As a part of a police strategy to involve villagers in tackling the menace of leftwing insurgency, two Naxalites of the Communist Party of India- Marxist-Leninist (CPI-ML) Janashakthi Veeranna faction were forced to surrender by the villagers, on December 5, in Ankushapur village. Police, of late, has initiated the programme of adopting specific Naxal-prone villages and organising periodic village councils there. They also conduct counselling programmes in those villages with parents and relatives of Naxalites urging them to ensure their surrender. According to Police sources, 23 other villages have been adopted under the programme.

In the largest ever surrender of militants in Assam, 532 cadres of United Liberation Front of Assam (ULFA), National Democratic Front of Bodoland (NDFB) and Karbi National Volunteers (KNV), laid down arms before Governor Lt Gen (Retd) S. K. Sinha at Ranghar, on April 4. Of those who surrendered, 436 belong to the ULFA, 19 to the NDFB and 77 to the KNV. The Army claimed that among the ULFA cadres who surrendered, 200 belonged to the outfit’s armed wing. On October 18, 12 terrorists, hailing from different outfits, surrendered to security force authorities at Surankote town in Poonch district. As reported earlier security forces had announced the imminent surrender on October 17. These surrendered terrorists included seven activists of the Harkat-ul-Jehad Islami, two of the Lashkar-e-Toiba activists, two of Tehrik-e-Jehad-e-Islami and one of the Harkat-ul-Mujahideen. The surrendered terrorists are reported to have said that in "…the name of ‘jehad’ we and our associates were being forced to resort to killings of innocent civilians and other immoral activities", and also added that "we preferred to surrender instead of following the dictates of Pakistan and its mercenaries". Speaking on the occasion, the General Officer Commanding, of the Romeo Force, a counter-insurgent division of the Indian Army, said that he expected other misguided youths, along with the active support of prominent citizens and local population, to support this great cause and come forward in large number to renounce terrorism and restore peace. He called upon other militants to surrender and get rehabilitated honourably rather than losing their lives in the encounters at the behest of foreign mercenaries. He also added that the surrenders were the result of concerted efforts made by army and police in close co-operation with each other.
