Claiming a major breakthrough on the third day of the ongoing operation against the militants and outlaws in Khyber Agency, the political authorities on January 1 indicated at reopening the Pakistan-Afghan Highway by January 3, The News reported. Authorities said 80 per cent of the targets were achieved as several notorious criminals were either arrested or surrendered to the administration. Some 13 houses, used for anti-social activities, were also demolished. The encroachments along the Jamrud Bazaar and the adjoining areas were removed. Sources said 15 more wanted criminals were arrested on January 1, bringing the tally of those arrested during the last three days of the operation to 43. A total of 33 structures, including houses and guest houses, were demolished in the operation. The NATO supplies snatched earlier were also recovered during the operation. The looted items were recovered from the house of Adam Jee in Wazir Dhand area, prompting the troops to demolish the house after retrieving the snatched goods. Briefing the media, Political Agent of the Khyber Agency Tariq Hayat said that on the third day of the operation, militants’ hideouts and criminal dens in Ghundi, Shahkas and Wazir Dhand area were targeted with artillery shells before the troops moved in. He also said that known kidnappers and looters were arrested during the operation and a large quantity of arms and ammunition and looted goods recovered from different places. Tariq reiterated that the operation named ‘Daraghlum’ (Here I come) was not aimed at any single entity or group but against a host of groups that had made the entire region insecure. “Lawlessness in Jamrud Tehsil [revenue division] has direct implication on the law and order situation in Peshawar, which experienced one of its worst periods during the last quarter of the year 2008,” the administrative head of the agency said and added 37 people were kidnapped and 16 vehicles lifted from Jamrud during the last three months. He also informed that during the same period, a total of 100 people were abducted from Peshawar and all the kidnappings had direct links to the tribal territory, where the operation was in progress now. Besides, the area was also used to launch rocket attacks on Peshawar and hundreds of vehicles, including that of the NATO, were targeted.

Two top commanders of the All Tripura Tiger Force (ATTF), identified as ‘captain’ Michael and ‘lieutenant’ Royal Debbarma, and their wives surrendered before Sub-Divisional Police Officer (SDPO) of Jirania in the West Tripura District on January 5, according to Telegraph. Their children were with them at the time of surrender. Both the militants carried cash rewards of INR 2, 50, 000 each on their heads and had red corner notices issued against them by Interpol. Their wives, too, were cadres of the ATTF. “Our records say that they had perpetrated savageries on people by massacring 26 civilians at Kalyanpur in December 1996, 19 at Panchabati in November 1999, 21 at Simna Colony in May 2003 and 32 people in simultaneous attacks on Kamal Nagar and Bara Lunga villages under Teliamura subdivision in 2003 besides many others,” Deputy Inspector General (operations), Nepal Das, said. The political wing of the ATTF, Tripura Peoples Democratic Front (TPDF), stated that Michael and Royal had surrendered with permission from the highest leadership of the outfit.

On January 10, 24 militants, including 22 National Liberation Front of Tripura (NLFT) cadres and two cadres of the All Tripura Tiger Force (ATTF), surrendered before the Security Forces in West Tripura District after fleeing from their base camps in Bangladesh, reports Assam Tribune. While the NLFT militants surrendered to the commandant of 15th battalion of Assam Rifles at Hrangkhalpara, the ATTF cadres surrendered to the Sub-Divisional Police Officer of Khowai. Police sources said that a food crisis in the Bangladesh camps and non-payment by the leaders of the militant outfits to the rank and file were the reasons behind the surrender. The NLFT cadres deposited three revolvers, two Chinese grenades, live cartridges and some documents of the outfit. The ATTF militants surrendered a Japanese wireless set.

At least 40 Taliban militants were killed and an unspecified number of them wounded in Mohmand Agency on January 11 as paramilitary troops repulsed a pre-dawn attack by about 600 militants coming from the Afghan border, Daily Times reported. The attackers – mostly foreigners, and supported by local Taliban – attacked Frontier Corps (FC) positions in Mamad Gatt at about 2am (PST). “Frontier Corps troops repulsed a massive attack by militants on one of its locations in the area,” the military said in a statement, adding that “severe fighting continued through the night”. Six soldiers were also killed and seven sustained injuries in the fighting. The Taliban fired mortars and rockets at an FC camp and subsequently used small arms to fire on a nearby checkpoint, an unnamed military official told AP. The attackers were eventually driven off, but scattered skirmishes continued, he said. Most of the attackers fled under heavy military fire, a security official told the AFP. Some of the Taliban militants surrendered, a military spokesman claimed later, without giving a specific figure. According to sources, militants from Waziristan also took part in the attack, Dawn reported. Officials said it was one of the biggest militant attacks since the Security Forces launched an operation in the region. Sources also said that five soldiers were missing, but an official in Peshawar, the NWFP capital, denied the report. The building of a school near the targeted FC location was also reportedly damaged.

Of the 42 NDFB militants who laid down arms before police at Mushalpur in Baksa, 20 are from the outfit’s Borbori designated camp, including a number of “corporals” and “lance corporals”, mostly from NDFB’s 4th battalion. Sources said that a jirga (council) of Tarakzai elders and officials of the political administration was held at Yakaghund headquarters where a commander and 14 militants were handed over to the authorities. However, the administration freed the militants after the jirga furnished personal surety bonds that the wanted persons would not indulge in militant or criminal activities in future. Earlier, the political authorities had handed a list of 220 wanted men to the elders of Qasimkhel and Dadokhel, the two sub-tribes of Tarakzai, asking it present them to the administration. The jirga has so far handed over 215 alleged militants while five are still at large.

The recovery was made after interrogation of a United People's Democratic Solidarity (UPDS) militant, identified as Kalwin Lyngdoh (19), of Jrikyndeng village under Block-I, who had surrendered before Police on March 30. The Superintendent of Police of Jaintia Hills District, M.K. Singh, said that Kalwin had been associated with the UPDS for five years and had completed five-month training at Bhoksong in the Karbi Anglong District of Assam. He was inducted into the outfit by one late Bijoy Teron when he was a student of Class VII at Jrikyndeng. Kalwin, who is fluent in Assamese and Karbi languages, revealed that he was the only one person belonging to Pnar community who had joined the UPDS. He confessed that he along with other cadres of the outfit used to serve demand notes to villagers under Block-I area. "I am fed up with the organisation and hence decided to surrender," Kalwin said.

Silva also said Prabhakaran and his associates will never be allowed to flee the country as the SFs assisted by the Navy had thrown an impregnable security net around the country. Besides Prabhakaran, the other LTTE top leaders planning to flee the country include intelligence chief Pottu Amman, Sea Tiger leader Soosai, Charles Anthony, Kapil Amman, political wing leader B. Nadesan and head of LTTE Peace Secretariat S. Pulidevan. Speaking on the ongoing military operations, he said Prabhakaran and LTTE leaders are restricted to a six kilometres area in the NFZ and Prabhakaran has ordered his cadres to take all possible measures to hold on to their remaining area. The troops are reportedly advancing towards the southern part of the NFZ to rescue the remaining 10,000 civilians there, added Silva. An unnamed Meghalaya Police official said the Government has laid down guidelines that only in exceptional and deserving cases militants who surrender without arms and ammunition may be considered for rehabilitation under the Government package. However, most of the recent surenderees who did not deposit arms and ammunition, the official maintained, were far from “exceptional and deserving” cases, but provided with the rehabilitation package. Only the outfit’s chairman Julius K. Dorphang, who surrendered with four of his bodyguards in July 2007 without arms or ammunition, was an “exceptional case”, the Police official said. The militants who surrender with at least one weapon are shifted to a transit camp and given counselling and later training on a vocation with a monthly stipend of INR 2,000 and daily perks of INR 50 as part of the rehabilitation. After three months, the surrendered activists are released and given INR 150000 in three installments over a period of six months for self-rehabilitation and joining the mainstream. “The Government policy is okay, but the militants are trying to take the money and many go back to their old ways indulging in extortion and intimidation,” the Police official added. Apart from the rehabilitation package, the Government had laid down monetary incentives for laying down arms and ammunition during surrender. Deposit of a rocket launcher fetches a militant INR 25,000, while an AK-assault rifle INR 15,000. The other incentives include INR 10,000 for a deposited carbine or SLR, INR 5,000 for a stengun and long-range wireless set. INR 3,000 each would be given for laying down .303 rifle, pistol, revolver or any other service weapon, remote control device and improvised explosive device. INR 1,000 for a rocket, short-range wireless set, explosive material and INR 500 for each grenade deposited are the other Government incentives.

He had joined the HNLC in 2002. He crossed over to Indian territory from Bangladesh after deserting the outfit's camp at Arisuma in Chittagong Hill Tracts (CHT) area a few days ago. Phikerlang's primary job was to ride a boat, a three-hour journey, carrying food items, including rice and vegetables, to the HNLC camp from Borkhaghat market. Phikerlang said he decided to surrender after being fed up with the hardship he had to endure in the HNLC camp in CHT. He said he had stayed with HNLC leader Hep Khoit and his wife in the camp, adding that about 50 HNLC militants were still living in the camp at Arisuma under the command of one Kambes. He, however, said there were only two weapons, one AK47 and the other AK 46, in the camp. Meanwhile, Superintendent of Police of East Khasi Hills District, Claudia A. Lyngwa, said other militant groups, including the National Liberation Front of Tripura (NLFT), Kanglei Yawol Kanna Lup (KYKL) and National Democratic Front of Bodoland (NDFB), had set up base in CHT area and was providing arms training to the HNLC militants.

The officials said over 2,379 of them were identified by the military. While over 7,237 these militants, including 1,601 females, who had surrendered to the military, are now being rehabilitated at various rehabilitation centres, another batch of 202 militants, including 80 males, are living in Internally Displaced Persons camps. According to officials, these 202 militants were identified by the military and separated from the refugees in the welfare camps. “They surrendered to the troops when the military offensives got tough. The 202 terrorists including females are well trained LTTE terrorists”, they said. Over 2,065 of these cadres said that they surrendered to the troops at the Forward Defence Lines as they were disillusioned with their leadership. They had sensed the defeat and realised that the LTTE cadres had to fight to protect the life of their chief Velupillai Prabhakaran and not for Eelam.

The Ghumusur ‘divisional commander’ Akash alias Dora alias Ghasiram Majhi and his wife Jharana, who is also a Maoist, surrendered before the Raygada District Superintendent of Police. “He was a very senior member in the Maoist hierarchy of Orissa, next only to Sabyasachi Panda, the chief of the rebels in Orissa,” said Sudhanshu Sarangi, Inspector General of Police (anti-Naxal operations). Akash, a resident of Kharikapadar village in Rayagada District, joined the Maoist ranks seven years ago and rose to become the outfit’s Ghumusar division commander a few years ago. “He was involved in over 12 Maoist attacks in the State including several high-profile attacks but of late he had grown disillusioned with the Maoists. We were in touch with and had been trying to persuade him to surrender,” said a senior Police official. An armed Muslim group in Eravur in the Batticaloa District is reported to have handed over their illegal weapons to the chief priest of the mosque at Michchinagar in the morning. The weapons were subsequently handed over to the Deputy Inspector General of Police in the area by the chief priest. Seven guns and several hand grenades were among the weapons that had been surrendered, the Police said. An amnesty period to hand over the illegal weapons in the Eastern Province announced by the Sri Lankan Government ended on July 4. There are reportedly 18 armed groups in the Eastern Province with nearly 400 firearms in their possession.

During interrogation, the duo confessed that they were involved in many extortion-related activities in the South District. They had joined the outfit in 2000 and undergone arms training at Bangladesh camps. In addition, two more NLFT militants, identified as Mukti Sadhan Jamatia (34) and Gokul Nanda Jamatia (29) of South Tripura, also surrendered. However, they did not deposit any arms. They confessed that they were involved in a number of crimes, including killings and kidnappings. Mohana Rao at Narsipatnam in the Visakhapatnam District on September 6. Naresh belongs to Valasapalli in Maredumillil mandal of East Godavari District. He was allegedly taken away by Maoists (then Naxalites) in 1993 from his village to help them find way. Since then he had not been sent back. After sometime, he had been trained as militia member and in the use of arms. A Police statement, quoting Naresh, said he was threatened that the Police would kill him if he went back to his village. In August 2005, he was promoted as dalam member and was given a .303 rifle. He was the security guard for the Andhra Orissa Border (AOB) East Division secretary Jagadish. He has been acting as ‘deputy commander’ of the Gurthedu LGS since February 2007 in which position he continued till July 2009. He was also East Division ‘A’ section ‘deputy commander’. The cadres first gathered at Thanalambra, about 35 kilometres from Haflong, District headquarters of North Cachar Hills, before proceeding to the 5th Assam Police Battalion headquarters at Sontilla to deposit their weapons. They laid down over 70 weapons in the presence of Police officials, a source said. Among the cadres who came on board were BW leaders Daniel Dimasa, Maurang and Daku Dimasa. “The cadres will be moved into designated camps,” the source said. Five designated camps in different parts of the District are ready for their arrival. The Director-General of Police of South Assam zone, Dipak Kumar, said 358 rebels were expected to deposit their arms by tomorrow. The formal surrender ceremony is expected on September 24 in the presence of the Chief Minister Tarun Gogoi. A source said the outfit wants the Chief Minister to be present at the ceremonial surrender. Apart from the need for Chief Minister presence, the absence of the outfit’s ‘commander-in-chief’, Niranjan Hojai, is also delaying the surrender ceremony. The Union Government has, however, already indicated that talks could begin with the BW even if Hojai did not come.

A Police source said the militants set out from Dihangi, about 30 kilometres from Haflong, escorted by a few senior Police officials to Sontilla, the headquarters of the 5th Assam Police Battalion, where they deposited their arms. The weapons surrendered are yet to be counted but it is a “significant number”, the source said. The extremists will now be shifted to their designated camp in Kapurtalla near Harangajao in the North Cachar Hills District. As reported earlier, the first batch of 193 rebels who surrendered their arms on September 13, are living in a camp in Jatinga village, about 10 kilometers from Haflong. Four camps have been set up at various locations to house the militants during the peace talks. Among those who stepped into Sontilla are frontline leaders Mindao Dimasa and Prakash Dimasa. With the duo’s arrival, all field-level leaders of the outfit have joined the peace process. The outfit’s ‘chief’, Jewel Gorlosa, and its ‘deputy commander-in-chief’ Partha Warisa, are now in judicial custody after being arrested from Bangalore on June 3, 2009. Political administration officials told that three militants were killed in the Salarzai tehsil (revenue division) of Bajaur Agency, adding two others were injured. The SFs also arrested four Taliban militants at Khar, headquarters of Bajaur, while 16 Taliban militants surrendered to the SFs in the Mamoond tehsil. Official sources said that the SFs continued the military operation in the Warr Mamoond and Salarzai tehsils to restore the Government’s writ in these areas, adding, Taliban hideouts were being shelled with helicopters.

Acting on a tip off, the CRPF troops began combing a forest under Barachatti Police station and an encounter followed soon after. "Three activists surrendered, who were hiding in the fields when we launched a search operation. On interrogation they confessed they had relations with Maoists and were helping them with arms and ammunition," said the CRPF Commandant Vijay Kumar. "We recovered huge quantity of items like wireless sets, explosives which had timer devices, ammunition and uniform," he added. As reported earlier, armed cadres of the CPI-Maoist and the Security Forces exchanged fire in Barsudhi forest under the Barachatti Police Station area near Bihar-Jharkhand border, some 50 kilometres from Gaya, in the morning of October 21.

A source said the Assam Government has allowed the five to go to Nepal on a special request made by Hojai. Though Police have not mentioned their whereabouts, a submission in a court by the National Investigation Agency (NIA) indicated that the five former militants were not in their designated camps. The NIA on October 22 told the court that it had sought the custody of five BW cadres — Hojai, David Dimasa, Daniel Dimasa, Maurang Dimasa and Daku Dimasa — for interrogation in connection with the alleged diversion of North Cachar Hills Autonomous Council funds to the outfit. The Police told the NIA that these cadres were outside Assam and would be available only after October 27.

In another incident, the troops arrested a close aide of Fazlullah, identified as Ali Shah Khan, during a raid in Charbagh. The sources said 960 grams of gold and some important documents were recovered from his possession. They said Ali Shah Khan was in-charge of the militants’ finances in Swat. There were reports that Maulana Fazlullah used to stay at his residence whenever he visited Charbagh.

Earlier, the Bangladesh Security Agencies neutralised some hideouts of leaders of the ULFA in the night of November 1, prompting the cadres to escape. Internal clashes among ULFA cadres are also said to have forced some militants to escape. During interrogation, the ULFA leaders confessed they escaped the neighbouring country (Bangladesh) as they were facing threat to their lives from their colleagues, the official sources said. Some other sources claimed that the two ULFA leaders were handed over by the Bangladesh Rifles (BDR) to the BSF after Directorate General of Forces Intelligence (DGFI) personnel picked them up from a safe house in Uttara area of Dhaka (capital of Bangladesh) following high-level diplomatic intervention by India. As reported on November 5, India had opened diplomatic channels as soon as it was confirmed that the leaders were detained by security agencies in Dhaka on November 1-night. Meanwhile, sources reported that the former Kamtapur Liberation Organisation (KLO) ‘chief’ Jiban Singh, who is presently under the custody of Bangladesh Police, has reportedly informed the Bangladesh security forces about the whereabouts of the ULFA leaders in Bangladesh. Bangladesh authorities had assured India of greater cooperation in the coming months against the anti-India militant outfits based there and also of the possible handing over of top leaders like Ranjan Daimary of the pro-sovereignty faction of National Democratic Front of Bodoland (NDFB) and Biswamohan Debbarma of National Liberation Front of Tripura (NLFT).
