The Hefazat-e-Islam (HeI) on April 2 demanded justice for the shooting deaths of their followers in clashes in Chattogram and Brahmanbaria in March 26–28 during protests against Indian Prime Minister Narendra Modi’s visit to Bangladesh, reports New Age. Addressing a protest rally as chief guest at Hathazari in Chattogram, HeI chief Junaid Babunagari claimed that at least 21 persons were killed during the anti-Modi protest and he demanded compensation for the families of the deceased and proper treatment for the injured. He also demanded that the Government should withdraw the cases against Hefazat activists and anti-Modi protesters, besides the immediate withdrawal of the Hathazari Police Station officer-in-charge Mohamad Rafiqul Islam.

Eight Policemen were injured in an attack by Hefazat-e-Islam (HeI) activists on Chhatak Police Station in Sunamganj District of Sylhet Division on April 3, reports Dhaka Tribune. The incident took place when the activists of the Islamist group were staging demonstrations over news that HeI Joint Secretary General Mamunul Haque had been kept in Police custody at a resort in Narayanganj District. After Esha prayers, a large number of activists took to the streets of Chhatak. They staged demonstrations and a procession. At one stage, they chased five to seven on-duty Policemen from the Traffic Point intersection to the Police Station. The HeI men then attacked the Police Station, pelting it brick chips and vandalizing its waiting room.

Hundreds of HeI supporters ran riot in Sonargaon upazila (sub-District) at around 8pm, vandalizing the Royal Resort and the upazila unit office of the ruling Awami League, before taking their leader to a nearby field where he reportedly ordered the agitated activists to calm down.

He said "The government should handle them with an iron hand. If necessary, a tribunal should be formed to try them. Those who do not acknowledge Bangladesh have no right to live here. Madrasas from where Hefajat militants took to the streets, attacked and killed people, and vandalised and burnt properties, must face closure. He urged Prime Minister Sheikh Hasina to be tougher against HeI and Bangladesh Nationalist Party (BNP)-Jamaat-e-Islami (JeI) clique.

Home Minister Asaduzzaman Khan on April 4 told the Parliament that a total of 17 people died during the Hefazat-e-Islam (HeI) mayhem between March 26 and 28 and the people involved in the chaos in different parts of the country have all been identified, reports New Age. Delivering a statement under Section-300 of the Rules of Procedure of Parliament, the Home Minister said that the people involved in the violence will be brought to justice while 22 people have been arrested already. He said that after the Jummah prayer at Baitul Mukarram on March 26, HeI activists started the violence and threw brickbats at the Police.

Prime Minister Sheikh Hasina on April 4 told Parliament that the Government wouldn't tolerate arson and vandalism in the name of Islam, reports The Daily Star. She said "I can only tell that legal action will be taken against those responsible for such misdeeds and the law will take its own course." Hasina warned Hefazat-e-Islam (HeI), saying, "I tell them that they are playing with fire. If a house catches fire, the fire may spread to another house. Can't they understand this? From the railway station to the land office, from the DC office to all the other places they have set on fire, what will they do if their madrasas, their houses, are set on fire? Will the people tolerate this? People won't tolerate this." Hasina further said, "Did Hefajat do it alone? The BNP-Jamaat alliance was behind this. Hefajat men spread a rumour that people were killed at Baitul Mukarram mosque on March 26 and went on a rampage from March 26-31. The BNP and Jamaat gave separate messages supporting Hefajat on March 27 and 28. It was part of a conspiracy against the state.”

The Government on April 4 set up a cyber tribunal in each of the all eight Divisions of the country to hold trials of cybercrimes-related cases, including those filed under the controversial Digital Security Act (DSA), reports The Daily Star. Earlier, there was one cyber tribunal in Dhaka for holding trial of cases filed under the Information and Communication Technology Act. The Law Ministry issued a gazette notification to this effect saying that the cyber tribunals have been formed under the Information and Communication Technology Act, 2006. The names of the eight tribunals are Cyber Tribunal, Dhaka; Cyber Tribunal, Chattogram; Cyber Tribunal, Rajshahi; Cyber Tribunal, Khulna; Cyber Tribunal, Barishal; Cyber Tribunal, Sylhet; Cyber Tribunal, Rangpur, and Cyber Tribunal, Mymensingh.

DMP, Joint Commissioner of Police, M Elias Sharif, said, the Special Action Group Division of the CTTC unit conducted a special drive in the Badda area and arrested Rezaul, who is also the chief of the Da'wah and Baitulmal department of the militant outfit JMB. Rezaul, arrested for his involvement in a series of bomb attacks in the country in 2005, was conducting militant activities across the country as per the directives of top JMB leader Salahuddin Salehin. In 2017, he secured bail and became involved in the activities of JMB again. According to the CTTC, Rezaul who is in charge of the current organizational structure of the JMB, is the only Shura member of the JMB.

They said the parties had their own agenda and tried to use HeI as cover. Even though HeI claims it is a non-political organisation, many of its leaders are affiliated with different political parties, Mahbub Alam, joint commissioner of the Detective Branch (DB) of Dhaka Metropolitan Police. HuJI-B was found to be involved in the three-day HeI mayhem that was carried out across the country from March 26 to March 28 in protest against the visit of Indian Prime Minister Narendra Modi. “The mayhem was actually a planned activity of Huji," according to an official of an intelligence agency. Several law enforcers investigating the mayhem said leaders of HuJI-B, which was banned in 2005 following the grisly grenade attack on an Awami League rally that killed 22 people, started to gather under the HeI umbrella. It managed to gain some control over the Qwami madrasa-based organisation recently. "In our investigation, we have got evidence on Hefajat's links with militant outfits. A group of Afghanistan returnees along with some Jamaat-Shibir men became tagged with the religion-based organisation Hefajat," Mahbub Alam, Joint Commissioner (Detective Branch) of Dhaka Metropolitan Police, told. Tohidul Islam, Additional Deputy Commissioner of Counter Terrorism and Transnational Crime (CTTC) unit, said their investigation also found that a number of HuJI-B operatives were holding posts in the HeI committee. "These operatives are now trying to use the Hefajat banner to fulfill their purpose and carry out subversive activities in the country," he added. According to an intelligence report, the 249-member HeI central committee, which was dissolved last night, had at least eight leaders who are either former operatives of HuJI-B or have connections with the militant outfit.

Confirming the development, AKM Hafiz Akhter, additional commissioner of Detective Branch (DB) of Police, said, "We have so far identified 313 people who provided funds to Hefajat." According to investigators, a large number of them are expatriate Bangladeshis and some of them are top BNP leaders. About HeI's funding and donors, Mohamad Asaduzzaman, Deputy Commissioner (Motijheel Division) of DB Police, told that HeI leaders used to collect the funds from the donors for madrasa purposes. But they did not get any papers or documents where and how the funds were spent, he added. Detectives on April 28 arrested another Hefazat-e-Islam (HeI) leader and Islamic preacher from Vatara area of Dhaka city in Dhaka District of Dhaka Division for his alleged involvement in violence in 2013 and the recent violence during protest procession against Indian Prime Minister Narendra Modi’s visit to Bangladesh, reports New Age. They even vandalised Ustad Alauddin Khan Institute. After evaluating all these, we will reveal their true purpose. Rapid Action Battalion (RAB) on April 29 arrested Mufti Harun Izhar, Education and Cultural Affairs Secretary of the now-dissolved central committee of Hefazat-e-Islam (HeI), from Lalkhan Bazar madrasa in Chittagong District over the violence during the Indian Prime Minister's visit in March, reports The Daily Star. RAB officials said once an active organiser of banned militant outfit Harkat-ul-Jihad-al Islami Bangladesh (HuJI-B), Harun was arrested at least two times before this for being involved in the 2013 bomb blast in the Lalkhan Bazar madrasa and conspiring with Lashkar-e-Taiba (LeT) to launch an attack on the US Embassy in Dhaka in 2009.

Mahbub Alam, Joint Commissioner of Detective Branch (DB) of Police, at a press briefing on May 30 said that majority of Hefajat-e-Islam (HeI)'s funds came from the Middle East through Bangladeshi expatriates, reports The Daily Star. The funds were donated for multiple purposes such as aiding the Rohingya community, helping madrasa students, and the welfare of HeI, adding that some locals also financed them. The donations that came from abroad were not maintained properly and HeI leaders used to spend that money for political and personal activities, he claimed. According to the Police official, madrasa organizations became hostages to the HeI leaders. As a result, the Madrasa organizations could not conduct their activities. Asked about link to terror financing, the DB official said that they were yet to conclude whether there was any terror financing or any attempts of money laundering.

Police said Masood was arrested in a case filed with the Police Station on April 20. On April 19, a procession came out from Maizgram Jame Mosque in Barhal union around 10:30pm demanding the release of the arrested leaders and activists of HeI. Masood was shown arrested in this case.
