Human Rights Minister Dr Shireen Mazari revealed on January 3 that a bill pertaining to enforced disappearances, which was recently passed by the National Assembly (NA), had gone "missing", reports Dawn. Speaking to media persons at the Ministry of Human Rights, she said: "We had prepared the bill regarding missing persons and it was passed by the [relevant] standing committee and the National Assembly (NA). But it went missing after it was sent to the Senate." The minister said there were reports, however, that the bill was now at the Senate Secretariat. The bill, Criminal Law (Amendment) Bill 2021, was passed by the NA on November 8, 2021, and is aimed at making amendments to the Pakistan Penal Code (PPC) and Code of Criminal Procedure. It was introduced in the NA by the Federal Interior minister in June 2021. While initially there was no provision related to the filing of a false complaint or false information about subjecting a person to enforced disappearance, subsequently a provision was added to the bill to declare it a penal offence punishable by up to five years imprisonment with a fine up to PKR 500,000. The proposed law provides for the insertion of a new section 52B in the PPC for defining an “enforced disappearance”.

Inter-Services Public Relations (ISPR) Director General Major General Babar Iftikhar said on January 5 that the purpose of erecting the fence along the Pak-Afghan border was to provide security to people along the border, not create divisions among them, reports The Express Tribune. ISPR Director General Major General Babar Iftikhar gave an overview of the year 2021 at a press conference. During the press conference, General Iftikhar talked about the security situation along the border with Afghanistan, especially the border fencing. According to the ISPR DG, the fencing work along the Pak-Afghan border is almost completed while over 71 per cent of the work on fencing has been completed along the Pak-Iran border. Pakistan has more than 1,200 border posts along the Pak-Afghan border while there are 377 posts on the other side of the border. “This means that there is a distance of at least 7-8 km between check posts,” he said, adding that the shortage of posts has made it challenging to keep the militants in check. In 2021, 164 forts were constructed along the Pak-Afghan border and 31 forts were established along the Pak-Iran border, he said, adding that so far, a total of 673 forts/border posts have been constructed. “Pakistan has set up 67 new wings for FC Balochistan and FC KP to strengthen border security while the formation of six more wings is in the process,” he added. Speaking about the Operation Radd-ul-Fasaad, General Iftikhar said the operation was different from other operations as it was not area-specific or military-specific. At least 60,000 IBOs were conducted under Radd-ul-Fasaad. The measures taken by the Security Forces (SFs) busted terrorist networks across the country, he added. Over 800 security alerts were issued during the year that managed to thwart terrorism incidents by 70 per cent, the ISPR chief added.

The Government on January 13 requested the Supreme Court to grant another three weeks to submit its report on the Peshawar Army Public School (APS) attack case, reports Daily Times. As per an earlier court directive, the Government was to furnish the report, signed by Prime Minister Imran Khan, by December 10. However, the Government had sought three weeks’ time from the apex court on December 9 to submit the report. The new request for extension made said the committee set up by Prime Minister Imran Khan had already met the parents of the deceased students once and a second meeting was expected soon to satisfy them.

According to sources, progress has been made in the Lahore blast after investigators prepared sketches of the suspects through geo-fencing and CCTV footage. “The terrorist who planted a bag at the blast site was in contact with his handler,” they said adding the terrorists have been identified using CCTV footage. Addressing the Senate session, Minister Rashid said the number of terror incidents in the country has witnessed a surge since August 15, 2021 following the fall of Kabul to Taliban. The Inter-Services Public Relations (ISPR) said on February 3 that Security Forces had killed 13 terrorists while five Security Force (SF) personnel were also killed in separate clashes in Panjgur and Nushki Districts of Balochistan, reports Dawn. Terrorists had attempted to attack Security Forces' camps in Panjgur and Nushki in two separate attacks late on February 2-evening. The attacks had been "successfully repulsed" while dealing heavy damage to the terrorists, although one soldier was martyred in the Panjgur attack. Earlier, South Asia Terrorism Portal (SATP) quoting media sources reported four Baloch Liberation Army (BLA) terrorists were killed in Nushki and one soldier killed in Panjgur clashes on February 2. In an update statement on February 3, the ISPR said that Security Forces (SFs) had killed 13 terrorists in Panjgur and Nushki areas. "After successfully repulsing terrorist attacks at Panjgur and Nushki yesterday night, security forces carried out clearance operation to hunt down terrorists hiding in the area," the statement said. In Nushki, SFs encountered and killed five more terrorists, bringing the number of total killings to nine, the ISPR said, adding that four soldiers, including an officer, were killed while repulsing the attack. Meanwhile, in Panjgur, four terrorists were killed while at least four to five were "encircled by security forces", the statement said.

Speaking to media persons on the sidelines of a function at Udhampur District, Dilbag said in the consignment of arms, ammunition and explosives sent from drone yesterday (February 24) and seized at Arnia, chemical in liquid form has been found for the first time and efforts are on to ascertain its nature. Asserting that the neighbour continued mischief by sending consignment of arms, ammunition and explosives, DGP, Singh said the good thing is that they are being seized before falling into hands of the militants. He further said, “The neighbour has long history of hatching conspiracies to disturb peace in Jammu and Kashmir. The militancy is dying but they want to keep it alive. In response to Pakistan’s strong message, the Taliban have decided to persuade banned Tehreek-e-Taliban Pakistan (TTP) and its affiliates to move from border regions to other areas of Afghanistan. The TTP’s March 30 announcement for the launch of a special operation against law-enforcement agencies has led to a surge in its attacks in tribal districts, southern region and other parts of the province. A senior Police official told Dawn on condition of anonymity that the law-enforcement agencies were working on a multi-pronged strategy to defeat terrorism amid growing attacks. “Terrorists are attacking soft targets to sow fear among them. It shows that our strategy of denying land and resources to them [TTP] is working,” he said. The official said that the TTP attacks against law-enforcement agencies in the province had surged compared to last year when the Islamic State Khorasan chapter (IS-K) was carrying out most of such attacks. The official said that the TTP issued around 35 ‘threats’ to attack law-enforcement agencies in the current month and the IS-K three only.

According to a research and analysis report by the Freedom Network, at least 86 cases of attacks and violations against media and its practitioners, including journalists, took place in Pakistan over the course of one year – between May 2021 and April 2022, reports The Express Tribune. The report, released in Pakistan in 2022 to mark the World Press Freedom Day marked globally on May 3 every year, reveals that the state actors continue to be the largest threat source for journalists in Pakistan in a period marked by a dramatic escalation of coercion by the erstwhile Imran Khan Government resulting in murders, legal cases, assaults, abductions, detentions and threats. The data shows that no place in the four Pakistani provinces, federal capital Islamabad or even Gilgit-Baltistan and Azad Jammu and Kashmir is safe – attacks against journalists are taking place everywhere. At least 86 cases of attacks and violations against journalists and media practitioners were documented in Pakistan in the one year between May 3, 2021 and April 10, 2021 across all territories of Pakistan, including the four provinces, Islamabad, Gilgit-Baltistan and Azad Kashmir. This is an average of over seven cases of violations a month – one every fifth day. Overall, Islamabad emerged as the riskiest and most dangerous place to practice journalism in Pakistan with 37% of the violations (32 out of total 86 cases) recorded in the federal capital. The top three categories of violations against the journalists in Pakistan in the period under review included (a) 13 legal cases filed against them (15%) and 13 cases of offline harassment (15%), (b) 11 instances of illegal detention by the authorities (13%), and (C) nine cases of attempt to murder (11%) and nine cases of verbal threats (11%). "These six categories of violations – legal cases, offline harassment, illegal detention, attempt to murder and verbal threats – constituted 65% of the 83 categories of violations against media in Pakistan in the period," the report added.

IGP Ansari said that on Pakistani side, kinetic action was being taken against terrorists; however, for the issues emanating from across the border needed to be taken up with Afghan authorities. “We are facing problems from other side of the border,” he added. He said that over past four months, Counter Terrorism Department (CTD) arrested 202 terrorists including 18, who were carrying head money. He said that about 70 terrorists including proclaimed offenders were killed in police action during that period. CTD recovered 46 kilograms of explosives, 99 hand grenades, eight suicide jackets, three rocket propelled grenades, 43 RPG shells and other arms and ammunition. “During the first four months of current year, 30 policemen were martyred,” said the IGP. He added that seven of the martyred officials belonged to CTD and seven others were injured. He said that Police carried out a total of 6307 search and strike operations and arrested 45,697 suspects. He said that police also recovered 8,198 different types of arms and 184,193 rounds as well.

A Balochistan based Human rights group, Human Rights Council of Balochistan (HRCB) has released its yearly report in which it pointed out the dire human rights situation of Balochistan in 2021, The Balochistan Post reported on May 12. According to the report, the year 2021 witnessed a drastic change in human rights situation in Balochistan. HRCB, in comparison to previous years, recorded an increase in fake encounters committed by Counter Terrorism Department (CTD) killing 47, while there was a rise in cases of enforced disappearances, extra judicial killings, target killings, torture, collective punishment, killing of women for honor. Students remained the main target of military and its shadow organizations, both in Balochistan as well as in other provinces of Pakistan. A large number of Balochistan’s students were forcibly disappeared in 2021. HRCB received reports of enforced disappearance of 442 people, out of whom 170 were later tortured and released while whereabouts of 272 people remained unknown at the time of writing this report. A total of 366 people were killed.

A statement issued by the TTP ‘spokesman’, Muhammad Khurasani, said that substantive progress had been made in talks with the grand jirga of “Pashtun nation, particularly tribal elders and Ulema”. The 57-member Government-sponsored jirga left for the Afghan capital on June 1 to continue negotiations with the TTP, mediated by the Islamic Emirate of Afghanistan and supervised by Sirajuddin Haqqani, the acting Afghan interior minister. A member of the jirga told Dawn there had been heated discussions between the two sides, and the sticking point was the TTP’s demand for the reversal of FATA’s merger with Khyber Pakhtunkhwa. “Overall, talks have been goods which continued till late into the night. According to a statement by FATF, Pakistan has substantially completed all items on both its action plans, which showed that necessary political commitment was in place to sustain implementation and improvement in the future. While announcing the FATF’s decision, FATF President Dr Marcus Pleyer acknowledged the reforms implemented by the country, saying "they are good for the stability and security of the country". He, however, added that "Pakistan is not being removed from the grey list today. The country will be removed from the list if it successfully passes the on-site visit". Pleyer said Pakistan will have to ensure [during the visit] that it effectively tackled money laundering and funding of terrorist groups. Federal Interior Minister Rana Sanaullah on June 22 said a meeting on national security, attended by civil and military leadership, had decided that the talks with the proscribed Tehreek-e-Taliban Pakistan (TTP) will be held only under the framework of the Constitution, reports Dawn. He made the statement at a press conference after the meeting in Islamabad, and said it was also decided that an in-camera briefing will be held on the matter and later the Prime Minister will brief the parliament. "The talks [with the TTP] will be taken forward under the guidance of parliament," Sanaullah added. According to a statement issued after the meeting, the institutions "responsible for national security" briefed the committee on the overall security situation of the country. The meeting was apprised of internal and external threats and the measures being taken by the agencies to handle the security situation. The Inter-Services Public Relations (ISPR) said in a statement that a group of cadres had abducted Lieutenant Colonel Laiq Baig Mirza and his cousin Umer Javed as they were returning after a paying a visit to the Quaid-e-Azam Residency. "After receiving the information, Army Quick Reaction Forces were immediately dispatched to chase fleeing terrorists who were traced moving to their hideouts in general area Mangi Dam," ISPR said. A search operation was launched by Security Forces using Special Service Group (SSG) troops and helicopters to locate the abductees and the terrorists. "Resultantly, on the night between July 13 and July 14, a group of six to eight terrorists was spotted moving in a nullah in nearby mountains by one of the teams of security forces. On sensing their possible encirclement, terrorists shot Lt. Col. Mirza and attempted to flee," the statement added. An exchange of fire ensued, resulting the killing of five terrorists. The SFs also recovered a cache of improvised explosive devices and ammunition. However, in the process, remaining terrorists along with other abductee Umer managed to flee from the scene, according to the statement. Earlier, BLA ‘spokesperson’ Jeehand Baloch claimed the custody of Lieutenant Colonel Laiq Baig Mirza, reports Radio Zrumbesh. He was arrested in an intelligence-based operation by BLA’s special force, Special Tactical Operations Squad (STOS). Lieutenant Colonel Laiq Baig Mirza was a primary target and he was being tracked for days by BLA’s intelligence units. On 12 July his movements were followed throughout the day and he was finally arrested in an area where risk to members of public was at minimum. Colonel Laeeq was travelling with his family on the day; however, the family members were treated with utmost respect and they were not harmed in any way as they were not involved in any crimes. Colonel Laeeq of 96 L/C belonged to 12th Azad Kashmir Regiment of Army. He previously held commanding positions in Pakistan Rangers. Currently he was a commanding officer of Pakistan’s Military Intelligence (MI). He was working in DHA Quetta as a cover for his secretive role. Colonel Laeeq was arrested for being an officer of occupying forces, and his direct involvement in Baloch genocide and grave human rights violations, including enforced disappearances of women and children, and other crimes. He was given full opportunity to prove his innocence in a Baloch national court. During the proceedings he confessed to all his crimes and was awarded death sentence, said Jeehand Baloch. BLA has compiled a list of military officers that are directly involved in Baloch genocide. Strict action will be taken against all such officers and they will be brought to justice, adds Jeehand Baloch.

There have been no convictions in 96pc of murder cases of journalists in Pakistan between 2012 and 2022, according to Freedom Network’s Annual Impunity 2022 report released on October 27, reports Dawn. The report “The killing fields: no justice for Pakistan’s murdered journalists” was launched ahead of the International Day to End Impunity for Crimes against Journalists, which falls on November 2. The research was framed in the context of the 10-year anniversary of the 2012 United Nations Plan of Action on the Safety of Journalists and the Issue of Impunity, which Pakistan had first endorsed in October 2013 and later committed to implementing in the Protection of Journalists and Media Professionals Act 2021. According to the report, 53 Pakistani journalists were killed between 2012 and 2022 but the perpetrators were convicted in only two out of these 53 cases. A total of 109 Policemen sustained injuries during these attacks. The report said the weapons left behind by NATO forces in Afghanistan were used against KP Police including thermal imaging devices which enabled them to stage surprise attacks under the cover of darkness. “These attacks were carried out by militants released from prisons after the fall of Kabul last year,” adds the report. In a statement shared on Twitter, Federal Minister for Overseas Pakistanis and Human Resource Development Sajid Hussain Turi said: “Afghanistan’s violation of Pakistan’s Kurram border at Kharlachi and Borki and targeting the civilian population is condemnable.” Turi said that land disputes between the people living on both sides of the border should be resolved through bilateral jirga and diplomatic channels so that no such incident takes place in the future as it will damage the fraternal and friendly relations between the two countries. “He said that we have already held jirgas and negotiations with the Afghan government on the land dispute and more negotiations are needed, and the people across the border should not try to unsuccessfully occupy the Pakistani lands of Kharlachi and Borki,” the statement shared on Twitter said.

According to a press release by the “pro-independence” armed group, BNA that its top leader Gulzar Imam went missing and is now in the custody of Pakistani intelligence agencies. As per Mureed Baloch, the spokesperson for BNA that their top commander “went missing some time ago”. Mureed didn’t reveal further information that how and where the insurgent commander went missing, and only said that “he had gone missing some time ago, the organization investigated the issue and found out through credible evidence that Gulzar Imam alias Shambay is under the custody of Pakistani secretive agencies.” He further added, “the organization is conducting its investigations and it will reach the culprits involved”. We have the ability to fight for many more decades with the weapons and spirit of liberation that exist on the soil of Pakistan,” he said in an interview with CNN. When asked if he was being secretive about help they were getting from the Taliban, he said, “When we don’t need any help from the Afghan Taliban, what is the point of hiding it?” However, the TTP chief warned the United Sates (US) of retaliation in case of any attack on the group’s leadership. “America should stop teasing us by interfering in our affairs unnecessarily at the instigation of Pakistan — this cruel decision shows the failure of American politics,” CNN quoted Mr Mehsud as saying. He made these remarks in response to a question on the possibility of the US targeting TTP commanders operating from inside Afghanistan like al Qaeda leader Ayman al-Zawahiri who was killed in a drone strike in Kabul in September. He said that “he did not expect America to take such action” against his group. “If America takes such a step, America itself will be responsible for its loss,” he warned. We’ve been closely following reports that militants have seized control of the counterterrorism centre in Bannu. We offer our deepest sympathies to those injured,” Ned Price said and urged those responsible for the attack to cease all acts of violence, to safely release those who remain hostage, and to end the seizure of the counterterrorism centre. After analysing the overall law and order situation in Khyber Pakhtunkhwa during the outgoing year, the Police department has declared South and North Waziristan, Lakki Marwat and Bannu Districts as terrorist trouble spots, reports Dawn on December 24. “Southern districts, including North and South Waziristan [from among the newly-merged tribal districts] as well as Lakki Marwat and Bannu districts [from settled areas], are trouble spots,” Additional Inspector General of Police (ADGP), operations, Mohammad Ali Babakhel told reporters in Peshawar on December 23. Babakhel said that the annual analysis of the security situation revealed a surge in the number of extortion calls from Afghanistan after the Taliban’s takeover of Pakistan’s Western neighbouring country. He also said that the number of targeted attacks against Police increased in 2022 compared with the previous year. Official says most extortion calls made from Afghanistan. The ADGP said that the number of suicide attacks in the province also escalated in the outgoing year, while most of the extortion calls received by the local residents were made from Afghanistan. Babakhel said that the Counter-Terrorism Department (CTD) arrested 158 extortionists wanted in 81 cases, while 62 suspects were taken into custody for kidnapping people for ransom. He further said that the CTD arrested 806 militants, including 90 with head money, and killed 196 militants during operations in the province.

Federal Interior Minister Rana Sanaullah on December 27 said that the number of Tehreek-e-Taliban Pakistan (TTP) cadres in the region was between 7,000 to 10,000, adding that some of the militants who had previously laid down arms have now secretly resumed activities, reports Dawn. In an interview with Dawn News TV programme Live with Adil Shahzeb, Rana Sanaullah revealed that there were around 7,000 to 10,000 TTP fighters in the region and they were accompanied by 25,000 members of their families. Sanaullah pointed out that some locals were also involved in crimes such as extortion and blackmail and alleged that the provincial government had failed to stop them. “The biggest reason for this is the failure of [the] Khyber Pakhtunkhwa government and Counter Terrorism Department […] It is their job to stop it.” Commenting on the prevalent viewpoint that TTP took the dialogue and ceasefire excuse to regroup, Sanaullah said the group never scattered and was further bolstered by the success of the Afghan Taliban.
