A two member bench of the Supreme Court of Pakistan comprising Justice Mushir Alam and Justice Qazi Faez Isa said on January 3 that that the sit-in staged by the Tehreek-i-Labaik Ya Rasool Allah (TLY) was an "attack on Muslims by Muslims", reports Dawn. Attorney General (AG) Ashtar Ausuf told the Court that nine people in Punjab and three in Sindh were killed during the protests while 194 Police Officers were injured. AG confirmed that an estimated damage of PKR 139.5 million was incurred. The Court also questioned the employment status of TLY chief Khadim Hussain Rizvi, who was heading the protest.

He added that India played a destabilising role in the region and encouraged terrorism in Pakistan through Afghanistan territory. “Pakistan received only $15-20 billion in terms of Coalition Support Fund (CSF), while the national exchequer incurred $123 billion in losses in monetary terms besides other sacrifices to support US operations in its war against terror”, he said, adds The News.

State Department Spokesperson Heather Nauert on January 4 said that United States (US) will suspend all security aid to Pakistan starting from January 5 until Islamabad acts against terrorist groups, reports The Indian Express. The suspension includes USD 255 million in Foreign Military Funding (FMF) for the fiscal year 2016 as mandated by the US Congress and USD 900 million of the Coalition Support Fund (CSF) money to Pakistan for the fiscal year 2017. “It has been more than four months since the President’s speech and despite a sustained high-level engagement by this administration with the Government of Pakistan, the Taliban and the Haqqani Network continue to find sanctuary inside Pakistan as they plot to destabilise Afghanistan and also attack US and allied personnel,” Nauert said. She added that the cut is not permanent. However the suspension of FMF for 2016 was announced back in September 2017 and the State Department could not confirm the exact figure of what extra amount of aid had been suspended beyond $255 million in FMF for 2016 during the press briefing. Earlier, the US State Department Spokesperson Heather Nauert had said on January 4 that it had placed Pakistan on a special watch list for ‘severe violations of religious freedom’, reports Indian Express.Meanwhile, Ministry of Foreign Affairs (MFA) Pakistan Spokesperson Dr Muhammad Faisal on January 5 said that Pakistan had fought war against terrorism largely from its own resources and it cost the country $120 billion in last 15 years, reports The Nation. “[The] impact of US’ decision on pursuit of common objectives is also likely to emerge more clearly in due course of time. It, however, needs to be appreciated that Pakistan has fought the war against terrorism largely from its own resources. We are determined to continue to do all it takes to secure the lives of our citizens and broader stability in the region,” he said in a statement.Also, MFA Pakistan Spokesperson Dr Muhammad Faisal in response to a question on Pakistani response to potential US strikes in settled areas of Pakistani territory said on January 4 that the Military had already stated that “any such actions would get a befitting response”, reports The Nation.Separately, US Republican Senator Rand Paul said that he would introduce a bill that would stop all US aid to Pakistan, reports Times of India on January 5. "US should not give one penny to countries that burn our flag and chant Death to America. Countries like Pakistan that stonewall access to key information in fighting terrorism don't deserve our money," he said.

National Counter-Terrorism Authority (NACTA) will conduct research on the footprints of Islamic State (IS) group in Pakistan and its linkage with Tehreek-i-Taliban Pakistan (TTP), Al Qaeda and other militant networks confirmed Senate Standing Committee on Internal Security under the chairmanship of Rehman Malik on January 5, reports Dawn. Rehman Malik also asked NACTA to take steps for capacity-building of the Federal Investigation Agency (FIA) to effectively combat cyber terrorism and crimes. NACTA’s National Coordinator Ihsan Ghani presented a report on implementation of the National Action Plan (NAP) over the last three years covering 20 salient points of the anti-terrorism plan confirmed that 483 militants had been convicted since partial lifting of moratorium on death penalty in March 2015 (period not specified).

Pentagon Spokesman Colonel Rob Manning said on January 8 that United States (US) had conveyed “specific and concrete steps” Pakistan must take for resumption of aid, reports Daily Times. “Taliban and Haqqani leadership and attack planners should no longer be able to find safe haven or conduct operations from Pakistani soil” he said. Pentagon Officials are watching to see if Pakistan is going to retaliate against the US by cutting supply lines to US troops from its port at Karachi into Afghanistan. Manning said that so far there were no signs that Pakistan was preparing to take that course of action. He stressed that the suspension of funding was not permanent “at this time” and that the money was not being diverted elsewhere.

The Indian Army killed 138 Pakistan Army personnel in 2017 in tactical operations and retaliatory cross-border firings along the Line of Control (LoC) in Jammu and Kashmir, Government intelligence sources said on January 10, reports The Times of India. The Indian Army lost 28 soldiers during the same period along the LoC, the sources said. The sources said the Pakistan Army usually does not acknowledge the deaths of its personnel and shows them as civilian casualties in certain cases. The Indian Army has been adopting a ‘tough’ approach in dealing with ceasefire violations and terrorist activities in Jammu and Kashmir in the last one year. The Pakistan Army has suffered 138 fatal and 155 non- fatal casualties in tactical operations and retaliatory cross-border firings along the LoC in 2017, the intelligence sources said. A total of 70 Indian Army personnel were injured during cross border firings and other incidents. According to official figures, 860 incidents of ceasefire violations by Pakistani troops were reported in 2017 as against 221 in 2016.

The IMET programme, which focuses on military education, is meant to establish a rapport between the US military and the recipient country's military for building alliances for the future. Under this programme, Pakistan Army officers have been trained in the US at a cost of USD 52 million over the past 15 years and an allocation of another USD 4 million has been made for the current year. While the IMET would continue, the US has frozen the aid provided under the programmes that are more important to Pakistan, particularly the Foreign Military Financing (FMF). The recipients of FMF can use the funds under this programme for procurement of defence hardware produced by the US.

Vice Chief Lieutenant General Sarath Chand said the Army has been responding appropriately to Pakistan shelling, asserting that India will continue to give a ‘befitting reply’ to such acts. “That (retaliation) goes without saying, I think I don’t have to say that. (Our) action will speak for itself,” he said when asked about the killing of a Captain and three other Army men in the Rajouri sector. Chand also accused the Pakistani army of supporting the infiltration of terrorists into Jammu and Kashmir. “We will continue with our process of giving a befitting reply (to such acts),” he told reporters on the sidelines of an event here, adding that there were even incidents of mutilation of bodies of jawans last year. “We have been responding appropriately,” he said. “There has been cross-border shelling from their (Pakistan’s) side. And one of the shells landed near the officer and his men, leading to the casualties,” he said when asked about yesterday’s (February 4) shelling. Army sources said the Pakistan army had used 120mm mortars and Anti-Tank-Guided Missiles on February 4 in the attack in which the four Army men were killed. President Mamnoon Hussain last month promulgated an ordinance amending the Anti-Terrorism Act, 1997 with regards to proscription of terrorist individuals and organisations to include entities listed by the United Nations Security Council (UNSC) — in a move to declare Hafiz Saeed-linked JuD and Falah-i-Insaniyat Foundation (FIF) as proscribed groups. The ordinance amends Sections 11-B and 11-EE of the Anti-Terrorism Act, 1997 (XXVII of 1997). Section 11-B sets parameters for proscription of groups, whereas 11-EE describes the grounds for listing of individuals. Both sections would now include Sub-Section ‘AA’, according to which organisations and individuals “listed under the United Nations (Security Council) Act, 1948 (XIV of 1948), or” will be included in the First Schedule (for organisations) and Fourth Schedule (for individuals), respectively, on an ex-parte basis.

The US in January suspended more than USD 1.15 billion security assistance to Pakistan, accusing Islamabad of harbouring terror groups like the Afghan Taliban and the Haqqani Network within its border and showing unwillingness to take decisive actions against them. In addition, the Department of Defense had suspended the entire USD 900 million of the Coalition Support Fund (CSF) money to Pakistan for the fiscal year 2017. In a simultaneous move, seven members of MML central leadership body have been designated as foreign terrorist. The US also added Tehreek-e-Azadi-e-Kashmir (TAJK) to the list of terrorist groups. TAJK is said to be a front of the Lashkar-e-Taiba (LeT), which according to the Trump administration, continues to operate freely inside Pakistan. The move comes a day after the Election Commission of Pakistan asked the MML to produce a clearance certificate by the Interior Ministry for its registration as a political party. The election commission had earlier rejected the MML's application for registration as a political party after the interior ministry objected to its ties to banned militant outfits. The State Department said the move was aimed at denying the LeT the resources it needs to plan and carry out further terrorist attacks. "Both MML and TAJK are LeT fronts created to circumvent the sanctions against it (LeT)...Today's amendments take aim at LeT's efforts to circumvent sanctions and deceive the public about its true character," said Nathan A Sales, coordinator for counterterrorism at the Department of State. "Make no mistake: whatever LeT chooses to call itself, it remains a violent terrorist group. The meeting was held at an office of the Counter-Terrorism Department (CTD) with Additional Inspector General of Police (IGP) Dr Sanaullah Abbasi in the chair. The Fourth Schedule is a list of “proscribed” individuals who are suspected of terrorism or those who are affiliated with organisations suspected to be involved in terrorism or sectarianism. Afghanistan President Ashraf Ghani on June 15 telephoned Army Chief General Qamar Javed Bajwa to confirm the news regarding the killing of Tehreek-e-Taliban Pakistani (TTP) Chief Mullah Fazlullah in a drone strike in Kunar Province of Afghanistan, reports Dawn. According to Inter-Services Public Relations (ISPR), Mullah Fazlullah was “hiding in Afghanistan since 2009”. The ISPR termed the killing of Mullah Fazlullah "a positive development", adding that the TTP leader's death "gives relief to scores of Pakistani families who fell victims to TTP terror including the APS massacre". According to Radio Pakistan, the TTP chief was leaving a militant centre, known as Pachai Markaz, just before midnight after attending a dinner party along with several key commanders when he was killed. Bhutto (54), was assassinated in a bomb-and-gun attack on her car in Rawalpindi on December 27, 2007, as she left an election rally. Ikramullah, who was then about 16 years old, is believed to have been a back-up TTP suicide bomber, who was meant to detonate his explosive vest if the first attacker did not succeed. But officials say he walked away after the other bomber blew himself up. In his first public statement on the case, Ikramullah appears in a video produced by a splinter group of the TTP which was obtained by the BBC. It is believed to have been filmed in eastern Afghanistan, where the terrorists are based. Sitting next to Sheheryar, the group’s commander, Ikramullah repeatedly stated in the video that he was neither “involved” nor “aware of” the plot to kill Bhutto. Chief of Army Staff (COAS) General Qamar Javed Bajwa, on July 2, confirmed death sentences of 12 ‘hardcore terrorists’, according to the Inter-Services Public Relations (ISPR), reports Daily Times. The army chief also ratified prison terms awarded to six other convicts, the ISPR said in a statement, adding the convicts were involved in attacks on civilians, armed forces and law enforcement agencies. These terrorists were also involved in an attack on central Imambargah in Parachinar, Kurram Agency, the statement read. The terrorists were also involved in killing of 34 people including 26 civilians, eight armed forces and frontier constabulary personnel, as well as injuring 133 others. Arms and explosives were also recovered from their possession. Meanwhile, six others were awarded life imprisonment. A civilian, Ehsan Ullah, also tried by special military court, was found not guilty and was acquitted.

KP Inspector General (IG) Mohammad Tahir in an exclusive interview with Dawn on July 19 said that despite the Police department submitting a PKR 369 million election budget proposal to the Provincial Government, only PKR 169m had been released, an amount they believe is insufficient to provide adequate security for the election exercise. IG Mohammad Tahir said that of the 12,069 polling stations in the province, 3,174 had been declared 'highly sensitive', while 4,539 had been accorded 'sensitive' status. He further said that almost 52,000 Police personnel will perform duties on election day. In addition to patrolling, personnel will be deployed at 'highly sensitive' and 'sensitive' polling stations to ensure security and maintain law and order, he added further.

In an interview to a group of television journalists in Islamabad, Khan said unless there was a dialogue, various options on resolution of Kashmir cannot be discussed. When asked about the formula to resolve the Kashmir issue, Khan said there were two or three solutions, which have been in discussions. He, however, refused to share more details, saying it was "too early to talk about them". Khan claimed he was informed by late PM Atal Bihari Vajpayee and former foreign minister Natwar Singh during a conference that Kashmir would have been resolved if the BJP had not lost the 2004 Lok Sabha elections. "It shows that there is a solution of Kashmir and both countries were close to resolve it," PM Imran Khan insisted. Ruling out the possibility of any war with India, he said two nuclear armed countries would not fight because "there are always unintended consequences".

US Secretary of State Hillary Clinton designated the commander as a terrorist and banned Americans from doing business with him. The State Department’s designation statement points out that Commander “Badruddin sits on the Miramshah Shura, which has command and control over all Haqqani Network activities, and helps lead insurgents and foreign fighters in attacks against targets in south-eastern Afghanistan.” He is a son of the group’s founder, Jalaluddin Haqqani, who had previously been designated as a terrorist by the US. The United Nations has also added Badruddin Haqqani to its list of al Qaeda and Taliban terrorists, a step that requires all UN member states to implement an assets freeze, a travel ban, and an arms embargo against him. The US measure also blocks all of his property interests subject to US jurisdiction. Badruddin Haqqani took responsibility in November 2008 for the abducting of New York Times reporter David Rohde. He said the armed forces are aiming a speedy completion of the project in ‘pri 1 areas’, adding that the full project will be completed by the end of 2019.Major General Ghafoor said the fenced border, once completed, will benefit the peaceful people of Pakistan and Afghanistan while restricting terrorists. The military-led construction effort went into action last year. The pair of nine-foot wire fences, with a six-foot gap, and topped with barbed wire, runs along rugged terrain and snow-capped mountains as high as 12,000 feet.Officials estimate the project will cost over USD 550 million.

The PM during the conversation "underscored [the] UN's role to end these violations", a statement issued by PM office said. Citing the recent escalation in violence in the restive valley, especially the killing of more than a dozen civilians and injuries to over 300 protestors, Khan termed the situation as “unacceptable”. "Jammu and Kashmir dispute is not a bilateral issue between Pakistan and India but an internationally recognised dispute and an outstanding agenda item in the UN Security Council," the statement quoted the PM as telling the UN chief. Khan urged Guterres to intervene and "stop India from perpetrating state repression, violence and brute force against Kashmiri youth, women and children". He demanded that a Commission of Inquiry be urgently dispatched to investigate the situation in occupied Kashmir, as was recommended in a June 2018 report by the UN High Commissioner for Human Rights. The Chief of Army Staff (CoAS) General Qamar Javed Bajwa on December 28 ratified the death sentences awarded to 22 hardcore terrorists, reports Dawn. The Inter-Services Public Relations (ISPR) said in a statement that the convicts were reportedly involved in heinous terrorist offences, including attacks on armed forces, law enforcement agencies, explosions of vehicle-borne improvised explosive devices (IED) to carry out sectarian killings, destruction of communication infrastructure, police check posts, educational institutions, and killing of innocent civilians. The convicted terrorists were responsible for the deaths of a total of 176 people, including 19 armed forces personnel, 41 police and Levies officials and 116 civilians, and causing injuries to 217 others. Arms and explosives had also been recovered from their possession. Special military courts had awarded death sentences to these convicts. The courts also handed down imprisonments to 15 convicts and acquitted two accused after finding them not guilty. All 22 of the terrorists were found to be members of banned organisations. They confessed to their offences before a judicial magistrate and in their statements during their respective trials, according to the ISPR.
