Islami Chhatra Shibir (ICS), the student wing of Jamaat-e-Islami (JeI), has enforced a nationwide dawn-to-dusk hartal (general strike) for July 3 demanding the unconditional release of its Central President Delwar Hossain, reports Dhaka Tribune. Police arrested Delwar from his sister’s house in the Dhaka city’s Shyamoli on March 31. He was placed on a 14-day remand on April 1 for his alleged involvement in an explosion of crude hand-bombs on Mirpur Road in the capital on February 28.

The injured cops include Officer-in-Charge (OC) Bazlur Rashid, Sub-Inspectors Rawshan Kabir, Abu Sayed, Monir, and Dulal, Assistant Sub-Inspector Mukul, and Constables Khairul Basher and Abu Bakkar. Police said the incident occurred when ICS cadres brought out a procession in the campus welcoming the first year students. Police arrested five ICS cadres from the campus.

At least 12 people, including two Policemen, were injured in Dhaka city during a 24-hour nationwide hartal (general strike) called by the Islami Chhatra Shibir (ICS), the student wing of Jamaat-e-Islami (JeI), on July 3, reports The Independent. ICS enforced the hartal to demand to know the whereabouts of its missing leaders, their appearance in court and the release of national leaders, including central president Delwar Hossain. The picketers exploded over a dozen homemade bombs. Police arrested one ICS cadre in this connection.

The trouble started when AL activists captured an ICS leader, an accused in arson and vandalism case filed in connection with the April 11, 2003, shutdown at Kaliganj Bazar. Hearing the news, ICS cadres carried out an attack on the ruling party men forcing them to retreat. JeI-ICS enforced the dawn-to-dusk general strike in protest against what it claimed ‘the government conspiracy to kill JeI leaders in the name of judgement.’ Of the deceased, a local leader of the ruling Awami League (AL) was beaten to death by JeI and ICS cadres in Satkhira District and a JeI cadre and an ICS cadre were shot dead during a clash with the law enforcers in Chapainawabganj District, while two ICS cadres were lynched by villagers in Kushtia District. The former JeI chief was found guilty on all five charges the prosecution stacked against him. The tribunal awarded him 10 years’ imprisonment each for conspiring and planning to commit crimes against humanity and genocide. It gave him 20 years each for incitement to and complicity in committing crimes against humanity, genocide and other war crimes. It also sentenced him to 30 years for torture and the killing of Police officer Shiru Mia and three others. Prosecutor Tureen Afroz on July 19 said: “We are working on the issue after the verdict in the Quader Molla case. We all know about the role of this political party during the Liberation War. So they have no right to work as political party in Bangladesh.” Hannan Khan, chief coordinator of the tribunal’s investigation agency, said: “Our officers are working with the prosecution team. We have got many documents as proof of anti-liberation activities of Jamaat. They have no right to conduct political activity in an independent Bangladesh.” On February 17, the Government amended the ICT Act 1973, incorporating the provision to try political parties and organisations, alongside individuals, for the war crimes committed in 1971. It will allow organisations such as JeI to be brought before the special tribunals and charged for committing “crimes against humanity.”

The Election Commission (EC) on July 24 finalised the proposed amendment to the Electoral Rolls Act 2009 to drop from the voters’ list the convicts of any offence under the International Crimes (Tribunal) Act 1973, reports New Age. The commission proposed amendments to Sections 9 and 13 of the Act. The commission proposed insertion of two sub-sections stating that no convict of any offence under the 1972 order or the 1973 act would be eligible to be a voter. The commission would send the proposed amendment to the law ministry who would place the bill in the cabinet and then, if approved, in parliament for enactment.
