Jyotirindra Bodhipriya Larma, better known as Santu Larma, President of Parbatya Chattogram Jana-Samhati Samiti (PCJSS) speaking at a discussion the PCJSS organised to mark the 24th anniversary of the signing of the peace accord on December 22 said that the Government and state machineries were patronising criminal and militant activities in the Chittagong Hill Tracts (CHT) to subdue the supporters of the peace accord, reports New Age. He said “The entire government and state machineries are against the implementation of the accord. The government is actively involved in activities aimed at eliminating Jumma people, comprising ethnicities living in the hills. The rift among the Jumma people that often leads to violent, fatal clashes is the result of the government conspiracy in which bureaucrats, police and the military are also involved.”

22 Rohingya organisations in a statement on December 7 denounced the Arakan Rohingya Salvation Army (ARSA) for the latter’s recent activities and criminal associations along the Bangladesh-Myanmar border, reports New Age. In the statement, they branded the ARSA, also known as Harakah Al Yakeen, as a criminal group. They also appealed to the Bangladesh government and to the United Nations High Commissioner for Refugees to work together to respond promptly when refugees report imminent threats, to provide immediate and effective protection to those in danger, and to ensure effective protection for those who report incidents. The Rohingya community does not accept the ARSA as a group that represents the ideals and interests of the Rohingya community in or outside of Myanmar, the statement read. It said these criminal activities escalated dramatically in the recent months. On September 29, a prominent Rohingya leader Mohib Ullah was assassinated reportedly by the ARSA followed by the murder of seven more Rohingya refugees in mid-October, it stated. The ARSA, however, dismissed the allegation.

Information and Broadcasting Minister Hasan Mahmud while talking to reporters after placing wreath at Rayer Bazar Bodhyo Bhumi Mausoleum in Dhaka city in respect to memory of the martyred intellectuals of 1971 on December 14 said that the anti-liberation forces, along with international conspirators, are hatching conspiracies against Bangladesh even during the golden jubilee of the country's independence, reports Observer. He said the defeated forces are still plotting even during the golden jubilee of independence of the country along with their international conspirators who were against the freedom of Bangladesh. Replying to a query, the Minister said the Government is determined to hold trials of the heinous killings. The Government is also trying to bring back many fugitives accused from abroad, added. But, he said, the killers of intellectuals, and Bangabandhu are hiding abroad and they are busy in hatching conspiracies from those countries. It is very regrettable, Hasan added.

US State Department’s Country Reports on Terrorism 2020 published on December 16 showed that Bangladesh experienced a decrease in terrorist activity in 2020 accompanied by an increase in terrorism-related investigations and arrests, reports New Age. In 2020 there were three specific terrorist incidents, resulting in no deaths, said the report posted on the US State Department website. The report said the ongoing deficits in Bangladesh's judicial system, magnified by the constraints of operating during a global pandemic, contribute to a decade-long backlog of terrorism cases and a conviction rate estimated at less than 15 percent. Bangladesh continued to articulate a zero-tolerance policy toward terrorism and the use of its territory as a terrorist safe haven, the report said.

The US State Department on December 20 announced a $5 million reward for information on the killing of Avijit Roy and the concurrent attack on his wife Rafida Ahmed Bonya in Dhaka city in February 2015, reports The Daily Star. The Rewards Justice Programme (RFJ), the counterterrorism rewards programme of the department's Diplomatic Security Service, made the announcement in a statement. On February 26, 2015, the Bangladesh-born US citizens were visiting Dhaka to attend Amar Ekushey Boi Mela when unidentified assailants attacked them with machetes. Avijit was killed and Bonya survived with critical injuries. The Ansarullah Bangla Team (ABT), a Bangladeshi militant group that claimed responsibility for the attack, seeks to radicalise youths to kill those deemed by it to be ‘anti-Islamic’. Those responsible for the attack are believed to be in Bangladesh, the RFJ added.

Counter Terrorism and Transnational Crime (CTTC) unit officials, who have been trailing the militant outfit, on December 21 said that Avijit Roy murderers are hiding somewhere in Bangladesh, reports The Daily Star. They believe that the two fugitive leaders of Ansar al Islam, for whose information the US State department declared a $5 million reward, are hiding somewhere in Bangladesh. Sayed Mohammad Ziaul Haque alias Major (sacked) Zia, chief of Ansarullah Bangla Team (ABT)'s military wing, and Akram Hossain Abir, an intelligence wing member of ABT, are the two fugitives. They were the conspirators behind the killing of Bangladesh-born American writer Avijit Roy and the attack on his wife Rafida Ahmed Bonya in Dhaka city on February 26, 2015.

International Federation for Human Rights (FIDH), a coalition of 192 human rights organisations, on December 22 called for targeted sanctions against entities responsible for serious human rights violations in Bangladesh, reports The Daily Star. In its report titled “Out of control - Human rights and rule of law crises in Bangladesh”, FIDH said, “Consider imposing targeted sanctions - such as travel bans and asset freeze - on members of the government, the ruling party and affiliated entities, law enforcement agencies, and the judiciary, who have been responsible for serious human rights violations." In addition to sanctions, the coalition asked the European Union (EU) and the United Nations (UN) member states to intervene in cases of human rights violations. The organisation recommended that the Government of Bangladesh ‘end the misuse of law enforcement agencies for political and personal gain’ and amend the Armed Police Battalion Act. The law contains provisions that grant law enforcement agencies immunity from prosecution with regard to human rights violations, they said.

Counter Terrorism and Transnational Crime (CTTC) officials said that Ansar Al Islam’s recruitment and training activities are going on in secret, reports The Daily Star on December 24. The hiring and initial training are done online, whereas the advanced training for the outfit's military wing is given in person in some remote areas of the country, CTTC officials told. Besides, Ansar Al Islam is finalising a list of its targets, but has no plan to launch any attacks now. A CTTC official, wishing not to be named, said using a secret messaging app, the militant outfit's high-ups have recently asked to halt all recruitment in Dhaka and nearby Districts. They asked for more focus on other Districts because those are under comparatively less vigilance from law enforcers, said the official. Another CTTC official, requesting anonymity, said the chief of the outfit is now staying abroad. Its military wing is being operated by Sayed Mohammad Ziaul Haque alias Major (sacked) Zia and he is hiding somewhere in Bangladesh, he said. He also said the group does not allow three to four members to stay at the same house.

Working Group on Enforced or Involuntary Disappearances (WGEID) of the United Nations Human Rights Council (UNHRC) in Geneva on December 24 said that there are allegations that the law enforcement and intelligence agencies in Bangladesh have been using enforced disappearance as a weapon targeting the political opposition and dissenters, reports Prothom Alo. These were told in a report prepared after 125th session of WGEID of the UNHRC. The session was held between September 20-29. According to the report, at least 80 people died in extra judicial killings including 51 in so-called shootouts or crossfires with the law enforcer agencies. The rights situation of minorities in 2021 was ‘very worrying’, according to the report. “At least 204 idols, mandaps or temples were attacked and 184 households, 50 business establishments were vandalized and looted in this year,” the report said. The freedom of expression has been curtailed and repression increased during the pandemic, ASK said in its report. At least 210 journalists faced harassment including the cases filed under the Digital Security Act (DSA). Welcoming Law Minister Anisul Huq's remarks about amending Digital Security Act (DSA), Transparency International Bangladesh (TIB) on December 31 demanded incorporating representatives from media and civil society in the committee formed to review and amend the law, reports The Daily Star. Although Law Minister Anisul Huq was late to admit that the act was misused, TIB is cautiously welcoming his statement, said a press release. TIB demanded inclusion of the mentioned representatives to review whether the law is conflicting with human rights. The graft watchdog said not only journalists, but common people should also not be arrested immediately after cases are filed under DSA. TIB Executive Director Dr Iftekharuzzaman said the Government's good sense was illustrated by the Minister's statement, which mentioned reviewing sections that undermine freedom of expression and dissent. From the beginning of DSA's enactment, the media and civil society objected to several sections of the act.
