s visit to India for another round of peace talks. The NSCN-IM leaders had visited India in January 2003. Regarding efforts to bring other terrorist groups operating in the region to the negotiating table, the Minister held that the Union Government had not officially asked anyone in this regard, but leaders from the region were welcome to make efforts for the same.

A media report of August 31 has indicated that the Biswamohan Debbarma, leader of a faction of the proscribed National Liberation Front of Tripura (NLFT) has initiated moves for rapprochement with the rival Nayanbasi Jamatiya faction. The report further indicated that NLFT leaders including Mantu Koloi, Dhanu Koloi, Satya Debbarma, Chelama Debbarma and Sudhir Debbarma, among others also held a meeting in this regard in the Burmatilla area of West Tripura district on an unspecified date.
