Officials of Counter Terrorism and Transnational Crime (CTTC) unit of the Dhaka Metropolitan Police (DMP) on March 6 said that Ansar Al Islam is regrouping by stealth, reports The Daily Star. Apart from making recruitments through online platforms, including Facebook, it is targeting the needy even non-Muslim and transgender people, who would not ever come under suspicion of joining militancy. Officials said the organisational activities of Ansar al-Islam appear strongest in Dhaka and Chattogram. It also has bases in Satkhira and Kushtia. It has undertaken some projects in Dinajpur, Netrakona, Jamalpur, Madhupur and Tangail targeting marginalised and ultra-poor communities, providing them with cash and other supports. Ansar al-Islam has also got a new spiritual leader who goes by the name of Sheikh Tamim Al Adnani. A former madrasa teacher, he is now responsible for reorganising the outfit, said an official of CTTC. Sheikh Tamim's sermons are published in different platforms to draw potential militants, he added. The outfit continues to get financial support from abroad and some businessmen in the country, according to documents obtained by the CTTC officials. A high official said that the outfit has investment in agro sector, book publishing, e-commerce, clothe stores, and IT firms. Police have traced a number of financial transactions involving Ansar al-Islam and found that it received around $900 to $1,100 from abroad through PayPal on several occasions. Ansar al-Islam now has around 700 to 800 active members and at least 274 of them are sleeper cell members, they added. The organisation has at least 56 sleeper cells. A sleeper cell is made of three to four full members. In every cell, a chief gets appointed to coordinate activities of those three or four full members. Only the sleeper cell chiefs are connected with each other and they can communicate up to the section chief. The sleeper cell members remain ignorant about each other's identity and they only receive instruction from their chief. Similarly, a "cluster" is made of three to four sections. A cluster leader is officially called IDN chief. IDN means Izaratul Dawah Wal Nusrah. The section chiefs only have access to the IDN chief and not beyond that. When someone is targeted for killing, information about the person is collected through the intelligence wing and finally the top leadership gives directives to the IDN chief, who finally executes the plan through a sleeper cell, said officials.

Several hundred supporters of Hefajat-e Islam (HeI) attacked, vandalised and looted at least 75 Hindu houses in Noagaon village of Sunamganj District in Sylhet Division on March 17 over a Facebook post, reports The Daily Star. 35 houses were damaged badly and 40 more partially in the attack, said Mohamad Jahangir Hossain, Deputy Commissioner of Sunamganj. The attackers also vandalised several idols and looted valuables from the Hindu houses in the village, locals said, alleging that Police were late in reaching the spot. Carrying locally-made weapons, HeI supporters from villages adjacent to Noagaon village started gathering at a bazar in Noagaon village around 9:00am and launched the attack about an hour later.

For this purpose, HuJI-B had taken lease of a piece of land in a remote hilly area of Bandarban after collecting funds from sympathisers. The HuJI-B's ‘operations wing’ head, Mohammad Mainul Islam alias Mahin alias Mithu alias Hasan, used to operate the training activities. Identifying himself as a ‘journalist’, he took lease of the land, said investigators of CTTC. A Dhaka Tribunal on March 23 sentenced 14 cadres of banned militant outfit Harkat-ul-Jihad-al Islami Bangladesh (HuJI-B) to death and ordered that they be "publicly" executed by the firing squad for attempting to kill Prime Minister Sheikh Hasina in 2000, reports The Daily Star. The convicts had committed sedition through the attempt, it said. A sedition case was filed against them for trying to kill Sheikh Hasina, the then Prime Minister, by planting a 76kg bomb in Kotalipara, Gopalganj. The bomb was planted on the premises of Sheikh Lutfor Rahman Ideal College in Kotalipara where Hasina was supposed to address a rally on July 22, 2000. The bomb was found on July 21. Two days later, another 40kg bomb was recovered from the college premises. The convicts are: Mofizur Rahman alias Mohibullah, Mahmud Azhar alias Mamunur Rashid, Rashed Uzzaman alias Shimul, Tarek Hossain alias Marfat Ali, Abdul Wadud Mollah, Sarwar Hossain Miah, Anisul Islam alias Anis, Azizul Haque alias Shahnur, Lokman, Yusuf alias Mochhhab Morol, Sheikh Enamul Haque, Mosahed Hasan, Maulana Amirul Islam alias Jinnat Munshi, and Maulana Rafiqul Islam. Of them, Azizul, Lokman, Enamul, Mosahed and Yusuf are on the run.

Three persons were killed and two others sustained injuries in an explosion in Mekurai Naya Para village under Gaibandha District of Rangpur Division on March 24, reports Dhaka Tribune. The deceased are Ahedul (36), Sobhan Miah (40) and Borhan Uddin Prodhan (36). The explosion occurred at the house of Borhan Uddin. According to locals, three/four strangers entered the house a couple of minutes before the incident. An altercation and gunshots were heard coming from the place and after a while a tin roofing sheet was blown off in a loud explosion. Police had detained a number of suspects in this connection and their names would be disclosed later.

In Brahmanbaria District, five people were killed and 16 others were injured in the clash between HeI supporters and Border Guard Bangladesh (BGB) personnel took place around 5:30pm on the Cumilla-Sylhet highway. In Faridpur District, 250-300 people attacked Bhanga Police Station, injuring six Police personnel, including two Sub-Inspectors and an Assistant Sub-Inspector. In Chittagong District, the bastion of HeI, members of the outfit ran amok. They built a solid brick wall that blocked the Chattogram-Khagrachhari highway. All traffic movement on the road had remained halted since the night before. In Dhaka city, Islamist protesters brought out two processions. Around noon, HeI supporters demonstrated within the premises of Baitul Mukarram mosque, while supporters of Islami Andolon brought out a separate rally that started from the North gate of the mosque, and proceeded for half a kilometre before being suspended in front of Dainik Bangla intersection. The demands being placed by HeI include, the withdrawal of the officer-in-charge of Hathazari Police Station, a promise that no cases will be lodged against the students, and assurance that the Police who fired at the HeI supporters will be brought to justice.

In Brahmanbaria District, three HeI supporters were killed in Police firing. The HeI activists also attacked Sonar Bangla Express train at Dakshin Poirotola in Brahmanbaria and injured at least 10 passengers. They damaged the locomotive, broke 117 windows, and vandalised 15 coaches of the train. In Habiganj District, around 20 people, including seven Policemen were injured, in clashes between law enforcers and HeI in Jhingri area of Ajmeriganj on Ajmeriganj-Baniachang road. HeI activists set fire to two Police motorcycles there. In Munshiganj District, 15 people, including the Officer-in-Charge of Sirajdikhan Police Station, were injured in a clash between Police and HeI activists. In Narayanganj District, a bystander was injured when Border Guard Bangladesh (BGB) men opened fire after being attacked by activists near Sanarpar Bus Stand area.

Investigators claimed to have gleaned the information from two cadres of banned militant outfit Jamaatul Mujahideen Bangladesh (JMB) arrested from Tejturi Bazar area of Dhaka city on March 30. Convicted leaders of the militant outfits launched the business allegedly with support from a section of jail staffers who earn BDT 100 to 200 for delivery of each product. The profit from the business is used to support the militants' families and bear the costs of their legal battles.
