A pro-hartal (general strike) activist was injured when protesters clashed with Police in Sherpur sub-District of Bogra District during the Jamaat-e-Islami (JeI) called eight-hour long hartal in Rajshahi Division on June 3, reports Daily Star. JeI, the key component of main opposition Bangladesh Nationalist Party (BNP)-led 18-party alliance, enforced the hartal in eight Districts of Rajshahi division from 6:00am to 2:00pm protesting the arrest of a Majlish-e-Sura member (member of working committee) of its central unit on June 1. The Rajshahi city area is however kept out of the purview of the hartal due to the city corporation polls.

Most mosques and academic institutions have failed to play their part in creating awareness against militancy, observed the national committee on resisting militancy on June 4, reports Daily Star. In the middle of 2012, the Government prepared a model speech promoting social awareness against militancy. The national committee asked the authorities of academic institutions and private universities to deliver the speech every weekday before the national anthem and imams of mosques before every Juma (Friday prayers), according to home ministry sources. At the meeting, an intelligence agency reported that recently it had conducted an investigation on 1,84,885 mosques across the country and found only 20,021 mosques delivering the model speech before Juma. The madrasa authorities neither deliver the speech nor do they play the national anthem before classes.

Piloted by Home Minister Muhiuddin Khan Alamgir, the bill was passed by voice vote to “effectively curb terrorism through inter-state cooperation” and giving the central banks the authority to freeze suspicious accounts without court orders. The Government enacted the law first in 2009, following which it was amended last year. The latest amendment aims to overcome some shortcomings in terms of curbing terrorism through inter-state cooperation and checking terror financing, says the bill.

Additional District and session’s judge Ali Akbar passed the order when the accused surrendered before his court seeking bail in the cases filed with Siddhirganj Police Station. The BNP men surrendered before the lower court in compliance with a High Court order. The High Court on May 19 granted the accused one month’s interim bail asking them to surrender before the trial court within the period. The bill was passed by voice vote after the Social Welfare Minister, Enamul Huq Mostafa Shahid, proposed it. The Children Act says: ‘If any person, irrespective of being really responsible for or caretaker of a child, use him in any terrorist act mentioned in the article-6 of the Anti-Terrorism Act, 2009, he himself will be considered the perpetrator of the terrorist act. And he will be condemned to the punishment mentioned in that article.’ The article-6 of the Anti-Terrorism Act provides for death penalty or life term or maximum 20 years and minimum four years in jail. The law also forbids arrest of any child below 9 years of age. If any children above 9 years is arrested or detained, he or she cannot be handcuffed, it says.

On March 19, the commission sent a letter to the Home Ministry seeking the list of convicted collaborators who was punished in 1972, while on May 25; the Home Ministry sent the list of the 47 convicted collaborators. According to the list, 31 convicted collaborators of Comilla District, seven of Noakhali District, four of Rajbari District, four of Chittagong District and one of Jenaidah District were convicted and sentenced to different period of jail.

United Liberation Front of Asom (ULFA) ‘general secretary’ Anup Chetia, who is currently in a jail in Bangladesh, may return home by next month after his request for repatriation to India, reports The Shillong Times on June 22. A senior Union Home Ministry (MHA) official said Chetia had given two applications in a Dhaka court – one withdrawal of his petition seeking asylum in Bangladesh and second request for repatriation to India. The Bangladeshi court is expected to take a view on his applications within the next fortnight and following which he is likely to be back in India. “Hopefully, he will be back in India by next month,” the official said. Asked whether Chetia would have to face various cases registered against him in Assam, the MHA official said, “Naturally, the normal judicial process will follow.” Chetia was wanted by the Assam Police for various cases including killing, kidnapping and extortion. Chetia also sought repatriation of two other fellow detained ULFA leaders – Laxmiprasad Goswami and Babul Sharma – who are lodged in separate prisons in Bangladesh.

The prosecution on June 23 pressed 10 charges against Faridpur District Bangladesh Nationalist Party (BNP) leader MA Zahid Hossain Khokon alias Khokon Razakar in connection with his alleged crimes against humanity committed during the Liberation War of 1971, reports The Daily Star. The prosecution submitted the charges against Khokon, who was a local leader of the Razakar force in Faridpur District, to the International Crimes Tribunal-1 (ICT-1) through its registrar’s office. They also appealed to the court to issue a warrant of arrest against the 70-year-old war crimes suspect, who is believed to be on the run. The investigation agency designated to probe Khokon’s alleged war crimes on May 29, 1971. It said Khokon was involved in at least 13 incidents of war crimes, which left at least 50 people dead, eight others seriously injured and two women raped. Besides, the suspect was involved in forced conversion of nine Hindus, setting fire to numerous houses and two temples, and deportation of seven people, it added.

International Crimes Tribunal-2 (ICT-2) on June 24 indicted Chowdhury Mueen-Uddin and Ashrafuzzaman Khan in absentia for their alleged involvement in crimes against humanity during the Liberation War in 1971, reports The Independent. ICT-2 led by its chairman Justice Obaidul Hassan also fixed July 15 for starting opening statement in the case. The tribunal also asked the prosecution to submit list of witnesses on the same day. Some 16 formal charges were brought against them and ICT-2 accepted 11 charges including abduction and murder of the intellectuals. On May 2, ICT-2 issued arrest warrant against them after taking charges against them into cognizance. According to formal charges, Mueen-Uddin was the ‘operation in charge of Al-Badr" and Ashrafuzzaman Khan was the "chief executor’ of the force and they "directly took part" in the killing of intellectuals in Dhaka. The investigators submitted a total of 584-page investigation report to the tribunal on allegation of wartime crimes.

Nazrul Islam, organising secretary of Satkhira union AL, said a group of 8-10 JeI-ICS cadres riding on four motorcycles hurled 15-20 bombs at his house. Bangladesh is likely to deport jailed United Liberation Front of Asom (ULFA) ‘General Secretary’ Anup Chetia to India as he sought his repatriation along with two other detained members of the outfit after languishing in jail for 16 years, officials in Dhaka said on June 29, reports The Hindu. “Wait [and see],” Bangladesh Home Minister, Mahiuddin Khan Alamgir told PTI, without elaborating, replying to a question when Chetia was expected to be deported. But a Home Ministry official preferring anonymity said the ULFA leader was shifted to Kashimpur Central Jail on the outskirts of Dhaka on June 28 as his petition was being reviewed for necessary actions. The ULFA’s founder-‘General Secretary’ sought political asylum in Bangladesh thrice, in 2005, 2008 and 2011, after Bangladesh police arrested him in December 1997.

In their confessional statements before a magistrate in Dhaka, Mahbubul Alam (28) and Akil Mahmud (32) said they had carried out the attack upon direction of the Dhaka north JCD president but they did not mention the leader’s name.
